The first track is quiet: calm guitars, a peaceful name, “The Pear
Tree”, pastoral hush. The second track starts with strings grinding,
a violin being dragged and battered, the guitar transformed and
electric. The violin stabs the cello, the guitar bites the violin,
the violin screams, and everything snaps and rips, leaps and charges,
and there’s sort of a lush violence here that carries over into the
rest of Kef, standing back sometimes, and sometimes coming forward.

“Raki’ is harsh, but the heart of “Karasalama” is a production of a
folk dance, as neat as a set of dots. “Pineta” is simple, melodic, a
single guitar. “Shish” pranks along with a toddle of Dada midgets. The
album can be soft, but it never seems to be really resting, never
totally mellow. Every bit of quiet is followed by a sting. You learn
to anticipate the stings.

Aram Bajakian is a North American with an Armenian background, and the
“kef” in the title is a style of music that developed in the U.S.
among migrant Armenian communities-traditional music updated and
changed, played by bands at gatherings in halls and churches. The
word drives some Armenian-Americans into a spitting rage. “Kef is
a Turkish word meaning merriment (khrakhjank),” writes Dr. Henry
Astarjian in the Armenian Weekly. It “make[s] me feel like a matador
looking at the bull ready to charge”. “This is to Armenian music,
what Chop suey is to Chinese Cuisine”, writes one Amazon poster,
reviewing an album called My Heart for You: Kef Music from Armenia.

But Aram Bajakian’s Kef is superb. The transition from smooth to
rough between the first two tracks is so brusque, it’s clumsy, as if
someone has made a mistake and switched us over to the wrong playlist,
but once the point about calm verses harsh has been made, he proceeds
to experiment with it more cunningly. The quietude doesn’t always
come from the folk music-the quick dance in “Karasalama” supersedes
a hum of postrock drone.

In its strongest moments, the album goes after its ideas with an
absence of restraint back-boned by a strong traditional structure, and
this absence of restraint seems to be driven by a mature seriousness,
as if it might say, “When you mean it, then there is no reason to
bother with the middle ground”. The violin in “Raki” squeals, and the
electric guitar sounds drunk, but all of the instruments take a break
from their roaring and swoop down into a few seconds of Armenian jig,
grounding themselves on the earth of this clearing, before running
off again.

That’s the album in a nutshell. If your typical kef really is as
chop suey-like as the Amazon poster says-I haven’t heard it, I don’t
know-then this is better-than, and genuinely deserves to be called
Aram Bajakian’s Kef, not anybody else’s, but his, clever and fearless.

According to her, the top baby names in Armenia in 2011 are Narek

Narek is the most popular boy name in Armenia, followed by David Gor,

Yerevan/Mediamax/. Head of Population Census and Demography Division
of the Armenian National Statistical Service, Karine Kuyumjyan,
stated today that Yerevan and Lori marz rank first by divorce rate.

Addressing a press conference in Yerevan today, Karine Kuyumjyan
said that the divorce rate in the republic (1 pro mille or 1 case
per 1000 persons) is highest in Yerevan (1.5 pro mille) and Lori
(1.3 pro mille), Mediamax reports.

The head of Population Census and Demography Division also informed
that the divorce rate increased by 6.9% in the first half of 2011
against the same period of 2010: 1575 divorces are registered this
year against 1474 of the previous year.

“Of course, the divorce rate growth needs to be studied in different
regions. But I think that 1 case per 1000 persons doesn’t give ground
for worry”, said Karine Kuyumjyan.

According to media reports, Karen Drambjan who stormed the ministry of
defence building in Tallinn yesterday, made several shots, detonated
explosives and was killed by the police, was born in Yerevan, Armenia
in 1954, held a university degree in law and owned a small law firm
in the town of Maardu.

Among others, he was defence attorney for members of the Night Watch
(Nochnoy Dozor), a group of mostly Russophone political activists
living in Estonia who were charged for rioting in April 2007 in
Tallinn during removal of Bronze Soldier monument.

In 2009 he joined the United Left, a minor political party that until
recently claimed legal succession to the Soviet-era Communist Party.

In a blog post made in 2009, Drambjan wrote: ~DIt is clear that
the Estonian government has chosen the path for civil war. (…)
It will bring about rivers of blood, criminal destabilisation and
total poverty.”

In February 2011, court bailiff announced the auction of an apartment
in Maardu at Keemikute 16-4 that had belonged to Drambjan.

RA Prime Minister Tigran Sargsyan received today American-Armenian
rock legend Serj Tankian at the Office of the RA Government.

The Government’s information and PR department reports that greeting
the guest the prime minister said he emphasizes the legendary
rock musician’s visit in the context of support and development of
rock music in the Republic of Armenia. The prime minister said a
rock association uniting a number of Armenian rock bands has been
established in Armenia for the promotion to rock music in the country.

The “Rock against Genocide” festival to be conducted on the 100th
anniversary and the participation of famous rock bands was touched
upon. The prime minister wished Serj Tankian health, energy for the
implementation of all the projects.

At the end of the meeting Tigran Sargsyan awarded Serj Tankian with
the RA Prime Minister’s Memorial Order for the significant personal
contribution to the recognition of the Armenian Genocide and spreading
of rock music.

Ambassador of Armenia to Canada, Armen Yeganyan met with General
Director of the Bureau of European and Eurasian Affairs of the Canadian
Foreign Ministry, John Kerr, MFA press office said.

During the meeting, the two sides reaffirmed the friendly ties between
the two countries and favorable grounds for cooperation. In this
context, the Ambassador stressed the expediency of Canadian Foreign
Minister’s forthcoming visit to Armenia.

Armen Yeganyan thanked Canada for its inflexible position on the
issue of the Armenian Genocide.

The declarations about some “higher priority principles” of the
international law are a fiction, Vahram Atanessyan, the chairman of the
Standing Committee on Foreign Relations of the National Assembly of
the Nagorno-Karabakh Republic, said in an interview to ArmInfo, when
asked to comment on a statement by Mubariz Gurbanly, representative
of Azerbaijan’s ruling party.

More specifically, Gurbanly said that “the principles and the norms
of the international law give priority to territorial integrity and
sovereignty. That’s why Azerbaijan’s key demand during the Nagorno-
Karabakh peace talks is its territorial integrity and sovereignty.”

According to Atanessyan, the Declaration on Principles of
International Law adopted by the UN General Assembly in 1970 says:
“In their interpretation and application the above principles are
interrelated and each principle should be construed in the context
of the other principles.”

“So, as you may see, the international law does not give priority
to any principles as Mr.Gurbanly says. On the contrary, all of its
principles are interrelated in their interpretation and application
and none of them should be given priority over the others,” Atanessyan
said.

Concerning the Kazan meeting Gurbanly said that “Ilham Aliyev
reiterated during that meeting that Azerbaijan was ready to resolve
the conflict in accordance with the international law and in the
framework of its territorial integrity.”

“Let’s drop the question how come Mr.Gurbanly knows what exactly
President Aliyev said in Kazan and answer the question whether the
international law guarantees ‘Azerbaijan’s territorial integrity and
sovereignty’ the way Mr.Gurbanly sees it. I would like to quote one
more excerpt from the UN Declaration on Principles of International
Law: ‘Every State has the duty to refrain from any forcible action
which deprives peoples referred to above in the elaboration of the
present principle of their right to self-determination and freedom
and independence. In their actions against, and resistance to, such
forcible action in pursuit of the exercise of their right to self-
determination, such peoples are entitled to seek and to receive support
in accordance with the purposes and principles of the Charter,'”
Atanessyan said.

And so, according to the Nagorno-Karabakh parliamentarian, the
international law obliges Azerbaijan, who joined the UN in March 1992,
to refrain from any forcible action depriving the Armenians of Nagorno-
Karabakh in the elaboration of the present principle of their right
to self-determination and freedom and independence.

“As State Secretary of Azerbaijan Lala Shevket-Gajiyeva admitted later,
‘Azerbaijan bombarded Stepanakert continuously for 120 days.’ It was
a forcible action aimed at depriving the Nagorno-Karabakh Armenians
from elaborating their right to self-determination. In their pursuit of
the exercise of this right, the latter resisted Azerbaijan’s forcible
actions by organizing collective self-defense,” Atanessyan said.

Referring to the above-mentioned Declaration the MP said that the
actions to elaborate the right to self-determination and to seek and
receive assistance in so doing “shall not be construed as authorizing
or encouraging any action which would dismember or impair, totally or
in part, the territorial integrity or political unity of sovereign
and independent States conducting themselves in compliance with
the principle of equal rights and self-determination of peoples as
described above and thus possessed of a government representing the
whole people belonging to the territory without distinction as to
race, creed or color.” In this context, Atanessyan wonders if the
independent Azerbaijan acted in accordance with the principle of
equal rights and self-determination of peoples. His answer is no.

“One of the first legal documents adopted by the newly independent
Republic of Azerbaijan was the law on abolishing the Nagorno-Karabakh
Autonomous District (November 24 1991), while the UN Declaration
says that ‘a government represents the whole people belonging to the
territory.’ So, if a government does not respect the principle of equal
rights and self-determination of peoples, it does not represent the
whole people. Consequently, the people whose self-determination right
has been violated by the forcible actions of a government refusing
to represent it can be no longer considered as ‘belonging to the
territory’ claimed by that government,” Atanessyan said.

Thus, according to the MP, the international law gives priority not to
irrational territorial integrity but to a specific territory ruled by a
government “representing the whole people belonging to that territory”
by respecting the principle of equal rights and self-determination
of peoples.

“Does the Government of the Republic of Azerbaijan represent the
people/population of Nagorno-Karabakh? No. And the reason is known:
from its very first day that government refused to respect the
principle of equal rights and self-determination of peoples. For the
same reason the people/population of Nagorno-Karabakh does not belong
to the territory referred to as integral by Azerbaijan.”

“According to Baku’s logic, the people/population of Nagorno-Karabakh
has the right to self-determination ‘exclusively in the framework of
Azerbaijan’s territorial integrity. Let’s see what the UN Declaration
says: ‘The establishment of a sovereign and independent State,
the free association or integration with an independent State or the
emergence into any other political status freely determined by a people
constitute modes of implementing the right of self-determination by
that people.’ So, as we may see, the first mode of implementing the
right of self-determination is ‘the establishment of a sovereign and
independent State,’ followed by the free association or integration
with an independent State or the emergence into any other political
status freely determined by a people. The expression of the will of a
people is defined by the mediators as the key mechanism for determining
the final political status of Nagorno-Karabakh. And it was exactly
because of Azerbaijan’s free interpretations of the international
law that there was no breakthrough in Kazan,” Atanessyan said.

Concerning Baku’s official statement that “Azerbaijan has the right
to solve the Nagorno-Karabakh problem by means of force,” Atanessyan
quoted the international law: “Every State likewise has the duty to
refrain from the threat or use of force to violate international lines
of demarcation, such as armistice lines, established by or pursuant
to an international agreement to which it is a party or which it is
otherwise bound to respect.”

Alvina Grigoryan To Run State-Owned Armenian Fruit Company

ALVINA GRIGORYAN TO RUN STATE-OWNED ARMENIAN FRUIT COMPANY

Alvina Grigoryan has become the executive director of state-owned
Armenian Fruit OJSC by winning an appropriate tender, the government’s
press office reported on Wednesday.

The decision was made on Tuesday at the Creation of Rural Opportunities
program’s regular session presided by Prime Minister Tigran Sargsyan.

The state-run Armenian Fruit was established as part of this program,
which is aimed at reduction of poverty and improvement of living
standards in rural areas by planting fruit trees.

About $52 million has been targeted for establishment of this company.

Of this amount, $13.5 million has been received from IFAD and $20
million from OPEC.

Danish government will allocate $3.5 million for consulting services.

Beneficiaries will provide $3 million and the government $11 million.

The company will import seedlings and will run all the procedures
necessary for receiving final products.

Issues related top preserving, sorting, selling and exporting of
final products will also be within the company’s competence.

Some 700 hectares are planned to be planted with fruit trees under
this program.

The Sardarapat movement issued a statement on the August 9 incident.

The statement particularly reads:

“The August 9 police violence against seven members of the all-national
movement was one more manifestation by the criminal regime that
occupied Armenia.

“Any Armenian citizen may be subjected to such violence,” says the
statement.

The August 9 incident showed the Armenian people once again that
“the criminal regime has not changed its essence.”

Under the present regime, the “so-called political organizations
of Armenia are preparing for regular or early national elections,
whereas the recent incident is one more proof that holding national
elections is ridiculous.

“The only way of changing this situation is establishing democracy and
order throughout Armenia by means of elections,” says the statement.

On August, the forces negotiating with the officials responsible for
the March 1 crimes got another slap from the ruling coalition.

The “the so-called opposition forces, servile and cowardly, are trying
to justify the police violence by President Serzh Sargsyan’s absence
as well as attempts to thwart the so-called negotiation process by
some mysterious forces.”

The Sardarapat movement reminds the “opposition forces” that Serzh
Sargsyan was absent from the country on October 27, 1999.

“If the opposition forces refresh their memory they can see that Serzh
Sargsyan was absent from the country for some reasons and dramatic
political events took place in the country.

“Serzh Sargsyan’s absence affects the Yerevan mayor, who, for the
city’s benefits, is depriving thousands of people of their jobs,
forcing them into emigrating,” says the statement.

The Sardarapat movement “supports the seven young people that wish
to live freely and with dignity in their homeland,” says the statement.
