Dans un effort de reduire les infractions au code de la route et la
corruption dans ses rangs, la police de la route d’Armenie commencera
a installer bientôt les toutes premiers radars aux principales
intersections a annonce le gouvernement.

Le Premier ministre Tigran Sarkissian a souligne l’importance de ”
la mesure attendue depuis longtemps ” lors d’une session hebdomadaire
de son cabinet. Il a dit que la police sera capable de mieux mettre
en application la securite de la route en detectant rapidement et
punissant les contrevenants.

Tigran Sarkissian a dit aux ministres que les radars reduiront
aussi au minimum les contacts physiques entre les policiers et les
automobilistes. “Les risques de corruption diminueront en consequence”
a-t-il dit selon une declaration du gouvernement.

La declaration a ajoute que 10 radars seront installes aux principales
intersections a Erevan et 15 autres sur les chaussees a l’exterieur
de la capitale vers la fin de cette annee. Le nombre total de radars
doit s’etendre a 280 en 2017.

Artur Osikian, vice-chef du service de la police national, a revele
lors d’une conference de presse que le système de surveillance des
routes qui sera centralise fonctionnera pendant les 25 prochaines
annees grâce a la societe Suedoise Sensys Traffic. Il a dit que la
societe a recemment gagne un appel d’offre international lance par
le gouvernement armenien.

Sensys Traffic a promis d’investir environ 10 millions d’euros (14
millions de $) dans le système de contrôle du trafic. Elle a dit que
la societe recuperera ses investissements en recevant au moins la
moitie des recettes des amendes.

La police armenienne a jusqu’a present employe seulement des radars
mobiles et des cameras digitales placees dans les voitures patrouillant
dans des rues et les chaussees.

L’equipement a ete installe dans pratiquement toutes les voitures de
police il y a deux ans. Bien que le corruption parmi les policiers
reste banal, les automobilistes disent que leurs chances d’etre
injustement condamne a une amende ont chute considerablement depuis
lors.

L’achat de l’equipement faisait parti d’un plan quinquennal du
gouvernement de rendre les routes armeniennes plus sûres pour les
conducteurs de voiture et les pietons. Il a ete lance en août 2009
et a implique un durcissement significatif des amendes aussi bien
qu’une mesure de repression couronnee de succès sur la non utilisation
repandue et de longue date de ceintures de securite dans le pays.

La police a aussi commence a condamner a une amende la traversee
des chaussees en dehors des passages cloutes. Elle avait pendant des
decennies ferme les yeux sur ces pratiques.

La statistique officielle montre que le nombre des accidents de la
route a chute depuis 2009. Selon la police, 289 personnes sont mortes
dans de tels accidents en 2010 contre 325 accidents annonces en 2009.

TURQUIE- FONDATION HRANT DINK

Avec la permission et le soutien du Ministère de la Culture turc, la
Fondation Hrant Dink est a l’origine de la réalisation d’un projet de
restauration dans un vieux village arménien a Habab, près d’ Elazig.

La restauration devrait durer trois mois et la participation de jeunes
volontaires est vivement souhaitée.

Les jeunes bénévoles demeureront avec l’équipe du projet dans
le village et alentour pour aider a la restauration d’une vieille
fontaine du village. Ils auront la chance de participer a l’un des
groupes de travail et apprendre a mieux connaître les locaux.

Yerevan/Mediamax/. Russian President Dmitri Medvedev and Patriarch
Kirill of Moscow and All Russia congratulated the Catholicos of All
Armenians on his 60th anniversary.

Dmitri Medvedev noted in his message that Garegin the Second gives
special attention to the interchurch dialogue which “helps cement
the friendship and mutual understanding of our fraternal peoples”,
Mediamax reports quoting Interfax.

“Your assistance to interfaith and interethnic peace in the Caucasus
as well is worthy of utmost respect”, the Russian President’s message
reads.

Patriarch Kirill stated in his congratulation message to Garegin the
Second that the Armenian Apostolic Church occupies a “prominent place
in the international Christian community and takes an active part in
the interreligious dialogue bearing witness to the rich and ancient
tradition having evolved over nearly 2 millennia”.

ANKARA. – Turkey’s parliament recognized the protocols signed by
Foreign Ministers of Armenia and Turkey, Edward Nalbandian and Ahmet
Davutoglu, in Zurich in October 10, 2009 as expired, reports Turkish
Merhaba Gazetesi.

According to domestic statute of the Turkish parliament, bills not
finally adopted during a legislative period (which lasts 4 years)
are repealed. Therefore, the protocols were withdrawn from the agenda.

However, the legislation provides the possibility of restoring
the bill on the agenda on behalf of the government or MPs, reports
Anadolu agency.

After the protocols were signed by the FMs they were sent to the
parliaments of both countries. On April 22, 2010, Armenian President
Serzh Sargsyan announced the suspension of the ratification process,
stating that the Turkish side is not ready to continue dialogue with
Yerevan without preconditions, as mandated by the protocols. At the
same time the president noted that Armenia will retain its signature
on the documents in order to preserve the possibility of rapprochement.

ARMAVIR. – In the territory of the only park of Armavir city there
will be build a bank, a church and a veterinary pharmacy. According to
Ekolur, the group of “Armavir park protectors” has written a statement
to the Armavir city mayor. He promised to move the park at the end
of the city. However, no one cares to implement the promise.

The new plan of the city does not reserve the territory for park,
instead it has the name of “territory under city hall control.” This
change will probably serve for making easier the sale of the territory.

Construction works and cutting the trees in the park started three
months ago.

Selon les statistiques, 80% des gens pensent a se suicider au cours
de leur vie. La psychologue Karine Nalchajyan dit que les suicides
sont le plus souvent commis par des jeunes et des personnes âgees.

S’exprimant sur les groupes vulnerables et les raisons du suicide,
Karine Nalchajyan a note que “la couverture excessive des cas de
suicide dans la presse peuvent affecter negativement les gens, qui
sont prets a le faire.”

Le sentiment d’etre seul et abandonne peut aussi conduire au suicide.

Selon Karine Nalchajyan, les femmes font appel le plus souvent a des
psychologues. Par consequent, la plupart des suicides sont commis
par des hommes.

Le psychologue note une nuance interessante. Si une personne est
retenu avant de se suicider, il ou elle ne peut jamais y repenser a
l’avenir. Seule une personne sur trois ou quatre pense a une deuxième
tentative de suicide.

A young woman has died after eating poisoned water-melons in Armavir province.

According to a press release by the police, Elia Mamoyan, 22, died
before she would be hospitalized.

She had eaten the water-melon her father-in-law Amo Kh. had treated
with poison allegedly for flies.

The police found out that Amo Kh. had failed to warn family members
that he had cut several water-melons, treated them with poison and put
them in the balcony so that to reduce the quantity of flies.

A criminal case has been filed at the Court of First Instance in
Armavir province and an investigation is underway.

STEPANAKERT. – Azerbaijani forces violated ceasefire in the frontline
between the armed forces of Azerbaijan and Nagorno-Karabakh Republic
(NKR) 200 times this week, releasing 1400 shots at positions of
Karabakh.

NKR Defense Army neutralized the enemy with retaliatory fire, NKR MOD
press service informed Armenian News-NEWS.am. According to the source,
apart from submachine guns, the enemy used machineguns and sniper
rifles.
