HACKERS ATTACK AZERBAIJANI WEB SITES COVERING ‘EUROVISION-2012’ CONTEST

On Thursday, a group of hackers calling themselves “Fedai of liberty”
attacked the sites eurovision.az, eurovisionaz.com, esctoday.com
and ann.az.

According to APA, it created serious problems for the above-mentioned
websites. The hackers places their demands and the photo of the killed
writer Rafig Tagi on the site ann.az.

They also placed slogans against the Eurovision song contest in Baku.

The technical staffs of the sites are working to eliminate these
problems now.

Eurovision.az and esctoday.com are the official websites of the
Eurovision 2012 song contest.

As you know, in the period of 2012-2013 Azerbaijan became a
non-permanent member of UN Security Council, and in early May, it
assumed the chairmanship at this international structure. Yet in last
October, when a resolution on electing Azerbaijan a non-permanent
member of the UN Security Council was underway, we pointed out
that a new stage would actually start in the Armenian-Azerbaijani
confrontation, as the official Baku, having got the high international
rank, would not fail to use it to promote its own interests on the
Karabakh issue.

Actually, this scenario was very easy to suppose, given the previous
experience of the Azerbaijani leadership on the use of the tribunes of
various international organizations for misinforming the international
community on the essence of the Karabakh conflict and for getting
political dividends.

As the subsequent events showed, nothing unexpected has happened. What
happened was supposed to happen. Yet at the May 4 meeting of the
Security Council, in his obviously anti-Armenian speech, President
Aliyev practically defined the vector of Azerbaijan’s activity
within this organization for the next two years. Once again riding
the two favorite horses of Baku propaganda about the “20 percent
of the occupied territories of Azerbaijan” and “one million of
Azerbaijani refugees,” Aliyev accused Armenia of all the mortal sins,
including terrorism, especially that the topic of the Security Council
meeting was the struggle against international terrorism. The next
anti-Armenian action of the Azerbaijani party was its attempt to
deprive the Armenian representative at the UN, Karen Nazaryan, of a
speech at the May 10 meeting of the Security Council Counter-Terrorism
Committee, which was chaired by Azerbaijan. However, thanks to the
support of the Security Council member-states, the Armenian Ambassador
made his revelatory speech.

Let me remind that similar, if one may say diplomatic activities
of Azerbaijan have been conducted for a long time. Having lost
its faith in the readiness of the OSCE Minsk Group to resolve the
Karabakh problem in its own way, Azerbaijan has tried for many years
to transfer the settlement of the conflict to other international
structures, and above all – the to the UN. The reason, as often
mentioned, is pretty simple. First, the majority of the members
of this organization do not have a sufficient idea of the problem,
and hence it is easy to mislead them, capitalizing on the notorious
principle of territorial integrity, which is a kind of “sacred cow”
for many countries. Second, Azerbaijan can hope for the support by
Islamic countries, which in terms of religious solidarity will not
be burdened with at least an elementary analysis of the historical
and legal grounds of the Karabakh conflict.

I must say that in all this history with the election of Azerbaijan
a non-permanent member of the Security Council is seen as a kind
of mockery of both the UN itself and its declared principles. How
could a state that is responsible for the pogroms and killings of
the Armenian population, for the outbreak of a monstrous war against
self-determined Karabakh, during which weapons of mass destruction
prohibited by international law and thousands of foreign mercenaries
were used, including the Afghan mojahedins connected with the sadly
known terrorist organization Al-Qaeda, generally become a member of
the UN, not to mention its Security Council? Indeed, in accordance
with the UN Charter, one of the main goals of this organization is
to ensure international peace and security.

Isn’t it a paradox or rather a grimace of the present international
community that international peace and security must be ensured by
a state that represents a direct threat to regional peace and security?

Aliyev’s speech at the United Nations took place against a background
of intensive violation of the ceasefire in the conflict zone by
Azerbaijan, which acquired a mass and extremely threatening character
long ago. It is hardly worth considering that the relevant structures
of such a serious organization as the UN have no idea of the real
situation in the region and the destructive role that is played
here by Azerbaijan. Or they thought that the election of Azerbaijan
a non-permanent member of the UN Security Council would serve as a
kind of straitjacket for a completely high-handed aggressor, which
has long been ignoring the calls of the authoritative international
organizations, including the UN itself, to stop threatening with
a new war? If so, judging from the behavior of Azerbaijan at the
last meeting of the Security Council, they were badly mistaken. The
straitjacket turned to be ragged. Azerbaijan needs the high tribune of
the UN Security Council not for ephemeral, on the understanding of the
Baku authorities, “maintenance of international peace and security”,
but for a quite specific goal – to use the opportunities at the UN to
intensify its diplomacy and to resolve the Karabakh issue in its own
favor. The sooner it is understood at the UN, the better – for the
reputation of the organization itself, which Azerbaijan is actually
discrediting, and for the peoples of our region, which have become,
in fact, hostages of the adventurous policy of the Baku authorities
and of the criminal unscrupulousness of international organizations.

Baku. Parvin Abbasov – APA. The delegation consisting of 3 members
of the Azerbaijani parliament will visit Armenia on May 21-24.

APA reports that they will attend the 39th plenary meeting of the
Parliamentary Assembly of the Organization of the Black Sea Economic
Cooperation (BSEC), which will be held in Yerevan.

The delegation led by BSEC Vice-President Asef Hajiyev, includes MPs
Musa Guliyev and Jale Aliyeva.

Press service of the Azerbaijani Parliament confirmed the information
to APA.

Azerbaijan will take over the presidency of the Parliamentary Assembly
from Armenia. The 40th meeting of the BSEC Parliamentary Assembly
will be held in Baku in autumn this year.

Armenia, May 15 — An Armenia based non-governmental organization,
Protection of Rights without borders in association with Open Society
Foundations-Armenia organized a program entitled “Ready for election”
in Armenia, wherein hotline numbers were available to people for any
query on the elections in the country.

According to the NGO, they received around 48 phone calls on May 6,
which was the date of the election and around 17 calls prior to the
Election Day. The NGO reported that their lawyers in various districts
received around 120 before and over 330 alarms after the polling day.

The calls were made by various citizens, observers and people engaged
in the electoral process. The NGO also stated that they provided
consultations to people and visited polling stations as part of
their program.

Protection of Rights without Borders is a non-profit organization
of human rights and legal professionals, which are engaged in
monitoring, advocacy, raising awareness and strategic litigation. The
Organization defends and promotes human rights and freedoms and
carries out activities designed to strengthen and develop human
rights jurisprudence and obtain redress for people whose rights have
been violated.

YEREVAN. – Two judges were invited to Armenia’s National Security
Service. According to information of Armenian News-NEWS.am, the Civil
and Administrative Judge of the Court of Cassation Varuzhan Abelyan
and Judge from the Court of Appeals Levon Grigoryan were called to the
NSS in the framework of a criminal case in order to give explanations.

The NSS did not make any comments.

According to Aravot.am, Abelyan and Grigoryan were called by the
inspector Mirzoyan. It was also stated that the NSS investigates cases
concerning judges from the Cassation and Appeal Courts and the judges
were invited in the framework of those cases.

Armenian Minister of Agriculture Sergo Karapetyan is paying a visit to
Israel. His delegation will attend the 18th international agricultural
Agritech expo in Tel Aviv Friday, Agriculture Ministry’s press office
reported.

The exhibition will feature a ministerial round table to be attended
by Sergo Karapetyan as well.

The Armenian Minister of Agriculture will also meet with local Armenian
community on May 18.

On the first day of the visit, agricultural cooperation agreement
was signed between the governments of Armenia and Israel.

Israeli Minister of Agriculture Mrs. Orit Noked held a reception
in honor of her Armenian counterpart. She also accompanied Sergo
Karapetyan to research institutes of the Ministry of Agriculture.

PanARMENIAN.Net – Laurie Nalbandian, a P.E. teacher at Abraham
Lincoln Middle School, Selma, California, was honored recently by
the Fowler Chamber of Commerce for many years of community service,

Nalbandian, who grew up in Selma, lives in Fowler. Her late father,
John Mechigian, was Selma’s mayor and one of her sisters, Gina
Mechigian, is dean of instruction at Selma High. Nalbandian, a 1976
graduate of Selma High, received the Silent Servant Award at the
annual banquet of the Fowler chamber.

“I would like to know if this means I have to be silent,” Nalbandian
joked in accepting the award. “All of you know how much I like
to talk.”

She continued: “On a serious note: God has blessed everyone in this
room with a gift. I thank God for my gift – working with children. I
love kids.”

Nalbandian has served with many groups and organizations in Fowler,
including the Fellowship of Christian Athletes, St. Gregory the
Illuminator Armenian Church, Kids Club Christian afterschool program,
Redcat Athletic Foundation, Fowler Food Pantry, school site council
and boosters groups for volleyball, softball, soccer and band/color
guard. She also was chairwoman of Sober Grad at Fowler High.

On May 17 the newly appointed Ambassador of Argentine to Armenia
Diego Ernesto Alvarez Rivera presented the copies of his credential
to Armenian Foreign Minister Edward Nalbandian.

Minister Nalbandian noted that the peoples of Armenia and Argentine
are tied by long friendly and allied relations, which serve as a good
basis for the further development of bilateral ties. The Armenian
Ambassador wished success to the Ambassador in his mission, voicing
hope that throughout his tenure in office he would give new impetus
to the expansion of bilateral cooperation in all spheres.

The Ambassador underlined that Argentine is interested in deepening
the cooperation with Armenia and assured that he would do his best
to contribute to the further reinforcement of bilateral cooperation.

The interlocutors discussed issues related to the organization
of reciprocal visits, development of bilateral relations in
different spheres, cooperation within international organizations,
intensification of economic and cultural ties.

The interlocutors stressed the important role of the Argentinean
Armenian community in the development of bilateral ties.

Minister Nalbandian and Ambassador Rivera exchanged views on a number

Russia will finish the delivering of 64 combat helicopters to Baku
within the agreements signed with Azerbaijan in 2010.

APA reports quoting Russian press that two enterprises – ‘Kazan
Helicopter Plant’ and ‘Rosvertol’ companies are engaged in
implementation of the agreements.

Delivering of the helicopters started at the end of the last year.

40 Mi-17-V1 military transport helicopters and 24 Mi-35M combat
helicopters will be delivered to Azerbaijan within the agreements.

This is the largest deal between Azerbaijan and Russia on sales of
military aviation.

YEREVAN. – Armenia’s state agencies acquire outdated items without
considering the market trends and by way of state purchase, Union of
Information Technology Enterprises analyst Armine Shahbazyan stated
during a seminar convened on Friday.

In his turn, Copy Service Company Director Makar Baghdasaryan
noted that the preference is given to the Hewlett-Packard and Canon
companies, when acquiring photocopy machines for the state agencies,
in the case when there are other brands in Armenia whose offers are
more favorable. As a result, the service fee charged for photocopying
one page in a state agency is AMD 30-40 (approx. US$ 0.08-0.10),
whereas this is AMD 5 (approx. $0.01) in the market.

And Task Company Director Aksel Tevosyan stated that the Project
Implementation Offices, which function under the state agencies,
sometimes change the tender terms so that their desired company is
declared the winner.
