For years the Azerbaijani side is regarding not resuming the war as
a concession, military expert Davit Jamalyan told a news conference
today.

According to the expert, Azerbaijan understands the impossibility of
resuming war as it is not beneficial for the big powers.

“This fact makes them close their eyes on the actions of Azerbaijan
as they are sure the skirmishes and incidents will not grow into a
war and Azerbaijan, in its turn, is trying to make utmost use of the
situation,” Davit Jamalyan said, adding that for implying seriousness
to its stance, Azerbaijan kept the situation on the line of contact
tense during the visit of the US Secretary of State Hillary Clinton.

“They [Azerbaijani side] tried to show that what happened is a result
of tension in the line of contact. The Azeris need tension on the
line of contact but not war. The regime needs it as they have issues
and try to solve them in this way – by destabilizing the situation,”
Jamalyan said, urging everyone to be realistic as the ceasefire
dictates destabilization of the situation as well.

Davit Jamalyan highly assessed the response step of the Armenian side
and noted that the each victim in the Armenian army is a great pain
for all.

NEW BOOK ON FORCED TURKIFICATION OF JEWS AND LOBBYING AGAINST GENOCIDE

TORONTO, Canada-The Zoryan Institute recently announced the translation
and publication of a new book by noted author Rifat Bali titled Model
Citizens of the State: The Jews of Turkey during the Multi-Party
Period(Fairleigh Dickinson University Press, Rowman & Littlefield
Publishing Group, 2012). The book provides an expose of the treatment
of the Jewish community in Turkey from 1950 to the present, their
fight against anti-Semitism, the struggle for their constitutional
rights, and the attitude of the Turkish state and society towards
these problems.

In a review of the Turkish edition that appeared in the Armenian
Weekly, Turkish journalist Ayse Gunaysu (a member of the Committee
Against Racism and Discrimination of the Human Rights Association
of Turkey, Istanbul branch, since 1995), described the book as
“groundbreaking…unearthing facts and first-hand accounts that
unmistakably illustrate how the Turkish establishment blackmailed the
leaders of the Jewish community-and through them Jewish organizations
in the United States-to secure their support of the Turkish position
against the Armenians’ campaign for genocide recognition… The book
also offers rich material about how Turkish diplomats and semi-official
spokesmen of Turkish policies, while carrying out their lobbying
activities, threatened both Israel and the U.S. by indicating that if
the Jewish lobby failed to prevent Armenian initiatives abroad, Turkey
might not be able to guarantee the security of Turkish Jews… It
has been a routine practice for Turkish authorities to invariably
deny such threats. However, Bali’s industrious work in the archives
reveals first-hand accounts that confirm these allegations.”

In explaining his motivation for writing this book, Bali said, “There
are a number of facts which triggered my starting to research the
history of the Jews in the Turkish Republic. They can all be summed
up in the fact that I was tired of listening to and reading the rosy
narrative that was repeated over and over by the leaders of the Turkish
Jewish community, as well as by Turkish intellectuals, politicians,
and historians. The same narrative was also predominant outside
Turkey. I wanted to discover what was really behind this rhetoric.”

Bali details how, despite the attempt of Jewish community leaders
in Istanbul to fit into the mold of the “model” Turkish citizen as
defined by Kemal Ataturk, and regardless of the official government
policy toward the Jewish community, the anti-Semitic attitudes of
the majority Muslim population in Turkish society were ever present.

The book describes how, initially, the Jewish community received
similar treatment by the government of Turkey and had similar problems,
fears, and reactions as the Armenian and Greek minorities during the
Single-Party period, 1923-49, to such things as the Capital Tax Law
and policy of Labor Battalions. During the first two decades of the
Multi-Party period, it endured the Sept. 6, 1955 pogrom, the May 27,
1960 revolution, and the 1971 military coup. All three minorities
suffered equally from these critical events, with loss of life and
property and consequent emigrations to Greece, Israel, Europe, and
North America.

Bali explains how a shift in the Turkish state’s treatment of its
Jewish citizens started in the late 1960’s and early 1970’s due to
three pivotal events outside of Turkey: the 1967 Israeli Six-Day
War, the 1974 Turkish invasion of Cyprus, and the movement for
international recognition of the Armenian Genocide. He shows that the
Turkish government in the 1970’s reversed its policy of prohibiting
minorities’ links to outside organizations by encouraging the Jews of
Turkey to connect with American Jewish organizations, once it realized
the importance of American Jewish political lobby groups. Since then,
Turkey has adopted a policy of using the American Jewish lobby against
the Greek lobby to lift the Cyprus related arms embargo, and against
the Armenian lobby to further its genocide denial policies.

Bali details efforts to distance the American Jewish community from
the Armenian community by propagandizing that the Armenian Genocide
is a non-truth; or that whatever may have happened in 1915 cannot
be compared to the Jewish Holocaust and therefore can not be called
genocide; and that Turks have been very tolerant and friendly to Jews
since their expulsion from Spain in 1492.

Bali illustrates that with this new policy, successive Turkish
governments obtained the cooperation of Turkish Jews to convince the
American Jewish lobbies to actively support pro-Turkish measures,
including fighting against Armenian Genocide resolutions in the U.S.
Congress; excluding the Armenian Genocide from the Holocaust Museums
in Washington and Los Angeles; prohibiting papers on the Armenian
Genocide from being presented at Israeli Holocaust conferences;
prohibiting the showing of Armenian Genocide-related movies in the
U.S. and Israel, etc. The tactics used by Turkish governments included
financial assistance, economic concessions, and other privileges,
but also veiled threats that lack of cooperation by the Jewish lobby,
the state of Israel, or Turkish-Jewish leaders would jeopardize the
safety and economic wellbeing of the Jews in Turkey.

When asked about the possible effect his research could have, Bali
said, “I do not believe that the book will have any sort of negative
impact on Israeli-Turkish and/or Turkish-Jewish relations. Real
politics and strategic concerns always dominate and even embellish
past history. However, I hope that at last the English-speaking public
will have the opportunity to read the ‘real’ story of Turkish-Jewish
relations instead of an embellished one.”

In documenting the Turkish state’s manipulation of its vulnerable
Jewish minority and their acquiescence, this book serves as a
valuable case study of how realpolitik in domestic politics and
foreign relations distorts the truth, and how coercion by the powerful
contributes to the violation of collective human rights. It will be of
interest to academics and students of non-Muslim minorities in Turkey,
political lobbyists in America, Israeli policy-makers, as well as to
the Jewish, Greek, and Armenian communities around the world.

Rifat N. Bali, born in 1948 in Istanbul, is an independent scholar
specializing in the history of Turkish Jews and an associate
member of the Alberto-Benveniste Center for Sephardic Studies and
the Sociocultural History of the Jews (Ecole Pratique des Hautes
Etudes/CNRS/Universite de Paris-Sorbonne). He is the winner of
the 2009 Alberto Benveniste Research Award for his publications on
Turkish Jewry.

The Zoryan Institute is the parent organization of the International
Institute for Genocide and Human Rights Studies, which runs an annual,
accredited university program on the subject and is co-publisher
of “Genocide Studies and Prevention: An International Journal,” in
partnership with the International Association of Genocide Scholars
and the University of Toronto Press.

Interview with Movses Demirchyan, Candidate of Philosophical sciences

Movses, what is the post-election situation? All the political
actors are in the parliament, but there is still no expectation of
qualitative changes.

It is wrong to say that the parliamentary election reported no changes,
they are just ambiguous. First, all the main actors really appeared in
the parliament and it is good, but on the other hand from the point of
the voters, I think, we have regressed because there was no possibility
for the voters to make a choice because the campaign was full of
gossip and criticism. Nevertheless, the parliamentary elections have
reached an important achievement: the ideological fight has not been
transferred to the National Assembly which is now a bit apolitical.

Movses, the society also seems to be a little apolitical. What is
the situation there?

There is an important thing here which is not spoken about but it
is necessary to speak about it since it is the axis of the public
processes. The important is not the fact that how it is interpreted.

The civil society is an institute that in philosophical sense
interprets uniquely the public phenomena. It is one thing when
you say that the Yerevan marketplace is illegally dismantled and
it is different when you say that it is exhausted and needs to be
destroyed for a new one to be built instead. It is evident that the
civil initiatives interpret public processes unilaterally. The events
regarding the Market, the Mashtots Park and the homosexuals issues
are interpreted unilaterally.

In case of Mashtots Park the issue was concrete: public territory
must be returned to the public.

It is necessary to remember that the fact is not important, people
always deal with the interpretation of the fact. We have no civil
initiative in the large sense of the word and the civil initiatives
are not a proof to the completion of the society because civil
society means a variety of opinions and tolerance to this variety. We
have only attempts to present the unilateral interpretation as the
only truth. This is a model that splits the society. We have an
informational, analytical field issue because any fact needs to be
interpreted from different positions. The basis of the civil society
is the art of interpretation. It is senseless to fight homosexuals
in Armenia, it is necessary to find a proper interpretation of
this phenomenon to make the society accept it. Unless it is found,
this phenomenon will be considered illegitimate. If we want a civil
society, we need to interpret the facts so as many facts could fit
into the conscience. This is a profession which we don’t have.

There is civil activeness and it is enlarging. This activeness
should be directed to the professionalism of interpretation of the
facts. The actions of those who criticize the homosexuals don’t
stem from patriotism and humanism, or the wish to defend the type of
Armenians, but their stereotypes, archaic ideas and conscience. In
case of such interpretation, the things will become comprehensible
and we will understand that the atheist and homosexuals are ordinary
people and it is not our business what they do at home.

President Sargsyan Meets With The Speaker Of Japan’s House Of Repres

President Serzh Sargsyan had a meeting with the Speaker of the House
of Representatives of Japan, Takahiro Yokomichi.

The interlocutors congratulated each other on the occasion of the
20th anniversary of establishment of diplomatic relations between
Armenia and Japan.

Speaker Yokomichi voiced hope that President Serzh Sargsyan’s
official visit would give new impetus to the deepening of political
and economic relations between the two countries and reinforcement
of parliamentary ties.

Takahiro Yokomichi expressed gratitude to the Armenian President for
visiting the disaster zone to meet those who suffered as a result of
the tsunami. He said Japan has not forgotten the assistance rendered
by Armenia immediately after the 2011 disaster and expressed gratitude
to the Armenian people, who have survived a similar tragedy.

President Sargsyan underlined that Armenia is interested in developing
the relations with Japan and expressed gratitude for the assistance
provided to Armenia ever since the establishment of diplomatic
relations.

The interlocutors attached importance to the cooperation between
Armenia and Japan within international organizations.

Within the framework of the visit President Sargsyan visited the
Toshiba Science Museum, where he was briefed on the 130-year history
of the famous Toshiba Company, its activity and production.

President Serzh Sargsyan is scheduled to meet with Japan’s Prime
Minister today.

I been toying with the idea of writing a fairly regular column
highlighting some of the peculiarities of life in Armenia, with a
focus on the people in decision-making positions, both in and out of
the government, and the policies they enact. This is a work in progress
so please bear with me. Here~Rs an example of one such peculiarity:

We read in the Yerevan Municipality website that: The Municipality
of Yerevan plans to open the season of tourist route of “Yerevan
City Tour” on May 1st of this year. The Municipality hires young
good-looking women and men with excellent knowledge of Armenian,
English, Russian aged up to 30 to work as a tour operator.

~SYoung good-looking men and women…~T When did the Municipality
launch such a discriminatory employment drive? Why would they even
openly state such standards knowing that such restrictions are taboo
in much of the ~Sdemocratic~T world? Maybe the Municipality isn~Rt
aware that such standards exist.

Who will be judging what ~Sgood-looking~T means? And what~Rs up with
the 30 year age limit?

Does the Municipality believe that 35 year-old are over the hill?

It would appear that the Municipality is no different from most private
establishments in Yerevan when it comes to hiring. Many retail shops
and business publicly state that they are looking for pretty females
of a certain age, etc. In fact, reply to most help wanted ads and
the first question asked is how old one is.

That would be the basis of an age discrimination suit in many
countries.

Now, there~Rs no question that Yerevan could use some qualified and
professional tour guides that are quick to lend a helping hand and
an understanding smile to tourists and foreign visitors to Armenia.

But who says such services can be provided by average looking people
over 30?

Suite a l’élection, le 6 mai dernier, de membres du parti néo Nazi
” Aube Dorée ” au parlement grec, et aux trop rares réactions
politiques et de la société civile qu’elle a engendrées, le
Mouvement Antiraciste Européen (European Grassroots Antiracist
Movement – EGAM) a lancé l’initiative ” Nous sommes tous des Juifs
grecs ! ”.

L’objectif de cette initiative est de lutter contre la montée du
neo-Nazisme, du racisme et de l’antisémitisme sur notre continent en
replacant la promotion de la démocratie au cŔur du projet européen
et des politiques européennes.

Pour cela, il faut en particulier lutter vigoureusement contre
l’extrême droite, dont ” Aube Dorée ” est un des exemples les plus
menacants des valeurs fondamentales européennes, et se départir de
deux dogmes : celui de l’austérité sans fin, pour pouvoir offrir
d’autres perspectives d’avenir a la jeunesse que le remboursement
de la dette, et celui de ” l’Europe forteresse ” alors même que
l’Europe a besoin d’immigration.

Porté par de nombreux intellectuels et Prix Nobel, dont Elie Wiesel,
Prix Nobel de la Paix, Dario Fo, Prix Nobel de Littérature, ou
encore Adam Michnik, Ancien dirigeant de Solidarnosc, le texte de
référence a été publié, de manière exceptionnelle, dans de
grands journaux de référence a travers toute l’Europe : Le Monde

avoir exprimé leur soutien a l’initiative : 28 députés européens
ont déja signé ” Nous sommes tous des Juifs grecs ! ” et portent
l’initiative, tout comme de nombreux députés et dirigeants politiques
européens et internationaux. De nombreuses autres signatures seront
officialisées dans les jours qui viennent et jusqu’aux élections
grecques du 17 juin prochain.

La liste des dirigeants politiques se trouve a la fin du communiqué

De plus, des discussions sont en cours avec les équipes de la
Commissaire de l’UE a la Justice Mme Reding, et du Commissaire aux
Droits de l’Homme du Conseil de l’Europe, M. Nils Muižnieks, pour
voir s’ils peuvent formuler un soutien.

Cette mobilisation politique marque le début d’un changement de
paradigme quant a la nature de la réaction de l’Europe a la montée
du racisme, de l’antisémitisme, de l’extrême droite politique,
et a ses position sur l’austérité et sur l’immigration.

Si ce changement se poursuit, l’Europe pourra renouer avec son projet
civilisationnel d’un espace politique au cÅ”ur duquel se trouve
l’égalité entre les individus.

Aujourd’hui c’est le 24 avril. De nouveau, comme chaque annee, les
70 millions de turcs se demanderont ce que les autres disent de la
question armenienne. Que dira Washingtonl ? Quel pays acceptera les
revendications de genocide armenien ?

Les jours passeront sous tension et a la fin, nous oublierons de
nouveau tout.

Ce processus est comme une torture chinoise. D’autant plus qu’a

Savez-vous pourquoi ? Le combat pour convaincre l’opinion
internationale qu’il n’y a pas eu de genocide est perdu parce que
les Armeniens ont deja reussi a gagner a leurs thèses la plus grande
partie de l’opinion mondiale. Le contre-argumentaire de la Turquie
arrive a la fois trop tard et est trop faible. Nous n’avons pas besoin
d’aller voir ailleurs pour le constater. Juste la semaine dernière,
un livre de 1000 pages sur le sujet a ete envoye a mon bureau.

Il a ete compile par le celèbre journaliste et ecrivain allemand
Wolfgang Gust. Cela inclut toute la documentation des activites contre
les armeniens qui ont ete classes dans les archives du Ministère
allemand des Affaires Etrangères en 1915 et 1916. Ces documents
incluent non seulement ceux qui ont ete envoyes par les diplomates
allemands ou des membres des missions en Turquie, mais on voit aussi
les points de vue et les debat au sein du gouvernement allemand sur
le meme sujet.

Le livre est en turc. Ses versions anglaise, Allemande, espagnole et
portugaise sont deja editees. Son message est ” Comme les Turcs ne
le font pas, faisons le nous meme. Ils doivent voir ces documents
et comprendre les faits dont nous avons connaissance. Ils doivent
etre convaincus que nous n’agissons pas comme leurs ennemis,
mais essayons d’expliquer un incident “. Il a ete traduit dans
un extremement comprehensible et beau turc par la Maison d’edition
Belge. Evidemment cela a pris des annees. C’est une etude extremement
importante et chère.

Sans entrer dans le detail, lorsque vous lisez ces documents, et
si vous vous mettez dans la peau de quelqu’un qui decouvre cette
problematique pour la première fois, vous ne pouvez pas ne pas croire
a la thèse du genocide. Et meme si vous vous etes renseignes sur
ces evenements avec des documents reprenant le point de vue turc,
vous ne pouvez qu’etre troubles.Vous aurez beaucoup de questions.

Dans une lettre incluse dans le livre, le chef de l’Institut Zoryan
au Canada, Greg Sarkissian, dit que la vraie paix peut seulement
etre realisee quand les sources d’information du passe des nations
sont partagees et les nations peuvent ainsi parler ouvertement du
passe. Il dit aussi que de cette facon la comprehension mutuelle et
le dialogue se developperont, au lieu de la haine.

Maintenant, je veux demander a tous les fonctionnaires turcs : Au
cours des 50 dernières annees, avez-vous fait une telle etude ?

Avez-vous fait des recherches sur des sources internationales , meme
si elles reflètent qu’un point de vue ou sont biaisees peut etre –
avez-vous ete capables de publier un tel livre ? Quel genre d’etude
avez-vous faites – se deplacant a l’exterieur de nos propres sources
– qui convaincrait le public international ? Est-ce parce que vous
n’avez pas trouve de documents suffisamment credibles appuyant vos
thèses a l’exterieur que vous vous etes contentes de publier des
archives turques ?

Ne nous trompons pas l’un l’autre : si vous pouvez donner des reponses
correctes a ces questions, donc vous serez capables de clarifier
quelques faits très importants pour nous.

LE FONDS HAYASTAN INAUGURE LE CENTRE CULTUREL SHUSHI RENOVE

Une delegation du Fonds Hayastan dirigee par son directeur Ara
Vardanyan, a procede a la reouverture du Centre Culturel de Shushi
renove. Le vaste projet de renovation, première phase d’une initiative
en deux volets, a ete rendu possible grâce a l’appui financier de la
filiale du fonds a Toronto.

La ceremonie inaugurale a ete suivie par Narine Aghabalyan, le ministre
de la jeunesse et de la culture de l’Artsakh ; Kajik Khachatryan,
chef de l’Administration de Shushi ; divers fonctionnaires locaux ;
des invites ; et de nombreux residants de Shushi.

La section renovee du Centre Culturel de Shushi recevra le Theâtre
Mkrtich Khandamiryan aussi bien qu’un theâtre de marionnettes nomme
Atom Egoyan, un des sponsors du projet de renovation et un soutien
de longue date du Fonds Hayastan.

La section renovee permettra d’acceuillir le Choeur de Jeunes Varanda
et inclura des salles de classe pour la peinture, le ballet, la
musique folklorique instrumentale et la broderie.

La deuxième phase du projet de renovation du Centre Culturel comprendra
la renovation d’un hall d’accueil d’evenements de 450 places et
de nouveaux amenagements paysagers grâce a l’appui financier du
gouvernement de l’Artsakh.
