At news conference in Yerevan, Hovhannes Margaryan suggested releasing
a list describing occupation of Armenian officials’ relatives and
declaring their property.

“More representatives of social structures must be involved
in anti-corruption committee operations. To eliminate political
corruption, parties must be provided with additional budget-financed
funds,” Margaryan said, urging for substantial legal reforms.

The Armenian community of Hungary is scheduled to meet next week
with that country’s Ombudsman to discuss the Ramil Safarov case,
Vice Chairman Nikoghos Hakobyan of the “Armenian National Autonomy
of Hungary” Organization told Armenian News-NEWS.am.

In his words, Hungary’s Human Rights Defender is looking into the
Safarov case, at present, and examining the expediency of taking
the case to the court. “We are interested that the Ombudsman launch
a judicial process in connection with the legality of Safarov’s
extradition. [But] If the Ombudsman makes some other decision, the
Armenian community’s representatives themselves will go to court
[in this regard],” Nikoghos Hakobyan noted.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary. Also, Sargsyan
had instructed the Ministry of Justice to take all measures to apply
to the international judicial tribunals, and with respect to the
Safarov case.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

launches her new fashion range in the UK.

Kim, 32, knows all too well how much pressure women can face to look
good, and admits she’s had to learn to deal with so much attention
being given to her shape.

She says: “I am really glad to be able to promote a healthy, natural
body shape, eating well and exercising and appreciating the shape
that you naturally have.

“I was a teenager in the 90s, which was the era of grunge, the waif
and heroin chic. Female models were skeletal, and with my Armenian
background that was a mould I was never going to fit.”

Tomorrow Kim, along with her sisters Khloe, 28, and Kourtney, 33,
will unveil the new Kardashian Kollection for Dorothy Perkins.

Aside from her busy working schedule, Kim has been making headlines
through her showbiz relationship with rapper Kanye West, 35.

Kim admits she has never been happier and said of the relationship
in a recent interview: “We know what we are to each other.

“We’ve had a deep friendship for so long and that’s the start of a
really good relationship.

“It’s so nice to have a best friend in this game who understands

“He’s been there through so many different stages of my life and before

“I am confident enough in myself that I just ignore it. But what
worries me is young people on social media who take these remarks
to heart.

“I would like to say to them that the faceless bullies that target
you are people who are just too weak to make a stand in the real
world. Be confident in yourself, hold your head high and ignore them.

“If someone is really suffering, then I would say to definitely speak
to a friend or a parent.

“My sister Khloe was bullied a lot when she was younger, so we now
actively take a stand against bullying to help put a stop to it.

“It’s something we all feel very strongly about, and it’s important
that our fans support us in trying to get people to be kinder to
each other.”

Kardashians, Kim and her family have had every aspect of their lives

November 2012: The October issue of the UN Development Programme’s
(UNDP) quarterly Adaptation Bulletin features articles on: supporting
climate change adaptation in Armenia and Albania; and training Asian
government officials to internalize the economics of adaptation into
national investment and planning decisions.

In addition to the Armenian and Albanian projects, the Bulletin
highlights UNDP support for similar adaptation initiatives in
Azerbaijan, Georgia, Tajikistan and Turkmenistan.

The Bulletin notes that the UNDP adaptation initiative in Armenia’s
mountain forest ecosystems integrated climate change risk management
into biodiversity and forest management practices to address forest
degradation and fragmentation, invasive species and wildfires. It
indicates that the initiative recently introduced early warning
systems and forest health monitoring tools to mainstream climate change
risks into forest management planning. According to the Bulletin, the
project has made significant progress in improving wildfire management
through, inter alia, building disaster risk resilience, enhancing
cross-institutional coordination and promoting national ownership.

In Albania, the Bulletin describes how local communities in the
Drini-Mati River Delta identified biodiversity and species loss,
pressure on dunes and groundwater systems and threats to agriculture,
infrastructure and tourism as key concerns, during a UNDP-facilitated
climate risk assessment, prioritization and adaptation process. The
communities proposed preventing coastal erosion and flood protection
through traditional materials use and increasing connectivity of
coastal protected areas through bio-corridors. Government officials
are now evaluating these proposed coastal adaptation measures for
policy adoption and integration.

The Bulletin further describes a collaborative UNDP and the US Agency
for International Development’s (USAID) ADAPT Asia-Pacific capacity
building programme is training technical government officers on the
economics of adaptation, including how adaptation relates to medium
and long-term national, sub-national and sectoral development plans and
budgets. The programme also trains officers to use cost-benefit tools
to evaluate adaptation investment projects for financing by different
funds, including the Adaptation Fund (AF), Green Climate Fund (GCF),
Least Developed Countries Fund (LDCF) and Special Climate Change Fund
(SCCF).

The Bulletin also includes sections on resources, announcements
and portfolio information. The Bulletin is produced by UNDP-Global

Karabakh Government Collects 20.8 Billion Drams In Revenues In Ten M

KARABAKH GOVERNMENT COLLECTS 20.8 BILLION DRAMS IN REVENUES IN TEN MONTHS

YEREVAN, November 5. / ARKA /. In January-October 2012 Nagorno-Karabakh
Republic (NKR) government collected 20.8 billion drams in taxes, state
duties and mandatory social payments, according to preliminary data,
released by NKR Tax Service, which said the figure represented a 0.7
percent rise from the projected figure. It also said compared to 2011
it was 10.1% or 1.914 billion drams higher from the first ten months
in 2011.

According to NKR Tax Service, 15.095 billion drams were collected
as taxes, up from projected 15.046 drams (a growth of 0.3%). The
year-on-year figure was higher by 10.2% or 1.393.7 billion drams.

The authorities collected also about 5.744 billion drams as social
payments, by 94 million drams more than projected and by 520.3 million
drams more from a year earlier. ($ 1-405.96 drams). -0-

Human Rights Defender Dissatisfied With 2013 Budget Allocation

Human Rights Defender Karen Andreasyan is dissatisfied with the 176
million drams allocated to his office by the 2013 state budget.

Speaking at a budget discussion in the parliament, Andreasyan asked
for additional 11 million.

“Only 50% of the minimal demands of Ombudsman’s staff is being
financed by the state budget, the rest is ensured with the foreign
grants which is a blow to my independence,” he said, adding that
according to international commitments the national institutes should
be financed if not high at least satisfactory.

The money allocated to the Human Rights Defender’s Office is 1.5%
more (3 million drams) as compared with the past year.

The Ombudsman said the foreign grants would have been enough by 2014
but he is not going to apply for foreign grants anymore and if the
state is not going to allocate the money, the office will not have
the quick response service, provincial offices, the number of which
reaches 6.

“It will all close in 2014 and I officially state that we will not
apply for foreign grants and advice the international organizations
to address them to NGOs,” he said.

“I am asking for additional money everytime, as I understand the
situation. The computers in our office have been worn out, we were to
sign them out, but are working on them not to be left without them,”
he said.

Andreasyan also said after office’s quick response service arrives
5-10 minutes later, the press, people start criticizing them.

“With at least 5-6 employees we are making 350 visits to closed
establishments. The goal of this monitoring is to raise all the
threats and prevent the violence and torture,” he said.

Republican party MP Margarit Yesayan said the ombudsman wants to
work better and needs more money for it. Heritage party MP Alexander
Arzumanyan and free MP Edmon Marukyan agreed with the observation.

Marukyan said if the office gets the necessary sum, in 5-6 years less
forensic cases will be against Armenia in international organizations
and the country’s image will not be harmed.

The Paris meeting with Azerbaijani Foreign Minister Elmar Mammadyarov
was aimed at bringing Azerbaijan back to a constructive field,
Armenian Foreign Minister Edward Nalbandian stated during the budget
discussions at the National Assembly. Without going into detail about
the results of the meetings, the Minister said it helped clarify
the situation following the shameful deal on Safarov extradition,
which was a serious blow to the negotiation process.

“Armenia declared a few days after Safarov’s transfer that it was
resolute to continue the talks. If there is any party that does
not want to continue the negotiations, it is the Azerbaijani side,”
he said.

According to Nalbandian, there have been changes in the position of
the international community over the past few months; a great number
of countries and organizations have severely criticized and expressed
their dismay over the Azerbaijani-Hungarian deal.

“Only one thing has remained unchanged: it is the willingness of
Armenia and the international community to continue the negotiation
process and impose a peaceful solution to Azerbaijan,” Minister
Nalbandian stated.
