Government sets new rules for conducting public procurement tenders

YEREVAN, January 30. / ARKA /. The Armenian government on Friday has
set new rules for conducting public procurement tenders.

According to deputy finance minister Vakhtang Mirumyan, the new rules
stipulate that an invitation to participate in government tenders must
be sent to at least three companies and published on the public
procurements agency’s official website at

He said simultaneous negotiations will be held with all the applicants
on a possible price reduction. The contract will be concluded with the
company that will submit the lowest price offer. Companies with
overdue tax obligations will not be allowed to participate in tenders.

He said companies that will win the first and second places will be
examined if they have overdue tax obligations. He said this procedure
is not observed now and in some cases companies with overdue tax
oblations participate in government tenders and even win them.-0-

Spain’s Burjassot city recognizes Armenian Genocide

The municipal council of Burjassot city of Spain has approved a motion
recognizing the Armenian Genocide.

The motion was presented by Compromis party, the press service of the
Armenian Foreign Ministry reports.

The motion said that this year marks the centenary of the Armenian
Genocide – the first genocide of the 20th century. “In 1915-1921
massacres and deportations of Armenians occurred in the territory of
present-day Turkey, in particular under the rule of Young Turks, as a
result of which 1.5 million Armenians died and about 2 million were
forced to leave their homes, creating a large Armenian Diaspora,” it
said.

L’Union arménienne des producteurs de viande sera créé dans un avenir
proche a annoncé le vice-ministre de l’agriculture Robert Makaryan.

Il a dit l’assemblée constituante de l’Union a eu lieu le 5 novembre
2014 à laquelle a également assisté le ministre de l’agriculture Sergo
Karapetian. Il a dit que l’Assemblée a approuvé la Charte de l’Union
et élu un président.

Selon lui, la mise en place de l’union a été lancé par le ministère
afin de stimuler la production de produits à base de viande, d’assurer
la croissance des ventes et de la publicité de la production nationale
sur les marchés cibles.

ECHR adjudicated in favor of Azerbaijani military expert, beaten
because of critical articles about army problems

European Court of Human Rights (ECHR) has announced its decision on
the case of Azerbaijani military expert Uzeyir Jafarov. The ECHR found
that Jafarov’s rights were violated by the Article 3 (prohibition of
torture) and decided to pay him compensation of 10 thousand Euro and
4.4 thousand Euros for the reimbursement of costs, reports the
Azerbaijani news agency “Turan”.

Agency reminds that in 2007 being a correspondent for the newspaper
“Gundelik Azerbaijan” and “Real Azerbaijan” Jafarov was brutally
beaten for publishing critical articles about the problems in the
Azerbaijani army. He was attacked on Inshaatchilar Avenue by some
unknown people. Criminal case was filed under the article 132
(assault), but the investigation had not been completed and no one was
punished for the crime.

As stated in the article, the courts of Azerbaijan did not satisfy
Jafarov’s complaints about inaction of police and thus he appealed to
the ECHR.

“ECHR decision is important for me in terms of the restoration of my
rights and justice, rather than the amount of compensation. The
court’s decision establishes not only compensation but also contains
provisions for the investigation and punishment of those responsible.
I know these people. One of them works in the military police, the
other one in the Interior Ministry. I will ensure that they called the
customer. The decision of the European Court is also important in
terms of not leaving unpunished crimes against journalists and
activists,” said Jafarov to agency.

Illinois Congressman Robert Dold (R-IL) as the new Republican Co-Chair
of the Congressional Caucus on Armenian Issues. Rep. Dold joins his
counterpart and Caucus founder Congressman Frank Pallone (D-NJ) in
leading bi-partisan efforts to advance Armenian American policy
priorities and strengthen US – Armenia ties.

Rep. Dold, who returned to Congress this year after a two-year hiatus,
received an “A+” rating from the ANCA in 2012 for his consistent
support and leadership on issues of concern to the Armenian American
community. In 2011, he joined long-time Armenian Genocide Resolution
lead sponsor Adam Schiff (D-CA) in spearheading this key human rights
legislation (H.Res.304). He spoke out against Secretary Hillary
Clinton’s misrepresentation of the Armenian Genocide as a matter for
“historical debate,” joining with over 60 of his colleagues in
co-signing a letter of protest regarding her statements at a State
Department Town Hall meeting. He was also an early supporter of a
measure calling on Turkey to return stolen Christian properties to
their rightful owners (H.Res.306), which was adopted by the House of
Representatives in December of 2011.

The Congressional Caucus on Armenian Issues was founded by
Representatives Frank Pallone (D-NJ) and former Congressman John
Porter (R-IL) in 1995. Since that time, the bi-partisan panel has
been at the forefront of Congressional action on a broad range of
Armenian American concerns – from justice for the Armenian Genocide,
to self-determination for Nagorno Karabakh, stronger U.S.-Armenia
ties, and support for the Armenian communities in the Republic of

Luftu Turkkan, Turkish parliament deputy from Nationalist Movement
Party (MHP), said at a press conference today that the Turkish
government is powerless against the propaganda launched by the
Armenian Diaspora in connection with the 100th anniversary of the
Armenian Genocide, Ermenihaber.am reports citing Ulusalkanal.com.tr.

The Turkish MP said the Armenian Diaspora actively disseminates
documentaries, movies and books, while the Turkish government,
particularly the Justice and Development Party (AKP), just confines
itself to words.

Lugtu Turkkan also considered as incorrect the Turkish authorities’
decision to invite the Armenian president to ceremonies marking the
centenary of the Battle of Gallipoli on April 24 – the Armenian
Genocide Remembrance Day.

YEREVAN, January 30. /ARKA/. The chairman of Trustees Board of the
Armenian Assembly of America (AAA) Hrayr Hovnanian will donate $0.5
million to the Assembly for the Armenian genocide centennial
commemoration events, the press office of the Assembly reported.

According to the report, the AAA is planning to hold a number of
events in the USA to commemorate the 1915 Armenian genocide victims
and to promote Armenian interests in the US Congress.

Hrayr’s devotion and permanent support will help the Assembly carry
out the activities, in this important genocide centennial
commemoration period in particular, executive director of the AAA
Bryan Ardouni said.

Founded in 1972, the Armenian assembly of America is the largest
Washington-based nationwide organization promoting public
understanding and awareness of Armenian issues.

The Armenian Genocide was the first genocide of the twentieth century.
According to Armenian and many other historians, up to 1.5 million
Armenians were killed starting in 1915 in a systematic campaign by the
government of Turkey. Turkey has been denying it for decades.

The Armenian genocide was recognized by tens of countries. The first
was Uruguay that did so in 1965. Other nations are Russia, France,
Italy, Germany, Holland, Belgium, Poland, Lithuania, Slovakia, Sweden,
Switzerland, Greece, Cyprus, Lebanon, Canada, Venezuela, Argentina, 42
U.S. states.

It was recognized also by the Vatican, the European Parliament, the
World Council of Churches and other international organizations. -0–

4 People Arrested in Connection With Murder of a Soldier

Four people have been arrested in connection to themurder of soldier
Haykaz Barseghyan by a group of individuals at a Yerevan military
training unit, reported the Investigative Committee of Armenia.

The suspects arrested connected to the murder are soldiers Vache
Sahakyan, Movses Azaryan, Gnel Tevosyan, and Norik Sahakyan.

As noted in the Investigative Committee’s statement, the corpse was
found yesterday at approximately 6:30AM. The investigators who arrived
at the site, inspected it, and with the materials gathered initiated a
criminal case based on point 7 of Article 104.2 of the Armenian
Criminal Code (murder by a group of people or by an organized group).
