PanARMENIAN.Net – With a number of vacancies at Armenia’s labor market,
many are simply unwilling to work in their field, Elite recruitment
center president said, commenting on possible reason for migration.

“Those willing to work will always be able find jobs, however,
those unwilling will keep making excuses,” Adam Nikoyan told a news
conference in Yerevan.

The center CEO, Liana Khachatryan in turn, noted that young
professionals are often unable to find adequate paying jobs, and
when unsuccessful, leave the country. “Young people now are mostly
looking to become drivers or security guards striving to find easy
and well-paying jobs,” she noted.

“Men, reluctant to settle for low salaries, are in the majority among
unemployed,” Ms. Khachatryan explained.

Again, the Azerbaijani authorities implant actively the notion of
“inter-community” aimed at distorting the essence of the Karabakh
issue and transforming the actual trilateral format of the conflict
into a bilateral one, which is favorable for official Baku.

The Azerbaijani-Karabakh conflict is the consequence of official
Baku’s inability to display civilized approaches to the solution
of the issue, which occurred as a result of the natural process
of desintegration during the USSR collapse. The Nagorno Karabakh
Republic, which had been established in full accordance with the then
legislation and all the international norms, became an object of
Azerbaijan’s full-scale aggression aimed at physical extermination
of the NKR citizens. Having lost the war, which it had unleashed,
Baku, unfortunately, became more sophisticated in its intrigues and
provocations in the political sphere. The attempts to introduce the
Karabakh conflict as “inter-community” are a propaganda trick of
official Baku, trying to distract the international community from
the real essence of the issue, which testifies again to Azerbaijani
authorities’ lacking a political will and desire for a peaceful
settlement of the conflict.

The “inter-community” format pursues far-reaching goals, in particular,
unilateral return of Azerbaijani refugees to Nagorno Karabakh without
resolving the issue of the 500.000 Armenians deported from Azerbaijan;
turning the issue of former “colony” and former “metropolis” into
inter-ethnic problems of the region’s inhabitants, while it is a
consequence of the general discrimination policy of the Azerbaijani
authorities towards the Karabakh Armenians; ignoring the factor of
the Nagorno Karabakh Republic’s being an entity, and introducing
the established Karabakh state as a region in Azerbaijan’s structure
with equal rights of two communities. On Baku’s consideration, all
the abovementioned should ultimately become the basis for the issue’s
solution in the radically nonviable format of “self-determination of
Nagorno Karabakh within Azerbaijan”.

The Karabakh party considers the “inter-community” approach not
only non-perspective, but also extremely dangerous, as it leads the
peacemaking process to a deadlock and discredits the very idea of
peacemaking, causing additional tension and non-confidence between
the societies of the conflicting parties.

The attempt of artificial granting of this status to the Azerbaijani
minority has no legal basis; it contradicts, in particular, the OSCE
Budapest Summit resolution (1994) on the recognition of Nagorno
Karabakh as an independent party to the conflict, without noting
the “communities”. The right of the Nagorno Karabakh population
to self-determination didn’t depend on the existence of consensus
between the Armenians and Azerbaijanis. The former citizens of Nagorno
Karabakh of Azerbaijani origin, to whom the Karabakh authorities gave
the chance of participating in the voting and resolving the future
fate of the region, preferred leaving Karabakh and becoming citizens
of the newly proclaimed Azerbaijani Republic.

A constructive dialogue between the NKR citizens and former
Azerbaijani citizens of Nagorno Karabakh is possible only after
the legal recognition of the Nagorno Karabakh Republic. Only direct
negotiations between the political leadership of Nagorno Karabakh and
Azerbaijan can give specific results on the comprehensive settlement
of the issue and establishment of long-term peace in the region.

en 2014. Annonce effectuee par Arman Sahakian un responsable du
gouvernement charge de la gestion des biens publics de l’Etat
armenien. En 2004 lors du contrat de vente, l’Etat armenien
avait inclus dans les documents administratifs le montant des
investissements. Mais dans ces documents il n’y avait aucune notion
des penalites en cas de non-respect des engagements des investisseurs
selon Arman Sahakian. Mais ce dernier promet aujourd’hui d’inclure
dans ces documents ” des sanctions importantes en cas de non-respect
des investissements “.

Baku-APA. Brussels-based Security and Defense Agenda jointly with
the Azerbaijani Communications Office organized debate on topic
“A conversation with Foreign Minister”.

Association for Civil Society Development in Azerbaijan (AVCIYA) told
APA that more than 110 representatives of Brussels-based international
organization, NGOs, media and diplomatic corpses attended the event.

During the debate Azerbaijani FM Elmar Mammadyarov informed about
Azerbaijan’s way after achievement its independence 20 years ago,
its achieving the status of active country in the international
scene, the establishment of relations with neighboring countries in
energy and other spheres, current situation of the determination of
legal status of the Caspian Sea and of Armenia-Azerbaijan, Nagorno
Karabakh conflict, EU-Azerbaijan and NATO-Azerbaijan relations. Saying
that Azerbaijan rendered assistance to the western countries and
NATO alliance by deployment military contingent in Afghanistan and
participation in humanitarian programs, “a strong conviction” that
the international community must continue to support the war-torn
country beyond NATO’s 2014 pull-out.

The representatives of the European Commission, European Parliament
and various Centers of the Strategic Studies asked the questions to
the minister about Azerbaijan’s economy, its role in energy security
of Europe, the increase of Europe’s role in the Nagorno Karabakh
conflict, Mammadyarov said that the conflict was the most painful
and foreground issue for Azerbaijan and noted that Azerbaijan hasn’t
lost hope for peaceful settlement of the conflict. He underlined that
“compared to what we can achieve through peaceful solution, the life
of even a young soldier is a high price to be paid”. Mammadyarov
also gave an online interview to Bloomberg TV. The interview’s video

ANKARA (A.A) – Turkish foreign minister Ahmet Davutoglu has said Syria
would not think of using the terrorist PKK organization against Turkey.

Relations between Turkey and Syria came to the brink of war in 1998
when Ankara threatened military action if Damascus continued to shelter
PKK terrorists, prompting the Syrian regime to expel Abdullah Ocalan,
head of the terrorist organization.

“Turkey and Syria have past experiences on this issue. And we do not
think that Syria would have the courage to make such a mistake,”
Ahmet Davutoglu told diplomatic correspondents in a press meeting
Friday in the Turkish capital, Ankara.

Asked about protocols Turkey had signed with Armenia to normalize
relations, Davutoglu said significant progress would have been made
“if Armenia took small steps in the dispute with Azerbaijan.”

“We would have seen a whole different situation in the Caucasus if
only Armenia had withdrawn forces from a few sections it occupies,”
Davutoglu said.

Speaking about relations with Iran, Davutoglu said countries could
always have disagreements on certain issues “but attempts to set
Turkey and Iran against each other would fail.”

Direct contacts between ethnic Azeris and Armenians, who live in
Nagorno-Karabakh, would allow to improve the atmosphere at the talks
to settle the conflict, Azeri Foreign Minister Elmar Mamadyarov said.

“Change in the status quo depends on Armenia’s will. The biggest
responsibility that we are facing in resolving the conflict is to
restore trust between Azerbaijan and Armenia, and to achieve this we
must undertake many attempts,” Mamadyarov was quoted by his ministry
as saying at an OSCE (Organization for Security and Cooperation in
Europe) ministerial summit in Vilnius on December 6.

For Azerbaijan, with 20% of its territory occupied by Armenia and
one million of refugees and displaced persons, “this is not easy,”
the minister said.

“We believe that one step in this direction is to organize
direct contacts between the Azeri and Armenian communities of the
Nagorno-Karabakh region. Direct contacts between people in the current
situation could change the atmosphere,” Mamadyarov said.

“The peace process is at a very important stage. We believe that
the continued status quo creates a situation of uncertainty and
unpredictability of safety in the region,” he said.

The heads of the OSCE Minsk Group member states have openly stated
the unacceptability of the continued status quo in the region, while
Azerbaijan, in light of the latest proposals by the three co-chairs,
referred to as the Madrid Principles, declared its willingness to
continue talks, including the work on a framework peace agreement,
the Azeri foreign minister recalled. “Unfortunately, Armenia has
rejected this proposal,” he said.

MP, Martun Grigoryan, about his views on Gyumri municipal authorities’
criticisms toward his family that, by opening “night clubs” in the
city, his family is ruining the traditional Gyumri. “To note, one of
Gyumri’s three night clubs belongs to the MP’s cousin, and assistant
manager of ArmRusGazprom Company’s Gyumri Office, Rustam Grigoryan,”

YEREVAN. – The investigation department of Armenia’s State Revenue
Committee explains why the founder and president of “Narekatsi”
Art Union Narek Harutyunyan was arrested.

As the press statement of the SRC informs, Harutyunyan was detained
for not properly paying taxes.

A damage worth of AMD 109 million was caused to Armenia’s State budget.

As Armenian News-NEWS.am informed earlier, Narek Harutyunyan was
detained by two Armenian State Revenue Committee employees on Friday.
