LES AVOCATS DE LA VICTIME METTENT EN CAUSE L’ENQUETE DE LA POLICE DANS L’AFFAIRE DU HARSNAKAR

Les avocats representant la famille d’un homme qui a ete battu a mort
dans un restaurant d’Erevan en juin ont critique mercredi l’enquete
criminelle en cours menee par la police armenienne.

Ils ont accuse les enqueteurs de refuser de leur donner accès aux
details de l’affaire penale sur les evenement du 17 juin au restaurant
Harsnakar qui ont suscite une vive indignation en Armenie.

Vahe Avetian, medecin militaire, et deux de ses collègues avaient
ete brutalement battus par les gardes de securite de ce restaurant
dans des circonstances non encore elucidees. M.Avetian, 33 ans ,
etait decede a l’hôpital près de deux semaines plus tard. Six hommes
inculpes d’agression sont actuellement en detention preventive.

La mort d’Avetian a declenche une serie de manifestations de rue a
Erevan contre ce que leurs participants denoncent comme l’impunite
dont jouissent les riches hommes d’affaires liees au gouvernement
et leurs gardes du corps notoirement violents. Harsnakar est detenue
par l’ un de ces magnats, Ruben Hayrapetian.

Le tolle cree par cette affaire a contraint Hayrapetian a demissionner
de son mandat de depute du Parti republicain le mois dernier. Les
groupes d’opposition estiment qu’il devrait egalement faire face a des
accusations criminelles pour son rôle possible dans cette agression.

Hayrapetian a fortement nie toute implication, tout en reconnaissant
sa responsabilite ” morale ” dans la mort d’Avetian.

Tigran Yegorian, l’un des deux avocats representant la famille de la
victime, a declare le 25 Juillet avoir demande au chef de la police,
Ruben Mkrtchian, d’acceder au dossier de l’affaire. Celui-ci lui
aurait lui aurait donne la permission de de prendre une copie de ces
documents le jour suivant. Mais il aurait fait depuis marche arrière.

” C’est pour le moins incomprehensible “, s’est exclame Yegorian a
RFE / RL . Lui et son homologue Lusine Hakobian, se disent desormais
preoccupes par une d’eventuelle tentative de dissimulation des pièces
de cette affaire..

Un porte-parole de la police a cependant insiste sur le fait que les
enqueteurs ont envoye une lettre aux avocats le 27 Juillet pour les
informer qu’ils pouvaient prendre possession des documents promis.

Yegorian nie cependant avoir recu de telles lettres de la police. Il
previent que lui et Hakobian sont sur le point de deposer une plainte
ecrite auprès des procureurs armeniens.

Hayrapetian, qui dirige egalement la Federation Euro-Armenienne de
Football, a ete interroge sur cette affaire par la police il y a un
mois. Un haut fonctionnaire a ensuite declare que les enqueteurs ne
voyaient aucune raison juridique de le poursuivre. Le magnat n’etait
pas present a Harsnakar lors de l’incident.

Les opposants au gouvernement ont rejete les explications
de la police. Les dirigeants de l’opposition exigent une
enquete parlementaire distincte sur l’agression. La majorite
pro-gouvernementale a l’Assemblee nationale a rejete cette demande,
au motif que l’enquete policière est objective et transparente.

courses of states of South Caucasus and options of expanding the
Russian capital in Azerbaijan, Armenia and Georgia.

RBK Daily newspaper writes this quoting the order made by the
administration of the Russian President through a web portal of
state procurement.

The cost of the surveys ordered by Kremlin for various countries of
post-Soviet space makes from RUB 400 thousand up to 1mln 400 thousand.

All the orders should be completed by November 2012.

YEREVAN. – Total of 1,961 cases of crimes against humans were
registered in the first half of this year, as compared to 1,567
the same period of last year, Armenian National Statistical Service
informs Armenian News-NEWS.am. At the same time, 28 murder cases were
registered in the first half of this and last years.

In addition, 17 cases of murder attempt were registered, as opposed
to 20 last year. Total of 690 cases of intentional damage to health
occurred this year, as opposed to 629 last year in the same period. As
for crimes against sexual freedom, the number was 58 this year and
42 last year. Among other crimes against human being, 1,168 occurred
this year and 848 last year.

Professor Anahid Gharakhanian, a longtime member of the Armenian Bar
Association, has been appointed as Vice Dean for Academic Affairs
at Southwestern Law School on whose faculty she has served since
2002. In her new capacity, she will be in charge of the overall
academic program, faculty appointments, faculty development, and
Southwestern’s self-study process, and will continue to serve as
Director of the Externship Program.

As a member of the faculty for more than a decade, Dean Gharakhanian
has taught legal research and writing and a unique course on
Correctional Education, was instrumental in the redevelopment of
Southwestern’s unique Legal Analysis, Writing and Skills (LAWS)
program, greatly expanded the Externship Program to be one of the
largest in the country, and served as Faculty Advisor to the PLEAS
part-time day program. She is also Faculty Advisor to the Armenian
Law Students Association and recently spearheaded efforts to create
the new Southwestern Armenia Fellowship with the Ministry of Justice
in Armenia.

Garo Ghazarian, Chairman of the Armenian Bar Association, remarked, “On
behalf of the Armenian Bar Association, I congratulate Professor Anahid
Gharakhanian on her appointment and I applaud Southwestern Law School
for her selection. Professor Gharakhanian’s contributions to the legal

In announcing the appointment, Dean Austen Parrish said,
“Dean Gharakhanian is a very talented and dedicated teacher and

Dean Gharakhanian earned her B.A., magna cum laude and Phi Beta Kappa,
in Philosophy at the University of California, Los Angeles. She
completed her J.D., cum laude, at Harvard Law School and is a member
of the California State Bar. Upon graduation from law school, she
joined the firm of Chadbourne & Parke LLP in Los Angeles. During her
six-year tenure there, she handled the pre-trial phases of a variety
of civil litigation matters as well as arbitration proceedings.

Subsequently, she was appointed Vice President of E-commerce
Development for an online retailer. She has also served as a temporary
judge in Los Angeles Superior Court’s Small Claims Court and has
worked on a pro bono basis in the areas of domestic violence and
other family law matters.

YEREVAN. – Yerevan Cinema and Theatre University Chancellor Armen
Mazmanyan, Ukrainian-Armenian director Roman Balayan along with
the Armenian Government will establish the Arm art cinema fund. The
Government will invest $2,340 from its reserved fund. The issue is
included in the Thursday governmental session.

Head of the Moscow cinema Martin Aghoyan will be appointed the acting
director of the fund.

The Arm art cinema will be targeted at cooperation for developing
the Armenian cinema, cinematography, establishment of the highest
classes of directors in the educational system. The fund will also
advertise modern Armenian cinema all over the world.

YEREVAN. – Armenia’s public council discussed television broadcast
policy during its Tuesday meeting with the participation of heads
and representatives of the television companies.

Head of the council Vazgen Manukyan presented the results of previous
discussions and the proposals made during previous meetings. The
representatives of TV companies expressed their views on broadcast
policy and underscored necessity of creating an equal competitive
field.

The issues related to content, legislation and advertisement problems
were discussed. The sides agreed to hold a number of such meetings to
discuss the proposals to be submitted to the president this September.

The Ministry of Defence Industry of Azerbaijan has held an away
collegiate session by results of the first half of 2012.

According to the news service for the ministry, the activity of the
substructural enterprises was discussed at the collegiate session
presided by Minister Yaver Jamalov.

The issues of production at associations and enterprises of the
ministry, the financial and economic results of the half of the year,
as well as the upcoming tasks were widely discussed.

It was noted that creation of new producing spheres on the basis of
due programmes continued in the ministry in the reporting period.

Execution of points, envisaged in the producing programme for 2012
continued in this period and defensive production was produced and
commissioned on the basis of agreements with the defence structures.

The ministry enterprises produced 68.3% of defensive production and
civil – 31.7%.

The assortment of produciton has grown by 25% in the reporting period.

Minister Yaver Jamalov highly praised the activity of the associations
and enterprises of the ministry.

He noted that these achievements allow executing the task on provision
of the Azerbaijani armed forces in modern arms and ammunition.

Armenia’s 0.8% inflation registered in May 2012 as compared with last
December is one of the lowest in CIS area.

As compared with April, prices went down by 1.3% in Armenia, CIS
statistical committee said.

Inflation was registered in all CIS states, except for Azerbaijan,
in May as compared to December 2011. During the mentioned period the
average inflation in CIS area reached 2%.

The major increase in consumer prices during the period was registered
in Belarus (8.5%), Kazakhstan (2.4%), Russia, (2.3%) and Tajikistan
(2.3%). In Kyrgyzstan inflation made 1.3%, in Moldova – 1.2%, and in
Ukraine – 0.4%.

In the same period the consumer prices in Azerbaijan fell by 0.8%.

Data for Turkmenistan and Uzbekistan is not provided.

have more chances for victory at the upcoming presidential race than
the ex-president Robert Kocharian, head of Sociometer sociological
center said.

As Aharon Adibekyan told a press conference, 60% of the votes
Prosperous Armenia garnered during the parliamentary elections were
cast by the authorities, with only 40% cast by the opposition members.

The expert voiced skepticism over the party’s ability to enlist only
opposition’s support, with Armenian National Congress (ANC), Heritage
and ARF Dashnaktsutyun (ARFD) being the main actors.

YEREVAN.- Syria’s population fears that the government is not
controlling the situation and brigades should be formed for
self-defense, Arab Studies specialist Suren Manukyan told reporters
on Tuesday.

Manukyan said he keeps in touch with his acquaintance in Syria. He
said the families having certain capital may become a victim of gangs
operating in the country. Under these conditions, Armenian government
must take certain moves.

“Armenian community of Syria must feel the Armenian government’s
support. Armenia’s embassy is one of few diplomatic representations
functioning in the country, it is very important,” he said.

Manukyan believes only about 2,000 families will come to Armenia,
majority of them considering it as a transit country.
