OPPOSITION MP PROPOSES NEW AD HOC COMMITTEE ON MAR 1 EVENTS IN ARMENIA’S CAPITAL

Gagik Jhangiryan, an MP of the Armenian National Congress (ANC)
opposition bloc, has proposed an initiative to set up an ad hoc
committee to investigate the murders on March 1, 2008.

Talking to Tert.am he stated his intention to elaborate on his
initiative at a press conference in Armenia’s parliament at 2:00pm,
on Wednesday.

Irrespective of the ANC’s attitude to the opinion by the ad hoc
committee that investigated the March 1-2 events, the committee was
set up and worked.

In this context, Jhangiryan noted that the new committee is expected
to deal with servicemen, policemen and civilians injured during
the events.

Talking to Tert.am, David Harutyunyan, Chairman of the Standing
Committee on State and Legal Affairs, Parliament of Armenia, said
that he does not see any constitutional restrictions.

With respect to advisability of such a committee, Harutyunyan said:
“It is another problem. I am completely unaware of Mr Jhangiryan’s
proposal. So I cannot speak of this.”

Talking to Tert.am, Samvel Nikoyan, ex-chairman of the ad hoc
committee, said he considers Jhangiryan’s initiative “normal.”

The trial of Armenian Lieutenant Colonel Vardan Samvelyan who tried to
blow up the Harsnakar Restaurant started today at the Court of General
Jurisdiction of Yerevan’s Avan and Nor Nork administrative districts.

Prosecutor Tigran Harutyunyan demanded 6 months in prison for the
defendant as well as a fine equal to AMD 200,000.

Earlier, Samvelyan’s lawyer, Hovhannes Harutyunyan, filed a petition
to designate the case as expedited as the defendant had admitted
his guilt.

The verdict will be announced at the next court hearing on October 4.

On the night of July 1, Vardan Samvelyan made an attempt to blow up
the Harsnakar Restaurant, where military doctor Vahe Avetyan, 35,
and two of his colleagues were severely beaten by the guards of Ruben
Hayrapetyan, Harsnakar Restaurant’s owner, on June 17. Samvelyan
wore a military uniform and carried a bag, in which two grenades,
cartridges and explosives were discovered.

YEREVAN. – Armenia is facing a very serious point of time, which
is leaving no room for a mistake, head of the opposition Democratic
Party of Armenia Aram Sargsyan said at a press conference on Tuesday.

According to him, this phase is important first of all for the foreign
challenges and requires certain fixed policy.

“Regional processes are directly linked to the national security,”
Sargsyan stressed.

As for domestic challenges, he pointed out the migration. Even the
official statistics claiming that over 170.000 people left Armenia
over the recent four years, the number is equal to the population of
Gyumri during the Soviet times, he added.

“Foreign challenges, including situation around Syria and Iran are
more serious,” he concluded.

The Russian government approved a draft of the Russian-Armenian
protocol on deployment of a Russian military base in Armenia.

Russia’s Ministry of Defense and Ministry of Foreign Affairs were
instructed to negotiate a relevant agreement with Armenia on signing
the protocol without essentially amending it.

YEREVAN. – A delegation from the Department of International
Cooperation of Germany’s Federal Ministry of Defense was in Armenia
on Monday.

Along the lines of the visit, the 2012 activities within the
framework of Armenian-German military cooperation were summed up
and the cooperation’s 2013 plan was discussed, Armenian MOD press
service informs.

Also, the German delegation was received by First Deputy Defense
Minister Davit Tonoyan.

The parties gave a high assessment to the current level of
Armenian-German military cooperation, and noted that the 2012 plan
is carried out virtually completely and the 2013 plan envisions
cooperation along the lines of priority reforms that are underway in
Armenia’s Armed Forces and, also, the approval of cooperation between
the combat support services of the Armenian and German armies.

in Syria, according to Mehr news agency.

Safavi said that Turkey, with a financial support from Arab countries,
has turned into a “puppet” of outsiders in the enmity toward the

The start of nominations in the February 2013 presidential election
will begin in Armenia in about a month, but the possible candidates
are still mostly vague on their plans, maintaining the intrigue
till the last moment. This is true for both the government and the
opposition, which leads some analysts to conclude that in next year’s
presidential campaign incumbent President Serzh Sargsyan may remain
without serious competition.

One of the likely candidates, head of the opposition Hanrapetutyun
(Republic) party Aram Sargsyan (the brother of Prime Minister Vazgen
Sargsyan who was assassinated in the attack on the National Assembly
in 1999) believes that “while in the past the factor of foreign
policy influence on domestic policies in Armenia was insignificant,
then it will be pretty huge during the upcoming presidential race.”

In an interview with RFE/RL’s Armenian Service Sargsyan said that
it is time Armenia conducted a “balanced policy” towards Russia,
ending its “vassal relations” with it.

Another likely candidate, leader of the opposition Heritage party
Raffi Hovannisian also announced on September 20 that Armenia should
have “horizontal” and “really strategic” relations with Russia,
diversifying its foreign-policy relations with “a reformed Iran”,
the Middle East, NATO, the Collective Security Treaty Organization,
China and India. Hovannisian, who announced his resignation as MP
earlier this month apparently to participate in the presidential race,
still did not exclude that he may withdraw his candidacy in favor of
another candidate.

The positions of both Aram Sargsyan and Hovannisian are largely
consonant with the political course followed by President Sargsyan,
who has announced his strong intention to achieve Armenia’s integration
with the European Union, but with the current allied relations with
Russia maintained.

Such similarity of views leads some to conclude that Aram Sargsyan and
Raffi Hovannisian may even choose not to run for president themselves,
but will instead back Serzh Sargsyan’s reelection bid.

Earlier this year, immediately after quitting the Armenian National
Congress, Aram Sargsyan said that only pro-Russian forces remain in
the opposition alliance led by ex-president Levon Ter-Petrosyan.

However, Ter-Petrosyan is not yet announcing his intention to
participate in the presidential race, nor is he yet speaking about
his foreign-policy orientation. In a speech to supporters in central
Yerevan on Independence Day, September 21, Ter-Petrosyan only said
that in order to become a strong state “Armenia needs to normalize its
relations with Turkey, resolve the Karabakh conflict, get the blockade
lifted, as well as uproot corruption and establish rule of law.” At
the same time, he said that one shouldn’t blame the authorities for
the fact that the first three problems remain unresolved.

“But eliminating corruption and establishing the rule of law does
depend on our government. Political will is needed to solve these
problems,” the opposition leader emphasized.

In fact, Ter-Petrosyan is trying to shift the focus of the election
campaign to domestic issues. Otherwise, he would either have to say
that he supports the European integration course of Sargsyan or admit
that he is in favor of closer integration with Russia.

However, Sargsyan is convinced that an attempt is being made to turn
the forthcoming elections into a “power against power” conflict. The
matter concerns the ruling Republican Party of Armenia and the
Prosperous Armenia Party (PAP), which, by their style of work,
according to Aram Sargsyan, do not differ from each other.

However, the PAP has not yet expressed its intentions and orientation,
preferring to criticize the prime minister and the government,
without touching President Sargsyan. The party does not conceal its
ambitions to have its man as prime minister. And second president of
Armenia Robert Kocharyan also adds to the uncertain situation as he
neither declares his intention to run for another term as president
nor makes any statement that would indicate the opposite. He says he
will return to politics if the people feel it is a necessity.

In fact, if the above-mentioned candidates make no bid, Serzh Sargsyan
indeed may be left without any serious rivals and in that case will
easily win reelection.

are too high.

the Republic of Armenia Hasmik Poghosyan received the delegation
headed by Stephan Dorgerloh Minister of cultural affairs of the
land Saxony-Anhalt, Federal Republic of Germany. As Armenpress
reports welcoming the quest Mrs. Poghosyan dwelled on the multilayer
cooperation existing between the two states.Germany high ranking
official Dorgerloh in his turn invited his Armenian counterpart to
Saxony-Anhalt land aimed at developing the cooperation.

High estimating the tendencies to continue and further develop
Armenian-Germany sustainable cooperation the Minister stated the joint
statement signed in 2005 “Cooperation in the fields of education and
culture between Armenian Republic Government and Saxony-Anhalt land
Government” had a positive result.

The cooperation between the two countries was highlighted in the
context of examining the monuments. Armenian-Germany joint project
launched in Jermuk and Sisian , led by Saxony-Anhalt state Professor
Harald Meller and Director of Archeology and Ethnography Institute ,
Armenian National Academy of Sciences Pavel Avetisyan is aimed at
recording and attaching importance to that heritage. Armenian stone
pictures are scheduled to have their internet data base, which will
contribute to the development of tourism.

those photos to Armenian Minister of Culture Hasmik Poghosyan noting
they are dealing with ancient stone pictures which will further on

Culture.
