The Armenian has passed the bottom of the crisis and starts exhibiting
growth trends, Minister of Finance Tigran Davtyan told a press
conference today.

He said that peak level of recession in economy from the beginning of
the year was registered in July (18.4%), after which the recession in
economy began to slow. The Minister expressed confidence that by the
end of the year the stabilization would be replaced by economic growth.

"The stabilization of Armenian economy is conditioned by both positive
shifts in the global economy and the government’s efficient crisis
preventive program, in particular, by broadening the money-and-credit
policy," Tigran Davtyan said, expressing confidence that crisis
management factors would become more obvious by the end of the year.

Secretary Artur Baghdasaryan stated at "Easter Partnership: A new

"The imitative provides a possibility to reform our social
institutions. Eastern Partnership will further stimulate Armenia-EU
collaboration. It’s important that countries like Turkey and Russia
will also be involved in the project. According to him, an agreement
on free trade zone, visa regime facilitation, reforms in human rights
will promote reforms in Armenia.

RA NSC Secretary emphasized the importance of agreement on EU
associated membership and the possibility to establish collaboration
both with EU and Eastern Partnership members.

Protocols ratification, PA Spokesman Khachik Galstyan told a news
conference in Yerevan. PA believes there are several scenarios of
RA-Turkey relations’ development: "Armenia will be the first to ratify
Protocols, proving its firm intention to normalize relations. The
second scenario would be Armenia’s ratification of protocols after
or simultaneously with Turkey. Another scenario would be refusal to
ratify protocols or their unilateral ratification, which is unlikely,"
Galstyan stated, adding that Turkey would be the one to reap financial
and economic benefits from ratification.

He noted that Armenia’s position in rapprochement process is correct
and justified. "Should Turkey delay ratification process, we’ll
naturally be opposed to the fact. If Turkey persists in linking
Karabakh conflict to rapprochement, PA believes Turkish parliament
should openly announce it. Then, Armenia’s actions will be adequate
to Turkey’s statements," PA Spokesman emphasized.

ISTANBUL — With Turkey’s prospects for joining the European Union
growing more elusive and the country reaching out to predominantly
Muslim countries with a vigor not seen in years, a longstanding
question is vexing the United States and Europe: Is this large,
secular Muslim country turning East instead of West?

When President Obama visited Turkey in April — a symbolic gesture
that underlined Turkey’s geostrategic importance — he emphasized the
country’s role as a bridge between East and West, acknowledged its
mediation in the Arab-Israeli conflict and threw his weight solidly
behind Turkey becoming a European Union member.

Now, six months later, some in Washington and Brussels are questioning
Turkey’s dependability as an ally, and many Turks are asking whether
they should reject the European Union before the bloc rejects them.

Fears that Turkey is abandoning its bridge-building role were fanned
this month when it canceled air force exercises with Israel, straining
ties that frayed in January when Prime Minister Recep Tayyip Erdogan
castigated Israel’s president, Shimon Peres, over the war in Gaza,
in front of world leaders at Davos, Switzerland.

Senior Turkish officials say Mr. Erdogan, who was mediating between
Israel and Syria just weeks before the conflict in Gaza broke out,
felt personally betrayed by Israel’s aggression and what he regarded
as the needless killing of innocent Muslims.

At the same time, some Western diplomats say, Turkey has made what
they consider alarming overtures toward Iran.

When the official result of Iran’s disputed presidential election
was announced in June, Turkey was one of the first countries to
congratulate President Mahmoud Ahmadinejad on his re-election. On
Tuesday, during a visit to Tehran, Mr. Erdogan said the West was
applying a double standard in pressuring Iran over its nuclear
program. "Those who are chanting for global nuclear disarmament should
first start in their own countries," he said.

President Nicolas Sarkozy of France has vociferously opposed European
Union membership for Turkey, arguing that it is not geographically part
of Europe. Chancellor Angela Merkel of Germany has expressed similar
reservations. Many Turks have interpreted the rejection to mean that
their country is not welcome because of its large Muslim population.

At a meeting in Istanbul last week about Turkey’s relations with
its neighbors, Representative Robert Wexler, chairman of the European
subcommittee in Congress, said: "You wonder why Turkey is curious about
different avenues? Look at your own behavior and attitude, Europe."

Other analysts say that cultural and economic factors are also pushing
Turkey in that direction.

Ersin Kalaycioglu, a political science professor at Sabanci University,
noted that the global financial crisis had contracted European
economies, prompting Turkey, a large exporter, to seek different
markets. He and others also suggested that leaders of the governing
Justice and Development Party, or A.K.P., a socially conservative
party with Muslim roots, felt more at home in Riyadh, Damascus and
Baghdad than in Paris, London or Rome.

Even a partial collapse of talks with the European Union would have
far-reaching consequences. Turkey is an indispensable ally for the
United States and Europe. Bordered by Iran, Iraq and Syria, Turkey is
a powerful symbol of the compatibility of democracy, capitalism and
Islam. Located between the Middle East and the former Soviet Union,
it has vital strategic importance as a transit country for gas. It
also has deep influence in Afghanistan and is a regional leader in
the Caucasus.

Yet the country’s European Union negotiations are in a precarious
state. Negotiations on a number of issues have been blocked because of
its long dispute with Cyprus. For the first time in years, leading
figures in the business establishment, which has always led the
drive for European Union integration, are questioning the wisdom of
continuing a negotiating process that appears to have no end.

"We Turks are a proud nation and we don’t want to go to a house where
we were invited but where the host keeps slamming the door in our
face," said Hasan Arat, an executive at a top Turkish real estate
development firm.

For all the country’s wounded pride, Turkish officials and analysts
insist that Turkey has no intention of abandoning the West. Rather
than reorienting Turkish foreign policy toward the East, Egemen Bagis,
Turkey’s minister for European Union affairs, argued in an interview
that the recent outreach to its neighbors — including the opening
of its border with Syria, the signing of a historic agreement with
Armenia to establish normal diplomatic relations and the engagement
of Iran — was helping Turkey become a more effective interlocutor
for its Western allies.

"Any bridge with one strong leg and one weak leg can’t stand for long,"
Mr. Bagis said.

Ibrahim Kalin, chief foreign policy adviser to Mr. Erdogan, said
Western critics of Turkey’s new inclusive foreign policy were using a
double standard. "When the U.S. makes an overture to Russia, everyone
applauds this as a new era in diplomacy," he said. "But when Turkey
tries to reach out to Iran, people ask if it is trying to change
its axis."

Mr. Kalin said that the anti-Turkish talk emanating from key European
capitals was making it harder to convince the Turkish people about
the need for European Union membership.

Rather than worrying that Turkey is moving toward the East, said
Cengiz Aktar, a leading expert here on the European Union, the West
should fear a wounded Turkey turning to Russia. Already, Russia has
been courting it as a distribution point for energy supplies, while
Turkish investment in Russia is intensifying.

"This government is perfectly capable of saying ‘no thanks’ to Europe
and instead shifting toward Russia," Mr. Aktar said.

participants of which are the lecturers of the faculty of painting.

"There was no occasion for organizing this exhibition and it has
rather an educating meaning", – said the lecturers of the exhibition.

Around 10 lecturers of the faculty participate in the exhibition,
Khachatur Azizyan, Ruben Gabrielyan, Anatoli Grigoryan, Masis
Grigoryan, Grigor Geghamyan, Aram Isabekyan and others in that number.

Each of them had presented around 3 works.

On the exhibition were present the directing and lecturing personnel
and students. The works presented in different genres from pallete
to abstract.

The Co-Chairs of the OSCE Minsk Group, Ambassadors Yury Merzlyakov of
Russia, Bernard Fassier of France, and Robert Bradtke of the United
States, will meet with the Azeri and Armenian foreign ministers
in Luxembourg.

"The Co-Chairs will travel to Luxembourg on October 25-27 to meet
Armenian Foreign Minister Nalbandian and Azeri Foreign Minister
Mammadyarov," says the co-chairs’ statement.

"They will address plans for their next trip to Baku and Yerevan
in November and preparation for discussion of the Nagorno-Karabakh
settlement at the OSCE Ministerial Council in December 2009," the

Azerbaijani People’s Socialist Party expects for Turkish opposition’s
decisiveness in ratification of protocols

Azerbaijani People’s Socialist Party sent a letter to secretary
general of Turkish Republican People’s Party Deniz Baykal. The letter
expressed confidence that Turkish MPs will not allow ratification of
protocols signed in Zurich on October 10, Azerbaijani People’s
Socialist Party told Trend news on October 23.

"We highly appreciate resistance which Turkish major opposition
Republic People’s Party put on ratification of the protocols signed
between Turkey and Armenia," the message said.

Chairman of Azerbaijani Socialist Party Rovshan Huseynov regretted in
the letter that Turkish current authorities demonstrate return evil
for good. Azerbaijani authorities have been executing its obligations
before Turkey since 1993.

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward
Nalbandian signed the protocols Ankara-Yerevan in Zurich on October
10.

Diplomatic relations between Armenia and Turkey have been broken due
to Armenia’s claims of an alleged genocide, and its occupation of
Azerbaijani lands. The border between them has been broken since 1993.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.

Earlier the party has protested signing of the protocols and called on
recalling Azerbaijani ambassador to Ankara for consultations.

"Our policy has been very clear. U.S. has supported the normalization
of relations between Turkey and Armenia without preconditions,"
Ian Kelly, Spokesman for eh US Department of State, told a daily
press briefing.

Right after signing the Turkish-Armenian Protocols in Zurich, the
Turkish foreign ministry announced that they will open the border
with Armenia after Nagorno-Karabakh – problem were resolved, putting
kind of precondition, while there were no preconditions in protocols
themselves. Asked whether the U.S. Government has changed its position
or State Department still supports the reopening of the border and
normalization of Armenian-Turkish relations without any precondition,
Ian Kelly stated:

"We have not changed our position. We support the protocol that
was signed in Switzerland. And we have all along supported the
normalization of relations between Turkey and Armenia without
preconditions, and our policy has been very clear on that."

Johan Schmidt presented his credentials to RA President Serzh Sargsyan.

Congratulating Hans Johan Schmidt on his appointment, RA President
expressed a hope that the Ambassador will continue the tradition of
contributing to RA-Germany collaboration, started by his predecessors.

RA President emphasized the importance of bilateral collaboration,
noting that Germany is one of the most important trade and economic
partners of Armenia.

RA President gave high assessment to RA-Germany political dialogue
