Ministry of Communications: Deployment of telecommunications services
in Nagorno-Karabakh impossible without permission of Azerbaijan

The deployment of telecommunications services in Nagorno-Karabakh is
illegal and cannot be done without permission from Azerbaijan,
Azerbaijani Ministry of Communications and Information Technologies
told Trend on Thursday, commenting on the statement of Rostelecom
Vice-President Naum Marder about the possibility of launching
telecommunication services in the occupied territories made during his
visit to Yerevan.

The ministry said there were many cases in which companies deployed
their services in the occupied territories of Azerbaijan.

“In this regard, the Azerbaijani government made official statements
about the inadmissibility of such steps without the permission of
Azerbaijan. In many cases, the activities of these companies were
terminated,” the ministry said.

Earlier Armenian mass media spread information about the possibility
of the deployment of operating services in the occupied territories of
Nagorno-Karabakh, referencing Rostelecom’s (Russia’s largest operator)
Vice President Naum Marder.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20% of Azerbaijan since 1992, including the
Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions regarding the liberation of the Nagorno-Karabakh and the
surrounding regions.

YEREVAN. – Armenia is ranked 105th, from among 176 countries, in the
corruption perceptions index, Director Varuzhan Hoktanyan of
Transparency International Anti-corruption Center in Armenia stated
during press a conference on Thursday.

In his words, a respective survey has revealed that the country’s
education and judicial systems and the Police are considered as the
most corrupt. Fifty-three percent of the respondents expressed a view
that corruption has grown in the past three years.

In his turn, opposition ARF Dashnaktsutyun Party MP Artsvik Minasyan
noted that the results of combating corruption in Armenia are
insufficient because there is no will to conduct systemic changes.

`An independent anticorruption agency needs to be created. Solely in
this case will it be possible to wage a systemic fight against
corruption,’ he said.

Also, Minasyan noted that the first target of this fight should be the
judicial system, since it is impossible to combat corruption without
justice.

alternative exposition.

Two very strange yet appalling events took place in Scandinavia last week.

The first took place in the Danish capital, Copenhagen. It all started
when the Armenian Genocide Museum & Institute in Yerevan began putting
together a small exhibition on Scandinavia and the Armenian genocide
about two years ago. Then the exhibition began touring the
Scandinavian capitals this year. It came to Copenhagen about a month
ago and was set up in a room belonging to the Royal Library, yet
located at the University of Copenhagen. The surprise came when the
director of the Royal Library, Erland Kolding Nielsen in his opening
speech at the exhibition announced that there would be a
â~@~complementaryâ~@~] exhibition arranged by the Turkish Embassy, entitled
â~@~The so-called Armenian Genocide.â~@~] What to do? Of course, protest. And
indeed the Royal Library has attracted heavy criticism from the media
and historians. But Erland Kolding Nielsen, the director of the Royal
Library, denied that the institution buckled under pressure from
Turkey.

â~@~We have simply given them the opportunity to show their alternative
exhibition,â~@~] he said.

So for now, it is business as usual. The exhibition is still scheduled.

The second story is even stranger, and this time it took place in the
city of Lund in southern Sweden famous for its prestigious university.

A Swedish art gallery decided to organize a special exhibition
displaying the works of an artist, Carl Michael von Hausswolff. The
artist had used ashes that he collected at Majdanek, a Nazi
extermination camp in Poland, to paint his monochrome work. There you
have a painting made from the ashes Holocaust victims for you to
enjoyâ~@¦

The controversial exhibition of the ashes of concentration camp
prisoners soon was taken down after protests from the Simon Wiesenthal
Center and the Jewish community of Malmoe. The Simon Wiesenthal Center
called the painting a â~@~desecrationâ~@~] and â~@~abomination.â~@~]
But the alternative exhibition, arranged by the Royal Library in
Copenhagen, not only is still scheduled, but also has given rise to
important questions pertaining to denial and revisionism.

Yet somehow these two incidents have received very little attention in
the mediaâ~@~Tespecially the Armenian media.

But why the silence in Lund, in Copenhagen, in Yerevan and in the world?

What is happening?

Why?

Here the target is two crimesâ~@~Ttwo Genocides. And, an unending effort
to trivialize these crimes.

The watercolor painter who used ashes from the concentration camp at
Majdanek is also keeping silent. Probably Mr. von Hausswolff ran away
with his tail between his legs. Or, what do I know? Maybe he is
enjoying the noise he created with his art. But one thing is certain:
he can not have missed the burning attention it received in the world
press.

A number of Polish media have highlighted the debate, like most
Israeli newspapers, the Telegraph, as well as the French and Spanish
press. Immediately there was talk about repercussion and a course of
action. Others were bringing up important questions. Will von
Hausswolff stand trial in Lund?

Should the police be confiscating the â~@~watercolorâ~@~]? Should the police
investigate whether this was a desecration of â~@~a graveâ~@~]? Was this
illegal?

Yet official Sweden kept silent. Not only the painter was silent, but
also all the political, religious organizations and artistsâ~@~Y unions.

Apparently it is not repulsive in Sweden to desecrate victims of
Genocide.

If the silence in Sweden has upset me, the story from Copenhagen out
aged me. The silence was even more deafening when it comes to the
alternative exhibition in Denmark.

What I found were low-key protests and an attitude of â~@~it is best to ignore it.â~@~]

But denial is not new to Scandinavia.

Back in 2005, a similar situation had come about when Mr. Uffe
Ã~Xstergaard, the director of the Department for Holocaust and Genocide
Studies in Copenhagen, for several years kept his denialist views
publicly and unequivocally known. Mr. Ã~Xstergaard regularly insisted
that he held a â~@~neutralâ~@~] position about the â~@~Armenianâ~@~] and the
â~@~Turkishâ~@~] points of view vis-à-vis the â~@~Armenian question.

Back then he too was involved in the planning of creating a â~@~neutralâ~@~]
institution or â~@~place of dialogue,â~@~] where the â~@~questionâ~@~] of what Mr.

Ã~Xstergaard sometimes referred to not as genocide, but as â~@~the tragic
events of 1915â~@³ could be discussed by Armenian and Turkish scholars.

This initiative was also being supported by the Turkish Ambassador in
Copenhagen, Mrs. Fügen Ok.

The package as it was presented sounded perfectly innocent for those
willing to turn a deaf ear. The words â~@~neutralâ~@~] and â~@~dialogueâ~@~] indeed
seemed very attractive. So too was the â~@~alternative â~@~story to the
Armenian genocide. But as it was back then, now too there are major
problems associated with that.

Back then genocide scholars Torben Jørgensen and Matthias Bjørnlund
had written in an open letter that â~@~â~@¦ Any assumption that there is a
â~@~Xneutral groundâ~@~Y between an â~@~XArmenianâ~@~Y and a â~@~XTurkishâ~@~Y side of the
â~@~Xquestionâ~@~Y of the Armenian genocide is plain wrong. When it comes to
the historical reality of the Armenian genocide, there is no
â~@~XArmenianâ~@~Y or â~@~XTurkishâ~@~Y side of the â~@~Xquestion,â~@~Y no more than there is
a â~@~XJewishâ~@~Y or a â~@~XGermanâ~@~Y side of the historical reality of the
Holocaust: There is a scientific side, and an unscientific
sideâ~@~Tacknowledgment or denial.â~@~]

There is fundamentally something wrong with the aforementioned forced
symmetry. What we are witnessing is total lack of courage and moral
attitude. In the name of objectivity we are seeing revisionism and
denial.

But first the question: What is objectivity? The Simple answer is: to
openly account for the basis for a certain choice, a standpoint. But I
would add the following for more clarification: Objectivity is not the
same as not judging or not condemning.

Among historians there is widespread skepticism about politicized and
ideological interpretations. For many of us history is there â~@~to
describe, to explain and understand the past.â~@~] I guess many of us
share the above outlook.

I will be borrowing some ideas form Martin Wiklund, a researcher from
the University of Gotheburg, and the author of the book â~@~History as a
court of Justice.â~@~] In his book Wiklund convincingly argues that
historians should have the moral courage to take a stand, suggesting
that the Court as model of justice could be a guiding reference for
science that can never be judgment-free.

Both history and a court share characteristics that should inspire the
administering of justice, says Wiklund. Perhaps he has a point.

In a regular court hearing all parties are heard, all relevant facts
are presented and then duly taken into account concerning the
circumstances of an offense. A judicial review means that an
acknowledged authority (judges and jurors) balance the interests of
all involved parties. (the plaintiff/counter defendant
prosecutor/law). We expect not only that the trial is fair and
impartial, but also that it leads to a verdict and not just end with
the mere understanding of circumstances.

In other words, in a court objectivity is not a problem and does not
an impede justice.

At the same time, a historian has no requirement to pronounce verdict,
but he or she should not avoid doing it when it is needed. There is a
widespread perception in academic circles that the present generation
should not sit in judgment over previous generations, in part for the
reason that our modern standards are bound by time. Yet this view is
unreasonable. If that were the case, then our courts would not be able
to do justice as laws too are expected to change over time.

Historians have no laws in their disposal by which to judge, but with
justice as a guiding principle, we can incorporate both past
conditions and present knowledge in our evaluations.

Now, when we speak of justice we must talk about guilt and
responsibility as well. Questions about guilt are closely related to
living memory. Whether it is the Russian occupation of Finland in 1809
or the Israeli occupation of the West Bank or the Armenian Genocide,
all belong in the same moral universe.

The fair aspect, perhaps, is not the only aspect to take into
consideration, but itâ~@~Ys always the most relevant.

I am not saying that a historian should always identify the guilty and
the innocent, the perpetrators and the victims. However, the historian
has a responsibility to always make a fair trial based on the relevant
facts of each case.

To understand historical matters only as an issue of the past, as if
it were merely a question of interpretation of conflicts, is an
obstacle to our cultural self-understanding and thus our historical
course. There is no knowledge for the sake of knowledge. Historians
should bring to light the complexity of the history, but they should
do it not only to bring to light the truth but also to improve and
develop the collective memory and historical awareness.

Martin Wiklundâ~@~Ys approach should become the guiding force in finding a
way out, both in Denmark, Sweden and, most importantly, in Turkey.

habiting in Motherland thanks to various assistance programs are
provided with food, first priority hygiene items and house renting
fees. In the words of Firdus Zakaryan, the head of the working
group dealing with Syrian Armenian issues, Ministry of Diaspora,
currently they are clarifying the trends of the assistance scheduled
to be provided from Kuwait, Armenpress reports. According to the
interlocutor the assistance may well be provided for the compensation
of housing fees. In the words of Zakaryan, the list of two hundred
needy families is already sketched; reportedly the rest families will
be comprised in the next list.

Hranush Hakobyan, Minister of Diaspora stated in the launched meeting
with Ambassador Extraordinary and Plenipotentiary of the State of
Kuwait to the Republic of Armenia Bassam Muhammad Alqabandi, an
agreement was reached in the frame of her official visit to Kuwait
to provide 100,000 U.S. dollars assistance to Syrian Armenians.

Alla Sarkisova, responsible for Rapid Response Program set up by
Armenian Inter-Church charitable Round Table Foundation stated in
the briefing with Armenpress, over 100 Syrian Armenian families were
initially scheduled in fourth -week lasting program, whether currently
they are working with 200 families. The assistance is being provided
to most vulnerable and in needy Syrian Armenian families.

Armenian Round Table foundation with blessing of Catholicos of All
Armenians Garegin the Second and with the assistance of “Joint action
of the churches” alliance started a program for quick support to the
Armenians who arrived from Syria. It plans to give food and hygienic
goods to 200 families. Press and information service of Mother Sea
Holy Etchmiadzin informs about this.

The program has been started since December 10. “Yerevan City”
supermarkets’ network also expressed readiness to participate in the
program. Besides the financial assistance the clergymen will also
visit the Armenian-Syrians and will be informed about their needs.

Armenia current year. According to the data of Intellectual Property
Agency of the Ministry of Economy conducted at the end of November,
2012, the applications as compared with the previous year have grown
by 25 %. 144 applications were submitted in 2011. Avetis Peryan,
the head of Intellectual Property Agency stated in the briefing with
Armenpress, the 20 of inventions were made in food and tobacco sectors,
19 refered to engines and pumps sphere . 2012 complete data will be
submitted coming year March. A part of invitations are practically
applied in various fields of economy of Armenia.

The National System of Intellectual Property Protection in Armenia
started by the establishment of the Patent Office Under the Government
of the Republic of Armenia in January 1992 and the National Agency of
Copyright in December 1993. Later, in 2002, the Intellectual Property
Agency of the Republic of Armenia was established by merger of the
two organizations, which has the status of separate division acting
within the Ministry of Economy of the Republic of Armenia Ministry of
Economy of the Republic of Armenia. In the same year the Government
of the Republic of Armenia adopted the statutes and the structure of
the Agency.

On June 10, 2011 The Government of the Republic of Armenia adopted the
Strategy of the Republic of Armenia on Intellectual Property Rights
Protection.At present the legal field of intellectual property is
regulated by laws legal acts as well as the international agreements
of the Republic of Armenia. The Republic of Armenia is a member of the
World Intellectual Property Organization ( WIPO) since 1993 and the
Eurasian Patent Office (EAPO) since 1995. The Agency cooperates with
the European Patent Office ( EPO), other international and regional

catholiques de Turquie, Rinaldo Marmara, dement avec fermete les
declarations qui lui ont ete attribuees par les media turcs a propos
de l’existence de documents historiques contenus dans les Archives
vaticanes, documents qui prouveraient que l’origine du genocide
armenien de 1915 aurait consiste en des ” problèmes armeniens “. Ces
derniers jours, dans la presse turque, etait apparue la nouvelle que
l’Universite de Bahcesehir ouvrira un departement de recherche sur
les documents historiques conserves dans les Archives du Vatican.

En particulier, le quotidien Vatan du 11 decembre, avait cite un
certain nombre de declaration de M. Marmara, indique comme le ”
responsable ” du projet de recherche universitaire. Entre autres
choses, etaient attribuees au porte-parole des Eveques catholiques
en Turquie des indiscretions selon lesquelles, parmi le million
de documents et autre correspondance secrète concernant l’Empire
ottoman et la Turquie conserves dans les Archives secrètes du Vatican
se trouveraient egalement ceux concernant ” les evenements de 1915
vecus par les Armeniens “, lesquels demontreraient que cette question
” a debute pour des problèmes armeniens “.

Selon ce qu’indique Vatan, Marmara aurait egalement revele la presence
aux Archives du Vatican de ” certains documents sur les incidents en
Egee. Ces documents prouveraient la responsabilite des Grecs dans ces
incidents et l’innocence des Turcs “. Les phrases attribuees a Marmara
ont suscite de fortes reactions au sein des communautes chretiennes
locales, a commencer par la communaute armenienne. C’est notamment
pour cette raison que, dans un communique parvenu a l’Agence Fides, M.

Marmara a decide de denoncer le cas de contrefacon propagandiste dont
il a ete victime. Dans le communique envoye a Fides, le porte-parole de
la Conference episcopale turque parle de ” propos extrapoles sciemment,
par des journalistes cherchant la provocation “. Il souligne que ” une
question tellement delicate et sensible que la Question armenienne ne
doit etre consideree qu’a travers les pièces d’archives ” et propose
la version correcte de ses propres declarations, manipulees par la
presse turque.

” Les Archives Secrètes du Vatican – precise M. Marmara dans son
communique – contiennent des centaines de milliers de documents qui
concernent l’histoire de la Turquie. Il y en a aussi sur la Question
armenienne bien sûr – des livres sont deja edites en Europe sur cette
question a partir de ces archives – mais ces documents ne sont pas
encore tous classes. Ce n’est pas mon sujet de recherche. Ces archives
sont accessibles a tous les chercheurs et je ne suis pas responsable
des recherches qui s’y font. Je precise uniquement l’importance de
ces archives.

La digitalisation des archives du Vatican a deja commence et une partie
de ces archives sera bientôt accessible en ligne “. M. Marmara tient
a reaffirmer que la Question armenienne ne constitue par le terrain
specifique de ses recherches historiques. ” Mon domaine de recherche
couvre uniquement l’Eglise latine catholique et sa Communaute. Mes
27 publications a ce jour en sont la preuve. Je vous prie de ne pas
me juger trop facilement, je ne suis responsable que de mes ecrits
et non pas des propos extrapoles que l’on me prete “.

En ce 50 ème anniversaire de la fin de la Guerre d’Algerie, a
l’occasion de votre voyage en Algerie, de grands espoirs se sont
exprimes des 2 côtes de la Mediterranee :

– Reconnaissance et condamnation des crimes lies au colonialisme

– Reconnaissance et condamnation des crimes d’etat : 8 mai 1945,
17 octobre 1961, 8 fevrier 1962 – Reconnaissance et condamnation des
crimes contre l’humanite, en particulier pendant la Guerre d’Algerie :

* Torture institutionnalisee * Viols * Executions sommaires : corvees
de bois, crevettes Bigeard…

* Villages rases au napalm * Camps d’internements pudiquement appeles
camps de regroupement

– Verite sur la “disparition” de Maurice Audin

– Reconnaissance et reparation des conditions de rapatriement des
Harkis

– Ouverture de toutes les archives sur cette periode de notre histoire
ouverte a tous les historiens, individuels…

– Suppression des visas entre l’Algerie et la France permettant le
libre echange entre les familles et amis si nombreux eclates des 2

Après l’indecence de l’inauguration de la stèle honorant Bigeard , les
recents courriers courtisant les nostalgiques de l’Algerie Francaise
(voire de l’OAS), … qui ont profondement choque les Algeriens
et leurs victimes, ces engagements seraient alors la confirmation
du premier petit pas, important, mais insuffisant relatif a la
reconnaissance du 17 octobre 1961 pour un reel changement permettant
a la France de pouvoir retrouver une credibilite dans la defense des
droits de l’homme, des valeurs republicaines de notre pays.

Monsieur le President, votre voyage en Algerie sera symbolique :
celui de la fraternite, ou celui du reniement. Votre election sur le
thème du “changement, c’est maintenant” prendrait alors tout son sens,
celui attendu par des millions de Francais et d’Algeriens qui ont
besoin que les plaies ouvertes avec cette periode du colonialisme et
tout particulièrement de cette Guerre d’Algerie se cicatrisent enfin,
après ces 50 annees de negationnisme historique.

Nous vous prions d’agreer, Monsieur le President, l’expression de
notre très haute consideration.

Le Premier ministre Tigran Sarkissian et le president de l’Institut
de Technologie de Californie (Caltech) Jean-Lou Chameau ont discute
des perspectives pour la cooperation entre les etablissements
universitaires armeniens et Caltech. La reunion s’est tenue dans le
cadre de la visite officielle de M. Sarkissian aux Etats-Unis.

Le Premier ministre a pointe les reformes dans le secteur de
l’education executees dans la republique d’Armenie, aussi bien que
les mesures visant a ameliorer la qualite des enseignements et les

Les commissions parlementaires permanentes de la Republique du
Nagorno-Karabagh ont discute du projet de loi du budget 2013.

Le ministre des Finances et de l’Economie Spartak Tevosyan a parle
des chiffres macroeconomiques du projet de loi.

Il a note que le projet de loi est entièrement base sur le programme
electoral presidentiel aussi bien que le programme du gouvernement
de 2012.

Le Ministre des Finances a dit qu’en 2013 la politique socio-economique
du gouvernement sera dirigee vers le developpement economique, des taux
de croissance durables, le bien-etre pour les citoyens, l’amelioration
de la structure de l’Etat et l’augmentation de la defense.

Les recettes dans le budget 2013 sont de 70,2 milliards de drams
et les depenses de 71,06 milliards de drams et le deficit de 772,2
millions de drams.

EREVAN: Pour la première fois dans l’histoire de l’Armenie
independante, une femme pourrait etre candidate au poste presidentiel,
que ce soit, par exemple, Narine Mkrtchian, presidente du Club
national de la presse, ou Anouch Sedrakian, vice-presidente du parti
Libres Democrates.

“Je n’ai pas encore pris de decision definitive. Pour le moment, ce
n’est qu’une intention. Quoi qu’il en soit, la decision sera adoptee
d’ici le 4 janvier prochain”, a declare mercredi Mme Mkrtchian a
l’agence News-Armenia.

Et d’ajouter qu’il n’y avait pas de politique feminine ou masculine,
et que tous etaient egaux en politique, mais que les femmes etaient
plus intuitives et percevaient mieux l’approche d’un danger.

Selon les medias, le parti Libres Democrates entend proposer au
poste de chef de l’Etat armenien la vice-presidente du parti Anouch
Sedrakian.

“Il n’y a pas encore de decision definitive, la discussion au sein
du parti se poursuivant”, a confie a l’agence Mme Sedrakian.

L’election presidentielle en Armenie aura lieu le 18 fevrier prochain.

Le president armenien sortant Serge Sargsian est porte favori de la
course electorale. Après le refus du chef du Parti Armenie prospère
(BHK), Gagik Tsarukian, de se porter candidat a la presidentielle,
M.Sargsian n’a plus de serieux concurrents.
