Le president Serge Sarkissian a condamne jeudi l’Azerbaïdjan pour
la dernière recrudescence de la violence mortelle dans la zone de
conflit du Haut-Karabakh et a averti que l’armee armenienne mènera
la vie dure aux provocations azerbaïdjanaises.

“J’ai toujours dit que les provocations le long de la ligne de
contact sont extremement dangereuses. J’ai aussi toujours affirme
qu’elles rencontreront une reponse très ferme. Les incidents de ces
derniers jours en temoignent , a-t-il dit, se referant a de violents
combats qui ont fait au moins cinq morts dans les rangs des soldat
Azerbaïdjanais et quatre du côte armenien.

“Nous ne voulons pas d’une escalade, mais nous ne laisserons aucune
action contre nos citoyens, contre les frontières etatiques et du
Haut-Karabakh sans reponse”, a declare Sarkissian dans une interview
ecrite accordee au service d’information de Panorama.am. “Les forces
armees armeniennes ont recu un ordre strict de faire preuve de retenue
et de vigilance et en meme temps prevenir et punir toute provocation
de la part de l’ennemi.”

Bakou a officiellement rejete la declaration de Sarkissian. “Le
president de l’Armenie prefère la desinformation pour masquer les
derniers revers militaires et s’epargner de fortes protestations
populaires. Il essaye d’eviter la vindicte populaire “, a declare

Le dernier cycle de violence a commence lundi avec la fusillade
mortelle qui a coûte la vie de trois soldats armeniens qui
menaient la garde a l’ouest de la longue frontière de l’Armenie avec
l’Azerbaïdjan. Au moins cinq soldats azerbaïdjanais ont ete tues dans
une zone frontière toute proche, le lendemain matin.

Les parties en conflit reconnaissent que des escarmouches quotidiennes
entre leurs troupes se sont egalement intensifiees sur les zones
de première ligne cette semaine. Chaque côte blâme l’autre pour les
violations du cessez-le feu qui ont suscite une grave preoccupation des
Etats-Unis. La secretaire d’Etat Hillary Clinton a mis en garde contre
d’eventuelles tentatives de mettre fin au conflit du Karabakh par la
force lors de ses visites a Erevan et a Bakou en debut de semaine.

L’Azerbaïdjan et le President Ilham Aliyev, en particulier menacent
de resoudre militairement le conflit.

” Notre armee a besoin de 10 jours pour liberer les territoires
occupes et d’atteindre les frontières de l’Iran et de l’Armenie,” a
declare jeudi l’etat-major general de l’armee azerbaïdjanaise dans un
communique cite par les agences de presse locales. “La seule raison qui
nous retient est que nous ne voulons pas plus de sang et de victimes.”

Sarkisian a averti precedemment que l’armee azerbaïdjanaise subira
une defaite ” finale et devastatrice ” si elle tente de reprendre le
contrôle par la force du Haut-Karabakh et des regions adjacentes a
l’enclave contestee.

Razmik Zohrabianvice-president du Parti republicain de Sarkissian
d’Armenie (HHK), a fait echo de cet avertissement, jeudi, au service
armenien de RFE/RL. “Nous ne favorisons pas la guerre, nous sommes
favorables a des solutions politiques par le biais de negociations”.

“Mais si, a Dieu ne plaise, il y a la guerre, nous allons nous assurer
une solution definitive … et ils vont subir de grandes pertes en
termes de potentiel militaire et economique.”

Les ministres armenien et azerbaïdjanais des Affaires etrangères
doivent discuter de l’escalade de la violence au cours d’une rencontre
a Paris le 18 juin en presence des Etats-Unis, de la Russie et les
diplomates francais co-presidents le Groupe de Minsk de l’OSCE.

Zohrabian a dit qu’il n’attend pas “de resultats serieux ”
des pourparlers. Mais il croit cependant qu”ils peuvent ”
calmer la situation ” autour du Karabakh et sur la frontière
armeno-azerbaïdjanais.

The parliamentary elections were immediately followed by military
clashes with Azerbaijan. In fact, the war is moving out of the zone
of the Karabakh conflict, and what was expected is happening.

Now it is understood what a key problem Armenia is facing, and what
problem it was necessary to discuss during the election campaign.

Unfortunately, no political party and no actual politician undertook
attempts and intended to discuss this problem. This circumstance was
quite dishonest and indicated what was considered as the ultimate
form of populism which borders with treason.

The meaning of this discussion is not only identification of political
conditions and factors of a new war but also preparation of the public
at large for a war on which the results mostly depend. The political
parties appeared as groups of conjuncture who are not concerned about
the independence of the country.

It is clear that the society’s moods are such that any attempt to
discuss the perspectives of war would lead to total defeat of the
political parties in the elections. Meanwhile, a political party
differs from plebs by its vocation of considering and initiating
discussions on different issues. In 1988-1990 the “political leaders”
of the nation rejected the possibility of war, were engaged in
inappropriate propaganda of “democratic settlement” by way of which
they won over the masses.

Not only did they refrain from discussing the problems of the imminent
war in the late 80s but also they ignored the necessity to prepare
the economy of the country for war time operation though at that time
there were great opportunities for preparing for a war.

At the same time, amazing is the cowardice of the Armenian analysts
and political scientists who proudly sign with these epithets. The
mass media behave similarly. Instead of a constructive and honest
discussion they offer a miserable statement of facts or nothing at all.

Now it is too late to make political efforts, we have stepped on
the war track and we have what we have. It is necessary to prepare
the Armenian people for a tough war, this time the opponent must be
annihilated not only in the military way. Will again soldiers be the
only makers of destiny of the country?

Freedom House is a little too mild in categorizing Armenia as a
country ruled by semi-consolidated authoritarian regime, Head of
the EU Chamber of Commerce in Armenia Hovhannes Igityan said in an
interview to ArmInfo.

He believes that Armenia is an authoritarian country and will be so
in the years to come.

In Igityan’s opinion, Freedom House’s report has nothing to do with
Hillary Clinton’s visit to the region.

To remind, in its Nations in Transit 2012 report Freedom House
categorizes Armenia as ruled by a semi-consolidated authoritarian
regime. Armenia’s score is 5.39 points on a scale of 1 to 7, where
1 represents the highest level of democratic progress and 7 the lowest.

Last year Armenia’s score was 5.43 points. The ratings of Azerbaijan,
Central Asian states, Russia and Belarus are much worse and all of
them are reported to be ruled by authoritarian regimes.

It is already for more than 40 years that I told other nations about
the beauty of the Armenian people. This has become an everyday need
for me. The Armenian-Russian relations are more than 1000 years old.

We had no conflict over that period of time and only friendly relations
and mutual support were conveyed from a century to another one, the
head of “Rossotrudnichestvo” office in Armenia, Viktor Krivopuskov,
said today when delivering a lecture to students of Yerevan State

Members of the “Hayazn” union marched from the National Theatre
of opera and Ballet to the President’s Office and then headed for
the Ministry of Foreign Affairs to hand letters, demanding from the
Armenian authorities to give a proper response to Azerbaijan’s acts
of sabotage at the line of contact.

Authors of the initiative demand to suspend the negotiations on the
settlement of the Karabakh conflict kill 10 Azerbaijani soldiers in

The case of the murder of Turkish-Armenian journalist Hrank Dink
was sent to the Supreme Court of Appeals on Wednesday, Today’s Zaman
reports.

The local court delivered its controversial ruling in the murder case
on Jan. 17, acquitting all 19 suspects of charges of membership of any
kind of criminal organization. The court’s decision drew widespread
ire in Turkey as people took to the streets to protest the verdict.

After the court released its detailed ruling this week the case file,
including records of the hearings, petitions and defense of both sides,
was sent to the Supreme Court of Appeals.

In a petition submitted to the Supreme Court of Appeals, Dink’s
lawyers argued that the court ruling violated the Turkish Penal Code
(TCK) by acknowledging the existence of a criminal organization but
concluding it could not be located as it remains secret, adding that
the court ignored traces of organization in the case. The shortcomings
in both the investigation and prosecution phases are listed in eight
articles in the petition, which calls for the appeals court to overturn
the decision.

The local court handed down a sentence of life imprisonment for Yasin
Hayal, a major suspect in the murder of Dink, for inciting murder,
while another suspect, Erhan Tuncel, was acquitted of murder charges.

Tuncel received 10 years and six months for the unrelated bombing of
a McDonald’s restaurant in 2004.

Sharmazanov reacted to Turkish FM Ahmet Davutoglu’s statement, and
he released his own statement.

“Yesterday [Wednesday] Turkey’s Foreign Minister Ahmet Davutoglu made
yet another ‘defining’ statement, and said: ‘When Armenia withdraws
from the occupied territories, it will be possible to establish ties
with it, too.’

Turkey persistently continues to disregard the international
obligations it has assumed and to distort reality. This comes to prove
yet again that today the concepts of Turkey and European integration
cannot be synonyms.

Yes, there are occupied territories, and the Turks and Azerbaijanis
themselves must withdraw from those occupied territories. By refreshing
the Turkish FM’s memory, I should inform that his country has occupied
the northern sector of the Rep. of Cyprus, which is assuming EU
Chairmanship. Whereas Azerbaijan [is occupying] Shahumyan, Getashen,
Martunashen, which are the territory of the Artsakh [that is,
Nagorno-Karabakh] Republic.

I consider unacceptable Turkey’s work method of speaking with
ultimatums, and reaffirm that we are determined to reach our national

YEREVAN. – The Armenian Government will allocate ~@30,000 to the
Armenian Ministry of Justice in order to pay compensation to three
cases lost in the European Court of Human Rights. The issue is on
the agenda of the Government’s Thursday seating.

The Armenian Government must pay ~@10 000 for each of the cases
‘Poghosyan against Armenia’, ‘Bukhtaryan against Armenia’ and
‘Tsaturyan against Armenia’ (the verdict on the cases was made on
January 10, 2012).

In 2007 Gaspar Poghosyan was sued for robbery. Hayk Bukhtaryan is a
member of the Jehovah’s Witnesses sect. He refused to go to the army
and a criminal case was launched against him. Ashot Tsaturyan is also a
member of the same sect and like Bukhtaryan refused to go to the army.

YEREVAN. – A young driver of Yerevan public transportation number 5
route was murdered near a Star Supermarket in Yerevan’s Avan District
on Wednesday at around 8.30-9.00 p.m., sources informed Armenian
News-NEWS.am.

The driver was a young man of about 22-23 years old named Hakob. The
corpse has been removed but the area is still crowded.

According to eyewitnesses, before the murder a fight had broken out.

According to preliminary facts, he was stabbed with a knife.
