Armenian military parade to be as good as Azerbaijani – MOD

YEREVAN. – The military parade in Armenia will be as good as
Azerbaijani, said Armenia’s First Deputy Defense Minister David
Tonoyan at meeting with Baze camp participants in Byurakan on
Saturday.

On one of the participants comment that the recent parade held in Baku
was more of a show than parade, Tonoyan said that each parade is a
demonstration of power, strength and abilities.

“Azerbaijani parade is of no interest from professional point of view:
it did not bring up any capacities that were unknown to us. Generally,
one of the reasons for our strategic review is a desire to move from
quantitative to qualitative change, so that we learned to react more
intelligently to Azerbaijan’s psychological and quantitative
influence. Our young people need to avoid information attacks,” said
the Deputy MOD.

YEREVAN. – According to Environmental Impact Monitoring Centre of
Armenian Ministry of Nature Protection, the norms of Vanadium, Chrome
and Nickel in some cases exceed the permitted norms in the waters of
Masrik, Sotk, Argichi and Gavaraget rivers that flow into Lake Sevan.

This is a consequence of asphalt production and emission of gas stations.

However, according to econews, certain data is kept secret from the
society. Thus, heavy metals found in Sotk and Masrik rivers basically
pollute the river sediment. Moreover, heavy metals found in these
rivers are also present in Sotk gold mine adjacent territory meaning
that operations in the mine pollute the area, the rivers and
consequently Lake Sevan.

as in any post-Soviet country this problem remains urgent and requires
solution,’ Grigoryan told July 20 Yerevan-Moscow TV bridge on Capital
Outflow; Post-Soviet Space.

According to forecasts, capital outflow from Russia will total $ 35
bln this year. The problem of capital outflow is pressing for
neighboring countries as well.

The head of Alternative Armenian analytical center, Doctor of Economic
Sciences, Tatul Manaseryan, in turn, added that if in Russia’s context
billions are concerned, in Armenia even a million worth amount outflow
has an essential impact on economy.

Moreover, if Russia encounters capital outflow, it is partially
compensated by direct foreign investments inflow, whereas in Armenia
the reverse process is ruled out, that is, capital inflow is, in fact,
episodic, which is a problem for ensuring economic security of the
country,’ Manaseryan said.

Tatul Manaseryan and Armenian parliamentarian Manvel Badeyan
forecasted improvement of economic situation in Armenia in the second
half year of 2011 against the same period in 2010.

According to the parliamentarian, the economic growth repotted in
Armenia does not mean much, having no firm foundation, as compared
with the zero-growth of developed countries signifying a stable
development. As Badeyan stressed, investments in human resources must
be made a basis of Armenia’s economic development.

Mr. Manaseryan, in turn, expressed dissatisfaction over Armenia’s
failing to fully use its potential. `It’s shameful that Armenia must
be moving towards development at snail’s pace,’ he stressed.

The independent expert stressed construction, manufacture and services
among problematic sectors in Armenian economy.

A 2,3% growth in economic activity index in Armenia in June 2011 was
reported as compared to the same period in 2010. According to the
National Statistical Service, the economic activity growth was 9,6%
higher in June compared to May 2011. Inflation amounted to 8,5% in
June 2011 compared to the same period in 2010. Consumer prices reduced
by 1,4% in June as compared with May 2011. The national budget
envisages 4,6% GDP growth and 4% (±1,5%) inflation for 2011.

The main factor impeding improvement of business environment for both
Russia and Armenia is political will, which Georgia proved to have
enough, and was able to achieve progress in this field, according to
Sergey Grigoryan.

The Russian expert pointed out existence of bureaucratic delays and
availability of financing among other impeding factors.

Tatul Manaseryan, in turn, emphasized importance of maintaining the
balance between rights and responsibilities on the way to progress.

`When rights are granted, responsibility must be assumed. Georgia
punished those who failed programs,’ Manaseryan said. The analyst
stressed that high-ranking officials, including ministers and
responsible officers must not be dismissed without estimation of their
work results.

It should be noted that aimed at improvement of business environment
Georgia’s authorities provide tax privileges for business. Georgia is
ahead of Armenia and Russia in business registration rate. This allows
stimulating development of both large and medium business.

According to Manaseryan, Armenia has just begun to talk about creation
of free economic zones. `There are no monopolies in Georgia, oligarchs
cannot `swallow’ small and medium business,’ economist said.

Transport blockade is, certainly, an obstacle for development of
business in Armenia and stimulation of investments inflow, according
to Tatul Manaseryan.

However, neighboring countries being members of the World Trade
Organization (WTO) violate rules and apply discrimination approach
towards Armenia, Manaseryan said. It is not a secret that Armenia’s
transportation costs on the territory of Georgia several times exceed
costs for passing similar distances elsewhere. The expert said Turkey
and Georgia signed a range of international conventions envisaging
free outlet for landlocked partner countries.

Armenian banking system successfully managed to adapt to international
standards, according to Sergey Grigoryan. `Based on its regulation,
Armenian banking system is closer to Western standards than Russian
one,’ Grigoryan remarked. In this respect, Grigoryan noted that
adapted International Financial Reporting Standards (IFRS) are already
applied in Armenia, whereas Russia plans to implement them only in
2015. `This is one of visual examples of how a smaller country may
easier adapt to new conditions,’ he said.

Touching upon Armenian-Russian cooperation in the banking sphere, the
representative of Association of Russian Banks underscored that
presently assets of Russian banks in the Armenia’s banking system
total $94 mln.

V Yerevan International Festival of Classical Music will be held from
September 9 till October 12.

The chief conductor and art director of the State Philharmonic
Orchestra of Armenia, Eduard Topchyan, told ArmInfo correspondent that
such well-known musicians as Ashley Wass (piano), Daishin Kashimoto
(violin), Paul Meyer (clarinet), Henning Kraggerud (violin) and others
will take part in the festival. Moreover, conductors Christopher
Warren-Green and Paul Meyer will participate in the festival.

During the festival the spectators will receive an opportunity to
enjoy the works by Brahms, Weber, Beethoven, Mozart and Schnittke. A
total of 10 concerts will be held, Topchyan said. “I am sure that the
festival has shown its worth over the past few years. The evidence of

A suspected right-wing Christian gunman in police uniform killed
at least 84 people in a ferocious attack on a youth summer camp of
Norway’s ruling Labor party, hours after a bomb killed seven in Oslo.

Witnesses said the gunman, identified by police as a 32-year-old
Norwegian, moved across the small, wooded Utoeya holiday island on
Friday firing at random as young people scattered in fear.

Police detained the tall, blond suspect, named by local media as
Anders Behring Breivik, and charged him for the island killing spree
and the Oslo bomb blast.

Prime Minister Jens Stoltenberg, capturing the shock the attacks
have caused in this normally quiet nation of 4.8 million, said:
“A paradise island has been transformed into a hell.”

Teenagers at the lakeside camp fled screaming in panic, many leaping
into the water to save themselves, when the assailant began spraying
them with gunfire, witnesses said.

Many sought shelter in buildings as shots echoed across the island that
was hosting the annual camp for the youth wing of the Labor Party,
the dominant force in politics since World War Two. Others fled into
the woods or tried to swim to safety.

The bomb, which shook Oslo’s center in mid-afternoon, blew out the
windows of the prime minister’s building and damaged the finance and
oil ministry buildings.

Police found undetonated explosives on Utoeya, a pine-clad island
about 500 meters long, the Reuters reports.

loups avaient devore une trentaine de moutons appartenant a Varaztad
Hovhannissian. Les loups sont regulièrement signales dans de nombreuses
regions d’Armenie. Les autorites armeniennes ayant meme mis en place un
système de prime pour les loups abattus dans la region de Vayots Tzor.

Jeudi dernier, lors d’une conference de presse, l’ex ministre
de l’environnement qui dirige actuellement l’Association pour le
developpement durable humain, Karine Danielian, a depeint un sombre
tableau sur l’avenir demographique du pays.

Selon les dernières etudes de l’ONG, entre 40 et 45% de la population
armenienne ne se voit pas d’avenir au pays. Selon Danielian les
personnes interrogees dans une majorite de villages repondent qu’ils
partiront en Russie.

Tout en admettant que l’exode de masse du pays n’est pas franchement
perceptible, il ressort en fait l’impression globale que les autorites
semblent encourager cette migration.

Selon elle, une vague de pessimisme a balaye le pays ; et elle pretend,
en outre, que la hausse des suicides peut egalement etre attribuee
a ces sentiments de tristesse et de malheur.

Pour remedier d’urgence au phenomène, la militante se dit prete a
aider le gouvernement en lui proposant des solutions etudiees par
l’ONG. ” Le president du parlement, Hovik Abrahamyan, a ete approche
et a montre la volonte d’organiser des auditions sur la question “,
a-t-elle declare.

” Tout cela doit changer car maintenant nous ne sommes plus capables
de soutenir la population”, a-t-elle avertie.

Par le passe, Karine Danielian, avait mis en garde le gouvernement
sur les consequences negatives de l’utilisation des OGM dans la
production agricole armenienne. De meme que , contrairement a un
sondage favorable aux Protocoles armeno-turc, elle avait declare que
c’etait plus un piège qu’autre chose.

EBRD HELPS MODERNISE WATER SYSTEMS IN ARMENIAN MUNICIPALITIES

Yerevan . OREANDA-NEWS . July 21, 2011. The European Bank for
Reconstruction and Development (EBRD) is lending EUR 6.5 million as
a sovereign loan to the Republic of Armenia to improve water supply
and wastewater services in 17 municipalities across Armenia, reported
the press-centre of EBRD.

The funds will be on-lent to the state-owned Armenian Water and
Sewerage Company (AWSC) to finance the rehabilitation of water and
wastewater networks. In addition, the company will complete the
construction of two wastewater treatment plants.

The project will significantly reduce water leakages and improve
drinking water availability for approximately 300,000 residents.

In addition to the EBRDs funding, the European Union Neighbourhood
Investment Facility will provide a EUR 7 million grant to implement
further capital invetments.

The project will further receive up to EUR 2 million in technical
cooperation grants from several donors. The Canadian Government has
contributed EUR 200,000 to assist AWSC in preparing an investment
programme. The remaining grant funds are contributed from the EBRDs
Neighbourhood Investment Facility, the Shareholders Special Fund and
the ETC Fund.

These funds will be used to assist AWSC with the development of a
programme for commercialisation and organisational improvements
of the company, as well as to support the implementation of the
investment programme.

This will be the EBRDs second project in the Armenian water sector.

Since the beginning of its operations in Armenia in 1992, the EBRD
has invested over EUR 400 million in 100 projects in the countrys
financial, corporate and energy sectors, and infrastructure, with 96
per cent of the projects being investments into the development of
the private sector.
