COMMEMORATION DE LA LIBERATION DE KARVADJAR

Les anciens combattants de l’armee de liberation ( Azadakragan panag
) integres dans le regiment de Vartenis, se sont rassembles dans le
nouveau departement de Chaoumyan pour commemorer le 20 eme anniversaire
de la liberation de la ville de Karvadjiar (Kelbadjar).

En 1993, dans le cadre d’une operation engagee sur trois fronts ,
Mardakert, Latchine et Vartenis les compagnons d’armes du Commandant
Hovsep Hovsepian ont eu la chance et l’honneur d’etre les premiers
a entrer dans la ville .

La cinquantaine de volontaires participant a cette comemoration
ont depose une gerbe au pied du Khatchkar dedie a la memoire
des combattants tombes au champs d’honneur. lls se sont ensuite
rendus a la maison communale, ou en presence des autorites civiles
et militaires, une prise de parole de ” Baron Hovsep ” a rappele
l’importance historique de l’evenement .

Un spectacle de danses traditionnelles armeniennes propose par le
groupe ” Karin ” a rejouit les trois cents spectateurs presents dans
la salle.

Cette journee de fete s’est finalement achevee autour d’une grande
table conviviale .

LA TURQUIE ANNULE SA DESSERTE AERIENNE DE L’ARMENIE

La Turquie a annule in extremis sa première desserte aerienne de son
ancienne ennemie historique, l’Armenie, a la suite, semble-t-il, de
vives pressions en ce sens de l’Azerbaïdjan, allie d’Ankara.

Le premier vol entre la ville de Van, dans l’est de la Turquie, et la
capitale armenienne, Erevan, devait avoir lieu mercredi.

Mais alors meme que les billets etaient deja en vente, la direction
turque de l’aviation civile est intervenue et a ordonne la suspension
des vols.

Au ministère turc des Transports, on confirme lundi la suspension de
la desserte tout en refusant de donner une quelconque raison.

BoraJet, la compagnie privee turque censee assurer ce vol d’une duree
de 45 minutes deux fois par semaine, a egalement decline le moindre
commentaire. Elle proposait toujours des places sur son site internet
lundi.

Pour Narekavank Tour, un tour-operateur d’Erevan qui a passe ces trois
dernières annees a essayer de monter ce projet avec une agence de
tourisme de Van, la raison est politique.

“Les organisateurs voulaient absolument rester a l’ecart de la
politique. C’est très triste et decourageant que les autorites turques
n’aient pas pu faire de meme et ont finalement laisse la politique
s’immiscer dans cette initiative prometteuse”, a reagi le
tour-operateur armenien dans un communique pointant du doitg
l’Azerbaïdjan.

Officiellement en etat de guerre, l’Armenie et l’Azerbaïdjan se sont
opposes pour le contrôle du Haut-Karabakh, une enclave montagneuse
situee au coeur de l’Azerbaïdjan et peuplee majoritairement
d’Armeniens.

A Ankara, un responsable du ministère turc des Afffaires etrangères
s’est declare au courant de la suspension de la desserte mais sans en
connaître la raison.

L’Azerbaïdjan a fait connaître sa vive opposition au projet desserte
aerienne entre Van et Erevan.

Crippled by sanctions and making desperate moves to match ‘threats’
posed by Turkey and Azerbaijan, Iran has stepped up its long
cooperation with Armenia and is determined to improve ties with the
landlocked country.

‘The Iranian relationship with Armenia is driven by a shared sense of
isolation,’ says Richard Giragosian, director of the Yerevan-based
Regional Studies Center, adding, ‘For Armenia, Iran offers an
important alternative to closed borders [with Turkey and Azerbaijan]
and unresolved conflict [of Nagorno-Karabakh with Azerbaijan]
and tension with its other neighbors, and offers an opportunity to
overcome Armenia’s geographic isolation as a small landlocked state.’

‘Armenia [also] stands out as Iran’s most reliable neighbor, offering
Iran a much-welcome respite from the friction and tension within the
broader region,’ Giragosian said.

Due to the isolation both sides are suffering in the region – Iran
because of international sanctions and Armenia due to the blockade
imposed by Azerbaijan and Turkey – Iran and Armenia are strengthening
their partnership by increasing their commercial relations. In 2007,
the Iranian-Armenian gas pipeline was completed, which officially
ended the blockade.

‘Armenia’s developing relationship with Iran is primarily driven by
strategic energy concerns,’ Giragosian said, calling the Armenia-Iran
rail link a strategic priority for Armenia as an alternative to the
possible opening of the Armenian-Turkish border.

Turkey and Armenia have not had good diplomatic relations for the
past two decades; in 1993 Turkey closed its border with Armenia
in an effort to show its solidarity with Azerbaijan after Armenian
armed forces occupied 20 percent of Azerbaijan in 1992, including
the Nagorno-Karabakh region.

However, Giragosian believes Armenia’s relationship with Iran has
resulted in marginal gains. ‘Although the trade volume between the
two countries has been steadily growing, from a meager $72 million in
2001 to about $285 million in annual turnover last year, Iran remains
a marginal import and export partner, despite Iran’s proximity to
Armenian markets and its shared border,’ he said.

In 2011, Armenian exports to Iran accounted for a mere 8.1 percent
of total Armenian exports, and Armenian imports from Iran were only
5.3 percent of total imports.

Nagorno-Karabakh key in driving Iran’s Caucasus policy

Nagorno-Karabakh, a territorial conflict that has remained unsettled
between Azerbaijan and Armenia for more than two decades, is also
considered an important test for Iran’s foreign policy in the region
with Armenia in its axis.

Iran has long benefited from the perennial conflict in Nagorno-Karabakh
and has expanded its influence in the region by boosting ties with
Christian Armenia. Despite being a country with predominantly Shiite
population, Azerbaijan was sidelined by the regime in Tehran in a
bid to counter what it sees as Turkey’s ‘threatening posture’ in
the region.

‘The Nagorno-Karabakh conflict is important in this case – although
Iran explicitly denies that it sides with Armenia and fully supports
Yerevan,’ said Fikret Ertan, an expert on Turkish foreign policy in
South Caucasus, adding, ‘If not for Iran, Armenia is going to falter
in the region.’

The same remark came from Baku when Ali Hasanov, Azerbaijan’s deputy
prime minister, said in an exclusive interview with Today’s Zaman
(March 1) that Tehran is easing the blockade of Armenia by lending
a helping hand to Yerevan.

‘If Tehran breaks ties with Armenia, Yerevan will starve,’ Hasanov told
Today’s Zaman. Former president of Armenia, Levon Ter-Petrosyan, also
admitted that without Iran, Armenia ‘would suffocate in a few days.’

Tehran’s support for Yerevan is ‘in sight and ample enough,’ even
though it is not as much as Russia – Armenia’s ally – is giving;
Azerbaijan, its neighbor to the north, is the number one threat for
Tehran in the South Caucasus because of irredentism. Iran is home to
more than 30 million Shia Muslim Azerbaijani minorities, who live in
the northwestern part of Iran, also called Azerbaijan and referred
by some in the Republic of Azerbaijan as ‘Southern Azerbaijan.’

Iran getting Armenia as a partner to gain a foothold in the region
does not please Azerbaijan or Turkey, whose regional policies are
to establish an economic blockade against Armenia by keeping Armenia
out of regional projects, in a bid to push its adversary to abandon
its intransigent position over the Nagorno-Karabakh conflict.

YEREVAN, April 2. /ARKA/. In the first quarter of 2013, the Armenian
cardiac surgeons made one half of the number of stent placement
surgeries reported in 2012 at Erebuni medical center, Hamlet
Hayrapetyan, Chief of Erebuni’s Department of Emergency Cardiology,
told reporters on Tuesday.

“In 2012 we made total of 420 stent placement surgeries, and within
the first quarter of this year, the number reached ½ of that of 2012,”
he said.

Hayrapetyan added in 2011 the number stood at 287 surgeries, and
in 2010-187.

Some significant changes related to cardiology occurred in Armenia
due to establishing new modern cardiologic centers and introducing
new technologies in the republic, according to him.

“About 15 years ago, the patients would get cardiologic treatment
only at Nork-Marash center, which was primarily focusing on invasive
cardiology. And today, Armenia has nearly 5-6 serious cardiologic
centers which offer a broad range of cardiac surgeries and procedures,”
he clarified.

Hayrapetyan implies such tendency ensures equal competitiveness
between the centers that can foster improving qualification of workers,
introducing new modern technologies. Moreover, the patients are now
free to choose between such centers.

Hayrapetyan also said the fact of the increased number of stent
placement surgeries doesn’t imply there are more people with heart
diseases, but higher public awareness, higher number of people who
apply for treatment, better health system.

He also noted Erebuni center had bought an angiograph in Germany
valued at 1.5 million euros for cardiac catheterization and vascular
stent surgeries.

As to statistics, Hayrapetyan said the highest hike in the number of
heart diseases was reported in the 90s, since the social situation
in the republic was very depressing at that period.

“Today, these numbers are stable,” Hayrapetyan said, however, didn’t
unveil the statistics.

According to the cardiologist, nowadays, the age groups of people
likely to have heart diseases have quite shrunk.

“In the 80s, the so-called “infarct age” was teetering within 40-45,
and now this benchmark dropped to 30-35 and younger,” Hayrapetyan said
and highlighted the importance of preventive measures for good health.

“Azerbaijan’s position in the resolution of Armenia-Azerbaijan conflict
over Nagorno Karabakh is unambiguous. This position is based both on
the historical justice and international law. Azerbaijan’s territorial
integrity must be restored unconditionally,” Azerbaijan’s President
Ilham Aliyev said at the opening of the new settlement for 760 IDP
families in Masazir, Absheron district, APA reports.

The head of state underlined that Nagorno Karabakh, as well as all
the occupied territories are historical lands of Azerbaijan.

“Azerbaijan will restore its territorial integrity. A number of
factors give us reason to say this. Among them legal, political,
historical and economic factors can be mentioned.

All international organizations recognize the territorial integrity of
Azerbaijan. No country recognizes nor will recognize Nagorno-Karabakh
as an independent entity. Territorial integrity of Azerbaijan
must be restored. All of the resolutions adopted by international
organizations show it. The resolution of the problem must be based
legal and political conditions.”

Armenia has occupied our lands through military means. The UN Security
Council adopted four resolutions to eliminate the consequences of the
occupation. None of them has been fulfilled for 20 years. How come
that a resolution is adopted on any other issue and its fulfillment
is started within a day, but when it comes to us, the issue has not
been settled for already 20 years and we just hear that the issue
must be settled peacefully. Why? The reason is double standards. We
have the full right and the international law allows us to restore
our territorial integrity by all means. There are provisions in the
UN Charter that every country must use all means for its protection.

According to Helsinki Final Act, the principle of countries’
territorial integrity prevails over other principles, including the
principle of self-determination.

I want to reiterate, I have no doubt that we will return to our
native lands, including Zangilan, Karabakh, Shusha and Azerbaijan’s
flag will be raised in our all towns. I have no doubt. Simply, we
want to solve it soon and send you to your native lands as soon as
possible and construct beautiful buildings and settlements for you.”

“ARMENIA – INTERNATIONAL AIRPORTS” NEGOTIATING WITH AIR COMPANIES TO INCREASE FLIGHT FREQUENCY

YEREVAN, April 3. /ARKA/. Armenia – International Airports company that
operates Zvartnots airport in Yerevan is negotiating with different
air companies to increase frequency of flights, the company’s press
office reported.

The company’s press report expresses concerns over the situation.

Despite the losses suffered together with other involved parties,
the company makes continuos efforts to fill in the gaps in the market,
says the report.

Armavia Armenian air company has announced its decision to stop flying
as from April 1 and to start a bankruptcy process.

The press office of Armenia – International Airports also said that
an agreement was reached with the Austrian Airlines, Czech Airlines
and Alitalia to increase flight frequency: from now on, the first two
air companies will fly seven days per week and Alitalia will operate
three flights weekly.

Flights by Polish LOT will be reopened as from June (five flights
per week).

Negotiations are under way with some other air companies.

The company also expects to increase flights operated by Fly Dubai
air company to daily.

Armenia – International Airports closed joint stock company is
operating Zvartnots and Shirak airports under a concession agreement
signed with the Armenian government in 2001 for 30 years.

The company is owned by Argentinean “American International Airports”
company belonging to Argentinean of Armenian origin Eduardo Eurnekian.

Armenian Foreign Minister Edward Nalbandian received Victor Tvirkun,
Secretary General of the Black Sea Economic Cooperation Organization.

Minister Nalbandian said Armenia attaches importance to regional
integration processes, and therefore actively participates in BSEC
activities.

Edward Nalbandian and Victor Tvirkun discussed the priorities of the
Armenian presidency of the Black Sea Economic Organization in the
second half of 2013. In this context the Armenian Foreign Minister
noted that the Armenian presidency will pay special attention to the
cooperation in the fields of economy, information and communication
technologies, science, tourism and elimination of consequences of
emergency situations.

During the meeting the interlocutors discussed the steps targeted at
the deepening of cooperation within the organization and promotion
of economic collaboration.

Armenia has made no official statement yet on the recent alleged
use of chemical weapons by rebels fighting the Assad regime in Syria
after Iran urged it to condemn the crime.

Armenian Deputy Foreign Minister Shavarsh Kocharian received the
visiting Iranian Foreign Ministry representative Ramin Mehmanparast
in Yerevan on April 1. The official report on the meeting gives
only general information about “the millennial history of the two
countries, cooperation in the economic and cultural spheres.” But
the officially released information also has one line that says:
“The two sides discussed regional issues, stressing the importance
of their solutions by peaceful means.”

Why Mehmanparast was in Armenia and whether he relayed any message
to the Armenian authorities is not yet known. What is known, though,
is that a day before that Iranian Foreign Minister Ali Akbar Salehi
called on Armenia to condemn “the latest deadly chemical attack near
the north-western Syrian city of Aleppo, which led to the deaths of
dozens of people.”

That message was delivered to Armenian Minister of Foreign Affairs
Edward Nalbandian during his March 31 meeting with Iranian Ambassador
to Armenia Mohammad Reis Salehi. In that message the Iranian official
described the attack as “inhuman” and put the blame on militants in
Syria and their foreign sponsors.

The first report about the use of chemical weapons by rebels came
from Damascus on March 19. It said that 25 people were killed and 110
seriously injured as a result of the attack by rebels in the village
of Khan al-Asal (Aleppo province). Syria urged the UN Security Council
to condemn the act. Meanwhile, the Syrian opposition claims that the
chemical weapons were used by the government. The UN has appointed
an examination of the matter that may result in a major escalation
of the conflict in the Middle Eastern country that has been engulfed
in civil war since early 2011.

The use of chemical weapons is a condition in the presence of which
world powers reserve the right to make a military intervention
in Syria. The world media are full of alarming reports that such
interference is possible in the near future, and it cannot but disturb
Iran, which is, perhaps, the only ally of the Syrian leadership in
the region.

Political analysts believe that the visit of an Iranian diplomatic
representative to Armenia was probably connected with the situation
in Syria, where a lot of ethnic Armenians still remain.

Chairman of the Union of Political Scientists of Armenia Hmayak
Hovhannisyan believes that Armenian authorities must take concrete
steps to protect the Armenian community in Syria, especially as “the
weapons to the opposition had been provided by Turkey.” Hovhannisyan
said that all attempts to maintain neutrality aimed at ensuring that
Armenians avoid physical pressure and violence from either side have
not been successful, he claimed.

However, some experts also do not rule out that Mehmanparast’s visit
could have been connected with events in the Karabakh conflict zone.

The Armenian Defense Ministry has been reporting some activity of
Azerbaijani special units along the border with Armenia. Meanwhile,
Azerbaijan has been toughening its rhetoric, and recently the
foreign ministers of Georgia, Turkey and Azerbaijan declared about
the establishment of an axis of cooperation.

There are also growing tensions in relations between Iran and
Azerbaijan, which apparently also prompts better coordination between
Tehran and Yerevan.

Why Mehmanparast Arrived In Yerevan

WHY MEHMANPARAST ARRIVED IN YEREVAN

On April 1, special representative of the Iranian foreign ministry
Ramin Mehmanparast arrived in Armenia and met with deputy foreign
minister of Armenia Shavarsh Kocharyan. Earlier, the Iranian ambassador
had conveyed to foreign minister Edward Nalbandyan the message of his
Iranian counterpart calling on Armenia to condemn the use of chemical
weapon in Syria.

The official Yerevan has not reacted to the appeal of Iran yet and
has not issued any statement regarding Iran. The issue is discussed
at the UN, which is going to check whether chemical weapon was really
used or not. It is hard to predict what will be found out.

The Israeli media reported that Syria is no longer a threat to Israel
since it is divided into three minor states – Kurdish, Alawite and
Sunni. This process will accelerate if it is “found out” that chemical
weapon was really used in Syria, then foreign forces will intervene
in the Syrian internal processes. No one has announced anything about
this but if it happens, Armenia can’t keep silence at least because
of the existence of the Armenian community in Syria.

Mehmanparast’s visit to Armenia may have other aims too, perhaps
related to the Karabakh issue settlement. Regional issues were
discussed during his meeting with Shavarsh Kocharyan and it was
decided that all regional conflicts should have a peace solution.

Iran, as a rule, becomes interested in the Karabakh issue, when it
is announced about the possibility of deployment of peacekeeping
forces of a third country. It is possible that the Iranian foreign
ministry has such information so it decided to warn Armenia about
the possible consequences.

Iran is probable to be worried with the negotiations between Georgia,
Turkey and Azerbaijan, so it proposes to Armenia to become allies
to stop the cooperation of the aforementioned states. Anyway, it is
difficult to understand from the official message of Yerevan what
the aim of the visit of the Iranian official is.
