YEREVAN. – Armenia’s law enforcement agencies have launched 220
corruption-related criminal proceedings over the course of the first
nine months of 2012, Deputy Prosecutor General Armen Danielyan stated.

In his words, the statistics show that under the conditions of
activating the corruption detection mechanisms and prosecutorial
supervision, when these indicators have grown dynamically-or maintained
their rate of growth-, a substantial work has been done by the law
enforcement, including the Prosecutor General’s Office.

“And we have accomplishments as well as shortcomings and omissions in
these activities,” Danielyan noted, and added: “Since the effectiveness
of the fight against such type of crimes is dependent on the quality
of enforcing the criminal law, an operative consultation meeting was
held with Armenia’s Deputy Prosecutor General, and it was demanded
to secure a practice that stems solely from the letter of the law.”

Armenian Community in Syria, the 100th Anniversary celebrations of the

FROM ‘WHISPERS’ TO LOUD DEMANDS OF JUSTICE

The Armenian communities around the world preserve collectively
the language, history, traditions, religion and memory. They are
the ones to react in massive waves to injustices, to the denials of
the Genocide and they can mobilize forces for political action. One
would surmise that major actions in dramatizing the Genocide issue
must always come from the mainstream Armenian communities. But it is
not always the case.

Yes, we can generate an impact when we rally at New York’s
Times Square for a Genocide memorial service, with some political
reverberations. But history has proven time and again, that world-class
artists or celebrities who are not political activists per se, have
contributed in a major way to the recognition of the Genocide by
touching the conscience of mankind, rather than by straightforward
political activism.

I came to this realization recently by reading about a book which
was not written nor published in a large Armenian community, yet is
receiving international attention and fame.

First, a bit of background: We seldom hear about the Romanian-Armenian
community, which has a history that dates back almost 1,000
years. When the medieval city of Ani was overrun by the Seljuks,
the Armenian population dispersed throughout Crimea and in Eastern
Europe, settling particularly in Romania, Hungary and Bulgaria. In
the second half of the 20th century, that part of Europe was shut off
from the rest of the world. And the example I would like to cite to
generalize the phenomenon comes from that part of the world, from
Romania, to be exact.

Indeed a novel was published in Bucharest in 2006 and it is now
making waves throughout Latin America. The novel is titled, The Book
of Whispers, and the author is Varoujan Vosganian, who has also served
as the minister of economy and finance of Romania. The novel is based
on the memoirs of his grandfather, a survivor of the Armenian Genocide.

Although the author is fluent in Western Armenian, his book was
written in Romanian in order to reach a broader audience.

The novel has already been translated into Hebrew, French, Swedish,
Bulgarian, German, Italian and Spanish. At the present time, it enjoys
a great popularity in Latin American countries. The Spanish-speaking
people have noted commonalities between Vosgaranian’s novel and
the works of Colombian Nobel Prize winner, Gabriel Garcia Marquez,
especially in terms of its mystical style.

Many rave reviews have appeared in the Latin American press about
the book.

In an interview with the Colombian paper, La Semana, Vosganian confided
that he is an admirer of Marquez and that he regards the author’s One
Hundred Years of Solitude as one of his favorite pieces of literature.

Vosganian was recently invited to Bogota, Colombia, to attend a
literary festival honoring Marquez.

The reader of this column can guess what happened next: Turkish
officials in Romania have tried to stop the publication of the novel to
no avail. They have also tried the same in Latin America, but the move
has backfired and raised the profile – and thus popularity of the novel
– further. In fact, the book has even been presented on television.

Sometimes a single book can do more than an entire committee in a
way a community may not be able to achieve.

This novel is not a memoir, per se, nor is it a narrative of the
events of the Genocide. It has literary merit, written in Marquezian
spirit. Vosganian says it is not the job of the novelist to moralize
or give answers to the issues raised in a literary work. The writer
has to give the truth and the conclusion must be left to the readers.

Vosganian’s case is one example. There are many similar individuals
and cases, which prove that there is a latent force in history, buried
deep down, and we never know when and how that force will surface
and dramatize the plight of the Armenians. Another example is Charles
Aznavour, who after attaining international fame, dedicated himself to
Armenian advocacy. Who would imagine that a second-or third-generation
Italian-Armenian in Padua, Italy, professor of comparative literature
Antonia Arslan, would come up with a best-selling novel, Skylark
Farm, that once again dramatizes the Armenian Genocide in literary
form. The story, based on her grandfather, made a lot of noise in
her native Italy, and was turned into a movie by the noted Italian
producer/directors, the Taviani brothers. Chris Bohjalian, a popular
American novelist, had never touched upon Armenian subjects in his
novels. He had made his literary fame through his novels addressing
the human condition, and almost all centered in his home state of
Vermont. However, the question of the Armenian Genocide was brewing
in his blood and this genetic memory eventually gave rise to his
latest bestseller. The Sandcastle Girls, which the author believes
reflects his inner self, his love, has become his best work, if not
one of the most popular.

No one has assigned any responsibility to the writers and artists to
uphold the recognition of the Genocide. They are personally driven
by a deep-rooted atavism which erupts volcanically as these artists
deal with their inner truths and the histories which have shaped them.

One of the most famous examples of the profound political contribution
by an artist is Serj Tankian, the former leader singer of the
popular heavy metal band, System of a Down, and a successful
solo artist. Tankian, the child of Lebanese-Armenian immigrants
who was raised in Los Angeles, is the idol of many young fans. He
spontaneously announced in his concerts attended by thousands of fans:
“It was a Genocide.”

Soprano Hasmik Papian was approached by an admiring journalist after
her stellar performance of the opera “Norma” at NY’s Metropolitan
Opera and was asked to what does she ascribe her unusual talent. “I
am an Armenian,” was her response.

That self-appointed mission can extend over other frontiers too. For
example, Kirk Kerkorian, who has never been in the mainstream of
Armenian life, even had all the reasons to resent his Armenian
affiliation, because he had been denied a scholarship. And now he
has been contributing to Armenia many millions of dollars.

And lest we forget, the dubiously-famous Kim Kardashian, who is
known for many things, none of which are remotely intellectual. A
steady stream of scandalous (to use a quaint word rarely used now)
photos and videos featuring Kardashian in various states of undress
with or without partners, has brought her much fame. However, on
April 24 when she Tweeted, “Today we all need to stand together &
remember the 1.5 million people who were massacred in the Armenian
Genocide, April 24th, 1915,” she was re-Tweeted thousands of times
and her statement was covered by many major mainstream sites on the
Internet, reaching millions of people.

No one will confuse Kardashian with Vahakn Dadrian, Richard Hovannisian
or Taner Akcam in terms of scholarship, yet she is able to reach more
people than any of those eminent scholars, which in and of itself is
a sad commentary on our society.

Cher, in her turn, shared the agony of Armenia during the devastating
1988 earthquake.

This is a phenomenon that we will encounter time and again in our
history. There will always be hidden activists who will come forward to
contribute to the Armenian cause. This is a fortunate stroke of luck.

Does that mean that mainstream Armenian life is incapable of producing
such figures or phenomena? Of course not. But the need to reveal the
truth about the Armenian Genocide always will erupt at unexpected
moments by unexpected talents to illuminate our path to the future. We
have to have confidence that the “whispers” in Vosganian’s novel will
amplify in time to become loud demands for justice worldwide.

Serzh Sargsyan And Iran’s Jealousy

Serzh Sargsyan had a telephone conversation with the president of
Iran Mahmud Ahmadinejad. The information office of the president’s
administration informs that during the conversation Sargsyan and
the president of Iran discussed the results of the meeting of the
Iran-Armenia intergovernmental commission, as well as commended the
upcoming groundbreaking ceremony of the water power plant of Meghri,
underscoring it in the Armenian-Iranian relations.

The telephone conversation between Sargsyan and Ahmadinejad is
interesting because the Iranian side expressed dissatisfaction with
the implementation of agreements on energy during the recent meeting
of the intergovernmental commission in Yerevan. The telephone talk
following the meeting implies that the dissatisfaction was significant,
and there was a need for clarification by the president.

Certainly, it is not known how Serzh Sargsyan reassured Ahmadinejad
or whether he tried to find out directly what Tehran is dissatisfied
with, what has happened that made the Iranian side express its
dissatisfaction bluntly and loudly.

Interestingly, an important U.S.-Armenian agreement has been signed in
Yerevan recently and the U.S. government has committed to supporting
prolongation of operation of the Armenian nuclear plant for another
10 years. Generally, discussions and agreement on the U.S.-Armenian
partnership over energy reached a few days before the Iran-Armenian
intergovernmental commission are unprecedented, at least in terms of
making it known to the public.

Iran is apparently jealous about these agreements and discussions.

Certainly, it is possible that jealousy was not so strong as to display
it publicly. However, Russia may be jealous for the U.S.-Armenian
cooperation.

During the conversation with Ahmadinejad Serzh Sargsyan most probably
tried to assure Tehran that the U.S.-Armenian partnership is not
aimed against Iran and there is no reason for jealousy.

Besides, there were several more interesting events beyond energy that
could be a subject for discussion between the presidents of Armenia
and Iran. Recently Serzh Sargsyan has participated in the ceremony of
opening a new air defense military unit in the south of Armenia which
will be a model military unit for the Armenian army, the sample of
future military units. Why is it being built in the south, closer to
Iran? This may cause concerns in Tehran, especially following the U.S.

navy secretary’s visit to Yerevan and the U.S.-Armenian partnership
over defense industry, namely special equipment.

Armenia may need to give Tehran several more explanations on this
issue. On the other hand, this is an objective state of affairs. After
all, explanations should be given to Tehran but at the same time
Armenia cannot become Tehran’s hostage regarding the strategic issue of
diversification and modernization of its security. Diversification and
improvement is the long-term strategic interest of Armenia and though
Iran is an important neighbor and partner to Armenia, the relations
with Iran cannot be a guarantee of security and development of Armenia.

Iran’s risks are evident but they will not be reduced if the relations
with Armenia get complicated. Instead, Armenia with diversified and
modernized security and economy may be a reliable regional partner
to Iran in terms of reduction of those risks.

Yerevan State College of Culture will be united with the Yerevan
State Institute of Theatre and Yerevan State College of Estrada and
Jazz Art with Yerevan Komitas State Conservatoire.

The decision has been made at the cabinet sitting on Thursday.

Armenia’s PM Tigran Sargsyan said it is also necessary to start
universities’ merging process.

Tigran Sargsyan noted that it is also the offer of international
experts because our universities are considered small.

Education and Science Minister Armen Ashotyan said it will be good
for raising the quality of the higher education.

Ashotyan also said that the merging process is under way among the
private universities.

“We have not done it in state universities yet, though many are
stressing its priority and we should start the process after serious
analyses and selected combinations. It is unavoidable, it is just
necessary to make a political decision,” Ashotyan said.

The minister warned that it may become a reason for obvious
speculations and opinions, adding that the issue should get right
solution on appropriate time.

The Armenian Office of the Gallup International conducted public
opinion polls in Armenia in September to reveal the social economic
conditions of the population and find out the political preferences
ahead of the presidential elections.

The survey was conducted among 1,067 citizens all over the republic;
0.5% of the respondents assessed the economic situation as very
good, 5% said it’s good, 37% said the economic conditions are bad,
and another 22% assessed it as “very bad.”

As for the rating of politicaians ahead of the parliamentary elections,
28% said they would vote for incumbent President Serzh Sargsyan if the
elections were held this weekend. Nineteen per cent said they would
vote for Gagik Tsarukyan, 11% prefer Robert Kocharyan, 4% would cast
their ballot in favor of Raffi Hovhannisyan. Levon Ter-Petrosyan and
Vardan Oskanian have 3% each. Eleven per cent of the respondents said
they would not vote for any candidate.

Mikli French company, Nouvelles d’Armenie informs quoting Il Sole
24 Ore. Talks are already in the final stage and a corresponding
statement may be released in the upcoming days.

Miklitarian, is already well-known in the sector, according to the

have much to do especially for the preservation of health of infants
and in the spheres of surgery of infant and newly born children.”

Babloyan also emphasized that the preservation of the health
of children is one of the prerogatives of our country. Also the
improvement of the pediatric services and rise of the salary were
considered as a positive progress at the conference.

The Chairman of the Permanent Committee of the National Assembly of the
Republic of Armenia Ara Babloyan highlighted the following: “We must do
our best for the development of this important sphere of healthcare.”

More than 350 pediatricians from all parts of Armenia and the Nagorno

Assatrian, l’ancien champion d’Europe de lutte, ont evacue le trafic
de fausse monnaie, le proxenetisme, le blanchiment et l’usage de faux.

Tour a tour, Mes Dominique Garelli et Gerard Baudoux ont demonte la
construction du ministère public en pointant ” l’absence de pertinence
des preventions ” ou en fustigeant ” l’indigence de l’accusation
“.Les deux defenseurs ont raille le montage du dossier – ” Un delit
n’est pas une addition d’hypothèses ” – et ont ponctue leurs analyses
de traits cinglants : ” On est dans l’imaginaire des enqueteurs ! ”

Exit donc la fausse monnaie, adossee selon leurs conclusions a une
seule ecoute non probante, exit le proxenetisme aggrave base sur deux
jeunes femmes ” qui n’ont pas ete entendues “, exit le blanchiment,
appuye sur l’achat d’une voiture, alors qu’on n’aurait trouve ”
aucun element discordant entre les revenus et le train de vie “.

Me Gerard Baudoux s’est particulièrement etonne des poursuites pour
association de malfaiteurs, decelant, dans cette ” auberge espagnole,

affabulateur, qui s’imaginait dans le sillage de compatriotes qui
ont reussi “.

Les puits de petrole, les achats en quantite, les affaires
internationales dont il se gargarisait n’auraient ete que des
chimères. Et la realite etait evidemment moins flamboyante : un
logement social aux Moulins et une vie a tirer le diable par la queue,
une compagne, cinq enfants et 2 000 e de prestations sociales.

Le matin deja, Me Adrien Verrier avait fait le siège de l’accusation,
combattant le blanchiment qui etait reproche a Aren Mekhitatian,
28 ans. Car, pour le reste, le prevenu avait bien grappille des
commissions dans le trafic de monnaie contrefaite. L’affaire avait
d’ailleurs provoque un seisme dans le patrimoine familial. La mère
du prevenu s’etait trouvee poursuivie (finalement seulement pour
abus de bien social) et tous les biens (1 Me de patrimoine) avaient
ete saisis. Après une dernière plaidoirie demain matin, le tribunal
devrait deliberer.
