Le milliardaire georgien Bidzina Ivanichvili, appele a devenir
Premier ministre après la victoire de sa coalition aux legislatives
du 1er octobre, a annonce lundi la composition de son gouvernement,
faisant une priorite des relations avec l’Occident, tout en menageant
la Russie.

“Cela sera vraiment un gouvernement du peuple”, a declare M.

Ivanichvili en annoncant la composition de son futur gouvernement
lors d’une conference de presse.

Le milliardaire, qui a fait campagne contre le pouvoir du president
Mikheïl Saakachvili en l’accusant d’avoir trahi ses engagements a
l’egard de la population, a assure cependant reprendre a son compte
l’orientation pro-occidentale du pays, qui etait deja celle du
gouvernement en place.

Ainsi, M. Ivanichvili a indique vouloir nommer au poste de ministre des
Affaires etrangères Mme Maïa Pandjikidze, ancien ambassadeur de Georgie
aux Pays-Bas, qui prône le renforcement des liens avec l’Occident.

“La politique etrangère de la Georgie restera sans changement : il
s’agit de l’integration europeenne et euroatlantique, du partenariat
strategique avec les Etats-Unis et de bonnes relations avec les
voisins”, a declare Mme Pandjikidze a la television georgienne.

Dans le meme temps, le futur gouvernement s’est engage a faire un
“effort pour normaliser les relations avec la Russie”, interrompues
depuis le conflit de 2008 a l’issue duquel Moscou a reconnu
l’independance de l’Ossetie du Sud et de l’Abkhazie, deux regions
georgiennes secessionnistes pro-russe, a-t-elle indique.

Cela sera “un nouvel element de la politique etrangère” de la coalition
Reve georgien, a souligne Mme Pandjakidze.

M. Ivanichvili a fait campagne pour le retablissement des relations
avec la Russie, tout en apportant son soutien a l’intention de la
Georgie de devenir membre de l’Otan.

La coalition Reve georgien de M. Ivanichvili a remporte le 1er octobre
les legislatives en Georgie, et pourrait disposer de 83 sièges au
Parlement, contre 67 pour le parti Mouvement national unifie du
president Mikheïl Saakachvili.

Appele a devenir Premier ministre après cette victoire, M. Ivanichvili
envisage de nommer son allie proche Irakli Garibachvili au poste de
ministre de l’Interieur, et l’ancien ambassadeur georgien a l’ONU,
Irakli Alassania, au poste de vice-Premier ministre et ministre de
la Defense.

La star du football georgien Kakha Kaladze, ancien joueur de l’AC
Milan qui s’est lance dans la politique après avoir pris sa retraite
sportive, devrait etre ministre du Developpement regional et des
infrastructures, et pourrait aussi avoir rang de vice-Premier ministre.

Le liberal David Ousoupachvili a quant a lui ete pressenti pour
prendre la tete du nouveau Parlement.

La candidature de M. Ivanichvili a la tete du gouvernement doit
cependant etre formellement soumise al’approbation du Parlement par
le president Saakachvili, qui reste au pouvoir en Georgie jusqu’a la
fin de son deuxième mandat en 2013.

M. Saakachvili, qui règne sans partage depuis son arrivee a la tete
de l’Etat a l’issue de la Revolution de la rose en 2003, a concede
la defaite de son parti face a la coalition d’opposition de Bidzina
Ivanichvili et assure qu’il faciliterait la transition politique.

Pour sa part, M. Ivanichvili a declare qu’il pourrait s’entretenir
mardi de la situation politique avec le president Saakachvili, qui va
affronter desormais une situation totalement nouvelle de cohabitation
politique dans ce pays de l’ex-URSS.

Du 15 au 19 Octobre se deroulera a Simferopol (Ukraine) une
exposition de photographies et de documents d’archives dediee a
l’histoire de l’Eglise armenienne dans la presqu’île de Crimee. Les
documents presentes proviennent des fonds des Archives nationales
d’Armenie et d’Ukraine (Archives regionales de Crimee) ainsi que du
Musee ethnographique. En parallèle a l’exposition, un colloque est
organise par le ” Centre armenologique ” de l’Union des Armeniens
d’Ukraine. Le thème du colloque est ” les Armeniens d’Ukraine, hier,
aujourd’hui et demain “.

La communaute armenienne d’Ukraine est très ancienne puisqu’un
eveque residait deja en la ville de Lvov au 13ème siècle. En 1830,
cette entite est integree au diocèse armenien de Russie (Nouvelle
Nakhitchevan et Bessarabie). Après l’instauration du pouvoir sovietique
en 1918, les 30 a 40 paroisses armeniennes du pays sont progressivement
supprimees. A la suite des traites marquant la fin de la Première
guerre mondiale, une partie du diocèse entre dans les frontières du
royaume de Roumanie et du diocèse armenien de ce pays.

En 1966, le Catholicos Vazken 1er reussit a reorganiser le diocèse
de Russie qui englobe dans sa juridiction toutes les communautes
armeniennes de l’Union sovietique situees hors de Transcaucasie. Comme
durant la periode tsariste, les paroisses armeniennes d’Ukraine ne
constituent pas un diocèse mais de manière informelle un vicariat
au sein du diocèse des Armeniens de Russie. Il faudra attendre
l’effondrement de l’Union sovietique et l’independance de l’Ukraine
pour voir apparaître une structure diocesaine propre a ce pays.

Le diocèse actuel de l’Eglise armenienne en Ukraine a ete instaure par
sa saintete Vazken Ier le 1er septembre 1991. Son siège est installe
depuis cette epoque en la ville de Lviv (Lvov) où se trouve son eglise
cathedrale dediee a ” la Dormition de la très sainte Mère de Dieu “.

Bâtie en 1363, cette eglise est le plus ancien sanctuaire armenien
d’Europe. En 1997, le diocèse est canoniquement retabli et l’eveque
Nathan (Hovhanissian), l’actuel responsable des editions du saint Siège
d’Etchmiadzine, devient son premier primat. L’archeveque Grigoris
(Bouniatian) devient Primat en 2001. Depuis la retablissement
du diocèse de nouvelles eglises ont ete bâties ou sont en cours
de construction. Une grande eglise et un centre culturel seront
prochainement inaugures a Kharkov qui compte desormais une importante
communaute et un projet de construction d’un ensemble comparable et
aussi envisage a Kiev. Ces nouveaux sanctuaires viennent s’ajouter aux
dizaines de monuments herites de la periode medievale et moderne. Au
14ème et 15ème siècle la presence armenienne etait si importante que
la Crimee etait appelee ” Armenia maritima “.

A l’occasion du pèlerinage qu’il a accompli en Août dernier au
monastère de Hadjgadar de Sutchava en Roumanie, le Catholicos Karekine
II a franchi la frontière qui separe les deux pays pour une brève
visite pastorale au diocèse d’Ukraine. Le Catholicos a rencontre
a cette occasion le premier ministre et les autorites locales des
villes qui comptent d’importantes communautes armeniennes. Lors de
ses entretiens avec les autorites ukrainiennes, le Catholicos leur
a demande d’aider les Armeniens a reprendre possession de leurs
sanctuaires, en particulier de la celèbre cathedrale de Tchernovits
qui n’est actuellement mise a la disposition des fidèles armeniens
de la ville que durant quelques heures par semaine. Comme dans de
nombreux autres pays de l’ex URSS, la communaute armenienne d’Ukraine
connaît une renaissance du fait de l’arrivee de nombreux migrants
quittant l’Armenie.

Les principales paroisses du diocèse d’Ukraine sont : Lviv,
Kiev, Kharkov, Odessa, Belgorod (l’ancienne ville d’Akkerman),
Feodossia-Caffa, Yalta, Yebpatovia, Makeyevka (region de Donetsk),
Dnepropetrovsk, Nikolayev, Izmaïl.

Yerevan/Mediamax/. Vice Speaker of the Parliament, spokesman for
the ruling Republican Party of Armenia (RPA) Edward Sharmazanov said
today that “there are no political persecutions in Armenia”.

Edward Sharmazanov said this commenting on the money-laundering
accusation against former Foreign Minister, MP from “Prosperous
Armenia” (PAP) party Vardan Oskanian, Mediamax reports.

“Armenia is following the path of democratic development and there
are no persecutions in our country. The problem related to Vardan
Oskanian is in the legal sphere”, said the RPA representative.

Touching upon the statement made by Vardan Oskanian on the upcoming
presidential elections a day ago, Edward Sharmazanov noted that the
RPA considers the statement as a “personal” one.

“We recognize only the statement of the leader of the party, Gagik
Tsarukyan, as an official standpoint of PAP. In 2011, he signed a
coalition statement reading that they support the current President
Serzh Sargsyan at the upcoming presidential elections. The PAP didn’t
make another statement”, said RPA spokesman.

It should be recalled that Vardan Oskanian stated a day ago that
if the PAP leader Gagik Tsarukyan refuses to run for the upcoming
presidential elections he is ready to undertake the responsibility.

The Central Bank of Armenia said that inspections had proven
unjustified denial of access to services of Zolotaya Korona in
Armenia. Its license was nullified, PanARMENIAN.net reports.

The Central Bank sent a letter to the operator with warnings. The
payment system threatens the financial system and payment abilities
of its clients.

Zolotaya Korona system operates at 7 banks and its infrastructure
includes 260 points.

Russia’s Migom was banned in September 2012 for similar reasons.

“Defeated anti-Syrian” policies to weaken Turkey in region

Turkey is still continuing its boldness in the region. These endless
bold moves by Turkey take on a new form on a daily basis.The Turkish
Government, which has come to power with the broad assistance of the
West and America and has been able to rebuild the critical state of its
economy, is currently advancing step by step in order to implement its
dictated goals and policies in the region in an obvious and direct way.

The ruling government in Turkey believes that it is the savior of
regional countries and due to this, it is trying very hard to present
itself as a country that can be the leader of the Muslim world.

Following its ascent to power in Turkey, the Islamist Development
and Justice Party overtook previous Turkish governments so that, by
expanding economic and political ties with America and the European
Union [EU], it could further endear itself to America and Europe.

This flirtation had a desirable outcome for Ankara as well. If
currently it is seen that that country has gotten out of the chaotic
economic and social conditions of recent years, this is owed to the
services that [Turkey] has provided in the process of carrying out
the policies and orders of America in the region.

Now, the Turkish Government has taken another step in order to
complete its hegemony. The Justice and Development [as received]
Party Congress was held to show the power seeking and boldness of
this ruling party in Turkey with some of the officials of countries
such as Mursi, the Egyptian president and Khalid Mash’al [the leader
of HAMAS] in attendance.

Turkey, which currently sees itself as the flag bearer of the example
of the region’s Muslim countries, dares to warn Iran, Russia, and
China in the Party Congress and say: “I hereby give notice to Russia,
China, along with Iran to one again review their positions in relation
to Syria over the last year and a half; because history will never
forget alignment with such an oppressive rule (Bashar Al-Asad.)”

Erdogan and his government are not aware that, by their obvious
interference, they are sharing in the massacres that the Syrian
insurgents and terrorists are committing and that this action of
theirs will be recorded in history and that it is Turkey that, like
the massacre of Armenians by the Ottoman regime which was recorded
in history and has remained like a black mark on the forehead of that
country. And if the current Turkish Government continues its policies
against Syria, another case about the massacres of that country will
be recorded in history which the current and future public opinion
will not forgive.

The front which Turkey has established with the cooperation of other
regional countries against Syria is not only a front against Syria,
but is a front against the resistance against the Zionist regime and
against Iran as well. The defeat of the policies of Turkey against
Syria weakens that country’s position in the region and this will cause
the Muslim people of [Turkey] to begin popular protests against the
actions of the ruling government and the heavy costs that it incurs
to arm and equip the Syrian insurgents. It is then that we shall
await the Turkish spring.

Russian motorized infantry forces based in Armenia are having military
drills at the Kamkhud training center. Over 600 soldiers and about
100 vehicles were mobilized, Pravoslavny Voin reports.

They will train actions during air raids, attacks with weapons of mass
destruction and sabotage groups. Officers will train leadership skills.

Soldiers will practice shooting, movement through minefields, repel
of attacks.

The 102nd military base held about 50 tactical trainings in the
summer. Over half of them involved shooting, including fire at night
operations.

ALMA EXHIBIT TO FEATURE ‘LIFE AND WORKS OF ARSHAG FETVADJIAN’

WATERTOWN, Mass.-On Sun., Oct. 14, the Armenian Library and Museum of
America (ALMA) will open a remarkable homage exhibit to the Armenian
painter and art historian Arshag Fetvadjian (1866-1947).

Fetvadjian in New York in 1920 Born in Trebizond and trained in Rome,
Fetvadjian became one of the most prominent Armenian painters of
the late 19th century. He is known for his watercolor paintings of
the architectural monuments of the medieval Armenian city of Ani,
as well as portraits of Armenians at the turn of the 20th century. He
was also the designer of the currency and postage stamps of the first
Republic of Armenia (1918-20).

Following the creation of the Democratic Republic of Armenia in 1918,
the members of the country’s Finance Ministry commissioned Fetvadjian
to design the new currency (to replace the Russian ruble) and stamps
for the nascent state. Fetvadjian’s attractive designs featured animal
motifs that were found on the decorations in Ani. The printing was
conducted in Europe, but just as the banknotes were being printed in
Paris, Soviet Russia was completing its conquest of the republic. By
December 1920, the Armenian state was absorbed by the Soviets. The
banknotes were never put into circulation and thus have become a
curious icon of an unfulfilled dream.

The opening reception will be held on Sun., Oct. 14 at 2 p.m. The
new exhibit will be featured in the museum’s 3rd floor Contemporary
Art Gallery. Free admission is offered on opening day only.

The Armenian Library and Museum of America (ALMA) is located at 65

Interesting perturbations are noticed in the Armenian parliament.

Elections will be held in districts 1 and 35. Raffi Hovannisian has
resigned and been replaced by non-partisan Tevan Poghosyan. Prosperous
Armenia may further boycott the sessions of the parliament.

In the Armenian parliament which has been laid out with a jeweler’s
precision every change may affect its layout. Initially there was
a feeling that the bloc of the Heritage and Free Democrats got at
least one vote fewer because the press immediately set to report that
Tevan Poghosyan running the six on the ticket was to be elected to
parliament. Moreover, it was stated that now someone will have to
cede his place to him, and eventually Raffi Hovannisian did.

Judging by Hovannisian’s mood, he considered himself deceived. First,
only 3 members of the Heritage were elected to parliament because it
ran for parliament in a bloc with the Free Democrats. Second, he will
have to leave the parliament for a motivation which is not convincing.

Raffi Hovannisian has already left the parliament. Tevan Poghosyan
is already a member of parliament but now the leader of the Heritage
Party wants to have Stepan Safaryan of Heritage win the election in
district 1. Besides, Hovannisian wants Khachatur Kokobelyan, president
of the Free Democrats, to resign to have another member of Heritage
Party enter the parliament.

It is not clear whether an agreement has been violated. But if
initially there was an agreement, Stepan Safaryan may be “allowed”
to win in district 1. It will only cut the presence of the RPA in
parliament but perhaps it had been initially agreed because the RPA
group is large enough to pass any resolution.

There is a big but though. The press already writes that Prosperous
Armenia which boycotts the sessions of parliament for Vartan Oskanian’s
case may not return to parliament. This option seems likely because
before every voting PA appears lost and does not know what to do. The
leader of the party Gagik Tsarukyan is in the underground.

The party may go on to make an abrupt decision and lay down the
mandates or freeze their presence in parliament. In this case the
layout of the parliament may change.

PanARMENIAN.Net – Former foreign minister Vartan Oskanian’s case is
a terrible political blunder that may negatively affect Armenia’s
foreign policy, former RA envoy to Lebanon said.

“We, Armenians are brilliant masters. Perhaps it’s an ethno-genetic
feature to create problems and offer heroic solutions to them,”
Arman Navasardyan told a press conference.

“Most diplomats consider themselves elite family members. All of them
know each other, and I can’t name a profession with a stronger esprit
de corps,” the former envoy said, adding that even in “cold war”
era diplomats of the rival camps maintained friendly relations

He further noted that Oskanian’s case was politically motivated.
