SERZH SARGSYAN TRAVELS TO LORI, INSPECTS STATUS OF ECONOMIC, EDUCATIONAL AND HOUSING PROJECTS

YEREVAN, November 7. /ARKA/. Armenian president Serzh Sargsyan
traveled last weekend to northern province of Lori to see the pace of
implementation of a set of economic, educational and housing projects.

Sargsyan’s press office said the president visited, particularly,
AgroHolding Armenia company in Spitak. Founded back in 1989 in the
village of Darik in northern Shirak region, this company has been
consistently introducing new land cultivating, livestock breeding and
milk processing technologies. It deals also with fodder production
and import of modern equipment.

Agroholding Armenia is present in four provinces where it owns and
leases land. Serzh Sargsyan was told that the company has so far made
$11 million worth investments in introduction and modernization of
various technologies to boost agricultural output.

In Spitak, the president also visited the secondary school #1,
renovated together with some other schools in Stepanavn and Vanadzor
as part of an $11 million financing from Lincy Foundation of an
American-Armenian billionaire Kirk Kerkorian.

President Sargsyan attended also a ceremony of giving housing
certificates to 150 families, whose houses had been destroyed in
1988 earthquake. In the town of Stepanavan president Sargsyan visited
the secondary school # 6, toured the new building of the school and
watched a chess tournament. This school was also reconstructed with
Lincy Foundation financing.

The president was also told that 303 houses were built in the rural
communities of the province in 2009-2010 for earthquake-stricken
families and 153 more will have been built this year. Also 220 houses
were built in urban communities. Housing purchase certificates were
given to tens of families in Vanadzor and Gugark.

US Ambassador to Armenia John Heffern held a meeting with the leaders
of the Armenia-based Free Democrats party.

The sides discussed the state of democracy in Armenia, foreign
relations and public and political processes.

Participating in the meeting were US Embassy Political Officer
Christopher Anderson, Chairman of the Free Democrats party Khachatur
Kokobelyan, Vice-Chairperson Anush Sedrakyan, Exective Secretary Masis
Aivazyan, as well as the party members Ararat Zurabyan, Alexander
Arzumanyan and Garnik Gevorgyan.

Although the gang rendered harmless earlier in September, suspected of
breaking into the houses of several high-ranking officials, was also
charged with other crimes, following the tradition, no evidence has
been found yet, reported the Hraparak Newspaper. The ex-member of
parliament Napoleon Azizyan who is one of the `victims’ of those
robberies told the newspaper there is no news of his case, and the
things stolen from his house have not been found yet.He also said that
only once the policemen brought one of the members of the gang to his
house for a confrontation with the witnesses. `I have learned nothing
since then. The case is under investigation. Perhaps they will inform
us as soon as something is revealed,’ he said.

ARMENIA’S DEPUTY SPEAKER MEETS ASSYRIAN DELEGATION

On November 2 the Vice Speaker of the National Assembly Samvel Nikoyan
met the representatives of the Assyrian communities from different
countries of the world.

Mr. Nikoyan expressed satisfaction for meeting with the representatives
of a nation having serious contribution to the world policy and having
a powerful state long ago, but at the same time expressed regret
over losing their country by historical injustice and for being
spread throughout the world. He ensured that the Armenian people,
who saw Genocide and lost a big part of the historical motherland and
his native state understand the problems of the Assyrians spread all
over the world pretty well and create an opportunity for the living
of the Assyrians residing in Armenia and preserving national identity.

Speaking out on the persecutions and Genocide committed by the
Ottoman Empire towards the Armenian, Greek and Assyrian peoples in the
beginning of the last century, the representatives of the Assyrian
communities, who arrived from different countries of the world,
expressed conviction that if the had not closed an eye towards those
illegal cruelties and prevented them, the genocides and the crimes
perpetrated against humanity would not be of continuous nature. They
proposed to combine forces in revealing that historical injustice
and making the Genocide recognizable.

The members of the delegation also informed the Vice Speaker about
their intention to create an Assyrian center, which would give an
opportunity to coordinate the cultural-educational opportunities. By
their assessment, they are pleasantly surprised by the big
opportunities in retaining national identity given to the Assyrian
community in Armenia, and in case the Armenian authorities are not
against the idea of founding that center in Armenia.

The Vice Speaker of the National Assembly Samvel Nikoyan wished success
to the delegation for implementing the goals aimed at preserving the
national identity, ensuring that the Armenian people, who had passed
through severe experiences, know how to evaluate the past and the
present and offer a helping hand.

Baku – APA. Turkey will address to the International Atomic Energy
Agency for closing Metsamor Nuclear Power Plant in Armenia, said
Turkey’s Energy and Natural Resources Minister Taner Yildiz, APA
reports quoting “Milliyet” newspaper.

He said that the international agency has such jurisdiction: “We
will come forward with an initiative on closing of every station,
the effective life of which has expired”.

Minister said that he got corresponding reports from the experts on
Metsamor NPP after quake occurred in Van. He said that the radiation
level in the region hasn’t increased: “We are against of plants the
effective life of which expired. There are 26 nuclear plants the age
of which passed 40. It is needed to close these stations. But it is
not a refusal from the nuclear energy. ”

What has been a long battle for saving an endangered waterfall
in Armenia seems to have borne its first fruits this week as the
country’s executive has decided to give Trchkan a status that would
make it immune to all sorts of industrial exploitation.

In response to protests staged by members of a recently formed
environmental pressure group, “Let’s Conserve the Trchkan Waterfall”,
Prime Minister Tigran Sargsyan on Thursday suggested that the
government grant Trchkan a specially protected area status.

Situated on the administrative border of Armenia’s northern Shirak
and Lori provinces, Trchkan is the tallest (25.5 meters) and most
abundant waterfall in the country.

In 2008, Trchkan was recognized as nature’s hydrographic monument,
but that did not prevent a private company, Robshin Ltd., from getting
permission to build a small hydro-power station at the river Chichkhan
— on top of the waterfall. Various environmental non-governmental
organizations and activists said that construction would imperil the
very existence of the waterfall.

Environmentalists were not placated even by assurances from the
environment minister that the plant would stay out of operation
during the summer months when the waterfall loses a considerable
amount of water and would operate only when there is plenty of water
for the waterfall.

Twelve members of the “Let’s Conserve the Trchkan Waterfall” civil
initiative put up tents near the waterfall on October 25 and have
held an open-ended protest action there, in fact forcing Robshin
Ltd. to suspend its construction and evacuate its heavy equipment from
the construction site. Several organizations participating in the
campaign called the step a gimmick and an attempt to distract their
attention from the issue. They continued their protest, pressing for
a conclusive solution.

At a regular government meeting on November 3 Prime Minister Sargsyan,
addressing the Trchkan issue, ordered Vice-Premier Armen Gevorgyan
to see to it that all agreements be complied with by local government
bodies and the waterfall enjoy a specially protected area’s regime.

Environment Minister Aram Harutyunyan elaborated at a news briefing
that the category of the land adjacent to the waterfall would be
changed from that of industrial significance to a specially protected
natural area. The minister did not rule out that the issue of paying
compensation to Robshin Ltd. would be discussed. (No reaction has
yet come from this private construction company).

Environmental expert and member of the “Let’s Conserve the Trchkan
Waterfall” Armen Vermishyan has described this step by the executive
authorities as “Trchkan’s salvation”.

“This is the result of our struggle. This way Trchkan has been saved,
and now it must be preserved,” he told ArmeniaNow on Thursday.

But Ecolur NGO head Inga Zarafyan is not quite satisfied with what
has been achieved so far.

The leading environmentalist believes that the Environment Ministry
broke the law by providing a positive expert opinion for the
hydro-power plant’s construction in the first place.

“It is good that the order has been changed, but we demand that
permission for water utilization issued to the Robshin Company and
the results of the environmental expert examinations be revoked. This
will later ensure Trchkan’s conservation,” Zarafyan told ArmeniaNow.

Armenian premier unveils details of new tax reforms

YEREVAN, November 3. /ARKA/. Armenian Prime Minister Tigran Sargsyan,
speaking Wednesday at a session of the Small and Medium Size
Enterprise Development Council, unveiled details of new tax
reforms. He said that the aim of the legislative package is to improve
business environment for small and mid-scale businesses and shift tax
burden to high-income areas. The premier said that the income tax
scale will be based on a progressive principle.

`It means the upper benchmark, which stood at 20% before that, will be
moved up,’ he said. `Today we have 10- and 20-percent benchmarks, and
we also set 25% for those individuals who have AMD 2-million and
higher income.’

Sargsyan pointed out another change that applied to heavy
drinks. These legislative changes are aimed at setting equal taxation
conditions for manufacturers and importers, since they ought to act at
the heavy drinks market in accordance with international norms.

He said that other approach might lead to a similar situation in
partner countries.

The prime minister said that amid the crisis in Armenia priority was
given to domestic manufacturers.

`Time has come to return to equal conditions, and we are doing it,’ he
said. `But at the same time, we are raising taxes on elite drinks. In
particular, we are increasing cost rate for vodka by 50% leaving the
lower benchmark unchanged, at AMD 500. It means that if cheap vodka
occupies 80% of our market, and elite vodka 20%, the increased rates
will result in a certain price hike in the elite vodka market. But
this will have no adverse impacts on our market.’

He said that Armenian manufacturers, especially small and medium,
would take advantage of these changes.

`And from expensive vodka we’ll collect extra AMD 2 billion for our
budget.’ Sargsyan also said luxury tax would be instituted.

`We raise rates on expensive cars for the first time. Customs duty on
cars which cost more than $90,000 is raised by 20%,’ he said.

The premier also said that payments for starting gambling businesses
and lotteries are raised by 50%. They will bring additional AMD 2
billion to the government budget.

`We view expansion of the list of activities subject to licensing as
an important step for small and medium businesses, such as catering
and hotel businesses, transportation of passengers, hairdressing, car
parking and billiard businesses,’ Sargsyan said.

Sargsyan also presented steps to be taken to simplify tax
administration for small- and mid-scale businesses and to tighten
sanctions for large businesses. In particular, to improve business
environment for small businesses it was decided to raise the income
benchmark from AMD 100,000 to AMD 10 million to make it possible to
submit financial reports without inspections and advance coordination
with the government-affiliated State Revenue Committee.

`We ease requirements to small businesses, but instead tighten grip
upon large businesses, particularly large importers who fail to submit
necessary reports,’ Sargsyan said. `Therefore appropriate levers will
be given to the State Revenue Committee.’

Exporters of ferrous and nonferrous metals as well as wood exporters
will be obliged to pay.

The prime minister said that there is also one change for banks. This
change relates to capital asset reassessment.

`Unlike the real sector, banks enjoyed a preference to reassess own
capital assets, and this preference impacted baseline profit tax
assessment,’ he said. `Now we strip banks of this preference and
oblige them to use private specialized agencies’ services.’

Sanctions for cargo transportation without appropriate papers will be
toughened.

`It, first of all, applies to large taxpayers whose turnover exceeds
AMD 15 million,’ Sargsyan said. `Punishment for breaching rules of
usage of cash registers will be stricter than before.’ ($1 – AMD

Damascus on Saturday, November 5, strongly condemned Washington after
the U.S. State DepartmentadvisedSyriansagainst surrendering following
an amnesty for those who give up weapons.

“The American administration disclosed again its blatant interference
in Syria’s internal affairs, and its policy which supports killing, in
addition to its funding of the terrorist groups in Syria,” SANA state
news agency said citing a foreign ministry official, AFP reported.

Syria’s interior ministry announced an amnesty on Friday for people
who surrender their weapons between Saturday and November 12 in a
concession to mark the Eid al-Adha feast, state television reported.

The State Department on Friday advised Syrians against surrendering
to President Bashar al-Assad’s regime.

“I wouldn’t advise anybody to turn themselves in to regime authorities
at the moment,” said spokeswomanVictoria Nuland, adding Assad’s regime
had so far failed to live up to a deal to end eight months of violence
struck on Wednesday.

“This would be about the fourth amnesty that they’ve offered since I
took this job about five months ago,” she told reporters. “So we’ll
see if it has any more traction than it’s had in the past.”

SANA, citing the ministry official, said Syria “condemns these
irresponsible statements which only aim at inciting sedition,
supporting the acts of killing and the terrorism practiced by the
armed groups against the Syrian citizens.”

“The Syrian government calls on the international community to stand
against these policies which contradict with the provisions of the
international law and the UN Security Council’s resolutions related
to combating terrorism and financing it,” added the report.

4, that he believes that Israel and the world may soon take military
action against Iran.

Despite this, Peres added that a distinction must be made between
the public discourse and what happens in practice, Haaretz reported.

In comments to Israel Channel 2, Peres said “Intelligence services
of all countries understand that time is running out and they are
warning their leaders.”

“It would seem that Iran is getting closer to having nuclear weapons,”
Peres said, adding, “In the time that remains, we must urge the
other nations of the world to act, and tell them that it is time
to stand behind the promise that was made to us, to fulfill their
responsibility, whether that means serious sanctions or whether it
means a military operation.”

Responding to the recent media uproar over Israeli leaders publicly
disagreeing in comments to the press as to the relative wisdom
of a military attack on Iran, the president said, “It may well be
that comments on the topic serve their own function. We must make
a distinction between what is done and what is said. I don’t think
any decision has been made, except to hold the world to their duty
to respond, and we want to see what they will do.”

Defense Minister Ehud Barak also related to the Iranian nuclear
threat, saying, “We can’t remove any option from the table, but there
is no immediate emergency. Our position has not changed and will not
change, we believe that Iran must be prevented from achieving nuclear
[weapons] capability.”
