On May 12, in a conference on "The Armenian issue" organized in
Antalya, head of Turkish History Company professor Yusuf Halachoghlun
made a speech. He warned the participants that the recognitions of
the Armenian Genocide at present, also in past, were directed to the
splitting of the Turkish State and its land. Then, characterizing
the recognitions of the Armenian Genocide as political, he added:
"These resolutions can not be obliging for Turkey".

YEREVAN, MAY 16, NOYAN TAPAN. The RA National Assembly unanimously,
with 87 "for" votes, approved at the May 16 special sitting the
program of activity of the government appointed in April. Taking into
consideration that the acting government will continue implementation
of the program of the government formed in June, 2003 as well as the
absence of considerable changes in the structure of the government,
Prime Minister Serge Sargsian proposed the NA to consider the program
of the government activity approved by the NA on June 20, 2003 as
the RA government program.

To recap, the Azgayin Miabanutiun (National Unity), Orinats Yerkir
(Country of Law) factions as well as the Ardarutiun (Justice)
faction, excluding NDP Chairman Shavarsh Kocharian and DPA Chairman
Aram Sargsian, were not present at the sitting. But the latters did
not participate in the vote.

On May 31, the day of opening of the first session of the NA of the
4th convocation elected as a result of the May 12 parliamentary
elections, the present government will resign and the government
to be newly-appointed will present the program of its activity
with affirmation of the parliament within the term fixed by the
Constitution.

German Delegation To Arrive In NKR Today

On May 16 the German delegation comprised of representatives of the
political, public and business circles will arrive in Nagorno Karabakh.

ArmInfo correspondent informs from Stepanakert that on May 16 members
of the delegation will meet with the Chairman of the NKR National
Assembly Ashot G ulyan and heads of parliamentary factions.

On May 17 a roundtable discussion featuring NGO representatives
will be organized at the Ministry of Foreign Affairs. Meetings with
representatives of the business circles of NKR are expected.

On May 18 members of the German delegation will be received by NKR
Prime Minister Anushavan Danielyan.

On May 19 the delegation will have meeting with NKR President Arkady
Ghukasyan. The same day the delegation will leave for Yerevan.

Discussions Focus on L.A. Times Controversy

NEW YORK, NY — Twenty Armenian community leaders, representing a
dozen organizations, gathered here on May 9, as noted activist and
commentator Harut Sassounian briefed them on the recent debacle
involving the Los Angeles Times and its mishandling of the Armenian
Genocide issue. The briefing was organized by the Armenian National
Committee of America-Eastern US and was hosted by Mr. Robert
Setrakian.

Mr. Sassounian addressed the controversy created by The Times
Managing Editor Douglas Frantz who blocked the publication of an
article on the Armenian Genocide by columnist Mark Arax last month.
Frantz alleged that Arax had a bias on this issue presumably due to
his ethnic background. The Armenian-American reporter is currently
in the process of filing a discrimination lawsuit against The
Times. In recent years, Frantz was stationed in Istanbul
representing first the New York Times and then the Los Angeles
Times.

Sassounian reported that he has already met with the publisher and
editor of the newspaper demanding Frantz’s dismissal. Sassounian
reminded the gathering that The Times is on record affirming the
veracity of the Genocide, and that Frantz’s actions contradict the
newspaper’s own position on this issue. At this stage, Sassounian
stated, the community must accept nothing less than the firing of
Frantz for his complicity in Turkey’s denialist campaign —
something that Sassounian demonstrated by presenting abundant
evidence. He then encouraged attendees to push their respective
organizations to show more activism in pursuing this matter.

One of the most prominent political commentators in Armenian
affairs, Harut Sassounian is the long-time publisher of the
California Courier, President of the United Armenian Fund, and
Senior Vice-President of the Los Angeles-based Lincy Foundation.

"We’re delighted to make use of Harut Sassounian’s presence in New
York to highlight the importance of this issue," said Karine
Birazian, ANC-ER Executive Director.

"In the coming months, the ANC will continue to hold such briefings
periodically, in order to better inform and mobilize our community
leadership on issues they need to be aware of," Birazian said.

Azerbaijan is preparing a programme of "refugees’ return" to Nagorno
Karabakh and the sub-control regions, while the refugees’ opinion is
neglected. As deputy Chairman of AR Government, Chairman of the State
Committee for refugees and IDP Ali Hasanov told the Day.az, the
preliminary version of the programme has been prepared jointly with
the international organizations and sent to all the Embassies and
Ministries as to get their opinion.

Touching on the recent "denunciations" made by Ilham Aliyev on the
content of the negotiation process, Hasanov said there was a "strong
message addressed to Armenia, first of all, as well as to the states
engaged in the Karabakh conflict settlement, the co-chair-countries".
It is unclear what a mysterious weapon was used by AR President this
time. "The Armenians, as the president noted, came to this land as
guests and they should live there as such", Hasanov said. He withholds
how the joint habitation of the two peoples will be, however, the
previous experience shows what it ends in.

MOSCOW. (Mikhail Pereplesnin for RIA Novosti) – When Vladimir Putin
became president seven years ago, he made a blitz tour of post-Soviet
Central Asia.

One of the problems he inherited from Boris Yeltsin was lack of proper
relations with the former "fraternal" Central Asian republics, which
had become members of the Commonwealth of Independent States (CIS).

The niche voluntarily vacated by Russia did not remain empty for a long
time. Central Asian republics were showered with cooperation proposals
from all kinds of investors – Turkey, Iran, Arab states, China, Japan
and Indonesia. The Americans hastened to proclaim the Caspian a zone of
their vital interests. Even Ukraine left Russia far behind in trade
with Turkmenistan.

Ashgabat managed to stick to the wait-and-see attitude and avoid
choosing a strategic partner during numerous Turkmen visits by wanted
and unwanted guests that were rushing to divide the Caspian pie. With
many reservations, Putin’s trip to Ashgabat seven years ago can be
qualified as an attempt at comeback – Russia had lost many good
opportunities, and economic cooperation was reduced to the purchase of
Turkmen gas in tough competition with Ukraine. However, it was during
that visit that a new round of top level meetings was launched.

Putin’s current visit to Ashgabat will be inevitably analyzed in the
historic context as the summing up of his activities in Central Asia.
Let’s count its pluses and minuses.

The main plus is that Russia has finally got rid of its imperial
ambitions towards a former constituent province. A flexible and gradual
increase in prices on imported Turkmen gas allowed it to edge out its
Ukrainian rivals and sign in 2003 a long-term agreement (valid until
2028) on the purchase of almost all Turkmen gas exports with the
exception of 5-7 billion cubic meters that are annually pumped into
northern Iran. Moreover, the monopoly position allowed Moscow to derive
not only economic but also geopolitical gains by reselling gas to
Ukraine.

The biggest minus is that the old Central Asia-Center pipeline that
supplies Russia with gas is badly worn out. In 2006, the pipe pumped a
little more than 41 billion cubic meters of gas. By comparison, in the
Soviet times, the relevant figure was 85 billion.

The second plus of Moscow’s efforts to upgrade its economic presence in
the region is expansion of markets for Russian businesses and
introduction of domestic technologies. Ashgabat visits by regional
business delegations have become Russia’s foreign policy know-how. St.
Petersburg Governor Valentina Matviyenko came to the Turkmen capital
with the leading businessmen from her region, while Sverdlovsk Governor
Eduard Rossel arrived with their colleagues from the Urals. Direct
contacts between producers and consumers have given a considerable
impetus to bilateral trade. In the past year, it reached $307.5
million, an almost double increase compared to 10 years ago.

Trade could have been even bigger if Russia risked direct investment in
the Turkmen economy instead of limiting itself to strictly commercial
relations. At one time, Turkmenistan offered Gazprom a very promising
project – exclusive rights to the exploration and industrial
development of gas deposits in the Amudarya’s right bank. Ashgabat
patiently waited for several years for Gazprom to make a decision.
Eventually, it offered the project to the Chinese. With a view to
future profits, they quickly signed the agreement, showing more
flexibility than Russia’s gas monopoly.

Japanese, Turkish, Ukrainian and many West European companies have
already made investment in the Turkmen economy – processing of
agricultural produce, capital construction, and oil production and
refinery. Russian companies have just appeared there. This delay is an
obvious minus.

Russia has even fewer achievements in the cultural and social spheres.
During the recent Moscow visit of President Gurbanguly Berdymuhammedov
it transpired that Russian education technologies were in high demand
in Turkmenistan. Turkmenistan has only one Russian-Turkmen general
education school. It is more difficult to get into it than into a
prestigious college.

The Russian drama theater is also on the Turkmen government payroll.
Moscow’s long-standing plans to pay for it and create a Russian
cultural center on its basis have remained on paper. But humanitarian
contacts are secondary to economic relations. If Russia wants to
restore its positions in this dynamic region, it should consider big
joint projects such as development of hydrocarbon reserves on the
Turkmen part of the Caspian shelf and construction of pipelines to link
Turkmenistan with Russia "as a crow flies" – along Kazakhstan’s eastern
Caspian coast.

The itinerary of Putin’s current trip shows that the political ground
for promising long-term tripartite projects is ready. If the Russian,
Kazakh and Turkmen presidents decide to build a railway or a gas
pipeline on the Caspian eastern coast (preferably both), they will
determine the direction of Central Asia’s economic and political
development for years ahead. In this case, Vladimir Putin will crown
his presidency with a major achievement.

BAKU, MAY 11, ARMENPRESS: The OSCE
chairman-in-Office Miguel Angel Moratinos, who is the
foreign minister of Spain, met yesterday in Madrid
with cochairmen of the OSCE Minsk Group from Russia,
France and the USA to discuss ways for resolution of
the Nagorno-Karabakh conflict.
Daniel Soto, a spokesman for Spanish foreign
ministry, was quoted by Azerbaijani APA news agency as
saying that the meeting was held in the premises of
Spain’s foreign ministry.
Moratinos was quoted as saying that he will do his
best to help resolve the long-running
Armenian-Azerbaijani dispute.
"The three Co-Chairs have worked extremely hard and
in close co-operation to bring the sides closer
together," Moratinos was quoted as saying.
"I urge Armenia and Azerbaijan to do all that is in
their power, in this political context, to take the
necessary steps in order to reach a solution to this
conflict, which has lasted so long. I intend to make
absolutely clear my full support for the Co-Chairs on
the occasion of my forthcoming visit to Baku and
Yerevan".
Ambassador Andrzej Kasprzyk of Poland, the
Chairman-in-Office’s personal representative for this
conflict, also attended the meeting.

/PanARMENIAN.Net/ May 11 NKR President Arkady Ghukasyan signed a decree
on appointing Movses Hakobyan Defense Minister and Commander of the
NKR Defense Army. By another decree Movses Hakobyan was dismissed from
the post of the chief of the general staff of the Defense Army. Deputy
Defense Minister Levon Mnatsakanyan assumed the vacant office, IA
Regnum reports.

Today Nagorno Karabakh President Arkady Ghukasian also signed a decree
on dismissal of Seyran Ohanyan from the post of Defense Minister and
Commander of the NKR Defense Army.

Presently Seyran Ohanyan is one of the candidates for the post of the
chief of the RA armed forces’ general staff. May 2 he announced that
he received the proposal on the appointment and gave consent.

Presently the authority of chief of the RA armed forces’ general
staff is entrusted to first deputy Enrico Apriamov.

The post is vacant after the appointment of Mikael Harutyunyan Defense
Minister of Armenia.

The month-long campaigning for Armenia’s parliamentary elections
officially drew to a close on Thursday, with the main contenders
making final appeals to voters and getting ready for what promises
to be a tense balloting.

The governing Republican Party of Armenia (HHK), the presumed election
frontrunner, ended its campaign with a rally in central Yerevan
attended by thousands of people. Many of them were civil servants,
schoolteachers, other public sector employees, and students bused
to the city’s Liberty Square for the occasion. As was the case with
other HHK rallies, the event began with a concert by local pop stars.

The HHK leader, Prime Minister Serzh Sarkisian, then delivered an
uncharacteristically emotional speech. "Dear people of Yerevan, I am
happy that after long and difficult years hope is again flying high
in this square," he said.

Sarkisian sounded satisfied with the results of the HHK’s election
campaign, saying that his party is "stronger than ever before." "I
believe in providence," he said. "The 15th anniversary of our
independence, the 15 anniversary of our army, the 15th anniversary
of our victory [marked this year,] and the [HHK’s] number 15 spot on
the ballot."

The Prosperous Armenia Party (BHK) of Gagik Tsarukian, the HHK’s most
likely partner in a would-be coalition government, spent the last
day of the campaigning touring the town of Abovian and nearby villages.

The area north of Yerevan is widely regarded as Tsarukian’s exclusive
zone of political and economic influence. He continued to make
election-related donations to local residents despite a law that
bans election candidates from distributing any goods or services to
the voters.

"We don’t buy votes. But Gagik Tsarukian is a generous man and has
not come here empty-handed," a BHK activist said, opening a campaign
rally in Garni, a big local village. He pointed to a new bus parked
nearby which will cater for local youths studying in Yerevan.

Addressing hundreds of villagers, Tsarukian described the gift as
proof of his commitment to improving their plight. He urged them
to vote for his party, saying that its promises of quick economic
betterment are not unfounded. "I’m not telling fairy tales today to
be ashamed of looking you in the eyes tomorrow," he said.

Local residents welcomed the donation but used the opportunity to
convey other grievances to the influential tycoon close to President
Robert Kocharian. They complained in particular that they have running
water for only a few hours a day. Ashot Vartanian, the Garni mayor
affiliated with the BHK, the cash-strapped village administration can
not afford to spend at least 5 million drams ($14,000) a year which
he said is needed for ensuring 12-hour supplies of drinking water to
more than a thousand local households.

"I’ll give you that five million, man," replied Tsarukian. "Don’t
worry about that." He also instructed the mayor to address other
complaints voiced by the locals.

Garni was until recently considered a stronghold of the Armenian
Revolutionary Federation (Dashnaktsutyun), which is represented in
Kocharian’s current cabinet and is keen to enhance that presence.

Dashnaktsutyun held its final campaign rally in Yerevan’s Zeytun
district on Thursday. Later in the day its leadership held a meeting
with the party’s representatives to various-level election commissions
and proxies. One of the Dashnaktsutyun leaders, Vahan Hovannisian,
urged them on Wednesday to "stand firm" and resist any attempts to
rig Saturday’s elections.

Armenia’s divided opposition camp also finalized its preparations for
the vote. The People’s Party of Armenia (HZhK), whose leader Stepan
Demirchian was Kocharian’s main challenger in the 2003 presidential
election, rallied about a thousand supporters in Yerevan. "We will
keep fighting until power is returned to the people," Demirchian said,
warning the authorities against fresh vote rigging.

Attendance at the rally was a far cry from Demirchian’s 2003 campaign
rallies that attracted tens of thousands people. His campaign meetings
in other parts of the country were also poorly attended this time
around, raising questions about its ability to win at least 5 percent
of the vote needed for winning parliament seats under the system of
proportional representation. Demirchian has dismissed talk of a steep
decline in his and his party’s popularity ratings.

Analysts believe that Orinats Yerkir, another major opposition party
led by former parliament speaker Artur Baghdasarian, should have
no problem retaining its presence in the National Assembly, having
conducted a far more lively and dynamic campaign. Baghdasarian summed
up its results at a news conference on Thursday. He also complained
about what he called unequal campaigning opportunities that were put
in place for the pro-government and opposition forces.

"Our election campaign has practically not been covered by a number
of TV companies, whereas the airwaves were flooded with campaign ads
of the Republican and Prosperous Armenia parties," Baghdasarian said.

"If the elections are held properly we will welcome them. If the
elections are bad, we will revolt and struggle for people’s rights,"
he warned.

But Baghdasarian would not specify whether Orinats Yerkir is ready to
join other, more radical opposition groups that are already gearing
up for post-election protests. "If the Armenian elections are rigged,
Orinats Yerkir and myself will be at the forefront of the struggle.

Anyone can join us in struggling against injustice," he said.

Another opposition heavyweight, Raffi Hovannisian, concluded the
first-ever election campaign of his Zharangutyun (Heritage) party
with an indoor meeting attended by hundreds of party activists and
supporters. He again claimed that Heritage will win the elections.

The audience burst into "Yes" chants when asked by Hovannisian,
"Are we the masters of our national heritage? Are we the masters of
our republic?"

BAKU: Azerbaijani President Ends Visit In Egypt

Azerbaijan’s President Ilham Aliyev ended his official visit in Egypt
yesterday, APA reports quoting Azertaj State Agency. Before this,
the President visited the residence of the League of Arab States in
Cairo and met with secretary general Emir Musa. They discussed the
cooperation between Azerbaijan and the League of Arab States and
prospects of expansion of the relations. They noted that Azerbaijan
is successfully cooperating with the League of Arab States, the
organization has embassies in seven member countries and intends to
open diplomatic representations in other countries in future.

Azerbaijani President met with the ambassadors of member states of
the League of Arab States. Speaking about the economic growth in
Azerbaijan the head of state invited businessmen of Egypt and other
Arab states to Azerbaijan.

The President said he is satisfied with the level of relations
between Azerbaijan and Arab states. Ilham Aliyev also spoke about
Armenia-Azerbaijan, Nagorno Karabakh conflict, its hard consequences
for our country and negotiations on the settlement of the problem.

The President thanked the members of the League of Arab States for
supporting Azerbaijan’s territorial integrity.

Following this, Azerbaijani President held a briefing. The president
said that no nuclear researches are held in Azerbaijan, our country
is rich in oil-gas resources and can provide itself and its partners
for 100 years and will contribute to the energy security of the world.

Azerbaijani President yesterday met with Egyptian Minister of
International Cooperation and the Chairwoman of the Joint Commission
Faiza Abualnaga and chief of the Managing Board of Egypt’s MENA agency
and editor-in-chief Abdulla Hasan.

The President got acquainted with historical Mahammad Ali castle and
mosque and famous Egyptian museum.
