TURKISH MINISTER: TURKEY TO PROVIDE AZERBAIJAN WITH NECESSARY MILITARY SUPPORT

Turkey will provide Azerbaijan with necessary military support, Turkish
Defense Minister Ismet Yilmaz told journalists in Baku on Thursday.

He said Azerbaijani and Turkish Armed Forces will cooperate.

Yilmaz is on official visit to Azerbaijan from Oct.12. He will hold
bilateral meetings within the visit.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

This statement is at least strange, because two aggressor countries
make a statement on occupation accusing another country of occupation,
MP, RPA spokesperson Edward Sharmazanov told a Panorama.am reporter,
commenting upon the joint statement by the Defense Ministers of Turkey
and Azerbaijan.

APA reports that the Turkish and Azerbaijani Defense Ministers met
in enlarged format and issued a joint statement saying that “it is
time that occupant Armenia vacate the Azerbaijani territories.”

“It is Azerbaijan that should vacate the territories of Artsakh it has
occupied – Getashen, Shahumyan, Martunashen, and Turkey which occupied
the territories of EU member, Cyprus in 1974,” the parliamentarian
stressed.

Azerbaijani Interior Minister General-Colonel Ramil Usubov is on a
visit to Yerevan for the Council of CIS Interior Ministers today,
APA reports.

The two-day visit will be used to exchange views on priority aspects
of cooperation between Interior Ministries and discuss fulfillment
of the crime-control program.

Ministers will talk about the fight against crimes with information
technologies, drug control and weapons as evidence. The council will
also discuss events to mark the 20th anniversary of the CIS.

Harutyunyan told a news conference today. “Strikes are not a way to
get prepared for elections”, the parliamentarian noted, adding that
the fight of the Armenian National Congress is of theoretical and
non-practical nature. According to him, besides the Republican Party,
Prosperous Armenia and ARF parties, the others have no chances to
win in elections.

“The utmost voices will be given to centered, technically powerful
parties which do not have inner disputes”, Harutyunyan said. He said
the party which is going to the elections alone is more powerful than
an alliance as in the former people having new ideology have gathered.

The parliamentarian said in the coming 10 years 2-3 parties will
remain in Armenia.

YEREVAN, October 13. /ARKA/. Water supply improvement program in 20
communities of Armenia costing 20 million euro will start in 2012,
said The Head of State Committee of Water Economy of Armenia Andranik
Andreasyan in the government meeting on Thursday.

“The program is calculated for three years and includes the best
water supply systems in 20 small and medium communities, as well as
construction of water waste cleaning stations in Jermuk and Dilijan”,
said Andreasyan.

The program is implemented jointly with European structures which
prepared a single package amounting 20 million euro, of which credit
in the amount of 6.5 million euro is provided by European Bank of
Reconstruction and Development (EBRD) and a grant in the amount of
7 million euro – by Investment Fund of European Neighborhood.

He said that credit resources will be provided for 15 with three-year
grace period at a rate of EURIBOR+1, which is estimated to date
about 2%.

Armenia will be awarded grant in the amount of 1.7 million euro for
designing and technical control of the program.

“Grant program of the Investment Fund was approved at the beginning of
the year. By the end of the year agreement with European Investment
Bank for the implementation of the program will be signed”, said
Andreasyan.

Government of Armenia approved the credit agreement with EBRD for
this program signed on July 14, 2011.

million drams will be built in the Lake Sevan by Akhtamar cjsc, said
Armenian Economy Minister Tigran Davtyan in the government meeting.

“In the frames of the program, a project of construction of tourist
complex in the area of the Lake Sevan is being implemented which
includes a hotel, catering facilities, playgrounds, entertainment
centers, as well as construction of downhill skiing routes and Á
ropeway”, said Davtyan.

Government of Armenia on Thursday decided to extend the delay on VAT
payment for three years (till October 15, 2014) by the investment
program of the company Akhtamar cjsc which has imported equipment in
the amount of 300 million drams and more.

YEREVAN, October 13. /ARKA/. Artak Shaboyan, chairman of the Armenian
State Commission for Protection of Economic Competition, promised
Thursday to tackle the problem with taxi parking outside Yerevan’s
Zvartnots Airport.

According to Armenian media reports, the airport has concluded
contracts with two taxi services, whose taxis will enjoy an exclusive
right for parking just outside the airport’s arrivals hall.

Other taxi services expressed their displeasure over this action
saying it disadvantaged them. They said that all the taxi services
have received their licenses from the transport and communication
ministry and they should enjoy equal opportunities.

“I learned about this problem today morning and ordered scrutiny
over probable irregularities,” he said. “If irregularities are found,
administrative proceedings will be launched.”

Representatives of the airport have reportedly said that the airport
had bee guided by certain criteria in selecting taxi services – these
services’ taxis have air-conditioners and they are fueled by petrol,
not gas.

They said other services’ taxi derivers can park their cars on another
area allocated by Zvartnots for that.

PanARMENIAN.Net – By constructing a wall at contact line with Artsakh,
Azerbaijan recognizes de facto borders of Nagorno Karabakh and the
republic itself, according to the head of the Central Information
Department at NKR President’s Office.

As David Babayan stated in a conversation with a PanARMENIAN.Net
reporter, “the wall being built is Baku’s attempt to promote
anti-Armenian propaganda, with Azerbaijan positioning itself as a
victim, protecting its people from barbaric tribes.”

“Another reason might be Baku’s wish to hide snipers. Azeris will
probably continue violating ceasefire, and, were Artsakh side to bring
down the wall to protect themselves, Baku will be fast in slamming
NKR as an aggressor,” Babayan said.

When asked if Artsakh might built a similar wall, the official said,
“we’re not suffering from hang-ups like Azeris do, so the step is
highly unlikely.”

Azerbaijan is planning on construction of a protective wall at the
line of contact with NKR. According to Azeri media, a wall, 700 meters
long and 3 meters tall, was already built near the village of Chyragly,
bordering with Martakert Province.

Azerbaijan has been considering construction of a wall “to protect
itself from Armenian snipers” since 2006.

filed an official protest to Uefa over the refereeing in their Euro
2012 qualifying defeat to Ireland.

Armenia needed to win their final Group B qualifier to finish second
and make the play-offs, but lost 2-1 on Tuesday after their goalkeeper
Roman Berezovsky was sent off by the Spanish referee Eduardo Gonzalez
after 26 minutes.

Berezovsky was dismissed for handball outside his area but replays
clearly showed he chested the ball clear.

The FA head Ruben Airapetyan told reporters that the Armenians want
Uefa to cancel Berezovsky’s red card rather than punish the referee.

Replays also showed the referee allowed play to continue after it
appeared the Ireland striker Simon Cox did handle the ball moments
before Berezovsky was wrongly adjudged to have done so. Gonzalez
later sent off Ireland’s Kevin Doyle after the striker received two
yellow cards.

Airapetyan dismissed the conspiracy theories of some Armenian fans
who suggested Uefa was trying to give Ireland an advantage to balance
out the infamous handball by France striker Thierry Henry that cost
them the chance of reaching the 2010 World Cup finals.

“Trust me, I would never think or believe that it would be possible
for Uefa to give such instructions to the referee,” Airapetyan said.

Is the opposition Armenian National Congress (ANC) seeking to change
the situation in the country or trying to force its way to power,
Aram Karapetyan, Chairman of the New Times party, told journalists.

“I have attended almost all the rallies. The ANC made a move, and it
is time for them to decide: either you call them [the authorities]
‘Mongols and Tatars’ or you negotiate with them. When the ANC states
they are the only right option, we do not object. But we must know
for certain if they want to change the situation in the country or
forth their way to power,” Karapetyan said.

Without realizing the significance of the moment, without a
geopolitical strategy it is either illogical or mere populism, he said.

The ANC and its leader cannot be “‘trivial.” “It is not states, but
political groups, that are policy-makers. There are five of them in
the world. They are in control of geopolitical processes.

Ter-Petrosyan is well aware of the five groups. He is well-informed,”
Karapetyan added.

“Any election is a shock – no matter what they say. The authorities
are now thinking of launching a previously planned offensive – the
old republicans will be removed and new careerists appointed. Certain
political levers will get economic blows,” Karapetyan said.
