Baku – APA. Members of Congress of Azerbaijanis in Sweden held a rally
in Stockholm protesting Iranian regime’s interference in Azerbaijan’s
internal affairs and opinions sounded by Iranian politicians against
Azerbaijan. The Congress told APA that the protesters demanded the
Iranian regime to give a right to Azerbaijanis living in Iran to study
in their own language. The Congress considers that the opinions sounded
by Iranian government against Azerbaijan and its friendly relations
with Armenia, which occupied 20% of Azerbaijan’s territories damage
seriously the cultural and historical relations between Azerbaijan
and Iran.

The parliament of the U.S. state of Rhode Island last week adopted
a resolution urging President Barack Obama and the U.S. Congress to
recognize the independence of the Nagorno-Karabakh Republic. The
resolution also calls upon Nagorno-Karabakh to “continue efforts
to develop as a free and independent nation” and praises Artsakh’s
“constructive involvement with the international community and its
efforts to reach a lasting solution to the existing regional problems.”

Since 1998 the United States has been the only country that has
allocated, at the level of the Congress, direct annual humanitarian
aid to Karabakh, however no calls for recognizing the NKR have been
made there before.

“It is more important than ever that the United States maintain
a principled stand for peace in this region, show that democracy
can be born from conflict, and support Nagorno Karabakh,” said
Congressman James Langevin (D-R.I.). “It is my sincerest hope that
Nagorno Karabakh’s right to self-determination can be affirmed without
further loss of life.”

This decision has been praised in Karabakh. Chairman of the NKR Public
Council for Foreign Policy and Security Masis Mayilyan reminded that
still in April 2010, the Public Council appealed to the Armenian
Diaspora organizations to initiate a process on the international
recognition of the Nagorno-Karabakh Republic. Mayilyan believes that,
along with negotiations on the Karabakh conflict, work should be
carried out on the international recognition of Karabakh.

Remarkably, the Rhode Island House resolution has not won as much
praise in Armenia, where the political establishment seems to be more
preoccupied with post-election processes. [And, too, the resolution
comes from the tiniest of U.S. states, with a population of just over
one million.] But Azerbaijan has duly assessed the potential risks.

“The U.S. government at various levels has repeatedly stated that it
supports the territorial integrity of Azerbaijan. Attempts to achieve
recognition by the legislature of Rhode Island are only attempts
by Armenians themselves, who thus try to deceive the U.S. public,”
Azerbaijani Foreign Ministry spokesman Elman Abdullayev told media.

Nevertheless, the resolution of the state may become an indicator
of changing attitudes of the international community towards the
Karabakh settlement.

Some experts regard the resolution as part of U.S. policy after
the parliamentary elections in Armenia. Armenia’s foreign policy
orientation has become more specific. In particular, while on a recent
visit to Moscow, Armenian President Serzh Sargsyan stopped short
of declaring support for the idea of the Eurasian Union proposed by
Russian leader Vladimir Putin, while Prime Minister Tigran Sargsyan
at the same time had an article published in the Russian Vedomosti
newspaper in which he clearly stated that Armenia looks to Europe
and does not consider joining the emerging Eurasian Union appropriate.

Such an attitude must have been appreciated in the West. The European
Commission gave a high evaluation of the democratic development
of Armenia, which means that the European Union will build up its
financial assistance to Armenia.

The United States has also sent signals about its support to Armenia.

The US Congress’s House Subcommittee on State, Foreign Operations,
and Related Programs of the House Appropriations Committee proposed
raising humanitarian aid to Karabakh from $2 million to $5 million in
fiscal year 2013. The Subcommittee also suggested providing financial
aid to Armenia in the amount of no less than $40 million, thereby
rejecting the proposal of the Obama administration to reduce the
amount of aid to $32.5 million in FY 2013.

The Rhode Island House resolution, insignificant in size, could
nonetheless be an indicator of supporting Armenia not only economically
but also politically.

PanARMENIAN.Net – Armenia is actively preparing for CSTO joint exercise
of collective rapid reaction forces (RRF), to be held on September 3-8,
Secretary General of the Collective Security Treaty Organization said.

“Organizational problems are currently being resolved,” Nikolay
Bordyuzha said, hailing the course of preparations by the Armenian
side.

“The first headquarters talks have already been conducted, during
which the composition of the participants and organizational details
were discussed,” Mr. Bordyuzha said.

He conveyed the readiness of all CSTO member-states, except for
Uzbekistan, to participate in different formats of those exercises.

Mr. Bordyuzha further said that during the last meeting of CSTO
Council, Armenian President Serzh Sargsyan officially invited heads
of state to follow the course of maneuvers.

The Turkish delegation plans to add a point on the Karabakh conflict
to the final statement of the NATO Summit in Chicago.

To recall, NATO officially supports the negotiation process within
the OSCE MG. The NATO leadership has repeatedly declared that NATO has
no intention to interfere with the Karabakh peace process. According
to Sabah newspaper, one of the main issues on the agenda of the
Turkish Delegation to the NATO Summit of Chicago is to include the
Nagorno-Karabakh conflict into the paragraph on unsolved conflicts in
the final statement. According to the newspaper, during the meeting
of Turkish President Abdullah Gul and his Azerbaijani counterpart
Ilham Aliyev in Chicago the Turkish leader said that Ankara will
support Azerbaijan in the Karabakh issue till the end. The two
leaders discussed the text of the final statement regarding the
Nagorno-Karabakh conflict.

The NATO summit, which should mark the beginning of a new stage in the
history of the alliance, started in Chicago yesterday. The Chicago
Summit, according to organizers, will be the largest event in the
history of the alliance.

Representatives of more than 60 countries and organizations, including
half a hundred of presidents and prime ministers, have arrived in
Chicago. Such excitement is associated with an unusually broad two-day
meeting agenda.

Noah’s Ark could be between Greater Mt. Ararat and Lesser Mt. Ararat,
renowned Russian mountaineer Vladimir Shatayev told Interfax News
Agency.

“Even if it is located atop Mount Ararat, it is solely in the
restricted zone. There is an object of secret command at the place
where I assume it is located,” said the 74-year-old mountaineer,
who has dedicated eleven years to find the Ark.

All through his search, Shatayev has climbed Mt. Ararat from all
possible routes. And in late August 2011, he reached the Mountain’s
summit (5,165 meters) for the thirteenth time.

He noted that while being at the Mountain’s eastern sector, he had
seen how vehicles were going toward that assumed base and disappearing
under the ground.

“That is why, if the Ark is covered somewhere nearby, we never arrive
there,” Vladimir Shatayev said.

SAINT PETERSBURG, MAY 21, ARMENPRESS: On occasion of international
Museum Day hundreds of inhabitants of Saint Petersburg visited Russian
ethnographic Museum where an exhibition entitled “Nations of South
Caucasus in the end of 19-th century and beginning of 20-th century”
had been opened. Each country was allocated a separate room.

Armenpress reports that the section presenting Armenian ethnography
was very comprehensive, where the exhibits gave some idea about
socio-cultural life of Armenian farmers and urban people. The
exhibition was full of supplies which told about mode of life, daily
round of Armenians. It was possible to see there Armenian dresses,
different musical instruments, technical measures for agriculture.

Around 3000 exhibits of Armenian origin are kept in the repositories
of the museum.

Many exhibits museum obtained itself and some part was obtained with
the help of individual citizens.

Un haut fonctionnaire du gouvernement a declare mercredi 16 mai 2012
que des dizaines de milliers d’agriculteurs ont recu ce printemps du
carburant pour les tracteurs et autres machines agricoles a des prix
subventionnes par le gouvernement.

En fevrier, le gouvernement avait promis d’augmenter son soutien au
secteur agricole. Le ministère de l’Agriculture a prevu 1,3 milliard de
drams (3,4 millions de dollars) afin d’offrir un total de 12.600 tonnes
de diesel aux agriculteurs pour 350 drams par litre. Le ministère a
achete le carburant a une compagnie privee pour 440 drams le litre.

Selon le vice-ministre de l’agriculture, Samvel Galstian, un peu
plus de 8.300 litres ont ete distribues dans toutes les provinces
armeniennes. Les responsables gouvernementaux locaux se sont plaints au
debut du mois de mars sur le fait que de nombreux villageois n’avaient
pas les installations de stockage, ni l’argent pour acheter de grandes
quantites de carburant.

Dans la region de l’Ararat, certains villageois affirment qu’ils ont
pu acheter du carburant moins cher, grâce au parti Armenie prospère
(BHK), un partenaire de la coalition gouvernementale. Les habitants
du village local de Lusarat affirment que le BHK l’a vendu a seulement
300 drams le litre.

” Cinquante drams represente beaucoup d’argent pour les gens d’ici “,
a declare un agriculteur de Lusarat a RFE / RL (Azatutyun.am). Samvuel
Galstian, le vice-ministre, a declare a RFE / RL que, malgre le manque
a gagner, le gouvernement continuera a subventionner les prix du diesel
pour les agriculteurs dans les prochains mois et l’annee prochaine.

Le gouvernement subventionne egalement certains engrais.

who, with her composition entitled “Being Armenian in Turkey,”
was declared winner of a composition contest, is at the focus of
Turkish media.

After being declared the winner, Klara, who has an Armenian father
and a Turkish mother, was interviewed by Haberturk of Turkey. During
the interview, she made statements which woo the Turks, and these
statements are widely covered by Turkish newspapers and media.

“I live very happily as an Armenian in Turkey. The state helps us in
all matters. As Armenians in Turkey, we do not encounter any problems
in Turkey, [despite what] people claim. There is no Armenian issue

YEREVAN. – A total of 57,320 people left and did not return to Armenia
in the first four months of 2012, Haykakan Zhamanak daily writes.

“This number is publicized by the State Migration Service of the
Territorial Administration Ministry.

[A total of] 47,610 people had left and not returned to Armenia in
the same time period last year. That is, the indicator rose by more
than twenty percent as compared with the year past.

The number of those who left and did not return comprised 29,222 in
April alone. It is apparent that this indicator will further rise in
line with the data of May,” Haykakan Zhamanak writes.
