Bulgarian PM Boyko Borisov, who is on an official visit to Armenia, met
Armenian President Serj Sargsyan and Parliament Speaker Samvel Nikoyan.

The two parties expressed their deep satisfaction at the long-lasting
friendly relations between their two countries.

PM Borisov expressed Bulgaria’s commitment to aid Armenia in its
ongoing process of integration to the European Union.

President Sargsyan accepted Borisov’s invitation of a high-ranking
government delegation to Bulgaria after elections in Armenia.

“We have to further explore and make most of the many opportunities
to develop business relations between the two countries,” said Borisov.

Earlier Tuesday, Borisov discussed economic relations between the
two countries with Armenian counterpart Tigran Sargsyan.

He added that Armenia and Bulgaria should work towards easing their
visa regimes for each other in order to facilitate communication.

As part of his official visit to Armenia, the Bulgarian PM also met
Catholicos Karekin II, patriarch of the Armenian Apostolic Church,
in his seat in the city of Echmiadzin.

“Today’s visit is a proof of the good relations between the Bulgarian
and Armenian churches,” stated Patriarch Karekin II.

He further wished PM Borisov many successes and expressed hopes for
a deepening of the relations between the two peoples.

As part of his official visit to Armenia Tuesday, Borisov also paid
homage to the monument of the Armenian genocide in Yerevan.

In the history of the Azerbaijani-Karabakh conflict, abounding in
numerous facts of atrocity and vandalism by Azerbaijan, the events in
the village of Maragha of the NKR Martakert region are one of the most
extreme manifestations of sadism and barbarity ever known to humanity.

The Tragic Events in Maragha Comments NKR MFA Information Department.

The statement is below:

“On April 10, 1992, after a three-hour preparatory bombardment,
the subunits of the Azerbaijani regular army invaded the village of
Maragha from the Azerbaijani village of Mir-Bashir (now Tartar). As
a result of the aggression 100 people were massacred – mostly women,
children, and elderly persons. Scores of people were taken hostages
and later were exchanged but the fate of many of them still remains
unknown. Two weeks later, on April 22-23, the village was repeatedly
attacked and the people who had come back to their burnt homes were
forced to abandon the village once and for all.

The monstrous crimes in Maragha followed the Armenian pogroms and
deportations in the Northern Atsakh, Baku, Sumgait, Kirovabad and
other settlements of Azerbaijan and were aimed at frightening the
people and disabling them to live in their homeland. By the depth of
human tragedy, the level of cruelty, the number of people exposed to
violence and captured, the events in the village of Maragha occupy
a special place among the bloody crimes committed by Azerbaijan in
Getashen, Martounashen, Buzlukh, Erkej and the other Armenian villages
in the northern part of the NKR in 1991-1992.

Vice Speaker of the House of Lords of the British Parliament Baroness
Caroline Cox, who visited the place of the tragedy several days later,
was shocked at what she saw. “They are not of human race” -said the
Baroness about the Azerbaijani servicemen who had carried out the
slaughter. Baroness Caroline Cox both took pictures and video-taped
those atrocities committed by the Azerbaijanis in the village of
Maragha and also described them in her book “Ethnic Cleansing in
Progress”, as well as in her numerous interviews.

“It is impossible to describe what we saw there. The village was
completely destroyed. The people were burying the dead, rather to say
anything that was possible to bury, charred human remains, tortured,
cut or sawed parts of bodies. We saw the bloody swords by which
they had done all these brutalities. After killing the villagers
the Azeris robbed and burnt the village. By the way, they told us
that the servicemen were followed by the civilians with trunks who
were going to finish the robbery, – and we saw some of those trunks
scattered all over the land, which the looters did not manage to take
away with them”, – witnessed Caroline Cox.

Seda Poghosyan, an eyewitness of the tragic events, who was saved
by a miracle told. “The women, elderly people and children were
hiding themselves in the basements and dugouts. On the third day –
on April 10, 1992, the Azeris invaded Maragha. Several people came
up to the dugout where I along with my daughter-in-law Marine and our
two children – 4-year-old Karen and 2-year-old Vigen were hidden. The
Azeris commanded us to get out of the dugout. The first was an old man
Sasha, Asya and Zabel followed him. As soon as a man was getting out
of the dugout he was immediately killed. My daughter-in-law leaving
her children with me also walked up the stairs. The Azeri, with
a knife in his hands prepared for stab, stopped and began tearing
away her jewellery. Then he tore her dress. She broke into a run,
the Azerbaijani rushed after her. The exit from the dugout was open.

People dashed for the exit. They were noticed by the Azerbaijanis who
were busy with robbery and threw themselves to kill with axes, knives
and scythes. Masya and Ruben Ananyans were overcut immediately. I
saw how my daughter-in-law’s sister Karina was trying to escape from
the executioners.

Larisa Badalyan, a resident of the village of Maragha, was held
hostage by the Azeris from April 10 till December 2, 1992.

“Women, Zoya, Masho and Tamara, were led out of the cell by turn,
and brought back blood-stained and half-naked. In an hour the door
opened, the armed soldiers burst into the cell and pulled off the
remains of their clothes and raped.

Three days later we were brought to a prison in Kubatly, where I saw
my son Apres, who was mentally ill. His eye came out, his head was
swollen. A young Armenian from Martakert was on the floor beaten up
to death… My son served as a shepherd, I did chores. We slept in a
barrack, ate leavings. My son was often beaten up before my eyes. Once
they brought a body of a dead Azerbaijani and they wanted to overcut
us on his grave…”- she witnessed.

In 1997, a number of human rights organizations conjointly prepared a
comprehensive reference on the events in Maragha and submitted it to
the UN Commission on Human Rights. The Helsinki Watch International
Human Rights Organization officially confirmed that scores of
civilians were martyrized and tens of women and children were taken
hostages. However, the international media did not cover the massacre
of the Armenians in Maragha at all and the international community
has not given yet a corresponding assessment to these tragic events.

“You have the most powerful weapon – the truth – said Baroness Cox.

You should bring it to the international structures’ notice that
Azerbaijan attempted to commit genocide against the population of
Karabakh. You must more actively present to the world the mass crimes
perpetrated against Armenians in Maragha, Sumgait, Baku, etc. These
are crimes against humanity. I support the Armenians and comprehend
that they will never be able to live under the Azerbaijani dominion, as
the Armenians of Karabakh, who lived under the control of Azerbaijan,
suffered much”.

The massacre in the village of Maragha, which is still under
Azerbaijan’s occupation, cannot be called a military operation,
as there were no military bases in the village but only peaceful
citizens, who became the main target of the aggression. The crimes
were aimed at deporting the Armenian people from their homeland.

Summarizing the abovementioned, we should state that the slaughter
of unarmed civil population of Maragha is a crime against humanity
and civilization, without period of limitation, and the perpetrators
of this crime must carry punishment to the fullest extent of the law.

Azerbaijani embassy in Washington has strongly denied the report by
Foreign Policy magazine that Azerbaijan had allegedly provided Israel
with its airfields near the border with Iran.

“I was most surprised to read a very provocative and unsubstantiated
article by Mark Perry in your publication (“Israel’s Secret Staging
Ground”). The author arrives at wide ranging allegations based on
unnamed sources and rather convoluted commentary. Clearly upset about
Azerbaijan’s friendly relations with Israel, Perry, for some reason,
equates a historic friendship between the Azerbaijani and Jewish
people into preparing for a war against Iran”, Nargiz Gurbanova,
a counselor at Azerbaijan’s embassy in Washington, said Monday in an
article in the Foreign Policy.

According to her, “this unreasonable accusation makes no sense in terms
of geography — Azerbaijan doesn’t border Israel and contradicts the
clearly stated policy of Azerbaijan not to allow use of its territory
against any neighbour”.

“In fact, Azerbaijan’s commitment to promoting regional peace has been
demonstrated by its involvement in the ongoing talks with Armenia for
the last two decades in spite of the latter’s illegal occupation of
the internationally recognized Azerbaijani lands. Perry’s article is
an interesting piece of fiction. Whether it was driven by a special
political agenda or vivid imagination, your publication seems as an
odd choice for such speculative writing”, Gurbanova pointed out.

Azerbaijani Defence Ministry earlier denied the report. A spokesman
for the Ministry Teymur Abdullayev said that the article was baseless
and called it “an invention not corresponding to reality”.

Earlier, Azerbaijani Presidential Administration Social and Political
Department Chief Ali Hasanov told media that Azerbaijan’s territory
will never be used for any actions against Iran.

Baku, Fineko/abc.az. Foreign Minister of Azerbaijan Elmar Mammadyarov
will meet OSCE Minsk Group Co-Chairmen this month on regulation of
regulation of Armenian-Azerbaijani Nagorno Garabagh conflict.

E. Mammadyarov has reported that 2 meetings will be held in April,
one of which will be informal.

” Informal meeting of MFA heads of OSCE will take place in Dublin in
April. The second meeting with OSCE Minsk Group Chairmen will take
place in London in the last week of April “,- the Minister noted.

According to E. Mammadyarov this year a stagnation may be observed in
negotiation process on Nagrno Garabagh conflict solution which will be
caused by elections in Minsk Group co-chairmen countries and Armenia.

” But negotiation process should continue as these issues hate delay.

Azerbaijan firmly carries its points and some issues, requiring
coordination within peaceful agreement, remain in abeyance. We reach
after quick solution of this issue as the conflict between two out of
three countries of South Caucasus negatively affects region development
on the whole “,- Head of Azerbaijani MFA said.

Bulgaria’s Prime Minister Boyko Borisov is on an official visit to
Georgia and Armenia on April 1-3. Borisov visits the Southern Caucasus
at the invitation of the Prime Ministers of Georgia and Armenia,
Nikoloz Gilauri and Tigran Sargsyan. In Yerevan, Boyko Borisov will
be welcomed by PM Sargsyan and Armenian President Serzh Sargsyan,
the head of the Armenian Parliament Samvel Nikoyan, and Armenian
Patriach Garegin II. Bulgaria and Georgia will sign agreements on
education and labor and social affairs, Sofia News Agency reports.

Armenian PM Tigran Sarkysian has announced that his government intends
to reconstruct the Armenia-Georgia border checkpoints at Bagratashen,
Bavra, and Gogavan.

The European Investment Bank has allotted approximately Ë~F30 million
for the project, although this is only half of the projected budget.

The most active of the checkpoints is Bagratashen. Last year around
400 000 people crossed the border at this point, and more than 100
000 tonnes of cargo were transported through it.

ETCHMIADZIN. – All Armenian Catholicos Karekin II received Armenian
Minister of Agriculture Sergo Karapetyan at the Holy See in St.

Etchmiadzin on Monday. The event of starting the new agricultural
year with the blessing of St. Etchmiadzin was discussed.

Karekin II mentioned that the Armenian farmer has always plowed
his land and harvested with blessing. He also mentioned that the
cooperation between the Holy See and the Minister of Agriculture will
give its kind fruits and will contribute to strengthening the faith
of people.

His Holiness called to input every effort in improving the Armenian
farmer’s live so he can do his work with joy and stay connected
with his land which is one of the most important credentials for the
country’s security and flourishing.

The minister mentioned that besides the achievements which have been
reached in the agriculture sphere so far, the ministry will continue
its works and will input every effort.

Very often the free residues allocated by the government are being
given to citizens for money or are handed out as electoral bribery.

Concerning these issues the correspondent of Armenian News-NEWS.am
talked with the head of ArmForest Martun Matevosyan.

Mr. Matevosyan, in what condition are Armenia’s forests today? Is
the number of illegal deforestation decreasing?

According to statistics, deforestation has decreased in 2011 but
due to the growth of gas prices illegal deforestation has increased
recently. I think the government’s decision to allocate free wood
residues to the citizens will help decrease deforestation rates.

There has been information that foresters sell timber to people. Is
that true?

That’s a crime, but we don’t know anything about it. ArmForest does
not take money for timber and the foresters are not allowed to take
it either.

The Minister of Agriculture mentioned that the most deforestation
is taking place in Lori region. Why does that happen? Maybe forestry
does not work as it should?

>From the 1990s, deforestation has had high rates in Lori region as it
has many forests. But since 2000, large scaled reforestation works have
been done. Of course, the fault of the forestry is weak protection.

P.S. According to certain information Armenian News-NEWS.am has got,
not knowing their rights, Lori inhabitants paid for timber. Armenian
Minister of Agriculture Sergo Karapetyan had announced during his
visit to Lori region that some people even handed out timber as
electoral bribery. He has promised to find and punish those people.

BAKU. – Azerbaijan’s government is turning its nation into zombies,
Armenian MP from prosperous Armenia Party and member of the Armenian
delegation to Euronest Naira Zohrabyan, who is in Baku currently for
participating in the plenary session of the Euronest Parliamentary
Assembly, told Armenian News-NEWS.am.

She expressed deep concern about Azerbaijani television broadcasts
and media reports.

“It is enough to turn on the TV for only an hour and the horror
begins. Television is promoting anti-Armenian propaganda for hours.

They have special hours when people are just stuffed with anti-Armenian
propaganda,” she mentioned.

She informed that the Armenian delegation is heavily guarded and
there is no danger.

“They do everything for nothing unforeseen to happen. They have a
reason for that, here lives a whole generation who has grown up being
fed hatred towards Armenians. We are almost presented as the genetic
enemies of the Azerbaijanis,” Zohrabyan mentioned.

Zohrabyan pointed out that Armenia is ready to negotiate with
Azerbaijan but the latter is showing an unconstructive disposition
on Karabakh conflict settlement.

YEREVAN, APRIL 2, ARMENPRESS: Azerbaijan would agree to co-chairs’
proposals if it was not interested in maintenance of the status-quo,
Foreign Minister of Armenia Edward Nalbandian said at a joint press
conference with his Russian counterpart Sergey Lavrov, Armenpress
reports. Edward Nalbandian stressed in the recent period Azerbaijan
has refused at least 4 proposals by the co-chairs.

“The Azerbaijani condition the change of the status-quo by one
circumstance – return of neighboring territories of Karabakh. In this
regard the co-chairs have repeatedly said that all the principles
and elements proposed for settlement of the conflict are one whole
and cannot be separated form each other,” Edward Nalbandian noted.

Referring to the Azerbaijani interpretation of the resolutions on
Nagorno Karabakh adopted by UN Security Council, the FM said their main
requirement was suspension of military activities and establishment
of ceasefire.

“After every resolution Azerbaijan did not meet the requirement, but
continued the military operations more and more intensively, and as
a result was continuously defeated by “local Armenian forces”. But
Azerbaijan had to ask ceasefire from Karabakh not thanks to the
resolutions of the Security Council, but because of its destructive
loss,” said Edward Nalbandian.

He noted Russian Ambassador Vladinir Kazimirov has mentioned of this
in his book, thanks to whose efforts ceasefire was established.

Foreign Minister of Armenia also reminded NK conflict settlement is
currently running with mediation of Minsk Group Co-Chairs. “In the
recent years Russian President has exerted considerable efforts to draw
the positions of the parties closer, and surely, we have registered
a certain progress during these negotiations, which presidents of
Armenia and Azerbaijan have fixed in their joint statement issued
in Sochi, expressing wish to continue the negotiations in the same
format for reaching peace in the region,” Edward Nalbandian stressed.
