Department chief of Azerbaijani Presidential Administration is against
proposal to refuse mediation of Minsk Group

the mediation of the Minsk Group. Of course, Azerbaijan is also
concerned that the co-chairs have not achieved concrete results in the
resolution of the conflict.

We always express our position regarding this. The views expressed in
Azerbaijan and other countries regarding the replacement of the
co-chairs are only suppositions,’ chief of the Department of Foreign
Relations of Azerbaijani Presidential Administration Novruz Mammadov
said, APA reports.

Chief of the department mentioned that the French Senate passed a bill
criminalizing the denial of the so-called `Armenian genocide’, but the
French Constitutional Council repealed it.
`We should not take hasty steps as soon as something happens. Various
situations appear in the international relations, Azerbaijan’s
position has shown that we are on the right track,’ he said.

Commenting on the next visit of OSCE Minsk Group co-chairs to the
region, Novruz Mammadov said the mediators should seek other ways to
make Armenia demonstrate constructive position.
`The question is that at the Kazan meeting Armenia once more
demonstrated that it is not interested in the lasting resolution of
the conflict. Armenia wants to protract the process, therefore the
OSCE Minsk Group co-chairs’ proposals do not justify themselves. I
think, after the co-chairs meet with Azerbaijani President and express
their position on this issue, we will be able to know how the process
is developing,’ he said.

Deputy PM Says Turkey ensures rights of “non-Muslim religious minorities”

ANKARA (A.A) – March 2, 2012 – Turkish Deputy Prime Minister Bulent
Arinc said that the government was determined to solve the rest of the
problems of religious minorities in Turkey.

We believe, this can be fulfilled by mutual trust and cooperation,
added Arinc who wrote an article to “Project Syndicate” web-site.

“After decades of official neglect and mistrust, Turkey has taken
several steps to ensure the rights of the country’s non-Muslim
religious minorities, and thus to guarantee that the rule of law is
applied equally for all Turkish citizens, regardless of individuals’
religion, ethnicity, or language,” said Arinc.

“Turkey’s religious minorities include Greek Orthodox, Armenian,
Assyrian, Kaldani, and other Christian denominations, as well as Jews,
all of whom are integral parts of Turkish society. As part of the
Turkish government’s new initiative to end any sort of discrimination
against these non-Muslim communities, President Abdullah Gul has
emphasized that message by receiving Bartholemew, the Greek-Orthodox
Patriarch of Istanbul, and by visiting a church and a synagogue in
Hatay – a first by a Turkish president,” he noted.

Arinc said, “in August 2009, Prime Minister Recep Tayyip Erdogan met
with leaders of religious minorities on Buyukada and listened to their
problems and concerns, a clear signal of his government’s intent to
buttress their sense of civil inclusion. As Deputy Prime Minister, I
met with representatives of religious minorities in March 2010, and
visited the Armenian and Greek Orthodox Patriarchies in 2010 and 2011.
Likewise, Turkey’s EU Minister Egemen Bagis, has met with these
communities’ leaders on several occasions.”

“Beyond establishing warm relations between the Turkish government and
the country’s religious minorities, official policy has been changing
as well. In May 2010, Prime Minister Erdogan issued an official
statement that warned public servants and citizens against any
discrimination against religious minorities, and that emphasized the
absolute equality of Turkey’s non-Muslim citizens,” he noted.

Arinc added, “but the groundwork for the initiative of recent years
was laid long before. In August 2003, the Erdogan-led government
introduced legal changes to resolve property-rights issues related to
religious minority associations. For the first time in the Republic’s
history, 365 landholding and buildings belonging to the minority
communities were legally registered under their name. In 2008, the
government, despite fierce opposition from other political parties,
changed the Law of Associations and allowed religious-minority
associations to purchase real estate (and to receive contributions,
regardless of size, from abroad).”

“Then, in August 2011, an important amendment to the Associations law
mandated the return of more than 350 properties to religious
minorities. As part of these changes, the Greek-Orthodox Girls School
in Beyoglu, Istanbul, and the Jewish Community Center in Izmir have
been granted legal status, ending a century-old dispute,” he said.

“Even before that, in November 2010, the Greek-Orthodox Orphanage was
returned to the Greek-Orthodox Patriarchy. In order to facilitate
their religious duties, the Orthodox metropolitans were granted
Turkish citizenship. Furthermore, the Associations Council, the
country’s highest authority on religious associations, now includes
for the first time a non-Muslim member representing minority faiths,”
said Arinc.

He noted, “moreover, the Directorate-General of Associations has been
charged with the task of renovating houses of worship used by
religious minorities, including the historic Aya Nikola Church in
Gokceada Canakkale, and the Assyrian Catholic Church and Greek
Catholic Church in Iskenderun. A number of other churches and
synagogues are also under renovation.”

“The authorities have taken many other historically and symbolically
important steps as well. The Ministry of Culture and Tourism has
renovated the Sumela Monastery, a 1,600-year-old church in Trabzon on
the Black Sea coast. The first mass in decades was held in August
2010, led by Bartholomew and attended by hundreds of worshippers from
Greece, Russia, Georgia, Europe, the United States, and Turkey,” said
Arinc, adding “another milestone was the renovation and opening of the
1,100-year old Armenian Akdamar Church in March 2007. The first mass
in 95 years was held in the church, led by the Armenian Archbishop
Aram Atesyan and attended by thousands of worshippers.”

“These measures have been taken to address the long-standing problems
of Turkey’s non-Muslim religious minorities. Turkish Muslims have
lived with Jewish and Christian communities for centuries and treated
them with respect and compassion. We are determined to solve their
remaining problems, and we believe that we can do so through mutual
trust and cooperation. Turkey’s Jews and Christians are full citizens
with equal rights, and we will work to ensure that this reality is
recognized in all areas of the country’s life,” said Arinc.

YEREVAN. – Armenia’s Armed Forces central military hospital has been
equipped with modern apparatus in the recent years, head of the
hospital Ashot Zohrabyan told Armenian News-NEWS.am.

`We have received all the most modern equipment. In addition, our
experts undergo preparations in the U.S., Germany, Russia and Greece,’
Zohrabyan said adding due to lack of information it seems like the
hospital does not have it.

`Army is not a commercial organization, and not everything is made
public. However, we move forwards and we provide practically
everything for the treatment,’ the doctor added.

PanARMENIAN.Net – Consumers’ Association NGO head said that drop in
meat production was recoreded in Armenia in 2008-2009 amid global
financial crisis.

According to Armen Poghosyan, Armenia imports agricultural product as
the local is not sufficient.

`2011 saw 128 thous. tons of meat production in Armenia, the index
grossed 117 thous. tons in 2007. With only with 3 % growth recorded in
three years, local demands can’t be met,’ Poghosyan said on March 3.

11 thousand tons of cattle, 6 thousand tons of pork and 280.5 kg of
mutton were imported to Armenia over the past year.

Arts Academy “Byurakan” will open in Armenia in September 2012, Sona
Hovhannissyan, General Manager of the Festival Yerevan Perspectives
told ArmInfo.

The initiator of the Arts Academy project is Stepan Rostomyan,
Director of Yerevan Perspectives. The major goal of the academy is to
create a space with atmosphere of art and creation, for chamber
concerts and master-classes by the most famous musicians in the world.
The academy will be based in the town of Byurakan.

Hovhannissyan said that one of the first teachers of the Academy will
be Anna Chumachenko, Argentinean-German violinist, music teacher.
Gidon Kremer also agreed to teach at the academy.

Professional musicians can receive education at Academy. “There are
many talented people who need a little promotion to become world
famous musicians,” she said.

their solidarity with four Turkish journalists who are still in prison
one year after their arrest on charges of participating in an alleged
plot to overthrow the government, with two separate protests on March
3 in Istanbul’s central Taksim Square, Hurriyet Daily News reported.

The first protest, which gathers at 11 am, will mark the first
anniversary of the arrest of journalists Ahmet Å?ık and Nedim Å?ener,
who are both suspects in the Oda TV case. The second, at 1 pm, will be
held to mark the first anniversary of the isolation-cell imprisonment
of columnist Mustafa Balbay, who was elected as a deputy for the
Republican People’s Party (CHP) in the July 12 general elections, as
well as journalist Tuncay Ã-zkan. All four journalists are in prison on
charges of participating in an alleged plot to overthrow the
government.

`It has been exactly one year. One year has passed since the day that
brought us, his friends, before the door of the specially authorized
court in BeÅ?iktaÅ?. 365 days have passed since our journalist friends’
houses were raided, on claims that they were members of a terrorist

The Defense Ministry has opened a conference dedicated to military
medicine, its history and future development.

The meeting marks the series of events dedicated to the 20th
anniversary of the Armenian army. It is attended by National Assembly
Chairman Samvel Nikoyan, Defense Minister Seyran Ohanyan, President of
the Yerkrapah Volunteers Union Manvel Grigoryan, and officers,
generals and doctors.

In his opening speech, Rector of the State Medical University Derenik
Dumanyan introduced the large-scale achievements in military medicine
in the past 18 years and spoke of their future plans.

`The development of military medicine went hand in hand with the
Armenian army’s accomplishment. The Military-Medical Division was
established in 1992 as a subdivision of the Armenian army and
undertook the expansion of the military hospitals of Yerevan’s central
garrison,’ he said.

Dumanyan noted that 11,000 heroes fighting in Nagorno-Karabakh and
Armenia’s border regions underwent different surgeries, and 8,900
returned to the battlefield.

`A military doctor takes an oath twice – as a soldier and as a
physician -, and that’s a double honor, as well as a double
responsibility,’ he said, adding that the army could not have come
into existence without military medicine.

Dumanyan noted that the Military-medical Department, which opened in
1994 (after the signing of the ceasefire accord between Armenia and
Azerbaijan), is now a serious and accomplished body.

Congratulating the participants once again on the 20th anniversary of
the national army, Minister Ohanyan attached a special importance to
the physician’s role in army building efforts.

`Doctors’ relationship with the army is unique. An Armenian medical
worker’s involvement [in the military] is special in that he appeared
on the frontline with volunteers much before the army was built. They
all performed the difficult task with honor. Seventy percent of those
injured returned to the battlefield,’ he noted.

Highly praising doctors’ role in the military, the National Assembly
speaker said in his speech that they add to the power of the army.

`They were not specialized in military medicine in the war period, but
they did become a considerate commander for the soldier and an
obedient soldier for the commander. Some of them sacrificed their life
despite their mission to save lives,’ he said.

Five of Armenia’s six representatives started on a positive note their
competitions at European Women’s Individual Chess Championship, which
got underway in Turkey.

Elina Danielyan, Lilit Lazarian, Lilit Galoyan, and Maria Kursova,
defeated their Serbian, Romanian, and Turkish opponents, respectively,
in Round 1 of the event.

Solely Anna Hayrapetyan was defeated by her challenger from Georgia.

A total of eleven rounds will be played in the Championship.

MOSCOU, 2 mars 2012 – La Russie a proposé vendredi à la Géorgie le
rétablissement des relations diplomatiques entre les deux pays, pour
la première fois depuis le conflit qui les a opposés en 2008 à propos
de l’indépendance de deux régions géorgiennes, une proposition
aussitôt rejetée par Tbilissi.

Saluant le geste du président géorgien Mikheïl Saakachvili qui a
proposé mardi de supprimer les visas pour les Russes, le ministère
russe des Affaires étrangères a déclaré : `La Russie offre également
de rétablir les relations diplomatiques entre nos pays`.

Le ministère souligne que la Russie est prête à `introduire, sur une
base mutuelle, les voyages sans visa pour les citoyens géorgiens. Pour
cela, il est nécessaire que la Géorgie assure (…) la sécurité des
Russes en visite en Géorgie`.

Mais la Géorgie a jugé vendredi `impossible` un rétablissement des
relations diplomatiques avec la Russie, tant que Moscou continuera de
reconnaître l’indépendance de l’Ossétie du Sud et de l’Abkhazie.
Moscou et Tbilissi n’entretiennent plus de relations depuis le conflit
d’août 2008 à l’issue duquel la Russie a reconnu ces deux régions
géorgiennes sécessionnistes pro-russes.

La Russie a depuis installé des bases militaires en Ossétie du Sud et
en Abkhazie.

`Si la Russie veut avoir trois ambassades en territoire géorgien,
alors rétablir les relations diplomatiques est naturellement
impossible`, a déclaré à l’AFP Nino Kalandadze, vice-ministre
géorgienne des Affaires étrangères. `La Géorgie a été forcée de couper
tout lien diplomatique avec la Russie quand celle-ci a occupé nos
territoires souverains et a déclaré leur indépendance de manière
illégale`, a-t-elle dit.

`Mais si la Russie est prête` à se retirer d’Abkhazie et d’Ossétie du
Sud, `alors il n’y a plus d’obstacles à nos relations diplomatiques`,
a ajouté la vice-ministre.

Des signes d’un rapprochement entre les deux pays étaient apparus
mardi lorsque le président géorgien Mikheïl Saakachvili, farouchement
pro-occidental, avait déclaré au Parlement que la Géorgie était `prête
à donner à la paix une chance encore plus grande en proposant la
suppression unilatérale du régime des visas avec la Russie`.

En 2006, la Russie avait imposé des restrictions sur les liaisons dans
les domaines des transports et de la poste avec la Géorgie après
l’arrestation de quatre officiers russes accusés d’espionnage.

La même année, elle avait interdit l’importation de vin et d’eau
minérale en provenance de Géorgie en invoquant des risques supposés
pour la santé. Le président russe Dmitri Medvedev et le Premier
ministre Vladimir Poutine ont refusé à plusieurs reprises d’avoir des
discussions avec M. Saakachvili, affirmant que les relations
bilatérales ne pourraient s’améliorer qu’après la fin du mandat de ce
dernier, en 2013.

La proposition de la Russie intervient deux jours avant le premier
tour de l’élection présidentielle en Russie qui devrait être remportée
par M. Poutine.
