A delegation of Armenian National Assembly will attend a
Stepanakert-hosted international conference titled “20th Anniversary
of Independence of Nagorno-Karabakh Republic: Reality and Prospects”
on February 17-18, the press service of Armenian parliament reported.

The Armenian delegation, led by Deputy Speaker of parliament Eduard
Sharmazanov, includes MPs Vahe Hakobyan, Aram Safaryan, Gagik Melikyan,
Lilit Galstyan, Karine Achemyan as well as NKR’s representative in
the Armenian National Assembly Karen Topchyan.

The newspaper comments on the Armenia’s former FM Vartan Oskanian’s
admission to the Prosperous Armenia Party (PAP).

Both are facing major changes. The ex-minister has to join a party,
with its leader and his great financial potential being its major –
if not only – asset.

The PAP must admit a person with a radically different frame of mind
than that of the PAP leader and members. “Grown-ups do not normally
change. It would be naïve to think that, as political allies, Vartan
Oskanian and Gagik Tsarukyan, would betray their principles, values
and work style. No doubt, one of them will have to make serious
concessions at the expense of self-respect.”

YEREVAN.- Secretary of Armenia’s National Security Council Arthur
Baghdasaryan received on Wednesday Klaas van der Tempel, Dutch MFA’s
Special Representative for the Eastern Partnership countries.

The sides discussed prospects for new initiatives and programs
of cooperation between Armenia and the Netherlands, as well as
implementation of reforms in Armenia in accordance with the EU
standards.

The new Armenia-EU cooperation program for 2012-2013 includes 170
proposals, Baghdasaryan said.

In his turn, Klaas van der Tempel expressed satisfaction with
the Armenian authorities’ decisiveness to carry out the reforms in
accordance with the EU standards, which is stated in the international
agencies as well. He also stressed importance of the work of EU
parliamentary group in Armenia, expressing readiness to assist the
important processes.

During the meeting held with the participation of the Netherlands’
Ambassador to Armenia Peter Ian Langenberg, the oficials also discussed
wide range of international and regional problems.

NATO missile defense radar in Turkey

JERUSALEM (JPost)-Turkey went out of its way to ensure Israel had
no access to data from the NATO-backed missile defense system to be
built on its territory, the Turkish Today’s Zaman reported Monday.

According the report, “Turkey went to great lengths in protracted
negotiations with the US to secure guarantees that the data to be
collected by the system will not be shared with ally-turned-foe Israel
and that Israel’s nemesis Iran will never be mentioned as a threat.”

In an interview with Today’s Zaman published Monday, NATO
Secretary-General Anders Fogh Rasmussen said that Iranians need
not worry about the missile defense system if they are not planning
an attack.

“You can only consider our missile defense system a threat if you have
an intention or an idea that you want to attack a NATO territory,”
Rasmussen said.

Addressing the tense relationship between Turkey and Israel, Rasmussen
said, “I hope that Turkey and Israel can find peaceful ways to settle
this dispute, because Israel is actually a member of one of our
partnerships, called the Mediterranean Dialogue. Israel is a valued
partner and we need a positive relationship between a staunch ally
and a valued partner.”

Rasmussen also said Iran’s threat to block the Strait of Hormuz was
“in contradiction with Iran’s international obligations,” and that
Russian cooperation on missile defense was lower than hoped.

Head of the ARF Dashnaktsutyun parliamentary group Vahan Hovhannisyan,
dwelling on recent statements that prior to elections the opposition
did not find any other urgent issue to speak about, such as the hard
situation of the population, said that they have spoken about the
ugly economic and political situation for years while no one paid
attention to it, but as soon as they touched upon another issues,
rumors went the opposition found no other urgent issue to worry about.

Vahan Hovhannisyan disagrees with the opinion that the majoritarian
system ensures the voter-MP connection. Vahan Hovhannisyan said that
he made a research and found out where the majoritarian MPs live and
how many times they visited the districts from where they were elected.

He said that no one lives where they were elected and the population
of these districts and regions does not know who their MP is. Vahan
Hovhannisyan noted that the majoritarian MPs have never presented the
positions of the voters, for example, the opinion of the population of
Malatia community of Yerevan on the Armenian and Turkish protocols and
the opinion of Syunik region population on the Principles of Madrid.

“Orinats Yerkir Party will run for Parliament with a separate party
list and with a competitive platform,” leader of the Party Arthur
Baghdasaryan told reporters today.

Accoridng to Baghdasaryan, there are no controversies inside the
party regarding the party list. “Orinats Yerkir will participate in
the elections with a pledge to deepen the social-economic reforms and
other slogans, which will be presented during the Party’s congress
on March 3,” he said.

“We are sure of our victory, we are not going to make loud statements,
we’ll suffice with the real public support. Be sure that the level
of this support is going to be very high. I won’t mention numbers,
but we are going to have more seats in the National Assembly than we
have today,” Arthur Baghdasaryan said.

The single-mandate system of parliamentary elections in Armenia leads
to creation of an inherently apolitical structure, Ruben Hakobyan,
Vice Chairman of Heritage Party, said during the parliamentary
hearings on transition to the100% proportional electoral system,
Wednesday. He said that such technical issue on the threshold of
elections is an obstacle to effective organization of the ideological
election campaign. Hakobyan is sure that the single-mandate electoral
system affects the efficiency of the National Assembly. He highlighted
that 29 out of 41 single-mandate parliamentarians has not approached
the parliamentary tribune for the last 5 years.

For his part, parliamentarian, representative of the ARFD Supreme
Body Armen Rustamyan said that the experience of formation of
the National Assembly of all the 4 convocations showed that the
single-mandate system aims to oust the opposition from the parliament
and reproduce the incumbent authorities. “The previous elections
proved the fact that the single-mandate system is anti-people and
anti-democratic. We remember that in the parliament of the 3rd
convocation the parliamentary opposition represented by the Justice
Bloc, National Unity and United Labor parties failed to advance
single-mandate candidates. Afterwards, the opposition’s results were
reduced from 39% to 22%. In the parliament of the 4th convocation ARFD
and Heritage opposition parties received 26% of the seats, but thanks
to the single- mandate candidates, that figure was reduced to 18%,”
Rustamyan said. He stressed that there have been no free and fair
parliamentary elections in Armenia within the entire period of the
country’s independence.

For his part, David Haroutiunyan, a member of the ruling Republican
Party faction, Head of the Parliamentary Commission for State and
Legal Affairs, said transition to the 100% proportional electoral
system will lead to the party dictatorship and torpedo establishment
and development of parties in the country.

To recall, on Jan 12 Heritage and ARFD factions in the parliament
made a joint legislative initiative putting into circulation in the
parliament a package of amendments to the Laws on Election Code,
Regulations of the National Assembly, the Law On the Constitutional
Court. The amendments imply transfer to the 100% proportional
electoral system. According to the current electoral system,
41 of the 131 parliamentary seats are single-mandate, while 90 –
proportional. The opposition says that lots of “neighborhood leaders”
get into the parliament due to this system.

President of Armenia Serzh Sargsyan who has already made a deal with
the United States to enlist Washington’s support at the parliamentary
and presidential elections will go on certain concessions that
will seriously damage Armenia and the entire region. Aram Manukyan,
Leader of the Armenian Pan-National Movement, a member of the Armenian
National Congress, told media in Yerevan, Wednesday.

“The first election rigger in the country is the incumbent president
and all the violations are done by his order. He has failed his
mission and did not keep his promise given to the international
structure to conduct free and fair elections. And the support by John
Heffern, U.S. Ambassador to Armenia, is the evidence of that deal,”
the oppositionist said.

To recall, on Feb 14 Ambassador John Heffern said that there was
real competition and no rigging during the elections of Hrazan mayor
on February 12. In the meantime, the supporter of the oppositionist
candidate for the post of Hrazdan Mayor Sasun Mikaelyan alarmed of
numerous cases of election fraud and voter bribery.

Aram Manukyan said the authorities and the Central Electoral
Commission will never publish the electoral registers and will not
agree to seal the passports of those who have already voted. “False
electoral registers for the upcoming parliamentary elections are being
prepared in the administrative regions of Yerevan. Representatives of
condominiums visit residents informing them of the decisions adopted
by the Elders’ Council of Yerevan. In reality, they make the lists
of potential bribe-takers,” he said.

He thinks that the elections in Hrazdan proved that the fraud is
based on the poverty and mass migration in the country. In addition,
electoral registers are filled up by voters 6 months ahead of
elections, which is a good opportunity for election fraud. “The
authorities intentionally lead the country to the brink of collapse
to easier falsify the voting result.”

The parliamentary elections in Armenia are scheduled for May 6 2012,
with the presidential election to be held in February 2012.

On 13 February President of the Nagorno Karabakh Republic Bako Sahakyan
visited the residency of the Armenian Diocese of Greece and met with
the head of the diocese Bishop Khoren Toghramajyan.

Thereafter the President visited “Zavaryan” Armenian school where he
met representatives of the local Armenian community.

Bako Sahakyan presented to the attendees the current socioeconomic
and political situation in Artsakh, the achievements registered in
recent period and answered questions raised by the participants of
the meeting.

On the same day Bako Sahakyan visited also “Ararat” club and partook
in a reception organized by local Armenian community in honor of the
President, Central Information Department of the Office of the NKR
President reported.

En souhaitant l’avènement d’une “jeunesse religieuse”, le premier
ministre turc Recep Tayyip Erdogan a provoque critiques et inquietudes
chez les tenants de la laïcite, qui le soupconnent de vouloir islamiser
peu a peu la societe turque.

“Nous voulons former une jeunesse religieuse”, a declare M. Erdogan,
qui a suivi une education religieuse et qui dirige un parti issu de
la mouvance islamiste, lors d’une intervention devant les deputes la
semaine dernière.

“Est-ce que vous attendez du parti conservateur et democrate AKP
(Parti de la Justice et du Developement, au pouvoir) qu’il forme une
generation d’athees ? C’est peut-etre votre affaire, votre mission,
pas la nôtre. Nous allons former une generation democratique et
conservatrice qui embrasse les valeurs et les principes de notre
nation”, a-t-il dit, visant l’opposition.

Le principal parti d’opposition CHP (Parti republicain du peuple),
formation creee par Ataturk et qui defend les principes de la laïcite,
a immediatement reagi.

“C’est un peche que de recolter des voix avec la religion”, a declare
le leader du CHP Kemal Kilicdaroglu, qualifiant Erdogan de “marchand
du temple”.

“Je pose la question au Premier ministre : Que dois-je faire si
je ne veux pas que mon enfant soit eleve dans la religion et le
conservatisme ?”, ecrivait cette semaine l’editorialiste de renom
Hasan Cemal, dans le journal liberal Milliyet.

“Qu’est-ce que cela signifie, que de dire que l’Etat va former une
jeunesse religieuse ? La première etape vers un Etat religieux ?” se
demandait mardi un autre journaliste renomme, Mehmet Ali Birand,
dans le quotidien Hurriyet Daily News.

Aucune uniformite politique ou religieuse ne peut etre imposee a la
Turquie, affirme pour sa part Semih Idiz, dans Milliyet, qui ajoute
que des millions de Turcs ont “adopte un mode de vie laïque”, avant
meme l’avènement de la Republique en 1923.

Au pouvoir depuis 2002, l’AKP a entame un troisième mandat legislatif,
après une victoire ecrasante aux elections de juin.

Ces dernières annees, les militaires, qui se veulent les gardiens des
fondements laïques de la republique, ont perdu leur poids politique.

Des dizaines d’officiers ont ete arretes, accuses de complots contre
le regime.

L’opposition accuse le pouvoir d’autoritarisme, et de vouloir islamiser
la societe, en catimini.

Elle relève que de nombreux restaurants refusent de servir de
l’alcool pendant le Ramadan. Elle s’insurge contre une modification
de la legislation, qui permet aux diplômes des ecoles religieuses
d’acceder a toutes les facultes, alors qu’ils devaient se cantonner
jusqu’a present aux etudes religieuses.

Mehmet Ali Birand se demande jusqu’où iront ces changements.

L’organisme de contrôle de la radio-television RTUK s’en prendra
bientôt “aux acteurs qui s’embrassent” devant la camera, craint-il.

“Puis viendront les fondations religieuses. Puis ce seront les
municipalites. Toutes sortes d’enseignement du Coran, legaux ou pas,
fleuriront”, ajoute-t-il.

Certains commentateurs relèvent, eux, une contradiction entre cette
intervention de M. Erdogan et le discours qu’il tenait en septembre,
en visite en Egypte.

“En tant que personne, je suis musulman et je ne suis pas laïque. Mais
je suis le Premier ministre d’un Etat laïque. Et les gens ont la
liberte de choisir d’etre religieux ou pas dans un regime laïque”,
avait-il declare dans un entretien a une television egyptienne,
publie par le journal turc Vatan.

“La constitution turque definit la laïcite comme le fait que l’Etat
se tient a egale distance de toutes les religions”, avait-il ajoute,
provoquant la desapprobation des islamistes des Frères musulmans,
au Caire, et l’etonnement, en Turquie.
