News.Az interviews Aydin Mirzazade, an MP for the ruling New Azerbaijan
Party and member of the Azerbaijan-Israel parliamentary working group.

Israeli Foreign Minister Avigdor Lieberman is said to have come up
with a plan against Turkey which includes two main points: support
for the Armenians and the Kurds in their confrontation with the Turks.

What impact may this plan have on Azerbaijan-Israel relations?

The deteriorating relations between Turkey and Israel, major and
influential countries in the region, in recent years have been one
of the pressing issues on the international agenda. Both states have
a large impact on world politics, and shape the regional situation.

Azerbaijan has friendly and fraternal relations with Turkey and
bilateral relations with Israel.

In this regard, Azerbaijan regrets the tensions between Turkey and
Israel. We also regret that relations between Turkey and Israel are
deteriorating day by day, and these countries are seeking to inflict
heavy diplomatic blows on each other. Azerbaijan, of course, wants
Turkey and Israel to reach a common denominator in this situation.

I consider the remarks by the Israeli foreign minister on the “Armenian
genocide” to be a hasty statement which does not meet the interests
of Israel. Possibly, in the near future we will hear another statement
opposing the remarks by the Israeli foreign minister.

This is because the democratic circles of Israel are one of the
parties struggling against the “genocide” of 1915 invented by Armenian
nationalists. In such a tense situation every word must be weighed,
so that they subsequently do not create problems.

Anyway, if Israel recognizes the “genocide”, Azerbaijan will oppose
this, because the fictional “Armenian genocide” is not politics, but
a way to occupy Azerbaijani lands. This step may inflict a serious
blow to the national interests of Israel.

The parties should keep an increasingly low profile in the event of
deteriorating bilateral relations. This would benefit both countries
themselves and the whole region.

What steps may Baku take if Israel recognizes the “Armenian genocide”?

Israel has not done â~@~Kâ~@~Kanything in that direction yet. What
has been said by the foreign minister of Israel may be assessed
as an integral part of the diplomatic conflict. I believe that the
circles responsible for protecting public interest both in Turkey and
Israel will still voice some views on this issue. However, over time,
statements by the parties will become more specific in nature and
will meet their real intentions.

May the spoiled Turkey-Israel ties facilitate the adoption of an
“Armenian genocide” bill in the US Congress?

I do not think that relations between Turkey and Israel will become so
tense that the Jewish lobby would take such a step. But at the same
time, international relations, of course, are subject to development
and recession. Therefore, such authoritative and well-established
states as Turkey and Israel will be able to find a better option to
solve their problems.

Should Azerbaijan through diplomatic channels warn the Israeli side
against taking steps that could damage relations between Baku and
Tel Aviv?

One should wait for the next steps by Israel. I do not believe that
Israel can fall into the trap of the fictional “Armenian genocide”. In
other words, the possible adoption of any decisions by Israel relating
to the “genocide” will only benefit the Armenian nationalists. The
Armenian nationalists will be increasingly happy at tensions between
Turkey and Israel. I believe that the diplomatic tensions between
Ankara and Tel Aviv will decline after a time.

Would it be appropriate and possible for Azerbaijan to be a mediator
in reconciliation between Turkey and Israel?

Either way, Azerbaijan is always ready to carry out any mission
that promotes stability, friendship and peace and reduces tension in
the region.

The cochairmen of the OSCE (Organization for Security and Co-operation
in Europe) Minsk Group for the Karabakh Settlement will meet in New
York after September 20, Russian Foreign Ministry spokesman Alexander
Lukashevich told a Thursday press briefing.

“The cochairmen will hold their next meeting on the sidelines of the UN
General Assembly session in New York City after September 20,” he said.

The cochairmen, who represent Russia, France and the United States,
held a regular round of consultations at the OSCE Vienna headquarters
on September 7 to draft an approximate work plan until the December
meeting of the OSCE Council of Ministers in Vienna. They also met
with other members of the OSCE Minsk Group.

“The cochairmen informed their colleagues about the measures
taken after the Kazan summit for reaching a consensus about the
draft fundamental principles of the Karabakh peace process and for
strengthening the ceasefire regime,” Lukashevich said.

The coordination is high between the cochairmen and the three countries
at large, he said.

The cochairmen met with the OSCE secretary general on September 8 to
discuss the Karabakh peace process.

Ardebil, Sept 15, IRNA – President Mahmoud Ahmadinejad said on
Thursday that Islamic Republic of Iran is ready to expand border
relations with the Republic of Azerbaijan.

“Nobody can disturb relations between Baku and Tehran, said the
President while addressing a gathering of people in the city of Pars
Abad Moghan in the northwestern province of Ardebil.

He said, ‘Azerbaijanis are our brothers and we want to expand relations
with our brothers in all fields .’

The Iranian President is visiting cities in Ardebil province on the
fourth round of his provincial tours that started in 2005 when he
took office as president of the country.

Pars Abad Moghan is a border region with some customs offices between
Iran and the Republic of Azerbaijan.

Iran has an embassy in Baku and a consulate-general in the automonous
republic of Nakhichevan. Azerbaijan has an embassy in Tehran and a
consulate-general in Tabriz.

Iran and Azerbaijan have had diplomatic relations since the latter’s
independence from the former Soviet Union. Iran supports Azerbaijan
over Nagorno-Karabakh dispute. The two countries have a majority Shia
population and share many cultural commonalties.

The Armenian National Committee of America (ANCA) today called upon
the Department of State to look into whether video of the wreckage of
an Azerbaijani unmanned aerial vehicle (UAV), which shows a component
built by NovAtel, a Canadian firm with offices in the United States,
warrants an investigation into potential violations of U.S. arms
export laws.

The UAV was reportedly shot down by Nagorno Karabakh defense forces
on September 12th, after it crossed into the Republic’s airspace.

a group of officers demobilized from Defense Army and to be employed
by the Rescue Service, Central Information Department of the Office
of the Artsakh Republic President reported.

servicemen with corresponding jobs mentioning that their experience
and knowledge would have a positive impact on raising the efficiency
of the structure’s activity.

Bako Sahakyan underlined that securing working places for retired
officers would always be in the spotlight of the authorities’

YEREVAN. September 15. /ARKA /. As of September 13, 2011, 38 thousand
passengers used the services of the train “Armenia”, press-service of
“South-Caucasian Railway” (SCR) informs.

In general, according to the press-release, from the beginning of sales
of train tickets (from June 6), 40.3 thousand tickets were bought.

According to the data of the last year, in summer 2010, 40.3 thousand
tickets were bought and the number of passengers was 39 thousand.

Daily train “Armenia” started its route Yerevan-Batumi-Yerevan from
June 15. The time from Yerevan to Batumi is 16 hours 37 minutes and
the way back – 16 hours 55 minutes. Due to the repair works of the
railway and rolling stock, SCR managed to reduce the time from Yerevan
to Batumi.

This year the tickets are sold by automated system of sales of tickets
“Orion” which excludes double sale of tickets and allows to avoid
queues.

CJSC “South-Caucasian Railway” is a 100% subsidiary of OJSC “Russian
Railways” implementing concession management of CJSC “Armenian
Railways” according to the Concession Agreement signed on February 13,
2008. Term of the concession is 30 years with the right of extension
for another 10 years.

Des fonctionnaires a Erevan ont annonce l’achèvement des travaux de
renovation de 176 millions de $ des reseaux d’irrigation d’Armenie
qui ont ete finances par les Etats-Unis en vertu du Programme du
Compte du Defi du Millenaire (MCA).

” À la date du 31 août, environ 146 millions de $ ont ete depenses
par notre programme. 30 millions de $ supplementaires devraient etre
depenses avant la fin du programme ” a dit Ara Hovsepian, chef de de
l’agence d’etat en charge de corrdonner et de surveiller l’important
projet.

Ara Hovsepian a dit aux journalistes que les fonds du gouvernement
americains ont ete employes pour la reconstruction de 6 principaux
canaux, 17 stations de pompage d’eau, du système de drainage d’eau
de la vallee de l’Ararat aussi bien que pour d’autres equipements
agricoles a travers le pays. L’execution du projet sera fini vers la
fin de ce mois, a-t-il dit.

Le gouvernement americain avait promis environ 236 millions de $
pour financer un plan de developpement rural soumis par Erevan.

En juin 2008, Washington a abandonne 60 millions de $ impliquant
la reconstruction de centaines de kilomètres de routes rurales. La
decision a ete largement attribuee aux repressions suite a l’election
presidentielle de fevrier 2008.

Le volume du travail prevu par le projet d’irrigation a aussi ete
reduit en raison de l’inflation et des fluctuations de la monnaie.

” Sept projets de reservoirs d’eau selon le programme n’ont pas ete
realises et seules 17 des 64 stations de pompage ont ete renovees
” s’est plaint Levon Barseghian, un militant civique de Gyumri et
ancien membre d’un conseil de surveillance d’une organisations non
gouvernementale contrôlant l’execution du programme.

” J’evalue l’execution du programme avec 2 a 3 points sur une echelle
de 10 points parce que les cibles clefs du programme ont a peine ete
realisees de moitie ” a dit Levon Barseghian au e service armenien
de RFE/RL.

Une de ces cibles etait une reduction de 6% de la pauvrete rurale
qui reste bien au-dessus de la moyenne touchant l’ensemble du pays.

Les fonctionnaires americains ont precise plus tôt cette annee que
l’Armenie n’a pas actuellement droit a une aide complementaire en
raison de la situation des droits de l’homme dans le pays.

Un livre ecrit par l’historien armenien Ara Sarafian qui comprend
des documents historiques publies par le chercheur et journaliste
turc Murat Bardakci a suscite un nouveau debat entre les deux figures.

Bardakci a accuse Sarafian d’avoir plagie son livre ” les documents
de Talat Pasa sur le genocide armenien, 1917 ” tandis que Sarafian
a affirme que Murat Bardakci est mecontent des conclusions de son
livre et qui inclut aussi quelques documents complementaires.

” Il a modifie les parties, a ajoute des explications selon sa propre
fantaisie et l’a ensuite publie sous son propre nom sans la moindre
honte ou embarras. C’est plus mauvais que du plagiat ; c’est un vol
franc ” a declare Murat Bardakci.

Bardakci a prepare son livre ” les lettres post mortels de Talat Pasa
” en 2008 avec des documents personnels compiles des archives de
Talat Pasa.

Murat Bardakci a annonce que son editeur allait deposer plainte contre
Sarafian, le directeur de l’Institut Gomidas.

Ara Sarafian, en attendant, a aussi repondu aux accusations. ”
j’ai fait une etude plus solide – les documents de Talat etaient
en realite bases sur des rapports Ottomans officiels. J’ai aussi
analyse les donnees de Talat de la facon dont Talat les aurait lus
” a affirme Ara Sarafian au journal Hurriyet.
