Armenia’s president said Wednesday that his country’s long-running
territorial dispute with Azerbaijan may be resolved at an upcoming
summit, but “Armenia-phobia” could derail the talks.

President Serzh Sarkisian is set to meet his Azerbaijani counterpart
Ilham Aliyev and Russian President Dmitry Medvedev in Kazan, Russia,
starting Friday, to discuss Nagorny Karabakh, a territory Azerbaijan
has demanded back since losing it in a 1990s conflict. The Kremlin
had earlier announced the summit would start on Saturday.

Speaking at the Council of Europe on Wednesday, Sarkisian said he was
“full of optimism and strongly hoped it will be possible to find a
common denominator,” at the upcoming meet.

Some 30,000 people died in the conflict when Karabakh was seized
from Azerbaijan. The territory is still controlled by ethnic Armenian
forces, 17 years after a ceasefire.

Azerbaijan insists that Karabakh must remain part of its sovereign
territory, albeit with widespread autonomy, while Armenia says it
must never return to Baku’s control.

Sarkisian told the European assembly that he is willing to make
concessions to reach an agreement.

“If we go in with a constructive spirit and Azerbaijan does not come
with new demands, we could see a positive result,” he explain.

But, he added, “it is difficult to say that we will have a positive
result,” because there exists in Azerbaijan an “Armenia-phobia”
that has consistently undermined attempts to resolve the dispute.

France, the United States and Russia issued a statement last month’s
G8 summit that labelled the status quo in Karabakh “unacceptable” and
urged the disputing factions to make preparations for “peace, not war.”

Energy-rich Azerbaijan, flush with oil and gas money, has massively
increased military spending, and the International Crisis Group think
tank earlier this year warned that an arms build-up and clashes on
the front line could lead to renewed fighting.

Analysts warn that a return to conflict could threaten important
pipelines which pass close to Karabakh, taking Caspian Sea oil and
gas from Azerbaijan to Europe.

Turkey, which supports Baku over Karabakh, and Russia, which has troops
stationed in Armenia, could also be drawn in, some analysts argue.

Regular firefights continue along the Karabakh front line and
Azerbaijan has threatened to seize the region back by force if
talks fail.

Azerbaijan has said it is absolutely unthinkable for Karabakh to be
allowed to secede.

YEREVAN. – The Republican Party of Armenia proved to have the largest
rating with the support of 27 percent of respondents according to
public opinion poll conducted on June, said the chairman of Armenian
Sociological Association Gevorg Poghosyan.

According to him the opinion poll was held in Yerevan among 600
respondents. Poghosyan emphasized that the polls conducted three
months before the elections have exclusively scientific purposes and
have no essential affect upon the election process.

More than 19 percent of respondents stood for Prosperous Armenia
party. Three opposition parties- Armenian National Congress (7.5
percent), ARF Dashnaktsutyun (7.5 percent), and Heritage party (6
percent) fight for the rest places in top five.

Tigran Karapetyan’s People’s Party has the support of 4.2 percent of
respondents, Rule of Law Party has 4.1 percent.

News.Az interviews Tofiq Abbasov, political expert.

How would you comment on Armenian media reports that an Israeli
legislative committee has declined to accept a bill by Knesset
member Aryeh Eldad to institute a day of remembrance of the so-called
“Armenian genocide”?

There is nothing fantastical about it. Those in Israel always listen
to pathetic complaints about the so-called “genocide” in Babi Yar,
in the North Caucasus and other parts of the globe.

The story of the “Armenian genocide” is from the same series. The best
that that the third-party complainants can hope is an empathy, which
Israelis and Jewish world express when someone tries to convince them
that grief of other nations, who faced mass persecution and purges,
is worse than the Holocaust.

I believe that Jews were able to explain to all that there can be no
terrible grief than the Catastrophe.

And it’s not about numbers, not 6 million people killed in cold blood
during the Second World War. It was just the peak of the bloody hell
of thousands of years of persecution, which Jews were subject.

Reaction of Israelis and Jews of the world do not impact Armenians.

They announce their grief to the entire world bothering everyone.

Therefore, I am confident that that they will continue to work hard
with their Israeli lobby.

Some Israeli experts have described as strange the Azerbaijani
diaspora’s efforts to prevent Knesset discussion of the 1915 events
in the Ottoman Empire. How would you comment on this?

This is because of ignorance of history. The experts were unaware that
tragedy of thousands of Azerbaijani families, who suffered brutality
of Armenian bandits and armed groups during the First World War, also
is part of the chronicles of a century ago. Azerbaijanis never made
their grief known and did not put their loss above world catastrophes,
as Armenians do.

I believe that if Israelis really build a strategic partnership with
Azerbaijan, it would be worth for the elite, historians, academics
of State of Israel, at least, get acquainted with the history of the
people with whom they maintain trusting relationship.

And even if the two countries – Turkey and Azerbaijan, have decided
to conduct a coordinated fight against Armenian counterfeiters at the
level of political leadership, have united efforts of their diasporas,
and finally, are strategic partners in all major areas of life,
it becomes clear why Azerbaijan backs Turkey’s interests.

When it comes to distortion of facts of the past, when campaign
is mounted to get so-called Armenian genocide recognized by world
parliaments, Azerbaijan can not stay indifferent.

And is there an element of speculation of the question of so-called
“Armenian genocide” by Israel?

That is indisputable. Armenians are actively working with their lobby
in Knesset and in other state organizations of Israel increasing the
number of those who sympathize with them trying to form a negative
image for Turks and Azerbaijanis.

Armenians saw cooling in relations between Ankara and Tel Aviv as
a unique opportunity and therefore have launched an offensive in
terms of an ideological confrontation. Similarly, the Armenians
are trying to drive a wedge between Israel and Azerbaijan. There is
nothing inexplicable here. But there are forces in Israel who are
trying to get preferences and political capital from the existing
contradictions. They want the contradictions between the sides
to deepen.

It is important that the relationship between Israel and Turkey, Israel
and Azerbaijan would be protected from harmful effects stimulated by
adventurers. In this case, it will be possible to avoid unnecessary
hype, which has recently accompanied the relationship between the
countries.

You mentioned the cooling of relations between Ankara and Tel Aviv.

Then how would you comment on remarks of Israeli Prime Minister
Benjamin Netanyahu that Israel will always try to fix what is broken
and put an end to the deterioration of relations with Turkey?

I believe that the Netanyahu government is responsible for
deterioration of relations with Turkey not less than the other party.

If there is a conflict, both sides must take the blame. But,
unfortunately, Israel from outset put all blame on Turkey, pretending
to be offended and humiliated.

Time passed and it seems that Tel Aviv has understood that the
Israelis must take the first step towards reconciliation. It is known
that Tel Aviv has very flimsy position in the Islamic world. They
need to work purposefully with the leading countries to give them
confidence. Furthermore, Turkey has always been prone to Israel, and
if no operation “Cast Lead”, Israel’s position would remain the same.

By doing mischief in the Gaza Strip, the Israelis stained their
image worldwide. Now it is time to fix things. And in this respect
the Turkish segment is very important for Israel.

But I must say that Prime Minister Netanyahu is not responsible for
those who muddy the water surrounding the future of Turkish-Israeli
ties. He has powers, he decides, he will be responsible for the fate
of ties with a country which has always been in the orbit of friends
of Israel.

In that case, how do you assess the current state of
Israeli-Palestinian conflict, and would it be more correct for Israel
to ask Turkey to help in this matter, rather escalate confrontation
with it?

It is possible that Turkey will some day get involved in resolution of
this conflict. The issue is not even the Palestinian territory that
was once within the borders of the Ottoman Empire. Turkey is rapidly
gaining geopolitical weight, becoming not only a major regional player,
but an influential country in the world.

The credibility of the country and its leaders can have a positive
effect on the problem. And it will be important for the parties to
the conflict to equally trust Turkey as a mediator. And if super
powers do not interfere, which is very difficult to believe, Ankara
will bring down the tension in the Middle East. But it requires one
to wait a little for the right moment to come.

STEPANAKERT.- Azerbaijani press claims, concerning a 19-year-old
soldier allegedly injured in the ceasefire violation by the Armenian
side, are false, Nagorno-Karabachos (Artsakh) Defense Army’s press
service informed Armenia News-NEWS.am.

Source also noted that it is regular misinformation spread by the
Azerbaijani side ahead of the Armenian-Azerbaijani presidents’
meeting in Kazan.

He did not rule out that an incident may have occurred in the
Azerbaijani army. Thus, the Azerbaijani side again tried to blame
Armenians.

Earlier Azerbaijani press reported Yusif Imanov, 19, was injured in
his left leg on Tuesday in a ceasefire violation.

Turkish State Minister and chief negotiator for EU talks Egemen Bagis
said on Tuesday that Turkey and Armenia had the chance to work together
in order to prevent people, nations and countries from suffering more
in the future, the semi-official Anatolia news agency reported.

Bagis made the remarks when receiving a delegation of Turkish,
Armenian and U.S. journalists in the Turkish capital of Ankara.

On the 1915 incidents, Bagis said that both Turkish and Armenian
peoples had suffered in those years, however, the history could
not be changed, adding that the two parties still had the chance to
work together.

Bagis said that Turkey wanted “zero problem” with its neighbors,
adding that Turkey also wanted its neighbors to have “zero problem
” with their own neighbors, too.

On when the border between Turkey and Armenia could be opened, Bagis
said that he thought it would be opened one day after Armenia and
Azerbaijan shook hands.

Turkey and Armenia have had no diplomatic or economic ties since
Armenia declared independence in 1991. Turkey closed its border with
Armenia in 1993 to support Azerbaijan, which had a territorial conflict
with Armenia over the Nagorno-Karabakh region.

Ankara said the border could be opened only after the withdrawal of
Armenian troops from the disputed land.

Apart from the Nagorno-Karabakh issue, Turkey and Armenia have
also been bogged down in a row over the World War I-era killings of
Armenians under Ottoman rule, which Armenia says was a genocide while
Turkey denies that charge and insists the Armenians were victims
of widespread chaos and governmental breakdown as the 600- year-old
Ottoman Empire collapsed before modern Turkey was born in 1923.

Turkey and Armenia signed protocols to normalize relations and open
borders last year, but the pacts need to be approved by both countries’
parliaments before taking effect.

“President Serzh Sargsyan’s remarks on the activity of the PACE
subcommittee on Nagorno Karabakh were rather convincing in the respect
that it’s completely unclear why it was established and it’s still
unknown whether it will help or harm the process entrusted to the OSCE
Minsk Group,” member of the National Assembly’s Standing Committee
on Defense, Interior Affairs and National Security Hrayr Karapetyan
told a press conference today.

Commenting on the statement of the Central Committee of the Armenian
Revolutionary Federation of Nagorno Karabakh that no issue on the
Basic Principles can be discussed without Artsakh’s participation,
Hrayr Karapetyan said: “Azerbaijan poses a serious threat to Artsakh’s
security until it makes an abrupt change in its approaches. Speaking
about mutual concessions in this situation is wrong and is pregnant
with danger.”

the Yerevan State University (YSU) board on Tuesday.

One of the key issues discussed during the meeting was election of
University’s chancellor, presidential press service informed Armenian
News-NEWS.am.

Aram Simonyan was elected chancellor by 60 to seven with two
abstentions.

Serzh Sargsyan, who also chairs YSU board, congratulated re-elected
chancellor expressing hope the university will have achievements
within the next five years.

Former speaker of U.S. House of Representatives, the US Congress
minority leader Nancy Pelosi plans to meet with the members of the
Turkish Diaspora in the near future. It is the first time Pelosi
agreed to the meeting.

“Although we don’t expect her to change her opinion on certain issues
right away, this is a very important and even a historical meeting
for our Diasporas”, Mustafa Yilmaz, Turkish Diaspora representative,
told Azerbaijani APA news agency.

Nancy Pelosi is an advocate of the official recognition of the Armenian
Genocide by U.S.

However, this April Pelosi refused to put the Armenian Genocide
Resolution, H.Res.252, on the congressional agenda.

With Azerbaijani President Ilham Aliyev’s much-anticipated Kazan
pow-wow with Armenian President Serzh Sargsyan just days away, one
senior Azerbaijani politician has a message he’s eager to share with
you: Might makes right.

When Azerbaijan parades its military might on Army Day on June 26,
“[o]nce more everyone will see the change in correlation of power
in favor of Azerbaijan in every direction,” declared ruling Yeni
Azerbaijan Party Deputy Executive Secretary Mubariz Gurbanli. “The
moral, psychological, economic, social and political superiority of
our nation will convince external forces to put pressure on Armenia.”

And let’s not forget economic muscle. Armenia can invest all it
wants in its economy, Gurbanli claimed, but it will never compare
with hydrocarbon-rich Azerbaijan. Why? As News.az paraphrased it:
“The reason is the dynamic development of Azerbaijan and the economic
strength of our country.”

The timing of Gurbanli’s observations is not accidental. The Army
Day display comes a day after the Kazan summit, an event at which
Azerbaijan, conceivably, intends to parade its diplomatic might as
well. Some analysts have gone into orbit over expectations for the
summit, characterized as everything from a last chance for Karabakh
peacemaking to a chance for a mega-breakthrough.

But in this macho match, Armenia has its own words of warning. Last
week, the deputy commander of Armenia’s air force announced that
Armenia has manufactured its own “quite serious unmanned aerial
vehicles” that will let it, “like developed NATO countries,” make
“targeted strikes on any enemy target, economic facility and the like.”

Call it a draw for now?
