YEREVAN. – For already several weeks citizens are not able to receive
their passports from the visa and passports department of the police.

This has caused discontent.

Armenian News-NEWS.am has also received many complaints from citizens
who were not able to get their passports. We tried to find out more
about this from the Head of the Police’s Visa and Passport Department
Hovhannes Kocharyan. He informed that the passports are not being
issued because of technical problems. Passports are being issued
to the new generation a new data base is being created and so some
technical mistakes occur. Kocharyan informed that they are trying to
settle the issue before the parliament elections scheduled on May 6.

Apart from the discussions that were officially announced between
the Armenian and Russian parties, an important message related to
the Eurasian Union was heard in talks Monday between Russian Foreign
Minister Sergei Lavrov and high-ranking Armenian officials, electoral
and political strategist Armen Badalyan told Epress.am, commenting
on Lavrov’s Apr. 2 visit to Armenia.

Recall, the Russian foreign minister had said that the doors of the
Eurasian economic union proposed by Russian president-elect Vladimir
Putin are open to Armenia.

“Armenian authorities soon will be confronted with the question of
making a choice between the Eurasian Union and the European Union –
independent of who will be at the head of [Armenia’s] government,”
Badalyan said.

This issue, in the analyst’s opinion, will become more pointed after
the May 6, 2012 parliamentary election and the 2013 presidential
election in Armenia.

Badalyan considers it notable that while Lavrov was meeting with
students and lecturers, the US ambassador to Armenia was having a
similar meeting with students.

“At the initial stage it’s possible, of course, to actively cooperate
with both the European Union and the Eurasian Union, but this is a
serious geopolitical issue. We have to make a clear decision,” he said.

The delegation headed by the Chief of General Staff of the Armed Forces
of the Republic of Armenia, Yuri Khachaturov, has left for Astana to
participate in the regular sitting of the Committee of the Chiefs of
General Staff of the Armed Forces of CIS participating states.

The Committee includes the Chiefs of General and United Staffs of
the CIS countries. It conducts analysis of the state of armed forces
of CIS participating states and submits proposals on their further
improvement and development.

Le quotidien turc Hurriyet a publie lundi 2 avril un article sur le
rapport de la DCRI sur les associations ultranationalistes turques
en France. Le quotidien a interroge Maxime Gauin sur la revelation
du journal Zaman que ce dernier serait una agent infiltre de la DCRI
en charge de gerer le site internet negationniste Turquie-News.

Maxime Gauin a affirme au journal sans aucun preuve ” Je pense que
c’est un Francais d’origine armenienne ” qui a ecrit ” Ce rapport
[qui] est faux du debut a la fin “.

Le ” soi-disant chercheur ” comme le nomme le site
a conclu en affirmant ” ces elements sont au-dela de l’insulte, une
comedie complète. Tout le monde croit que la manipulation vient de
la communaute armenienne “.

Rappellons que le journaliste Emre Demir qui est aussi le redacteur
en chef de l’hebdomadaire franco-turc Zaman France, affirme que le
rapport est authentique.

Les reactions les plus virulentes proviennent des milieux
ultranationistes turcs et azeris. Sur les forums de discussion
l’information du journal Zaman est consideree comme veridique.

De son côte l’ambassade de Turquie a Paris a affirme qu’elle avait
immediatement saisi les autorites francaises par une lettre adressee
au Ministère de l’Interieur et avait demande des explications sur
l’authenticite de ce rapport redige “avec un amateurisme patent,
une turcophobie propre a certains milieux extremistes et fonde sur
des mensonges primitifs”.

Selon l’ambassade la reponse officielle du Gouvernement francais via
le Ministre francais de l’Interieur est que la DCRI n’a pas publie
un tel rapport.

Si le document est un vrai et que sa diffusion dans la presse a ete
organisee sciemment il est evident que le ministre de l’Interieur
ne va pas le reconnaître…meme a l’ambassadeur de ce “grand pays”
qu’est la Turquie.

BAKOU, 3 avr 2012 (AFP) – Le dompteur francais Frederic Rosel est
retenu depuis des mois avec ses lions en Azerbaïdjan, il n’a plus de
visa et ne peut payer l’amende reclamee pour quitter le pays après
avoir ete escroque par un cirque local qui ne lui verse pas l’argent
dû, a-t-il raconte mardi a l’AFP.

“Je me sens comme en etat d’arrestation. Je n’ai ni visa ni
d’autorisation de travailler”, a declare M. Rosel, dont le visa est
arrive a expiration fin decembre.

Arrive en Azerbaïdjan en octobre dernier avec ses animaux – 15 lions,
un tigre, deux poneys – le dresseur a signe un contrat avec la societe
privee Fantasia exploitant un cirque pour participer a des shows dans
ce pays du Caucase.

“Le premier mois tout allait bien. Mais ensuite les problèmes
financiers ont commence. La societe me doit 55.000 dollars (41.000
euros) mais elle m’a paye seulement 15.000 dollars (11.000 euros)”,
explique M. Rosel, qui a saisi les autorites locales et l’ambassade
de France a Bakou.

Le ministère azerbaïdjanais des impôts a convoque le directeur
de Fantasia et M. Rosel pour trouver un compromis. L’ambassade de
France a fait de meme. Fantasia s’est engagee a payer et regulariser
la situation de M. Rosel mais les engagements n’ont pas ete tenus,
a confie a l’AFP une source diplomatique sur place.

Le Francais ne peut pas porter plainte en Azerbaïdjan dans la mesure
où son visa n’est plus valable depuis decembre. Et il n’a pas les
moyens de payer une amende de 400 euros pour le prolonger ni d’autres
amendes dont il est passible a la frontière.

“Tous les deux jours, j’ai besoin de 500 dollars (375 euros) pour
acheter de la nourriture pour les lions. Si je n’etais pas aide par
l’ambassade de France, je mourrais de faim ici”, dit-il.

“Dans ma famille, on est dresseur depuis le XVIIIe siècle, je suis
alle dans de nombreux pays mais je n’ai jamais vecu une situation
pareille”, raconte le dresseur, ajoutant que son epouse est tombee
gravement malade et a dû etre evacuee en France.

“Je ne peux pas partir d’ici tant que je ne recevrai pas d’argent. En
ce moment je suis meme oblige d’acheter mon pain a credit”, affirme M.

Rosel, qui vit dans une caravane a Bakou.

Les autorites francaises ont entrepris des demarches a “très haut
niveau” en Azerbaïdjan, une ex-republique sovietique au regime
autoritaire, mais ces initiatives n’ont pas abouti jusqu’a present,
selon une source diplomatique.

Les autorites turques continuent d’entretenir en Turquie la haine
contre les Armeniens. Dans la localite de Kyurpenar, dans la region de
Van, a l’occasion du 94e anniversaire de ” la liberation de la main
des ennemis “, une pièce de theâtre est presentee dans laquelle les
Armeniens pillent et assassinent les paysans Turcs. Mais la scène
se termine de facon heureuse car les soldats Turcs liberent les
terres…Lors de la presentation de cette scène, etaient presents
Mounir Karaoglu le prefet de la region de Van, Yachar Fouad Atan le
maire de Kyurpenar ainsi que d’autres officiels. De telles scènes
furent egalement representees recemment dans les villes de Rize et
Baïbourt (Papert). Le maire de cette ville, Hadje Ali Polat -qui
appartient au parti politique du Premier ministre Eredogan- avait

KUWAIT: The National Assembly committee probing alleged foreign money
transfers yesterday met the former governor of the Central Bank Sheikh
Salem Abdulaziz Al-Sabah who was praised as “transparent” by the panel
chairman MP Faisal Al-Mislem. Allegations were made that between 2006
and late 2011, former prime minister Sheikh Nasser Mohammad Al-Ahmad
Al-Sabah transferred millions of dinars from public funds into his
private bank accounts overseas. The transfers were allegedly made
through the Central Bank, Kuwait Investment Authority and the foreign
ministry and the amounts transferred are not known. The previous
government had maintained that the former prime minister had repaid
all the amounts to public coffers.

The investigation committee formed to probe the issue last month heard
the testimony of KIA director general Bader Al-Saad as the financial
undersecretary at the prime minister’s office Khaled Al-Bannai did
not attend. Muslim said Bannai will be questioned over his role
at a meeting tomorrow, while Bannai said yesterday that he did not
receive an invitation to the meeting. Mislem meanwhile insisted that
the invitation was sent out by the Assembly on Feb 28 and reached the
premier’s office the following day. The lawmaker said the committee is
scheduled to meet former foreign minister Sheikh Mohammad Al-Sabah,
who resigned last October over the issue, next Sunday. The committee
will also meet with Kuwaiti envoys in Geneva, London and New York
next Monday. The three envoys were mentioned as being involved in
the transfers.

In another probe, the interior and defense committee yesterday met two
senior officials over alleged violations by the detectives’ force, head
of the panel MP Salem Al-Namlan said. The committee is scheduled to
meet Interior Minister Sheikh Ahmad Al-Humoud Al-Sabah to complete the
investigation on the same issue. Moves to grill the interior minister
by a number of the “majority” MPs was gaining momentum yesterday as
MP Mislem said the Islamist Development and Reform Bloc was due to
meet late yesterday to discuss the proposed grilling.

MPs are upset over the behaviour of the interior ministry over the
arrest of activist Nahar Al-Hajeri for allegedly burning the Iranian
flag at a rally last week. Hajeri was arrested on Thursday and on
Sunday his detention was extended for 21 days pending investigation
and trial. If the majority alliance agrees to support the grilling,
it could lead to voting him out of office. Activists and supporters
of Hajeri were due to stage a rally outside the headquarters of
the State Security Department in South Surra over the arrest of the
activist. MP Khaled Al-Hajeri meanwhile called for speeding up the
approval of amendments to the law that would considerably reduce the
duration of preventive detention from 21 to just seven days.

Meanwhile, liberal MP Mohammad Al-Sager yesterday proposed amendments
to the constitutional court law, that if approved would allow
nongovernmental societies to submit petitions directly before the
court. Under the law, only the government, the National Assembly or
other courts can file or refer cases to the constitutional court. The
amendments submitted by Sager state that NGOs should be allowed to
submit petitions to the constitutional court against laws seen as
breaching the constitution.

Also, Islamist MP Waleed Al-Tabtabaei yesterday criticized statements
by Sheikha Fareeha Al-Ahmad Al-Sabah, a senior member of the ruling
family, that she would continue to fight until Armenian Christians
are allowed to build a church in Kuwait. Tabatabaei said that during
the fighting between Armenia and Azerbaijan, Armenian forces ransacked
several mosques and accordingly, they should not be rewarded for such
a crime.

STEFAN FULE: THERE IS NO PLACE FOR POLITICAL PRISONERS IN THE EASTERN PARTNERSHIP REGION

European Commissioner for enlargement and neighbourhood policy,
spoke at a forum of Euronest in Baku.

– I am happy to be here, in Baku, 21 years after Azerbaijan, as well
as Armenia, Belarus, Georgia, the Republic of Moldova and Ukraine
regained their independence.

I am thankful for the invitation and I want to express my gratitude to
Azerbaijan’s Milli Mejlis for hosting our meeting. I am also pleased
to see hererepresentatives of Armenia’s parliament. The resolution
of the Nagorno-Karabakh conflict and reconciliation between the
two nations is not easy. But I believe that dialogue between both
parliaments may help overcome this sore issue. In this context, let
me stress the importance of ensuring that all opportunities are used
to establish and strengthen contacts across boundaries and within
the region as whole. For instance, culture that per definition has
no boundaries provides such an opportunity. I sincerely regret that
Belarus’ parliamentarians are not with us today. Yet, I think that
they will one day join your Assembly.

Let me assure you that we are strengthening our ties with Belarus’
civil society and we have reiterated our commitment to the policy of
critical engagement with authorities.

I am guided by the long-term vision of a democratic and prosperous
Belarus, free of political prisoners and strongly anchored in a common
space of European values. Let me here stress the following: there is
no place for prisoners of conscience or for political prisoners in
the Eastern Partnership region. And let us resist the temptation to
turn the debate about this important issue into a discussion about
who is a political prisoner and who is not. History has given us many
lessons here.

The Euronest Parliamentary Assembly is an important element of the
Eastern Partnership. There are high expectations regarding your
contribution to the implementation of the Eastern Partnership. You
represent people and you hold your governments to account. I believe
that you can foster democratic values on which our partnership is
founded and urge your governments to undertake painful, although
necessary reforms.

About values. By making the values of liberty, democracy, human rights
and fundamental freedoms and the rule of law a central part of our
partnership we wish to extend the area of stability and security to
the Eastern part of the continent.

To make this happen, we have strengthened the Eastern Partnership
followinØg the review of our policy towards neighbours. As a result,
we have now an instrument that allows us to make our support better
tailored to the ambitions, needs and aspirations of the partners-
not only for those who have EU aspirations but also for those who
want a strategic partnership with the EU.

We plan to increase our assistance to the partners based on the so
called “more for more” principle: the more reforms the partners do,
the more support they get from us. Let me make it clear once again,
“the more for more” is not for Southern neighbours only. It does
not reflect the Arab Spring only. It applies to the Eastern partners
as well.

About reforms. We want to bring Eastern partners as close to the EU
as possible. We want to assist our partners in completing political
and economic reforms and adopting the European model of development
that will guarantee long term stability.

Political stability requires good governance and the rule of law.

Moreover, any political regime must enjoy the support of its people
to sustain itself over the longer term.

There is no better way of achieving this support than free and fair
elections. There is no better way of encouraging societies to freely
develop than to promote respect for human rights and fundamental
freedoms, including freedom of the media and freedom of assembly.

Ladies and Gentlemen,

Economic stability needs sustainable and inclusive growth. That is why
we encourage partners to develop small and medium size enterprises,
to fight against corruption and to further regular approximation to
EU standards in order to attract investments and make business in
their countries more transparent.

The leading role in ensuring that values are reflected not only in
political declarations but also on the ground falls on governments.

The same applies to the implementation of reforms. However, it does
not mean that other actors have no significant role to play. On the
contrary, parliaments are an indispensable element of this endeavour.

It is up to parliaments to keep governments accountable and to ensure
that the will and expectations of the people are taken on board when
political decisions are being made. Parliaments are well placed to
advocate for reforms, to promote democratic values and to defend
citizens’ rights.

So the Euronest is much more than just the latest institution
established under the Eastern Partnership. It is a tool to advance
democratisation and to exchange best practice among pØarliamentarians
from partner countries and EU Member States.

Importantly, the strength of the Euronest depends on the strength of
its elements: national parliaments and the European Parliament. That
is why the issue of democratic legitimisation is of paramount
importance. Free and fair elections in line with international
standards are a condition sine qua non of increased EU political and
financial support.

That is why the forthcoming elections in four partner countries will
be under the close scrutiny of the international community. I believe
that these elections will prove that Eastern partners are part of the
European family also in terms of conducting free and fair elections.

It is important that the electoral process is fair and provides equal
opportunities for all political forces standing for elections.

Allowing the opposition to conduct electoral campaigns without any
interference, ensuring equal access to media, inviting international
observers as early as possible- all these elements count.

It is equally essential to ensure that our societies can freely grow
and take part in the discussion about the main developments in their
countries.

Our goal is simple; we want to create the conditions for a stronger
dialogue between civil society and the authorities. This is why we
have established an Eastern Partnership Civil Society Forum. I am
glad to see members of the Forum in the room.

We should harness the courage and determination of civil society
representatives to advance the implementation of our goals. We must
not ignore their point of view. The values of democracy, human rights
and fundamental freedoms to which we have subscribed, oblige us to
foster the development of civil society.

We will continue to facilitate the regular structured dialogue between
civil society and governments that was launched in September 2011. I
would also like to encourage you to strengthen your ties with the
Civil Society Forum and its national platforms. I believe that both
institutions, the Euronest and the Forum can jointly foster democracy
and promote reforms in Eastern European countries.

The main challenge that we currently face is to vigorously implement
the ambitious agenda set by the Warsaw Summit. To maintain the momentum
of the Summit, we intend to establish informal Eastern Partnership
Dialogues. Through these Dialogues we would like to strengthen links
with partners and when appropriate, to deepen sector cooperation. It
will be an instrument of political steering. It will also strengthen
sense of ownership of the Eastern Partnership on the side of our
partners.

To streamline the implementation of the agreed objectives, we are
working on a road map of the Eastern Partnership. The road map will
list agreed objectives and actions and indicate EU support, including
financial assistance. It will provide us with a means of monitoring of
the progress. So, in addition to the instrument of political steering,
we will also have a clear and detailed agenda of our cooperation.

Ladies and Gentlemen,

Euronest’s contribution is much needed in both aspects of our work:
the implementation of agreed objectives and assessing the progress.

That is why it is so important that this assembly is efficient and
effective. I am pleased that measures have been taken to enable
Euronest to conduct vigorous parliamentary debates on the positive
Eastern Partnership agenda.

Before I conclude, let me say few words about our host and it does not
matter if it is done without the presence of the President. Azerbaijan
has come a long way over the last 20 years. It has even come a
long way since I last visited Baku in 2010. A model of secularism
and tolerance, the country has developed into a strong economy,
upgrading its infrastructure and engaging in processes of economic
diversification. Beyond those internal transformations, it has also
gained clout on the international scene: it seats as a non-permanent
member in the UN Security Council. I believe it is not by chance
that today Baku hosts the first Euronest Session outside Brussels
and will soon host the Eurovision song contest. And it is also not
by chance that expectation is high to make domestic developments
sustainable through the adoption and the implementation of inclusive
and full-hearted reforms. And it is also not by chance that there
are legitimate aspirations of people of Azerbaijan that their wish to
fully benefit from democracy, the rule of law and respect for human
rights will be met.

To fully embark on the path towards modern 21st century country,
Azerbaijan should unwrap the entire potential of its people.

I wish you a successful session. I wish that the Euronest contributes
to the strengthening of the Eastern Partnership as a joint project
with joint ownership to the benefit of people of six partners and
the European Union. I look forward to the resolutions that you are
going to adopt and await our future cooperation.

Tuvalu’s opposition has expressed concern over the government’s drive
to set up diplomatic ties with countries in the Caucasus.

An MP, Enele Sopoaga, says he is concerned that the government is
going around establishing relations with countries that have unsettled
political issues of concern to the international community.

Last month, Tuvalu formalised links with Armenia which has no
diplomatic links with its neighbour Azerbaijan because of its dispute
over the Nagorno Karabakh region.

Last year, Tuvalu became one of five countries to recognise Georgia’s
break-away provinces of Abkhasia and South Ossetia as independent
countries.

Mr Sopoaga says as a peace loving nation fully respecting democratic
principles and the rule of law, Tuvalu should be more sensitive and
selective in its choice of friends.

He says while relations with all countries are important, they must
be based on the pursuance and advancement of Tuvalu’s values and its
political and economic interests.

Mr Sopoaga says diplomatic relations should be a matter for Parliament,
not merely something exercised by Cabinet.

Bulgaria can offer Armenia great economic opportunities and serve
as its gateway to the rest of the EU, Prime Minister Boyko Borisov
has stated.

During his visit to Armenia, Borisov pointed out that his country
has the lowest taxes in EU, which, combined with its geographical
proximity to Armenia, makes it great for investments.

On Tuesday, Borisov met with his Armenian counterpart Tigran Sargsyan.

Both Prime Ministers admitted that the economic cooperation between the
two countries is currently not sufficient, promising to increase it.

“We have a century-old history of cooperation, however today we’ve
stressed with the Bulgarian PM that the level of economic cooperation
isn’t enough and that the relationship needs new risks,” Sargsyan
declared, as cited by Panorama.am.

Bulgaria’s Sofia University and the Armenian State Pedagogical
University signed a cooperation agreement during the Bulgarian
delegation’s visit.

Borisov’s visit to the Southern Caucasus states comes on the invitation
of the Prime Ministers of Georgia and Armenia, Nikoloz Gilauri and
Tigran Sargsyan.
