After the extradition of Azerbaijani officer Ramil Safarov who slayed
with an axe Armenian officer Gurgen Margaryan in Budapest in 2004,
Kiro Manoyan, head of ARF bureau’s Hay Dat and political affairs
office, came to the following conclusion.

“It is clear that the extradition was the result of a deal between the
authorities of Azerbaijan and Hungary, and the Hungarian leadership
must hereinafter bear responsibility for all Azerbaijani steps taken
in the atmosphere of euphoria.”
Mr. Manoyan says Hungary is similarly complicit in the crime `since
Safarov was given life imprisonment but did not serve even ten years
of the prison term.’

He suggests that Armenians should struggle for not involving Hungary
in the discussions on Karabakh issue in the UN.

cordially congratulate you on this magnificent state holiday – the Day
of the Artsakh Republic, a historical day which became a turning point
in the life of the Armenian nation and predetermined the further path
of our development.
Democratic principles and universal values were the pivotal landmarks
on this way. Our goal is to build a state in correspondence with
international standards, where human rights and freedoms are
respected, the state which is able to protect its people and create
the necessary conditions for their development. We must complete the
sacred mission for which the best sons of the Armenian nation gave

BUDAPEST – Bakou avait promis, selon Budapest, de ne pas changer la
peine de prison à vie du soldat azerbaïdjanais condamné par la justice
hongroise pour le meurtre d’un soldat arménien, puis extradé et gracié
vendredi en Azerbaïdjan, actes qui ont mené à la rupture des relations
diplomatiques entre la Hongrie et l’Arménie.

Le ministre de la Justice de l’Azerbaïdjan a informé le ministre de la
Justice et de l’Administration hongrois que la peine de Ramil Sahib
Safarov ne serait pas modifiée mais qu’il continuerait de purger la
peine qui lui a été administré par le Tribunal hongrois, a indiqué le
gouvernement hongrois sur son site officiel.

Condamné à la perpétuité pour le meurtre d’un officier arménien à
Budapest en 2004, Ramil Safarov, 35 ans, a été extradé vendredi vers
son pays par les autorités hongroises et gracié aussitôt par le
président azerbaïdjanais, Ilham Aliev.

Suite à l’extradition, l’Arménie a annoncé qu’elle suspendait ses
relations diplomatiques avec la Hongrie et le bureau du Président
américain Barack Obama a également indiqué qu’il demanderait des
explications à Budapest sur l’extradition.

De son côté, le gouvernement hongrois a répondu samedi après-midi en
soulignant qu’il respectait pleinement l’Arménie chrétienne, son
peuple et ses traditions comme sa culture et affirmé son regret pour
la rupture des liens diplomatiques.

Le communiqué de Budapest, publié par l’agence de presse nationale MTI
répète la position du ministre de la Justice et de l’administration
selon laquelle la Hongrie avait agit en harmonie avec les lois
internationales, évoquant la Convention de Strasbourg de 1983 sur le
transfert des personnes condamnées, signée par Budapest et Bakou.

A la fin du communiqué, Budapest précise qu’elle attendait le même
respect des contrats internationaux de ses partenaires.

La presse hongroise estimait samedi que l’extradition de Safarov était
certainement liée aux plans d’expansion économique du Premier ministre
conservateur Viktor Orban, dont l’ouverture vers l’Est est son cheval
de bataille.

Ce dernier a visité Bakou il y a quelques mois pour des questions
énergétiques et économiques.

Selon le premier portail d’information en ligne Index.hu, le
gouvernement hongrois désire vendre des obligations d’Etat à Bakou
pour un montant de l’ordre de 2 à 3 milliards d’euros pour financer sa
dette, alors que ses négociations avec le Fonds monétaire
international (FMI) semblent figées.

Après un premier round de discussions à la mi-juillet, aucune date
n’est encore annoncée la poursuite du débat sur le prêt de 15
milliards d’euros dont Budapest aurait besoin.

Selon le parti d’opposition DK de l’ancien Premier ministre Ferenc
Gyurcsany, le gouvernement a vendu l’honneur de la Hongrie dans
l’espoir d’un prêt azéri.

Ils ont appelé à la démission du ministre de la Justice hongrois Tibor
Navracsics. Le parti vert-gauche LMP a exigé des explications et le
plus grand parti de l’opposition MSZP (socialiste) a convoqué la
réunion de la Commission des affaires étrangères du parlement
hongrois.

Azerbaijani President Ilham Aliyev pardoned the Azerbaijani officer,
Ramil Safarov, from serving a prison sentence after being extradited
back from Hungary.

Azerbaijani President Ilham Aliyev pardoned the Azerbaijani officer,
Ramil Safarov, from serving a prison sentence.

Safarov was sentenced to life imprisonment by the court of Budapest on
April 13, 2006 for the murder of Gurgen Markarian. Today Safarov was
extradited to Azerbaijan.

In 2004, in Budapest, Safarov hacked the Armenian officer, Gurgen
Margaryan. Both officers studied in Hungary English courses within the
NATO “Partnership for Peace” program.

After that Safarov made similar attempted of murder of another
Armenian officer, what was prevented.

At the trial, Safarov said that Armenian officers insulted the
Azerbaijani flag and provoked him.

Extradition of Safarov became possible as a result of agreements
between Baku and Budapest, the details of which are not disclosed.

YEREVAN: Hundreds protested outside the Hungarian consulate in Yerevan
on Saturday after Budapest sent a soldier who murdered an Armenian
back to his native Azerbaijan, where he was immediately pardoned.

Several hundred angry demonstrators burned the Hungarian flag and
threw eggs, tomatoes and coins, accusing Budapest of doing a deal with
Baku in order to profit from Azerbaijan’s energy riches.

`The Hungarians have sold their honour and conscience to the
Azerbaijanis like a common prostitute,’ protest organiser Armen
Mkrtchian told the media.

Yerevan on Friday cut diplomatic ties with Hungary, which Armenian
President Serzh Sarkisian said had made a `grave mistake’ in
extraditing the killer, who axed his victim to death in Budapest in
2004.

US President Barack Obama also said he was `deeply concerned’ about the pardon.

Azerbaijani lieutenant Ramil Safarov was jailed for life after hacking
Armenian officer Gurgen Margarian to death at a military academy in
Budapest where the servicemen were attending English-language courses
organised by Nato.

Safarov claimed that Margarian had insulted Azerbaijan, which fought a
brutal war with Armenia over the disputed region of Nagorny Karabakh
in the 1990s.

In another move that will infuriate Armenia, Azerbaijan on Saturday
reinstated Safarov to the army and promoted him to the rank of major.

`Defence Minister Safar Abiyev received him, handed him his new rank
and wished him success in his future military service,’ a defence
ministry statement said.

Azerbaijan also hit back at US criticism, insisting that the pardon
awarded Safarov after he had served eight years of his sentence
conformed with a European legal convention on extradition.

Armenia-backed separatists seized Nagorny Karabakh from Azerbaijan in
the war that left some 30,000 people dead.

The two sides have not signed a final peace deal since the 1994
ceasefire and there are still regular firefights along the Karabakh
frontline.

Armenians torch Hungarian flag to protest repatriation of Azerbaijani
who killed Armenian

YEREVAN, Armenia – Demonstrators in the capital of Armenia have set a
Hungarian flag on fire to protest Hungary’s decision to repatriate an
Azerbaijani military officer who murdered an Armenian soldier in 2004.

The officer was pardoned shortly after returning to his homeland of
Azerbaijan on Friday. He had been sentenced to life for killing the
Armenian while both were attending a NATO course in Hungary.

Hours later, President Serge Sarkisian of Armenia announced it was
breaking diplomatic relations with Hungary.

Tensions are strong between Armenia and Azerbaijan over
Nagorno-Karabakh, a region of Azerbaijan that has been under the
control of Armenian troops and ethnic Armenian forces since 1994.

About 150 demonstrators gathered in Yerevan Saturday to set the
Hungarian flag ablaze and demand an end to talks on resolving the
Nagorno-Karabakh issue.

The Armenian Youth Federation will protest against the extradition and
pardoning of an Azerbaijani soldier responsible for brutally murdering
an Armenian military officer 8 years ago during NATO military
exercises in Hungary. The protest will take place on Thursday,
September 6th at 3PM at the Azerbaijani and Hungarian Consulates-both
located at 11766 Wilshire Blvd. Suite 410, Los Angeles, California

Below is the official statement released by the AYF regarding the issue:

The Armenian Youth Federation, Western Region expresses its outrage
with the immoral and irresponsible decision of the Hungarian
Government to extradite a cold-blooded murderer, Ramil Safarov,
responsible for the axing of an Armenian Army lieutenant, Gurgen
Margaryan in Budapest on February 19, 2004. We strongly condemn the
hate-driven actions of the Azeri Government, which not only pardoned
this criminal but also gave him a hero’s welcome.

In 2006, the Hungarian court found Safarov guilty of murdering Lt.
Margaryan and sentenced him to life imprisonment without the
possibility of parole. His immediate release, justified by the
Hungarian Government by references to the 1983 Strasbourg Convention
on the Transfer of Sentenced Persons, has allowed the murderer to
escape just punishment and instead be treated as a national hero in
Azerbaijan.

Officials in Budapest could not have been unaware of the fact that the
above mentioned Convention contains a clause which allows the
receiving country to issue pardons to transferred prisoners. Given the
circumstances, it becomes obvious that the Hungarian Government has
chosen to disregard morality and justice in exchange for Azeri
petrodollars and the friendly disposition of the corrupt regime in
Baku.

This decision is even more deplorable due to the fact that despite the
assurances from Azerbaijan that Safarov’s sentence would not be
commuted, the brutal criminal was immediately pardoned by President
Ilham Aliyev and was greeted as a national hero upon his return to
Baku. Once again, we witnessed the lionization of those who preach
hatred towards Armenians by the Azeri society, which is consistent
with the antagonistic and xenophobic policies of the Government of
Azerbaijan.

We condemn these actions of both the Government of Hungary and the
corrupt regime in Baku. We demand an apology from the Hungarian
Government and ask for the rescission of their immoral decision on
extradition. From the Azeri Government, we demand a reversal of the
pardon and an immediate imprisonment of Ramil Safarov. We call upon
the Armenian community of Southern California to join us in expressing
our anger and demanding justice by participating in a protest in front
of the Azeri and Hungarian Consulates in Los Angeles (11766 Wilshire
Boulevard, Los Angeles, CA 90025) on Thursday, September 6th at 3PM.
