PanARMENIAN.Net – Armenian Justice Minister Hrayr Tovmasyan reacted
to Hungary’s decision to extradite Azeri assassin Ramil Safarov.

“The fact of extradition caused indignation and disappointment.

European values are human values and they advocate humanity. Thus,
the 1983 Strasbourg Convention on the Transfer of Sentenced Persons
supposes extradition of convicts. However, justice and punishment
for a crime should never be undervalued,” Tovmasyan said.

“Extradition of a criminal to a country, where his crime is treated
as a feat is a slap into Hungary’s face,” he said.

“Basing on the above said as well as on the statement by Armenia’s
President Serzh Sargsyan, the Ministry of Justice of the Republic of
Armenia severs relations with the Ministry of Public Administration
and Justice of Hungary,” the Minister said.

Recently the youth of Artsakh is more and more actively discussing
issues of helping the Armenians from Syria. In this connection
different people make concrete proposals in Facebook webpages.

Moreover, these proposals can be found in the media as well.

In his letter Patara village inhabitant Stepan Grigoryan, Askeran
region, on behalf of his fellow-villagers expresses willingness
of receiving Armenians from Syria and hopes that this will set the
beginning of a new big action. The young man is ready to provide his
second house in the village free for living. At least five families
in Patara are ready to do the same, he notes.

People are also trying to find their acquaintances from Syria. One
of such attempts is described by journalist from Artsakh Lousine
Mousayelyan in her Facebook page. Here is her story: “Today is a
memorable day for me, I can hardly restrain my emotions, she writes
and continues, it was two years the war had been over, I was 10 or
11 years old. During those years there was no electricity in our
houses, but at the square there were some lanterns lighting and as
our house was near the square we went to play there together with
several children from our yard.

One day when playing we saw a group of tourists pass along the square
and a girl from this group came up to me and asked the way to the
theatre. I explained to her and the girl asked me to accompany her to
the place if it was not too far away. It was not far from our place
and I agreed to accompany her. She was from the Armenian Diaspora. We
walked to the theatre, on the way she asked me different questions
such as what my name was, whether I had sisters and brothers, what my
parents were, where we lived, what I dreamed of and so on. I told her
everything and saw her get excited at my story. Later when we reached
the square and I had to bid farewell to her she gave me five thousand
drams and said, “I am leaving tomorrow and I will not manage to buy a
gift for you, take this money, please, and buy a present for yourself
in my name.”

However I refused to take the money nothing came of it. I remember to
say, “What will I answer my mother if she asks where I took the money
from?” She said to tell my mother that Arpi Sanosyan from Syria gave
it to me. I thanked her much, said good-bye and went home.

The next day together with my mother we went to the market /then
there hardly were any shops in the town/ and bought a pair of shoes
for me, black round-toed shoes. In those days all my classmates wore
patent-leather low-heeled shoes and they wondered where I found those
old-fashioned shoes from.

I always remembered the story of Arpi Sanosyan.

When the Internet first appeared in Karabakh and when I realized the
essence and use of it the first thing I did was to search the name
of Arpi Sanosyan first in Yandex, then in Rambler, in Yahoo, Google,
Skype and finally in Facebook pages. I could not find her anyway.

I was eager to find her and say that I remembered her.

Recently since the war broke out in Syria the thought of finding
Arpi Sanosyan has haunted me. I began to write to all the people in
Facebook whose second name was Sanosyan and eventually after all my
efforts I managed to find a phone number.

After 37 attempts to call the number I heard an answer.

– Hello.

– Hello, Arpi, is it you?

– Yes, who is it?

– I am calling from Karabakh, probably you will not remember me,
but if you have some time I will try to remind you.

– Is your name Lousine?

– Yes, it is.

– How are you, my dear, what about your mother and sisters? Probably
you have grown older, I remember you, of course, and I cannot believe
that you also remembered and found me. How could you find my phone
number?

I could hardly answer her, I only thanked her and asked what I could
do for her.”

Parents of schoolchildren have already done the last part of shopping
to be ready for September 1. In one of stationery fairs of Stepanakert
we met an inhabitant of Nerqin Horatagh village, Martakert region,
Zhirayr Martirosyan who was buying school accessories together with
his son. In his interview to Karabakh-open.info he noted that in his
choice of stationery and clothes for school he mainly prefers goods
of average prices.

“In the year before last I bought a schoolbag of AMD 11.000 for my son
and we were quite lucky as it turned to be of high quality and served
for about 1 and a half year. This year we bought a cheaper one. AMD
40-50.000 in average is needed for a child, this year I have three
schoolchildren,” Zh. Martirosyan says.

According to him as compared to the previous year only clothes and
shoes got more expensive.

“However, we are to properly prepare our children for school. There
is no job in the village, the crop is not so rich as well, cattle
breeding is our only hope. Every year we sell two sheep to meet our
requirements,” he says.

Salesgirl of one of the fairs at Vazgen Sargsyan street Ilona states
that as compared with the previous years parents are more passive in
their shopping activities.

“3 or 4 years ago parents preferred to buy more expensive school
accessories than they do now,” the salesgirl says.

Gayane Hayrapetyan, a citizen of Stepanakert, says that she buys her
children’s clothes for school mainly from Yerevan.

“In Yerevan it is possible to buy high quality goods at moderate
prices. This year for my first grade daughter I spent AMD 30-35.000.

Taking into account the fact that the government allocates AMD
20.000, a schoolbag and some stationery accessories to first-form
schoolchildren I think, if there is a will, the mentioned amount of
money will fully suffice,” Gayane notes and adds that the prices can
hardly be compared with those of the previous year.

Seller of another fair in Stepanakert Marine explains that if the
customer arrives by foreign expensive cars they offer him expensive
goods. “The greater part of customers prefer goods of average prices.

The prices on our schoolbags differ from 3000 to 8000 drams,” she says.

There are also parents who prefer not to buy but to order clothes
at the tailor’s. “Of course, prices in both cases do not greatly
differ, yet in case of ordering at the tailor’s the customer is sure
both of the quality and the style of the clothes,” mother of three
schoolchildren Rouzanna confesses.

P.S. Of course, the mentioned amount of money will suffice to buy
cheaper clothes, shoes and school accessories and that is for junior
schoolchildren, yet for senior learners this sum of money is not
sufficient.

20-year-old Armenian student from Lebanon Lale Bagratouni recalls
that she first visited Artsakh in 2002.

“When I first arrived in Artsakh with my mother I was very small
and knew very little about the Artsakh war and its heroes. During my
second visit and especially now I can hardly restrain my emotions.

When walking in Artsakh I feel that I am on my native land. Only
Diaspora representatives, forced to live far from their motherland,
will be able to understand me,” the student of the Political Science
and International Relations Department of the American University of
Lebanon confesses.

Lale remembers that during her first visit there were notes on the
ruined buildings of Shoushi “Be careful, the building is in danger
of collapse.” “Today there are no such notes in Shoushi, the town
has changed and got new appearance. The improvements of the latest
10 years are quite appreciable,” Lale notes.

This time the Armenian student from Lebanon visited Artsakh within
the framework of the 10-day summer camp organized in Martouni by the
ARF youth union of Lebanon. According to her such camps are a good
chance for the Diaspora Armenian young people to get closer to their
native land and people.

“In Lebanon we often hear of the Artsakh war and heroes but only here
I saw that every family has its hero and victim. It is quite important
for us to see how Artsakh people live after the war. During these
ten days of camping we also tried to experience the life of Martouni
citizens,” she says.

To the question what impression he has of Artsakh she answers with
a smile, “Isn’t it clear?” and adds that she does not want to return
to Lebanon. She hopes to return here once and stay forever.

YEREVAN. – The Hungarian authorities’ move to extradite criminal
Ramil Safarov to Azerbaijan causes bewilderment and resentment at
the very least, Armenian National Assembly Deputy Speaker and ruling
Republican Party Press Secretary Eduard Sharmazanov stated.

In his words, it was clear as to what was to await that killer in
Azerbaijan.

“And with respect to [Azerbaijani President Ilham] Aliyev’s decision
to grant him pardon, this move proves yet again that the policy of
Armenian-hatred and fascism is conducted and encouraged in Azerbaijan
on a state level. I believe Azerbaijan’s astonishing move to grant
this killer pardon shall not remain unanswered and must be condemned
by the international community,” said Sharmazanov.

To note, Hungary has extradited Ramil Safarov to Azerbaijan. It was
informed that Ilham Aliyev had already granted pardon to the murderer,
and Azerbaijani MP Ceyhun Osmanli likewise had confirmed the news
about Safarov’s extradition.

As Armenian News-NEWS.am informed earlier, on February 19, 2004,
Ramil Safarov, a lieutenant of the Azerbaijani Amy, murdered Armenian
officer Gurgen Margaryan.

On January 11, 2004, Margaryan had left for Budapest to participate
in a three-month English language course, which was part of NATO’s
Partnership for Peace program. On February 19 he was axed, while
asleep, by his fellow Azerbaijani participant, Lieutenant Ramil
Safarov. The murder took place at 5am in the morning, while the victim
was asleep.

When interrogated, Safarov had confessed he had planned to murder of
two Armenian officers “by chopping off their heads.”

Despite the confession, Azerbaijani propaganda attempted to make
Ramil Safarov a national hero and deceive the international community.

On April 16, 2006, the Hungarian court sentenced Safarov to life
imprisonment and without a possibility of appeal until 2036. The
judge, Andras Vaskuti, had cited as the reasons for the sentence the
premeditated nature and brutality of the crime, and the fact that
Safarov showed no remorse for his deeds.

The Armenian Patriarchate of Istanbul has joined the Syriac clerics’
calls to the intimidated Christian communities in Syria, asking them

According to Hurriyet Daily News, the Pope Benedict XVI will attend a
meeting Middle East bishops in September as part of a program developed
last year.

The prelate of the Turkish-Armenians, Archbisiob Aram Ateshyan,
has stressed the importance of the Christian population’s remaining
in Syria.

“If they presented the declaration to us, we would also support it
without hesitation,” he was quoted as saying

The Greek Orthodox Church reminded the Syrian-Christians of the
spiritual importance of the Middle East, noting that the region was
the place where Christianity was born.

the report about postponement of CSTO’s Collective Rapid Reaction
Force joint military drills in Armenia.

“Armenian side never specified dates for the military exercises.

Mid-September was mentioned as the possible time,” Artsrun Hovhannisyan
told a PanARMENIAN.Net reporter.

Dwelling on the exercises, Mr. Hovhannisyan noted that the preparatory
works are currently in the final stage, with the first groups expected
to arrive already on Sept. 3-4.

He further said that Armenian Defense Ministry will specify the number
of the participants in the days to come.

CSTO’s Collective Rapid Reaction Force joint military exercises have
been shifted from Sept. 3-8 to Sept. 15-19 over technical reasons at
the request of the Armenian side.

The maneuvers will bring together military units from Armenia,
Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, as well
as representatives from International Committee of the Red Cross
(ICRC), UN, OSCE and CIS observers. The number of troops involved
totals about 2000 people, CSTO press service reported.

which ceasefire regime was violated on the border and as a result of
it an Armenian soldier died and some others were wounded.

“Armenian side has not violated ceasefire regime”, speaker of Armenian

Answering to the question about the Armenian losses Hovhannisyan said
that Armenian side has not suffered as all.

Note that Azerbaijani Press Agency spoke about this accident. At the
same time Azerbaijani sources informed today about the death of two
Azerbaijani militants who were as if blasted in the mine.

Le vice-ministre de l’Agriculture Samvel Galstian, a dit que l’on
s’attend a ce que la production de fruits cette annee soit d’environ
305 000 tonnes contre 229 400 en 2011. Selon lui, la hausse est
exceptionnellement due aux conditions meteorologiques favorables.

Samvel Galstyan a dit selon les donnees preliminaires du ministère,
a la date du 20 août, les fermiers avaient cueilli 70150 tonnes
d’abricots contre 42800 tonnes l’annee dernière. Il a dit qu’environ
13 000 tonnes d’abricots ont ete exportees cette annee contre 7223
tonnes en 2011. Samvel Galstyan a aussi note que la production de
peche est deux fois superieure a l’annee dernière, mais n’a pas
specifie de donnees chiffrees.

” Cette annee nous avons ete en pourparlers avec la Georgie pour
une facilitation des procedures liees a l’exportation de fruits ”
a-t-il dit.

Le vice-ministre a aussi dit que la production de raisin devrait
atteindre 240 000 tonnes contre 230 000 tonnes l’annee dernière.

Gurgen Margarian in Hungary and was sentenced to spend his whole life
in prison, now is sent to Azerbaijan.

As Azerbaijani 1news.az web-site informs the photos of Safarov in
Baku are already spread in Facebook social network.

The same source also informs that Azerbaijani President Ilham Aliyev
has already justified R. Safarov by his order.

Remind that on 2004 Azerbaijani militant R. Safarov has killed Armenian
officer Gurgen Margaryan in Budapest, Hungary. Safarov killed Margaryan
with ax while the latter was sleeping.

Despite of the terrible crime Safarov is considered to be a national
hero in Azerbaijan.
