YEREVAN. – Prosperous Armenia Party’s (PAP) disposition on coalition
and on not taking any posts did not and will not change, spokesperson
of PAP, MP Tigran Urikhanyan told Armenian News-NEWS.am.

Commenting on the information that only PAP governors and ministers
are going to leave and other officials will maintain their posts,
Ulikhanyan announced that those choices, if there are any, are
individual, the party’s disposition did not and will not change.

Earlier Armenian News-NEWS.am had reported that PAP leader Gagik
Tsarukyan had announced that PAP does not consider joining the ruling
coalition.

officielle au Vietnam où il rencontra le président Truong Tang Sang
ainsi que le Premier ministre Nguyen Tan Zung à Hanoï la capitale
vietnamienne. Le chef de l’Etat arménien a signé avec son homologue
vietnamien une série d’accords portant sur le développement des
relations économiques, scientifiques et culturelles entre l’Arménie et
le Vietnam. Serge Sarkissian et Truong Tang Sang ont insisté sur la
nécessité du renforcement des liens diplomatiques arméno-vietnamiens.
Le président vietnamien a également souligné que de nombreux
Vietnamiens avaient fait leurs études en Arménie. De retour au Vietnam
ils avaient contribué à développer le pays.

TRABZON DECLARATION OF THE MINISTERS OF FOREIGN AFFAIRS OF THE
REPUBLIC OF AZERBAIJAN, GEORGIA AND THE REPUBLIC OF TURKEY, 08 JUNE
2012, TRABZON

At the invitation of His Excellency Mr. Ahmet Davuto���¸lu, Minister of
Foreign Affairs of the Republic of Turkey, and with the participation
of His Excellency Mr. Elmar Mammadyarov, Minister of Foreign Affairs
of the Republic of Azerbaijan and His Excellency Mr. Grigol Vashadze,
Minister of Foreign Affairs of Georgia (hereinafter referred to as the
“Parties”), the First Session of the Trilateral Meeting of Ministers
of Foreign Affairs was held on 8 June 2012 in Trabzon, Turkey.

The Parties,

Celebrating their 20th anniversary of establishment of diplomatic relations;

Affirming their adherence to the Charter of the United Nations, the
Helsinki Final Act and the fundamental principles and norms of
international law, especially respect for sovereignty and territorial
integrity, peaceful settlement of disputes, inviolability of
internationally recognized borders and sovereign equality of states
and refraining from the threat or use of force against territorial
integrity and political independence of states;

Underlining the importance of stability and prosperity of the South
Caucasus region, located at the crossroads of energy, transport and
communication corridors between East and West and North and South, for
the regional and global stability and security;

Declaring their determination to build a better future for the region
characterized by peace, stability, cooperation and increasing wealth
and welfare;

Acknowledging that protracted conflicts emanating from existing
occupations are the main obstacle to peace and stability in the South
Caucasus and pointing out that resolution of these conflicts will help
to build an atmosphere of peace, stability and prosperity;

Believing that exemplary friendship and good neighborly relations
among the three countries, based on common cultural and historical
heritage and traditional spirit of solidarity, are in the interest of
their peoples as well as the peoples of the whole region;
Expressing their satisfaction with the current level of bilateral
relations and political dialogue among the three countries;

Reiterating their firm determination to explore the possibilities to
further expand their cooperation in political, economic, cultural and
humanitarian fields;

Expressing their commitment to the shared values of democracy, human
rights, rule of law, free market economy and reiterating the
importance of sharing the experience of successful reforms in the
sphere of good governance;

Noting the successful realization of the Baku-Tbilisi-Ceyhan (BTC)
Crude Oil Pipeline Project, the Baku-Tbilisi- Erzurum (BTE) Natural
Gas Pipeline Project and the implementation of the Baku-Tbilisi-Kars
(BTK) Railway Project as results of efficient, multi-dimensional and
goal oriented high level political dialogue and economic cooperation
among the three countries;

Have agreed to:

Enhance the existing cooperative partnerships among the Parties to
promote common development and contribute to peace, security,
stability and prosperity of the region and the world at large;

Underscore the importance of exchanging views on regional and
international issues of common interest and to further enhance
consultations through the existing mechanisms and under the framework
of the UN, OSCE, CoE, BSEC, NATO, EU and other relevant organizations;

Exchange views on developments in the adjacent regions including the
Middle East;

Continue to support each other’s candidacies in international organizations;

Express their support to the Republic of Azerbaijan as a non-permanent
member of the UN Security Council to continue to contribute to common
interests of the region;

Support each other’s European and Euro-Atlantic aspirations and uphold
the inviolable right of States to choose their own destiny;
Stress the importance of continued cooperation within the
Euro-Atlantic Partnership Council, “Partnership for Peace” program,
and other areas of cooperation with NATO;

Pay utmost attention the 20th Anniversary of the Black Sea Economic
Cooperation Organization (BSEC) and will ensure high level
participation to this special event which will take place in Istanbul
on 26 June 2012;

Reiterate their commitments to strengthen their cooperation and
coordination within the Organization of the Black Sea Economic
Cooperation (BSEC) during the Turkey’s Chairmanship-in-Office which
will start from 1 July 2012;

Note the importance of the earliest resolution of the conflict in and
around Nagorno-Karabakh region of the Republic of Azerbaijan, and the
conflict over Abkhazia, Georgia and Tskhinvali region/South Ossetia,
Georgia on the basis of respect for the sovereignty, territorial
integrity and inviolability of internationally recognized borders of
Azerbaijan and Georgia respectively and emphasize the right to safe
and dignified return of the refugees and internally displaced persons
to their places of origin;

Reiterate their commitment to strengthen their cooperation and
coordination in the fight against terrorism, extremism and separatism
in all their forms and manifestations, transnational organized crime
and illicit trafficking in narcotics and arms and trafficking in
persons;

Promote further development of their relations in every field,
especially in the field of trade, energy, transport, finance and
banking, environment by means of joint projects and cooperation plans
and if needed through trilateral cooperation mechanisms;
Note the importance of the trilateral Turkish-Azerbaijani-Georgian
Business Forum (TAG-BF) in February 2012, in Tbilisi, Georgia and look
forward to the second TAG-BF to be held on 9 June 2012, in Kars,
Turkey;

Continue to work together in boosting trilateral economic relations in
accordance with the recommendations made by the upcoming TAG-BFs;

Reaffirm their commitment to build a favorable environment for
encouraging the inflow of foreign direct investments;
Underscore the importance of tourism industry as a source of economic
benefit and employment, as well as a source for greater understanding
and networking among the peoples;

Recognize the importance of the agricultural sector for poverty
eradication and food safety issues and cooperate in the sphere of
agriculture in terms of exchange of experience and information on new
technologies and implementation of mutually beneficial projects;

Underline the need to improve the competitiveness of the Southern
Transport Corridor and in this regard note the need to diversify
collaboration among their relevant authorities;

Express their support for the TRACECA (Transport Corridor
Europe-Caucasus-Asia) and work towards restoration of the Great Silk
Road and the full-scale functioning of the Euro-Asian Transport
Corridor as well as other integrated trilateral transport projects
consisting of highways and railways in order to create trilateral
economic integration and contribute to socio-economic development;

Attach great importance to the timely completion of the
Baku-Tbilisi-Kars Railway Project, which together with the
Aktau-Urumchi railway connection form “the Iron Silk Road of the 21st
century”, and declare their commitment to fulfilling their obligations
and concluding their undertakings as scheduled within the framework of
the Project;

Acknowledge the construction of the new Baku International Sea Trade
Port which will become an important gate on the East-West Transport
corridor after the completion of the Baku-Tbilisi-Kars Railway
Project;

Highlight the key role of the Baku-Tbilisi-Kars railway in the reverse
transit of personnel and cargoes from Afghanistan and note that the
central route via our region is the shortest and easiest one given the
geography;

Emphasize the already existing successful cooperation between
Azerbaijan, Georgia and Turkey and underscore the importance of
further deepening it with the aim to realize new pipeline projects
which would transport energy resources of Azerbaijan and Central Asian
countries to international markets;

Recognize the importance of Southern Corridor initiative for the region;

Highlight the growing importance of the environmental issues as well
as their increasing impact on the sustainable development of the
region and the need to enhance the protection of environment, through
cooperative measures and urge for the continuation of endeavours on
international level in this regard for the prevention and elimination
of the potential risks to human health and environment;

Develop and strengthen co-operation in natural disasters which shall
be conducted considering the interests of the Parties on the basis of
equality and mutual benefit, as well as by strengthening their
cooperation existing within the framework of bilateral and/or
multilateral international instruments;

Continue to cooperate in the field of preservation of historical and
cultural heritage.

The Parties have also decided to set up a joint experts group to draft
an action plan for 2013-2015 to implement the agreed points to be
presented for approval to the three Ministers.

The Second Session of the Trilateral Meeting of Ministers of Foreign
Affairs will be held in the second half of 2012 in Georgia and the
Third Session will be held in the first half of 2013 in Azerbaijan.

`2015 will be opportunity to normalize ties with Armenia’

American Ambassador to Armenia John A. Heffern has said 2015, the
centennial of the events of 1915, will be an opportunity for Turkey to
improve relations with Armenia, adding that it will be an important
year for both sides.

`Hopefully Turkey and Armenia will find a way to make 2015 an
inclusive affair and part of a constructive process. 2015 will be a
sensitive year. Therefore, it will be an opportunity to bring two
nations together,’ said Heffern, adding there was great anticipation
of 2015 in Armenia.

`2015 should be a year of win-win for both countries, not win-lose,’
said the ambassador. In an interview with Today’s Zaman, Heffern
stated that relations between Turkey and Armenia were not important
solely for the sake of the two nations involved but also for the
Unites States. He recommended three tracks to be taken between the two
countries: `The first track is the ratification and the implementation
of the protocols, which is the key and primary track. The US hopes
both sides will ratify and implement the protocols, which have already
been signed.’

`[The United States’] primary goal is to bring about reconciliation
between Turkey and Armenia,’ said Heffern, adding the US had not
ceased to support the protocols.

A historic reconciliation process was launched between Turkey and
Armenia in 2009 when the two sides signed twin protocols to normalize
diplomatic relations, but the move was not well received in
Azerbaijan. The protocols, signed in Zurich, shook Turkish-Azerbaijani
relations as the Nagorno-Karabakh territorial conflict between Armenia
and Azerbaijan has yet to be peacefully settled.

The ratification of the protocols stalled after Turkey insisted
Armenia first agree to resolve the long-standing Nagorno-Karabakh
issue. The issue of Armenia’s withdrawal from the Nagorno-Karabakh
region and seven adjacent territories is important to Ankara, which
has frequently signaled that this step would pave the way for the
opening of its border with Armenia.

Heffern also touched upon increasing tensions that rose along the
Azerbaijani-Armenian border last Tuesday, resulting in the deaths of
soldiers from both sides. `Nagorno-Karabakh is indeed an important
issue between Armenia and Azerbaijan. The recent clashes along the
Azerbaijani-Armenian border shows that Nagorno-Karabakh is a critical
issue and that the status quo is not acceptable to either side,’ said
Heffern.

The clashes come just as US Secretary of State Hillary Clinton has
embarked on a tour of the South Caucasus in the hope of mediating
advancement in territorial disputes in the region. Warning that
Azeri-Armenian tensions could escalate into a broader conflict with
serious consequences, Clinton said the US would continue to press on
mediation efforts, along with France, Russia and other nations.

Heffern stated that the US, through the Minsk Group — a multipartite
platform established to seek a solution to the political and
territorial dispute between Azerbaijan and Armenia — had tried to
find a peaceful solution to the dispute. `There is no other solution
than a peaceful solution. The US believes that diplomacy is the right
path to reconciliation,’ said Heffern.

The ambassador also touched upon the further two tracks he recommends
be run by the two countries. The second track involves economic
measures, including the reopening of railroads between Kars and
Gyumri. `If the railroad reopens there will be a tremendous boost in
trade and tourism,’ said Heffern, adding that the railroad could be
opened without opening the full border.

The third track outlined by Heffern was the reconciliation of the
people and cross-border exchanges. `We [the US] will continue to
stimulate cross-border exchanges between journalists, students and
businesspeople,’ he said.

`I know relations between Turkey and Armenia are very emotional and
sensitive, but the US has hopes that these three tracks will be
followed,’ concluded Heffern.

`Bread in Mountains’ exhibition-tasting festival of festive dishes
will be held in Yerevan, near Erebuni museum on June 12, Development
and Preservation of Armenian Culinary Traditions NGO Chairman Sedrak
Mamulyan said during a meeting with journalists today.

`The event has an aim to show our national cuisine to and to inform
wide layers of the public. 13 church holidays will be presented. It
will be shown what dishes were served during those holidays, how they
were decorated and what was their meaning,’ Mamulyan told
panArmenian.net adding that 20 pavilions will be presented. Greeks and
Ukrainians living in Armenia will also participate in the festival
with their national dishes, dances and songs.

The festival will be accompanied by national songs and dances,
theatrical performances connected with national cuisine rituals, etc.

Students of several vocational educational institutions will also
participate in the festival.

This is already the fourth year the festival has been held.

YEREVAN. – Armenian Parliament Speaker Hovik Abrahamyan received the
Chairman of the German Bundestag Committee on Foreign Affairs Ruprecht
Polenz on Friday.

Hovik Abrahamyan mentioned that during the last years Armenian –
German political dialogue and cooperation have acquired a dynamic
rhythm.

`Armenia pays great importance to the development of cooperation with
Germany in bilateral as well as multilateral formats. We consider
Armenian – German relations as an important component of Armenia’s
European integration policy taking into account Germany’s important
role in European structures,’ Abrahamyan mentioned.

According to the Armenian Parliament Speaker, the parliaments have an
important role in the development of Armenian – German relations and
in that context it was decided to deepen the cooperation between the
Armenian Parliament and the German Bundestag. Ruprecht Polenz also
stressed the importance of deepening and developing Armenian – German
further cooperation. Regional issues, the Nagorno-Karabakh conflict
resolution and Armenian – Turkish relations were also touched upon.
Hovik Abrahamyan, as well as the German envoy announced that the
Karabakh conflict must only be solved in the format of the OSCE MG.

PanARMENIAN.Net – 1400 instances of ceasefire violation by Azeri armed
forces were reported at the contact line between Nagorno Karabakh and
Azerbaijan from June 3-9, with several thousand shots fired from
various caliber weapons towards Armenian positions, according to NKR
defense army.

Beside numerous ceasefire violations, several infiltration and
subversion attempts were taken by Azerbaijanis over the last week.

Due to adequate response shown by NKR defense army, Azeri attempts
were thwarted, with the rival thrown back to initial positions.

Also, a use of drone during Azeri reconnaissance operation was reported.

YEREVAN. – The Azerbaijani diversions are part of the state
propaganda. Their main purpose is to spread fear among the Armenian
nation and to create an impression of getting ready for war, Karabakh
war hero Arkadi Ter-Tadevosyan (Commandos) announced on Friday.
According to Commandos, in reality Azerbaijan is not ready for war:
outer as well as inner factors prove that and Baku’s wish to start war
is not enough. `Currently a new strategy of warfare has been adopted,
according to which at first major structures are attacked. In case of
Azerbaijan it will be the oil pipe through which flows British oil.
Regarding that the resumption of military activities will also concern
the parties interested in oil,’ Arkadi Ter-Tadevosyan said. As the
hero states, there are also inner factors in Azerbaijan preventing the
resumption of war. For example, there are over 12 national minorities
in Azerbaijan, who do not get along at all. According to international
experts, despite all militarization taking place in Azerbaijan, the
country is still not ready for war, Ter-Tadevosyan pointed out.

PanARMENIAN.Net – Ceasefire violation on Azeri side was reported on
June 9, with sporadic fire directed at Armenian border, Defense
Ministry press service representative said.

No injuries occurred on Armenian side, Mushegh Aghekyan told a
PanARMENIAN.Net reporter. Aghekyan did not confirm a report on the
shelling of the city of Ijevan in Tavush province. The press service
representative however noted a slight drop in ceasefire violation
instances on Azeri side.

According to PanARMENIAN.Net source, a noise of helicopter flying over
Tavush province was heard on June 8 night.

Azerbaijan and Armenia-backed so-called Karabakh army traded
accusations on Wednesday over cross border violence that killed one
person, just days after US Secretary of State Hillary Clinton warned
it could lead to regional conflict.

Azerbaijan and Armenia have accused each other of triggering clashes
that have now killed a total of nine people on both sides, prompting
the worries over a resumption of fighting in a region criss-crossed
by energy pipelines to Europe.

Mainly Armenian Nagorno-Karabakh, which broke away from Muslim
Azerbaijan with the help of Christian Armenia as the Soviet Union
collapsed, accused Baku of trying to infiltrate three military
positions, prompting the skirmish in which one soldier died.

“Subdivisions of the Nagorno-Karabakh army entered into a defensive
battle and threw the enemy back to their original position. As a
result of the battle on the Armenian side one sergeant died and two
men were injured,” the statement from the so-called military said.

Oil-producing Azerbaijan, host to oil majors including BP, Chevron
and ExxonMobil, frequently threatens to take the mountain enclave
back by force, and is spending heavily on its armed forces.

Clinton, who visited Armenia on Monday, voiced concern that the
violence between Azerbaijan and Armenia could lead to a “much broader
conflict”.

Azerbaijan’s Defence Ministry said Armenian forces had violated
a ceasefire along their shared border on two occasions since late
Tuesday, but its forces suffered no losses.

War between ethnic Azeris and Armenians erupted in 1991 over the
Nagorno-Karabakh region. A ceasefire was signed in 1994, but sporadic
violence still flares along Azerbaijan’s borders with Armenia and
Nagorno-Karabakh.

Nagorno-Karabakh has run its own affairs with the heavy military and
financial backing of Armenia since the war, when Armenian-backed
forces seized control of the enclave and seven surrounding Azeri
districts forming a land corridor with Armenia.
