Armenia has handed over an Azerbaijani prisoner of war, Novruz oglu
Guseynov, to a third state, Armenia Today reports.

The office of the UN High Commissioner for Refugees and the
International Organization for Migration helped transport the prisoner.

Junior Sergeant Guseynov was captured on August 27, 2010. Shakhin
Sayilov, secretary of the state commission for prisoners,
missing citizens and Azerbaijani prisoners, spoke about Guseynov’s
transportation. He said that 3 Armenian prisoners will also be moved
to a third state.

An Armenian family of five that had surrendered to Azerbaijan in
January 2010 also expressed their willingness to move to a third state.

There are three Armenian servicemen and 5 civilians in Azerbaijan. The
family consists of Yegishe, Ruzanna, Alfred, Gayane and Petros
Gevorkyan. The two prisoners are Okhan Arutyunyan and Gevorg Tovmasyan,
who surrendered to Azerbaijan in May 2009, and Karen Arutyunyan,
who surrendered in July 2009.

The reception of applications for participation in Orange Book
Prize 2011 is now close. Organizers have received a total of 130
works, out of which 79 short stories and essays, 16 fairy tales, 24
screenplays and 11 novels. Now is beginning the period of Jury reading
and evaluating the works. After that maximum four best works in each
category will be selected and presented to large readers~R estimation
on October 7, during the book festival «Back to book». Winners will
be selected based on on-line vote.

As a reminder, four nominations of the contest ~V short story and
essay, novel, fairy tale, screenplay~Rplay, were open to armenian
residents writing in armenian and having presented a litterary work
never published in the past.

All four winner works from each category will be published as
a separate book, printed by quantity of 500 . The winners of the
contest will be known during the awards ceremony, on November 11.

The objective of the contest is to discover Armenain litterarary
works, through the daily evoluating electronic media spread them among
large group of readers and boost interest towards reading. With this
initiative Orange intends to join Yerevan in celebrating book and
reading, in 2012, when Yerevan will be world book capital. Orange Book
Prize will be organized and implemented in cooperation with Armenian
Book Center NGO.

YEREVAN. – The fall session of the Parliamentary Assembly of the
Council of Europe, opening on October 3-7 in Strasbourg will discuss
the report on the execution of Armenia’s commitments to the Council of
Europe and activity of democratic institutions in Armenia, the member
of Armenian delegation to PACE Naira Zohrabyan told Armenian
News-NEWS.am.

Zohrabyan mentioned that the co-rapporteurs on Armenia presented the
report in general terms at a meeting of the Monitoring Committee in
Paris.

“According to the latest statement of PACE co-chairs on Armenia, they
positively evaluate the latest political developments in Armenia, the
stable political climate and of course, appreciate the recent steps
taken by the political authorities of the country,” she added.

TEHRAN – Unofficial sources have announced that Iran, Russia, and
China are currently holding talks on a proposal to establish a joint
missile defense shield as a counterweight to a NATO defense shield,
according to a recent report.

The report, which was published in the Iranian daily newspaper Kayhan
on Sunday, said that the sources cited two reasons why serious
consultations have been held on the initiative.

First, all three states have come to the conclusion that U.S.
officials’ assertion that their concern over the alleged missile and
nuclear capabilities of Iran and North Korea is the reason for the
decision to establish a NATO missile defense shield is just a pretext
and the true objective of the shield is to threaten Russia and China.

In addition, now that the proposal to establish an early warning radar
system in southeast Turkey, which is one component of the NATO missile
defense shield, appears to be a done deal, the U.S. is now planning to
establish other components of the new system in South Korea and
Taiwan, which clearly shows that Washington is using the alleged
threat from Iran and North Korea as a pretext to target China and
Russia.

An informed expert believes China, which has not taken any action on
the issue so far, is beginning to comprehend the level of danger posed
by the new system.

Russia’s analysis of the situation is similar to Iran’s view, which
was expressed during Russian Security Council Secretary Nikolai
Patrushev’s recent visit to Tehran.

Therefore, it seems the three countries have realized that the time
has come to seriously start discussions on the plan.

Some sources say Dmitry Rogozin, the Russian envoy to NATO, who is
scheduled to travel to Iran before the end of September, will probably
hold operational discussions on the plan with Iranian officials.

According to RIA Novosti, Rogozin is going to discuss `strategic
issues’ in Tehran.

Military experts are of the opinion that since Iran, Russia, and China
have made great progress in designing anti-aircraft defense systems,
the construction of such a missile shield system will not be a
difficult task for them.

La littérature est une matière extraordinairement instable. Si
délicate et reposant finalement sur si peu de chose qu’un rien suffit
à la faire tourner – exactement comme une sauce qu’on aurait, un
instant, lchée des yeux. Aussi est-ce un miracle si le dernier roman
de Daniel Arsand tient en équilibre et, bien mieux que cela, suscite
une forme d’envoûtement. Car pris séparément, les ingrédients mis en
oeuvre dans Un certain jour d’avril à Adana pourraient être indigestes
: l’écrivain ne recule en effet ni devant le lyrisme ni même devant
une forme de préciosité pour vider l’histoire de ses secrets. Scène
après scène, et procédant par petits tableaux successifs, il fait
remonter du fond du XXe siècle un épisode qui n’a pourtant rien de
poétique : le massacre, en avril 1909 (soit six ans avant le génocide
proprement dit), de presque toute la population arménienne d’une ville
nommée Adana, en Cilicie. On connaît la fin, et le style ne prête pas
aux effets de suspense. N’empêche. L’ensemble réussit parfaitement à
créer un climat non seulement dramatique, mais captivant.

Mémoire barricadée

C’est autour d’un “bloc de silence” que ce livre a pris racine,
explique l’auteur. Le mutisme était celui de son père, né à Istanbul
en 1909. “Il avait vécu des choses très dures, étant enfant, et il
était tout simplement incapable de les dire.” Dans le jardin
silencieux d’un petit hôtel parisien, à deux pas des bureaux où il
exerce le métier d’éditeur, Daniel Arsand n’évoque pas sans chagrin ce
père à qui il a longtemps reproché d’avoir barricadé sa mémoire. “A
l’ge de 13 ans, je suis tombé sur une histoire des Arméniens, parue
chez Payot. J’ai fait des recoupements avec la vie de mon père et je
lui en ai terriblement voulu, comme s’il m’avait menti. Pendant dix
ans, je l’ai agressé. Puis j’ai lu un texte sur le génocide des juifs
et alors, j’ai compris beaucoup de choses.” Un certain mois d’avril à
Adana plonge finalement dans l’histoire qu’on ne lui a pas racontée :
celle d’une communauté menacée qui sentit la haine monter autour
d’elle, comme une rivière en crue.

Certains virent arriver la catastrophe dès ses prémices, d’autres
refusèrent d’y croire, quand ils n’avaient déjà plus les pieds au sec.
Volant de l’un à l’autre, d’Atom le commerçant à Diran le poète, en
passant par Garinée, la mère éplorée, ou par Vahan, le fauteur de
troubles, Daniel Arsand fait vivre et parler ces futures victimes – il
les fait sentir, penser, rêver aux portes du désastre. Le malheur
avance dans le livre comme l’eau qui gonfle et rampe, s’insinue sous
les portes, lèche les plinthes et finit par tout emporter. D’un
pressentiment à une altercation, d’un cauchemar à un acte de violence,
la relative harmonie qui présidait aux relations entre les communautés
se fissure. Et c’est par la force de ses images que l’écrivain
parvient à donner cette impression. Semé de prophéties, le texte
mélange une dimension très sensuelle, où se bousculent les odeurs, les
couleurs, les senteurs, et une autre extrêmement dramatique.

Quelque chose d’apocalyptique

En de nombreux points, les deux dimensions se rejoignent – par exemple
lorsqu’il est question de la nuit. Ecrasé de soleil et de chaleur dans
ses débuts, le livre est progressivement envahi par cette obscurité
qui grimpe à l’assaut de l’histoire. “Dans la nuit, qui est turc, qui
est arménien, qui est qui ?”, se demande Hovhannès, le jeune homme en
fuite, qui a tué des Turcs après qu’ils l’ont violé et battu. La nuit
qui se répand “comme une encre sur Adana” brouille les contours de
toute chose et grossit les angoisses de ceux qui ne trouvent plus le
sommeil. Plus elle s’étend, et plus les couleurs du jour se font
vives, comme par contraste. “La ville était grise et jaune, le ciel
bleu. D’un bleu virginal, du bleu des chrétiens. Par quel adjectif le
musulman le décrit-il, ce bleu impassible ?”, se demande Vahan en
fumant une pipe.

La priorité de Daniel Arsand n’est pas de rétablir une vérité
historique, ou de peser les arguments des uns et des autres – même si
les faits qu’il décrit sont exacts. Le “vali” d’Adana, par exemple
(autrement dit l’équivalent d’un sous-préfet), s’est vraiment comporté
comme une sorte de Ponce Pilate, qui a livré une partie de la
population à l’autre. Les meneurs du massacre, eux, étaient les
Jeunes-Turcs, du nom du parti nationaliste et révolutionnaire qui
venait d’arriver au pouvoir à Istanbul. Presque tous ceux qui avaient
été arrêtés après les faits furent relchés. “Il y a eu là le début de
quelque chose d’apocalyptique, observe l’écrivain. On a découvert par
la suite que les Jeunes-Turcs s’étaient inspirés des récits de
l’Inquisition pour leurs exactions.”

En fait, “c’est un livre intime. Un livre sur la haine, mais pas guidé
par la haine. Fondé sur la douleur et l’absence”. Daniel Arsand
s’exprime avec pudeur, comme s’il avait éteint toutes ses fureurs et
ses ressentiments en les déversant dans son roman. “Je viens de cette
histoire. Il m’importait donc d’avoir une parole à opposer au
silence.” D’une certaine façon, le livre a été vécu par l’auteur comme
une libération. “Après Ivresse du fils, roman paru en 2004, j’avais
pris conscience que j’étouffais dans l’écriture qui était la -mienne à
l’époque. Les coutures craquaient, j’étais à l’étroit. Ce qui
m’importait n’était plus d’écrire “bien”, il s’agissait d’autre
chose.” Il a fait ses gammes avec Des chevaux noirs, puis Des amants
(Stock, 2006 et 2008), avant d’ouvrir sa porte à l’histoire. En
chemin, il a laissé son style se transformer. Le texte s’est fait plus
syncopé, plus fiévreux, ne ressemblant à aucune prose à la mode. Son
livre a quelque chose en commun avec certains romans arabes, pour le
lyrisme, et avec le jazz, pour ses rythmes. Si bien que, même quand
elle agace par ses préciosités, sa voix demeure unique, hors du temps.
On ne peut pas dire de ce roman qu’il est classique ou moderne, il est
à l’écart, voilà tout. Seul, sonore et intense.

Excellencies,

Ladies and Gentlemen,

At the outset, I wish to extend my congratulations to H.E. Mr. Nassir
Abdulaziz Al-Nasser on his assumption of the Presidency of the
Assembly for this session, and wish him all success.

I reaffirm today my sincere congratulations, on behalf of the
Palestine Liberation Organization and the Palestinian people, to the
government and people of South Sudan for its deserved admission as a
full member of the United Nations, wishing them progress and
prosperity.

I also congratulate the Secretary-General, H.E. Mr. Ban Ki-moon, on
his election for a new term at the helm of the United Nations. This
renewal of confidence reflects the world’s appreciation for his
efforts, which have strengthened the role of the United Nations.

Excellencies,

Ladies and Gentlemen,

The Question Palestine is intricately linked with the United Nations
via the resolutions adopted by its various organs and agencies and via
the essential and lauded role of the United Nations Relief and Works
Agency for Palestine Refugees in the Near East – UNRWA – which
embodies the international responsibility towards the plight of
Palestine refugees, who are the victims of Al-Nakba (Catastrophe) that
occurred in 1948. We aspire for and seek a greater and more effective
role for the United Nations in working to achieve a just and
comprehensive peace in our region that ensures the inalienable,
legitimate national rights of the Palestinian people as defined by the
resolutions of international legitimacy of the United Nations.

Excellencies,

Ladies and Gentlemen,

A year ago, at this same time, distinguished leaders in this hall
addressed the stalled peace efforts in our region. Everyone had high
hopes for a new round of final status negotiations, which had begun in
early September in Washington under the direct auspices of President
Barack Obama and with participation of the Quartet, and with Egyptian
and Jordanian participation, to reach a peace agreement within one
year. We entered those negotiations with open hearts and attentive
ears and sincere intentions, and we were ready with our documents,
papers and proposals. But the negotiations broke down just weeks after
their launch.

After this, we did not give up and did not cease our efforts for
initiatives and contacts. Over the past year we did not leave a door
to be knocked or channel to be tested or path to be taken and we did
not ignore any formal or informal party of influence and stature to be
addressed. We positively considered the various ideas and proposals
and initiatives presented from many countries and parties. But all of
these sincere efforts and endeavors undertaken by international
parties were repeatedly wrecked by the positions of the Israeli
government, which quickly dashed the hopes raised by the launch of
negotiations last September.

The core issue here is that the Israeli government refuses to commit
to terms of reference for the negotiations that are based on
international law and United Nations resolutions, and that it
frantically continues to intensify building of settlements on the
territory of the State of Palestine.

Settlement activities embody the core of the policy of colonial
military occupation of the land of the Palestinian people and all of
the brutality of aggression and racial discrimination against our
people that this policy entails. This policy, which constitutes a
breach of international humanitarian law and United Nations
resolutions, is the primary cause for the failure of the peace
process, the collapse of dozens of opportunities, and the burial of
the great hopes that arose from the signing of the Declaration of
Principles in 1993 between the Palestine Liberation Organization and
Israel to achieve a just peace that would begin a new era for our
region.

The reports of United Nations missions as well as by several Israeli
institutions and civil societies convey a horrific picture about the
size of the settlement campaign, which the Israeli government does not
hesitate to boast about and which it continues to execute through the
systematic confiscation of the Palestinian lands and the construction
of thousands of new settlement units in various areas of the West
Bank, particularly in East Jerusalem, and accelerated construction of
the annexation Wall that is eating up large tracts of our land,
dividing it into separate and isolated islands and cantons, destroying
family life and communities and the livelihoods of tens of thousands
of families. The occupying Power also continues to refuse permits for
our people to build in Occupied East Jerusalem, at the same time that
it intensifies its decades-long campaign of demolition and
confiscation of homes, displacing Palestinian owners and residents
under a multi-pronged policy of ethnic cleansing aimed at pushing them
away from their ancestral homeland. In addition, orders have been
issued to deport elected representatives from the city of Jerusalem.
The occupying Power also continues to undertake excavations that
threaten our holy places, and its military checkpoints prevent our
citizens from getting access to their mosques and churches, and it
continues to besiege the Holy City with a ring of settlements imposed
to separate the Holy City from the rest of the Palestinian cities.

The occupation is racing against time to redraw the borders on our
land according to what it wants and to impose a fait accompli on the
ground that changes the realities and that is undermining the
realistic potential for the existence of the State of Palestine.

At the same time, the occupying Power continues to impose its blockade
on the Gaza Strip and to target Palestinian civilians by
assassinations, air strikes and artillery shelling, persisting with
its war of aggression of three years ago on Gaza, which resulted in
massive destruction of homes, schools, hospitals, and mosques, and the
thousands of martyrs and wounded.

The occupying Power also continues its incursions in areas of the
Palestinian National Authority through raids, arrests and killings at
the checkpoints. In recent years, the criminal actions of armed
settler militias, who enjoy the special protection of the occupation
army, has intensified with the perpetration of frequent attacks
against our people, targeting their homes, schools, universities,
mosques, fields, crops and trees. Despite our repeated warnings, the
occupying Power has not acted to curb these attacks and we hold them
fully responsible for the crimes of the settlers.

These are just a few examples of the policy of the Israeli colonial
settlement occupation, and this policy is responsible for the
continued failure of the successive international attempts to salvage
the peace process.

This policy will destroy the chances of achieving a two-State solution
upon which there is an international consensus, and here I caution
aloud: This settlement policy threatens to also undermine the
structure of the Palestinian National Authority and even end its
existence.

In addition, we now face the imposition new conditions not previously
raised, conditions that will transform the raging conflict in our
inflamed region into a religious conflict and a threat to the future
of a million and a half Christian and Muslim Palestinians, citizens of
Israel, a matter which we reject and which is impossible for us to
accept being dragged into.

All of these actions taken by Israel in our country are unilateral
actions and are not based on any earlier agreements. Indeed, what we
witness is a selective application of the agreements aimed at
perpetuating the occupation. Israel reoccupied the cities of the West
Bank by a unilateral action, and reestablished the civil and military
occupation by a unilateral action, and it is the one that determines
whether or not a Palestinian citizen has the right to reside in any
part of the Palestinian Territory. And it is confiscating our land and
our water and obstructing our movement as well as the movement of
goods. And it is the one obstructing our whole destiny. All of this is
unilateral.

Excellencies,

Ladies and Gentlemen,

In 1974, our deceased leader Yasser Arafat came to this hall and
assured the Members of the General Assembly of our affirmative pursuit
for peace, urging the United Nations to realize the inalienable
national rights of the Palestinian people, stating: `Do not let the
olive branch fall from my hand’.

In 1988, President Arafat again addressed the General Assembly, which
convened in Geneva to hear him, where he submitted the Palestinian
peace program adopted by the Palestine National Council at its session
held that year in Algeria.

When we adopted this program, we were taking a painful and very
difficult step for all of us, especially those, including myself, who
were forced to leave their homes and their towns and villages,
carrying only some of our belongings and our grief and our memories
and the keys of our homes to the camps of exile and the Diaspora in
the 1948 Al-Nakba, one of the worst operations of uprooting,
destruction and removal of a vibrant and cohesive society that had
been contributing in a pioneering and leading way in the cultural,
educational and economic renaissance of the Arab Middle East.

Yet, because we believe in peace and because of our conviction in
international legitimacy, and because we had the courage to make
difficult decisions for our people, and in the absence of absolute
justice, we decided to adopt the path of relative justice – justice
that is possible and could correct part of the grave historical
injustice committed against our people. Thus, we agreed to establish
the State of Palestine on only 22% of the territory of historical
Palestine – on all the Palestinian Territory occupied by Israel in
1967.

We, by taking that historic step, which was welcomed by the States of
the world, made a major concession in order to achieve a historic
compromise that would allow peace to be made in the land of peace.

In the years that followed – from the Madrid Conference and the
Washington negotiations leading to the Oslo agreement, which was
signed 18 years ago in the garden of the White House and was linked
with the letters of mutual recognition between the PLO and Israel, we
persevered and dealt positively and responsibly with all efforts aimed
at the achievement of a lasting peace agreement. Yet, as we said
earlier, every initiative and every conference and every new round of
negotiations and every movement was shattered on the rock of the
Israeli settlement expansion project.

Excellencies,

Ladies and Gentlemen,

I confirm, on behalf of the Palestine Liberation Organization, the
sole legitimate representative of the Palestinian people, which will
remain so until the end of the conflict in all its aspects and until
the resolution of all final status issues, the following:

1. The goal of the Palestinian people is the realization of their
inalienable national rights in their independent State of Palestine,
with East Jerusalem as its capital, on all the land of the West Bank,
including East Jerusalem, and the Gaza Strip, which Israel occupied in
the June 1967 war, in conformity with the resolutions of international
legitimacy and with the achievement of a just and agreed upon solution
to the Palestine refugee issue in accordance with resolution 194, as
stipulated in the Arab Peace Initiative which presented the consensus
Arab vision to resolve the core the Arab-Israeli conflict and to
achieve a just and comprehensive peace. To this we adhere and this is
what we are working to achieve. Achieving this desired peace also
requires the release of political prisoners and detainees in Israeli
prisons without delay.

2. The PLO and the Palestinian people adhere to the renouncement of
violence and rejection and condemning of terrorism in all its forms,
especially State terrorism, and adhere to all agreements signed
between the Palestine Liberation Organization and Israel.

3. We adhere to the option of negotiating a lasting solution to the
conflict in accordance with resolutions of international legitimacy.
Here, I declare that the Palestine Liberation Organization is ready to
return immediately to the negotiating table on the basis of the
adopted terms of reference based on international legitimacy and a
complete cessation of settlement activities.

4. Our people will continue their popular peaceful resistance to the
Israeli occupation and its settlement and apartheid policies and its
construction of the racist annexation Wall, and they receive support
for their resistance, which is consistent with international
humanitarian law and international conventions and has the support of
peace activists from Israel and around the world, reflecting an
impressive, inspiring and courageous example of the strength of this
defenseless people, armed only with their dreams, courage, hope and
slogans in the face of bullets, tanks, tear gas and bulldozers.

5. When we bring our plight and our case to this international podium,
it is a confirmation of our reliance on the political and diplomatic
option and is a confirmation that we do not undertake unilateral
steps. Our efforts are not aimed at isolating Israel or
de-legitimizing it; rather we want to gain legitimacy for the cause of
the people of Palestine. We only aim to de-legitimize the settlement
activities and the occupation and apartheid and the logic of ruthless
force, and we believe that all the countries of the world stand with
us in this regard.

I am here to say on behalf of the Palestinian people and the Palestine
Liberation Organization: We extend our hands to the Israeli government
and the Israeli people for peace-making. I say to them: Let us
urgently build together a future for our children where they can enjoy
freedom, security and prosperity. Let us build the bridges of dialogue
instead of checkpoints and walls of separation, and build cooperative
relations based on parity and equity between two neighboring States –
Palestine and Israel – instead of policies of occupation, settlement,
war and eliminating the other.

Excellencies,

Ladies and Gentlemen,

Despite the unquestionable right of our people to self-determination
and to the independence of our State as stipulated in international
resolutions, we have accepted in the past few years to engage in what
appeared to be a test of our worthiness, entitlement and eligibility.
During the last two years our national authority has implemented a
program to build our State institutions. Despite the extraordinary
situation and the Israeli obstacles imposed, a serious extensive
project was launched that has included the implementation of plans to
enhance and advance the judiciary and the apparatus for maintenance of
order and security, to develop the administrative, financial, and
oversight systems, to upgrade the performance of institutions, and to
enhance self-reliance to reduce the need for foreign aid. With the
thankful support of Arab countries and donors from friendly countries,
a number of large infrastructure projects have been implemented,
focused on various aspects of service, with special attention to rural
and marginalized areas.

In the midst of this massive national project, we have been
strengthening what we seeking to be the features of our State: from
the preservation of security for the citizen and public order; to the
promotion of judicial authority and rule of law; to strengthening the
role of women via legislation, laws and participation; to ensuring the
protection of public freedoms and strengthening the role of civil
society institutions; to institutionalizing rules and regulations for
ensuring accountability and transparency in the work of our Ministries
and departments; to entrenching the pillars of democracy as the basis
for the Palestinian political life.

When division struck the unity of our homeland, people and
institutions, we were determined to adopt dialogue for restoration of
our unity. We succeeded months ago in achieving national
reconciliation and we hope that its implementation will be accelerated
in the coming weeks. The core pillar of this reconciliation was to
turn to the people through legislative and presidential elections
within a year, because the State we want will be a State characterized
by the rule of law, democratic exercise and protection of the freedoms
and equality of all citizens without any discrimination and the
transfer of power through the ballot box.

The reports issued recently by the United Nations, the World Bank, the
Ad Hoc Liaison Committee (AHLC) and the International Monetary Fund
confirm and laud what has been accomplished, considering it a
remarkable and unprecedented model. The consensus conclusion by the
AHLC a few days ago here described what has been accomplished as a
`remarkable international success story’ and confirmed the readiness
of the Palestinian people and their institutions for the immediate
independence of the State of Palestine.

Ladies and Gentlemen,

It is no longer possible to redress the issue of the blockage of the
horizon of the peace talks with the same means and methods that have
been repeatedly tried and proven unsuccessful over the past years. The
crisis is far too deep to be neglected, and what is more dangerous are
attempts to simply circumvent it or postpone its explosion.

It is neither possible, nor practical, nor acceptable to return to
conducting business as usual, as if everything is fine. It is futile
to go into negotiations without clear parameters and in the absence of
credibility and a specific timetable. Negotiations will be meaningless
as long as the occupation army on the ground continues to entrench its
occupation, instead of rolling it back, and continues to change the
demography of our country in order to create a new basis on which to
alter the borders.

Excellencies,

Ladies and Gentlemen,

It is a moment of truth and my people are waiting to hear the answer
of the world. Will it allow Israel to continue its occupation, the
only occupation in the world? Will it allow Israel to remain a State
above the law and accountability? Will it allow Israel to continue
rejecting the resolutions of the Security Council and the General
Assembly of the United Nations and the International Court of Justice
and the positions of the overwhelming majority of countries in the
world?

Excellencies,

Ladies and Gentlemen,

I come before you today from the Holy Land, the land of Palestine, the
land of divine messages, ascension of the Prophet Muhammad (peace be
upon him) and the birthplace of Jesus Christ (peace be upon him), to
speak on behalf of the Palestinian people in the homeland and in the
the Diaspora, to say, after 63 years of suffering of the ongoing
Nakba: Enough. It is time for the Palestinian people to gain their
freedom and independence.

The time has come to end the suffering and the plight of millions of
Palestine refugees in the homeland and the Diaspora, to end their
displacement and to realize their rights, some of them forced to take
refuge more than once in different places of the world.

At a time when the Arab peoples affirm their quest for democracy – the
Arab Spring – the time is now for the Palestinian Spring, the time for
independence.

The time has come for our men, women and children to live normal
lives, for them to be able to sleep without waiting for the worst that
the next day will bring; for mothers to be assured that their children
will return home without fear of suffering killing, arrest or
humiliation; for students to be able to go to their schools and
universities without checkpoints obstructing them. The time has come
for sick people to be able to reach hospitals normally, and for our
farmers to be able to take care of their good land without fear of the
occupation seizing the land and its water, which the wall prevents
access to, or fear of the settlers, for whom settlements are being
built on our land and who are uprooting and burning the olive trees
that have existed for hundreds of years. The time has come for the
thousands of prisoners to be released from the prisons to return to
their families and their children to become a part of building their
homeland, for the freedom of which they have sacrificed.

My people desire to exercise their right to enjoy a normal life like
the rest of humanity. They believe what the great poet Mahmoud Darwish
said: Standing here, staying here, permanent here, eternal here, and
we have one goal, one, one: to be.

Excellencies,

Ladies and Gentlemen,

We profoundly appreciate and value the positions of all States that
have supported our struggle and our rights and recognized the State of
Palestine following the Declaration of Independence in 1988, as well
as the countries that have recently recognized the State of Palestine
and those that have upgraded the level of Palestine’s representation
in their capitals. I also salute the Secretary-General, who said a few
days ago that the Palestinian State should have been established years
ago.

Be assured that this support for our people is more valuable to them
than you can imagine, for it makes them feel that someone is listening
to their narrative and that their tragedy and the horrors of Al-Nakba
and the occupation, from which they have so suffered, are not being
ignored. And, it reinforces their hope that stems from the belief that
justice is possible in this in this world. The loss of hope is the
most ferocious enemy of peace and despair is the strongest ally of
extremism.

I say: The time has come for my courageous and proud people, after
decades of displacement and colonial occupation and ceaseless
suffering, to live like other peoples of the earth, free in a
sovereign and independent homeland.

Ladies and Gentlemen,

I would like to inform you that, before delivering this statement, I
submitted, in my capacity as the President of the State of Palestine
and Chairman of the Executive Committee of the Palestine Liberation
Organization, to H.E. Mr. Ban Ki-moon, Secretary-General of the United
Nations, an application for the admission of Palestine on the basis of
the 4 June 1967 borders, with Al-Quds Al-Sharif as its capital, as a
full member of the United Nations.

I call upon Mr. Secretary-General to expedite transmittal of our
request to the Security Council, and I call upon the distinguished
members of the Security Council to vote in favor of our full
membership. I also call upon the States that did not recognized the
State of Palestine as yet to do so.

Excellencies, Ladies and Gentlemen,

The support of the countries of the world for our endeavor is a
victory for truth,freedom, justice, law and international legitimacy,
and it provides tremendous support for the peace option and enhances
the chances of success of the negotiations.

Excellencies, Ladies and Gentlemen,

Your support for the establishment of the State of Palestine and for
its admission to the United Nations as a full member is the greatest
contribution to peacemaking in the Holy Land.

Boxing chief denies cash for 2012 Olympic medals deal

BBC Newsnight has uncovered evidence of secret payments of millions of
dollars from Azerbaijan to international boxing organisation World Series
Boxing (WSB).

Whistleblowers say that WSB’s chief claimed the money was in return for a
guarantee that Azerbaijani fighters would win two boxing gold medals at the
London 2012 Olympics.

The boxing organiser at the Olympics, AIBA, admits an Azeri national paid
$9m (£5.9m) to one of their competitions.

But they deny any deal to fix medals.

Lawyers for the International Amateur Boxing Association (AIBA) told the BBC
that any such allegation was “preposterous and utterly untrue”.

That view was backed by AIBA President Dr Ching-Kuo Wu, who told Newsnight
that the claims were “totally untrue and ludicrous”, adding that “WSB is
conducted in a totally transparent way”.

However, he said that AIBA had a zero tolerance policy on corruption and
that he would conduct an immediate investigation into the allegations.

The AIBA is the international governing body for the sport of boxing
recognised by the International Olympic Committee (IOC). World Series
Boxing, a franchised league of professional boxing, is one of its
initiatives.

Whistleblowers from inside boxing approached Newsnight with allegations
about the Chief Operating Officer of the AIBA’s World Series Boxing (WSB),
Ivan Khodabakhsh.

WSB had run into financial difficulties in America and was in need of
funding.
‘Medals being sold’

The insiders said Mr Khodabakhsh told them that a secret deal had been done
to secure funding from Azerbaijan in return for manipulation of the Olympic
boxing tournament to guarantee gold medals for Azerbaijani fighters.

One insider told Newsnight: “Ivan boasted to a few of us that there was no
need to worry about World Series Boxing having the coin to pay its bills. As
long as the Azeris got their medals, WSB would have the cash.”

Another said that Mr Khodabakhsh came in and said: “We are safe now –
Azerbaijan came in – we have to give them medals for that.”

“He was talking about gold medals in London in return for millions of
dollars of secret payments,” the insider added. “Medals are being sold so
blatantly it’s amazing.”

But Mr Khodabakhsh told Newsnight that claims that there was any deal with
Azerbaijan were “an absolute lie”.

“I deny that I have offered anyone two gold medals or have any understanding
that anybody else has offered two gold medals to Azerbaijan,” he added.

AIBA has previously claimed that the money for WSB America came from a
private Swiss company, but documents obtained by Newsnight show
communications between Mr Khodabakhsh, AIBA executive director Ho Kim and
Azerbaijan’s Minister for Emergency Situations Kamaladdin Heydarov about an
investment agreement for a $10m loan.

These include an e-mail from Mr Khodabakhsh to the ministry in Azerbaijan
with the following request: “Please transfer the investment money soonest
possible to the WSB America account.”
‘Go-between’

Newsnight interviewed Mr Khodabakhsh earlier this month in Switzerland,
where WSB have offices, and asked him about the source of the money.

“The money for WSB America came from an investment company here based in
Switzerland,” he said.

However, lawyers for AIBA and WSB, have now confirmed that although the
money was paid through a Swiss company it actually came from Azerbaijan. But
they deny that it was from the government there.

They say that the government minister, Mr Heydarov, introduced a private
Azerbaijani investor to WSB and that the minister and his assistant acted as
the interface between the two since the investor did not speak good English.

Newsnight tried to contact Mr Heydarov via his office, but has received no
response.

To date the anonymous investor has contributed $9m to WSB America.

Sporting events promoter Barry Hearn was asked to look at the economics of
WSB when it was first mooted in 2009 and came to the conclusion that it
could not make money.

He told Newsnight he was surprised that any investor would think that it
offered the opportunity for high returns:

“If an investor comes into this scheme with $10m I can only think he’s
arrived from another planet”.

There have been repeated allegations of corruption in Olympic boxing
competitions.

The legendary boxing commentator Jim Neilly told Newsnight “There have been
enough incidences down the years to suggest there has been collusion”.

Speaking to Newsnight, AIBA President Dr Wu said his organisation had spent
the last four years “cleaning the house of boxing” and that any corruption
or manipulation within the sport was not tolerated.

The governing body that oversees world boxing has promised to launch
an immediate investigation into allegations that its subsidiary
accepted millions of dollars in return for a promise of guaranteed
gold medals at the London 2012 Olympics.

The BBC claimed that whistleblowers said the head of World Series
Boxing, the ambitious attempt by the International Amateur Boxing
Association (Aiba) to launch a global amateur series to rival the
professional code, had accepted $9m (£5.85m) from Azerbaijan in return
for a promise it would win two golds in the London games.

Aiba, which organises the judging and administration of the sport at
the Olympics, admitted that an Azeri national paid $9m to WSB to
invest in its American franchises. But lawyers for Aiba told the BBC
the allegation that medals were bought was “preposterous and utterly
untrue”.

World Series Boxing was launched in a blaze of publicity last year but
had been rumoured to be struggling financially.

The BBC claims to have emails showing the investment agreement was
presented to Azerbaijan government officials and asked for the money
to be paid to the WSB American operations. Aiba said the money was
from an unnamed investor but was routed through the government.

The BBC said whistleblowers claimed the money was promised in return
for two gold medals by WSB chief operating officer Ivan Khodabakhsh.

He said: “First of all no comment, second of all, it’s an absolute lie.”

Aiba president Dr Ching-Kuo Wu, who has repeatedly claimed that he has
ushered in a new transparent era for boxing, said the claims were
“totally untrue”, “ludicrous” and “totally impossible”.

But he said Aiba had a “zero tolerance” policy to corruption and would
launch an immediate investigation.

“I want you to know … how much effort I put in to clean the house.
Four vice-presidents, a secretary general, six [members of the]
executive committee, all expelled because of wrongdoing.” Wu told
Newsnight. “Any corruption or manipulation is totally unacceptable. We
have been cleaning the house for the last four years. I can guarantee
you Aiba, like the other international federations, is fighting
corruption.”

But he added: “If something happened, we will definitely investigate.
If this is a true story we will immediately fire Ivan. There is no way
we can accept it.”

The International Olympic Committee, whose president Jacques Rogge has
been vocal on the fight against corruption in sport, urged the BBC to
hand over any relevant evidence.

“We welcome Aiba’s announcement of an immediate inquiry into these
claims and we await the outcome of their investigation. For its part,
the IOC takes all allegations of corruption very seriously.”

“We would urge the BBC to make any evidence they have available to
AIBA and to our ethics commission which will then determine if further
action is necessary.”

Aiba and WSB said in a statement they believed the allegations had
been “made by individuals with an axe to grind, who are totally
discredited”. They added: “As well as unjustifiably imputing
corruption to AIBA/WSB, they demonstrate a complete misunderstanding
of the procedures which lead to the award of Olympic boxing medals and
the impossibility of influencing these.”

The allegations will put the judging in next summer’s boxing
competition, for which all the tickets so far put on sale have sold
out, under the spotlight. Like other sports that rely on subjective
judging, Olympic boxing has previously faced allegations of one
fighter being unfairly favoured over another.

The most notorious incident related to Roy Jones’ light-middleweight
final against South Korea’s Park Si-Hun in Seoul in 1988.

Despite landing more than twice as many punches as his opponent, Jones
lost the verdict on a 3-2 split among the five judges. All three
judges who ruled in favour of the South Korean were subsequently
suspended.The IOC pointed out that changes had been made in recent
years to make the judging process more transparent.

“We would note that the judging process in boxing as in other sports
at the Games are transparent and open to public scrutiny, and a number
of sports including boxing have made significant changes to their
procedures in recent years to deal with any potential issues.”

The paper claims that the owners of transport routes in Abovyan city
are terrorizing taxi drivers.

Initially, it says, there were minibuses operating within Abovyan with
the fare costing 50 drams. About a year later they were replaced by
Bogdan busses and the price went up to 100 drams.

The paper explains that after the imports of those Bogdan buses the
Yerevan-Abovyan minibuses were banned from entering the city of
Abovyan and collect passengers.

The passengers are now reaching the bus terminal through the Bogdan
buses which means they take two fares by the time they reach Yerevan –
one to reach the bus terminal from their homes and the other to reach
Yerevan.

Further, the paper says that residents had reconciled themselves with
these conditions. In many cases some three-four passengers would join
and take a taxi to get to the bus terminal, paying each 100 drams.

But now, the paper claims, those taxies have been drawn out of the
territory of the bus terminal so that passengers would take only taxis
of the De Luxe Company that belongs to Abovyan Mayor Karapet Guloyan.

The paper also claims that it learned that on Friday the taxi drivers
were instructed not to take more than one passenger, or at least check
if they belong to the same family – an attempt apparently to ensure
the owners of transport routs within the city have enough passengers.

YEREVAN. – The head of Armenian Football Federation Ruben Hayrapetyan
denied Russian media reports that an Armenian club intends to
participate in the championship of Russia.

“In the event of such discussion, I would be the first to make it
public,” said Hayrapetyan to a press conference on Friday.

In early September Russian media reported that in a short time the
number of clubs in Russian championship may increase due to joining of
an Armenian club.

President of Russian Football Union Sergei Fursenko and President of
Football Federation of Armenia Ruben Hayrapetyan were said to be
actively engaged in secret negotiations on the inclusion of the
Transcaucasian team in the Russian championship.
