La situation de la securite alimentaire en Armenie suscite une profonde
inquietude a declare Grigor Grigoryan, le chef de l’agence en charge
de la salubrite des aliments au ministère de l’agriculture.

“Nous avons beaucoup a faire – maintenant nous portons notre attention
sur de nombreux facteurs et nous les examinons”a-t-il dit.

Grigoryan a declare que l’agence recoit de nombreux appels alarmants
de personnes, qui disent que les magasins vendent des aliments après
leur date d’expiration.

Il a dit qu’il est difficile d’evaluer le degre de risque, et c’est
la le problème majeur des inspections.

L’organisme procède a des analyses en laboratoire pour detecter
les risques.

” Les inspections sont fondees sur les resultats de ces analyses et
les categories de risque” a-t-il dit. L’agence inspecte les ecoles
maternelles et les ecoles secondaires pour apprecier l’etat sanitaire
et hygienique.

“Il s’agit d’un domaine très risque ” adit le chef de l’agence.

“Aujourd’hui, en tenant compte des differents degres, nous essayons
de savoir où les problèmes peuvent etre.”

La prevention des accidents de l’espace est devenu l’un des problèmes
les plus urgents de la science spatiale.

L’Observatoire de Byurakan contribuera au processus de prevention des
accidents dans l’espace a annonce le directeur de l’Observatoire Hayk
Harutyunyan aux journalistes. Selon lui, l’Armenie et la Russie vont
lancer la cooperation sur l’etude des debris spatiaux.

Des etudes prouvent que ce sera très difficile ou presque impossible
d’envoyer de nouveaux satellites dans l’espace en 2020-2030 en raison
de la rotation rapide des elements dans l’espace, qui constitue une
grave menace pour les satellites.

” La vitesse moyenne des elements en rotation dans l’espace atteint 10
kilomètres par heure, ce qui est 10 fois plus rapide que celle d’une
balle tiree par un pistolet, et transporte une energie 100 fois plus
grande. Cela signifie que le danger est de 1 000 fois plus grande ”
a dit Hayk Harutyunyan dit.

Selon lui, plusieurs accidents ont ete enregistres dans l’espace. Une
moyenne de 6 000 tonnes de metaux tourne autour de la Terre a la
hauteur de 1 500 – 1 600 km. LA cooperation russo-armenienne sera
axee sur une enquete.

” L’Armenie a adhere a un accord international, qui permet de
surveiller la conduite de differents points de la Terre, d’observer,
de calculer et de trouver les orbites. À ce stade, il est cible
sur l’obtention d’informations plutôt que de prevenir le danger ”
a declare Hayk Harutyunyan.

La partie russe fournira environ 2 millions d’Euros a l’Observatoire
de Byurakan dans le cadre du programme. Les infrastructures de
l’Observatoire et les equipements optiques seront modernises. Hayk
Harutyunyan espère que de nouveaux telescopes seront en Armenie
fin août.

Historique. L’Armenie vient de decrocher sa première medaille d’or
lors des 26ème Universiades qui se deroulent du 12 au 23 août a
Shenzen en Chine. L’halterophile Armenien Aghassi Aghassian (77 kg)
a ete sacre champion de l’Universiade en soulevant un total de 227 kg.

Il devance le Russe Viatcheslav Lastoukhine (222 kg). Avec cette
medaille d’or, l’Armenie inscrit pour la première fois son non dans
le tableau des medailles d’or des Universiades. L’Universiade est
une competition internationale universitaire multi-sports organisee
par la Federation internationale du sport universitaire (FISU). Les
Universiades se deroulent tous les deux ans et representent le
deuxième plus important rassemblement sportif au monde en termes de
participation, derrière les Jeux olympiques.

A recent study found Armenia has the friendliest media environment
in the Caucasus and Central Asia, a notoriously tough neighborhood
for reporters. But Armenian journalists beg to differ.

In its tenth-annual Media Sustainability Index, IREX, a
Washington-based development organization that supports media
development initiatives, praised marginal improvements to Armenia’s
media environment such as the decriminalization of libel. The country
received a score of 2.09 on a 0-4 scale, the best score in the region.

By comparison, Turkmenistan and Uzbekistan, which routinely jail
journalists, scored 0.35 and 0.56 respectively.

“The overall score for Armenia showed solid improvement, driven by
increases in most of the objectives,” says the report for Europe
and Eurasia. “The most remarkable improvement came in Objective 1,
freedom of speech, primarily as a result of decriminalization of
libel and defamation laws.”

But local journalists say the findings distort reality. Libel may
have been decriminalized, they say, but media outlets still face
regular harassment in the form of civil suits.

The editor-in-chief of the popular Armenian daily Aravot, Aram
Abrahamian, joked that if this report were published on April 1, he
would see it as “gentle humor” designed for April Fools’ Day. “But
since it was published on an ordinary day, I think that IREX decided
to mock us or shock people,” Abrahamian said.

Abrahamian and other journalists found IREX’s praise for the
decriminalization of libel particularly puzzling, describing multiple,
debilitating civil suits brought by wealthy businesspeople and
politicians against critical news outlets.

“Progress is simply out of the question,” said Hayk Gevorgian, editor
of the opposition daily Haykakan Zhamanak. In the past year the paper
has faced legal persecution and suffered financial losses after being
forced to pay damages following civil suits.

A July 19 report by the Yerevan-based Committee to Protect Freedom
of Expression said that so far this year, 14 defamation and libel
lawsuits were brought against media outlets and journalists – an
unprecedented number for Armenia.

In light of such pressure, Ashot Melikian, the committee head, called
IREX’s assessment “perplexing.” “There are no serious changes in
Armenia,” Melikian said.

“I don’t understand what they mean by saying ‘progress.'” Levon
Barseghian, president of the Gyumri Asparez journalist club told
EurasiaNet.org. Armenia is “a country where the broadcast media are
strongly controlled and half-censored.”

Journalists did find room for agreement, however, on the growing
and important role of social media in shaping a freer future for
Armenia’s media. The IREX report praises the number and influence of
online news sources and the role of citizen journalists.

“Issues raised in online media, blogs, and social networking tools like
Facebook or YouTube eventually seep into traditional media coverage,
allowing for greater impact,” the report says. “This, however, is no
guarantee that these sources are necessarily and predominantly reliable
or objective. Freedom in online media brings both wheat and weeds.”

Prominent blogger Samvel Martirosian told EurasiaNet.org that the
impact of online media on traditional journalism is profound. In the
past, authorities tried to influence television and newspapers, but
are now having trouble controlling the flow of information thanks to
the Internet.

“I believe traditional media have seen almost no change,” said
Martirosian, who is also an information security expert. But “the
impact of online media is increasing dramatically.”

Armenia is a vassal state ruled by others.

In other words, the Armenian government does what it is instructed
to do from outside.

The remarks came from Mubariz Gurbanli, deputy executive secretary
of the ruling New Azerbaijan Party and member of the Azerbaijani
Parliament.

The deplorable plight in Armenia has affected also its psychology
and morality. The patrons of Armenia need to put pressure on it in
a bid to ensure resolution of the Nagnorno-Karabakh conflict.

‘Armenian media claims that Armenia should not accept Russian President
Dmitry Medvedev’s proposal. The question is do Armenians have a power
to resist the Russian policy? Can they avoid principles put forward
by Russia? They will not dare to do this. Armenians can do this only
on media. All this shows that not only economy, but also morality,
psychology and world outlook of Armenia are in deplorable condition,’
the NAP official noted.

As to impact of internal situation in Armenia on negotiating process,
Gurbanli noted that Karabakh issue serves as a barometer of Armenian
policy.

In short, the Karabakh policy is a matter of life and death in the
country which is associated with the Armenian way of thinking. This
is another sign of Armenianism, the MP added.

The Permanent Representative of Azerbaijan to the United Nations,
Agshin Mehdiyev sent a letter to the UN Secretary-General Ban Ki-moon,
UN information center reported.

Mehdiyev informed Ban Ki-moon about ongoing violations of the
ceasefire by the armed forces of the Republic of Armenia, recorded
for the month of July 2011. “As a result of these violations and
the terrorist act committed by the Armenian side on 14 July 2011,
during the aforementioned period a 13-year-old Azerbaijani girl and
one officer of the armed forces of the Republic of Azerbaijan were
killed and two Azerbaijani civilians were seriously wounded,” the
letter reads.

The letter says the increasing number of casualties over the past
several months among Azerbaijani civilians residing in the front-line
areas represents yet another piece of evidence testifying to Armenia’s
apparent disregard of its obligations under international law and in
the context of the ongoing conflict settlement process.

In their joint statement of 26 May 2011 made in Deauville, France,
the Presidents of France, the Russian Federation and the United
States of America – the countries co-chairing the Minsk Group of the
Organization for Security and Cooperation in Europe – inter alia,
strongly urged the sides to prepare their populations for peace,
not war. The Armenian side responded to this call in the manner so
characteristic of it.

In addition to intensified attacks on Azerbaijani civilians and
civilian objects across the front line and the recent uncontrollable
surge of hostile rhetoric towards Azerbaijan from the Armenian
leadership, President Serzh Sargsyan of the Republic of Armenia went
farther ahead and once and for all shattered the artificially imposed
myth of his Government’s ability to engage in a constructive search
for peace in the region.

At a meeting with the participants in the fifth Pan-Armenian Olympiad
for the Armenian Language, Literature and Armenian Studies, held in
Gara Chichek (Tsakhkadzor), Armenia, on 25 July 2011, the head of the
Armenian State instructed the youth of his country to continue the
implementation of the policy of hatred and mistrust among the peoples
of the region. Thus, in response to the question of a student about
the perspectives of expanding Armenia’s territory at the expense of
neighbouring Turkey, Serzh Sargsyan said that the realization of this
duty would depend on the efforts of the new generation and referred
as an example to the fulfilment of the task of capturing a part of
what he called “our fatherland – Karabakh”.

“In other words, instead of preparing its people for peace and a
prosperous and stable future in friendship and cooperation with the
neighbouring nations, the President of Armenia openly incites the
youth and future generations of his country to new wars and violence.

It is notable that the Armenian President’s belief in this adventurist
idea is based on the conviction that his “nation … always rises from
the ashes like the phoenix – again and again”. Accordingly, the head
of the Armenian State considers it possible to plunge his own people
and the region as a whole into new wars and an abyss of misery for
the realization of the disastrous political agenda”, the letter reads.

The letter says President Serzh Sargsyan has not confined himself
to the above-mentioned harmful views and continued sharing them at
the joint press conference with the President of Poland in Yerevan
on 28 July 2011. This time he was deeply absorbed in discussing the
issues pertaining to the sovereign territory of another State – the
Republic of Azerbaijan. According to the President of Armenia, “the
Nagorno Karabakh conflict … erupted as a result of the violation
of the Nagorno Karabakh people’s right for self-determination” and
“the legitimate right of the people of Nagorno Karabakh to master
their own destiny, to have security guarantees and prosper in their
historical land must be respected”. Every single word in these and
other comments about the conflict, its causes and consequences and
the peace process made by the head of the Armenian State during the
press conference is pure fiction, to say the least.

It has been internationally recognized, including by the principal
organs of the United Nations, that Armenia unleashed the war, attacked
Azerbaijan and occupied its territories, including the Daghlyq Garabagh
(Nagorno Karabakh) region, carried out ethnic cleansing on a massive
scale, perpetrated other heinous crimes in the course of the war and
established the ethnically constructed subordinate separatist entity
on the captured Azerbaijani territory.

According to Mehdiyev, the President of Armenia, who bears personal
responsibility for horrible atrocities against Azerbaijani civilians,
must be well aware that what he considers “the violation of the
Nagorno Karabakh people’s right for self-determination” has been
unequivocally qualified by the United Nations Security Council and
the General Assembly, as well as by other authoritative international
organizations, as the illegal use of force against the sovereignty and
territorial integrity of the Republic of Azerbaijan and other egregious
violations of the Charter of the United Nations and international law.

“Moreover, the Republic of Azerbaijan considers historical assertions
of the Armenian side, a vivid example of which is the reference by
the President of Armenia to the occupied Daghlyq Garabagh region
of Azerbaijan as allegedly the occupiers’ “historical land” or
“fatherland”, as false and having the sole purpose of misleading
the international community and justifying the policy of violent
territorial expansionism,” the letter reads.

According to the letter, having implemented the total ethnic cleansing
of both the territory of Armenia and the occupied territories of
Azerbaijan of all non-Armenians and thus succeeded in creating
the uniquely mono-ethnic culture in these areas, the leadership of
Armenia long ago unveiled its annexationist intentions, at the core
of which are historical delusions and racial animosity. The defiant
behaviour of those high-ranking officials in Armenia opposing the
perspectives of a peaceful and prosperous future for the region,
ordering the targeting of Azerbaijani civilians, including children,
manipulating public opinion and trying to delude the international
community leaves no doubt as to their unwillingness to work for peace
and attempts to provoke large-scale destabilization.

“We are confident that the leadership of Armenia will be obliged
to cease its provocative policy, to ensure that the occupation of
Azerbaijani territory is ended, to denounce its territorial claims
towards neighbouring nations and to establish civilized relations
with all countries of the region. The Republic of Azerbaijan sincerely
believes that there is no alternative to peace, stability and mutually
beneficial regional cooperation,” the letter reads.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

US computer telephony firm Magic Jack has listed Karabakh as part of
Armenia in its international calling rates.

The company indicates that Nagorno-Karabakh has the code 37447
().

The Azerbaijani diaspora in the USA has started a letter-writing
campaign to Magic Jack, asking it to correct the mistake.

“We were stunned and really disappointed to see the N.Karabakh region
of Azerbaijan listed under Armenia,” says a letter from Azerbaijani
diaspora member Nigar Gasimova to the firm.

The letters say that Magic Jack is confusing users, as Nagorno-Karabakh
is legally part of Azerbaijani territory.

Google Voice made a similar mistake earlier this month.

Armenia is a vassal state and its “thread” is in other hands. It goes

Gurbanli.

“The Armenian press voices the opinion that Armenia can not to accept
the proposal of Russian President Dmitry Medvedev. The question is,
can the Armenians resist the policy of Russia? Can you move away from
the principles laid down by Russia? You do not have enough courage to
do it. Armenians can raise all these sensations in the press only. All
of this suggests that not only economy, but also morality, psychology
and philosophy of Armenia are in a poor situation,” he added.

The Karabakh issue plays the role of a barometer of Armenian politics,
said Gurbanli, touching upon the influence of the internal situation
in Armenia on the negotiation process. According to Gurbanli, the
Karabakh policy for this country is a matter of life and death,
which is connected with the Armenian psychology, and is one of the
marks of the Armenians.

“Those in Armenia, who speak about the compromise on the Karabakh
issue, are declared by certain forces almost the enemies of the
Armenian people. Armenia has occupied 17,200 square kilometers
of Azerbaijan’s territory. Of these, only 4,500 square kilometers
belong to the former Nagorno-Karabakh Autonomous Region. The number of
population was also small there. And there were no Armenian settlements
on the other occupied territories. It is also known that the Armenians
were resettled in Karabakh as a result of policies of Tsarist Russia,”
he added.

Gurbanli also mentioned about the position of Azerbaijan in the
Nagorno-Karabakh conflict.

“Azerbaijan’s position in the negotiation process is that the status of
Nagorno-Karabakh can be discussed after the release of seven occupied
regions. But Armenians do not accept this. It is the dirtiest form of
Armenianism. These people are looking for some obstacles even on the
way to peace. The propaganda of the Armenian nationalism is conducted
at a level that after the discussion of any matter, we see resistance,
sensations and protests from the Armenian side,” he added.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –

Two Azerbaijani and one Turkish citizen have been arrested in Istanbul
over alleged ties with terrorist organization Al-Qaeda, the
Azerbaijani news agency APA reported.

The Azerbaijani citizens are Islam Ganiyev and Fuzuli Maharramov.

None of them has accepted the accusations brought against them.

The police, having searched their flats, found written instructions
for preparing homemade explosives, CDs, DVDs and weapons.

Islam Ganiyev said he had moved to that flat three days before, and
that the confiscated pistol and computer did not belong to him.

Fuzuli Maharramov said he was engaged in business in Turkey, Iran,
China, Dubai, Georgia and Azerbaijan and had been living in Turkey for
two months.

He also said that the CDs and DVDs did not belong to him.
