of James Jeffrey as the new U.S. ambassador to Turkey on Thursday.

"I am pleased that the Senate confirmed Jim Jeffrey to be the United
States Ambassador to Turkey. Jim is a man of intellect, integrity,
and commitment. His work as my Deputy National Security Advisor, as
United States Ambassador to Albania, and in three previous assignments
to Turkey make him superbly qualified to represent the United States to
our friend and NATO ally. I thank Jim for his continued service to our
Nation and congratulate him and his family on today’s confirmation,"
Senate President Dick Cheney said his statement posted on the White
House’s website.

James Jeffrey, in response to questions from Senate Foreign
Relations Committee Chairman and Vice-Presidential candidate Joe Biden
(D-DE), affirmed that official U.S. diplomatic reports by Ambassadors
Morgenthau and Elkus and other Armenian Genocide-era U.S. diplomats in
the Ottoman Empire did, in fact, describe the attempted extermination
of the Armenian population.

"Although falling far short of a clear and proper recognition of the
Armenian Genocide, Ambassador Jeffrey, in his response to Senator
Biden’s questioning, moved U.S. policy in the right direction by
publicly agreeing – after long years of official disregard, disrespect,
and dismissal of Ambassador Henry Morgenthau’s proud legacy – that our
nation’s diplomatic representatives to the Ottoman Empire did, in fact,
document the Ottoman government’s clear intent and systematic campaign
to destroy its Armenian population," said ANCA Executive Director
Aram Hamparian. "We want to thank Chairman Biden for his thoughtful
inquiries that led to this reaffirmation of the American record,
and to, once again, express our appreciation to Senators Menendez
and Kerry for their incisive lines of questioning during the Foreign
Relations Committee’s confirmation hearing earlier this week."

In questions submitted to the Amb. Jeffrey, Sen. Biden asked: "Do
you dispute that U.S. diplomats serving in the Ottoman Empire during
the Armenian Genocide documented a systematic, government-sponsored
campaign ‘with intent to destroy, in whole or in part’ the Armenian
population?"

Ambassador-Designate Jeffrey provided the following response: No. I
have read many of the historical records from 1915-1916 related
to U.S. diplomatic reporting on these events in Turkey, and I do
not dispute that Ambassador Morgenthau, Ambassador Elkus, and other
diplomats during that time period reported on what they described as
an attempt to exterminate the Armenian population.

Parliamentary Assembly of the Council of Europe (PACE), called on the
European Union to give thorough consideration to the South Caucasus
developments.

"The ongoing conflict in the South Caucasus shows that the European
Union is slow in announcing its position on the issue," Keles said
during a meeting on the consequences of the armed conflict between
Georgia and Russia.

Several European countries depend on Russia’s energy resources,
according to her.

"Other ways must be found to transport energy resources so as to
prevent Europe’s energy dependence on Russia. In this respect,
Georgia is an important country for EU and Turkey," said Keles.

She made a special mention of the Turkey-initiated Caucasus Stability
and Cooperation Platform, Trend Azeri news agency reports.

Irak: Neues Wahlgesetz benachteiligt Minderheiten
Quotenregelung für assyro-chaldäische Christen, Mandäer, Armenier,
Yesiden, Shabak und Feili-Kurden gefordert

Nach der Verabschiedung eines neuen Gesetzes für die Provinzwahlen im
Irak hat die Gesellschaft für bedrohte Völker (GfbV) am Montag für die
Minderheiten eine Quotenregelung gefordert. "Das neue Wahlgesetz
benachteiligt vor allem die religiösen Gemeinschaften der Assyrer-Chaldäer-
Aramäer, Yeziden, Shabak, Feili-Kurden, Mandäer und Armenier", kritisierte
der Präsident der GfbV International, Tilman Zülch, in Schreiben an den
irakischen Präsidenten Jalal Talabani und den Präsidenten des autonomen
Bundesstaates Kurdistan, Masud Barzani. "Damit die Minderheiten gerecht
vertreten werden können, müssen für sie Quoten dort eingeführt werden, wo
sie in größerer Zahl leben. Nur so können sie unabhängig von den
Wahlergebnissen in allen Gremien präsent sein."

Nach monatelangen heftigen Diskussionen wurde das neue Wahlgesetz am
24. September 2008 im irakischen Parlament verabschiedet. Bis Ende
Januar 2009 sollen nun in 14 der 18 irakischen Provinzen Wahlen
durchgeführt werden. Ausgenommen sind drei Provinzen in Irakisch-
Kurdistan (Arbil, Dohuk, Sulaymaniye) und die Provinz Kirkuk, deren
verwaltungsmäßige Zugehörigkeit zwischen der Zentralregierung in Bagdad
und der kurdischen autonomen Region im Norden umstritten ist. Die
geplanten Provinzwahlen gelten als wichtiger Schritt zur weiteren
Stabilisierung des Irak und sollen unter Aufsicht der Vereinten Nationen
stattfinden.

Obwohl alle größeren Fraktionen dem Gesetz zugestimmt hatten, ist die
Kritik auch dort nicht verstummt. Sie kommt vor allem von kurdischer Seite..
So hält Dr. Kamal Kirkuki, Vize-Präsident des Regionalparlaments Kurdistan
und Beiratsmitglied der dortigen GfbV-Sektion, das Gesetz für
undemokratisch, weil es nicht zulasse, dass zum Beispiel die Bürger in
Kirkuk zum gleichen Zeitpunkt wie in den anderen Provinzen entscheiden
können, wer sie im Provinzrat vertreten soll. "Das neue Gesetz ist unter
massivem Druck der USA und der Vereinten Nationen zustande
gekommen", sagte ein GfbV-Mitarbeiter in Arbil.

Auch für Irakisch-Kurdistan fordert die GfbV eine Quotenlösung, die in die
noch nicht verabschiedete Verfassung des autonomen Bundesstaates im
Norden des Landes aufgenommen werden soll. Darüber hinaus soll für jene
Gemeinden Selbstverwaltung vorgesehen werden, die sich ethnisch oder
konfessionell von anderen kurdischen Provinzen unterscheiden.

new speaker

Candidacy of the former head of the president’s administration Hovik
Abrahamyan from the ruling coalition. For its part the opposition
Heritage party has nominated the candidacy of the ex-ombudsman Larisa
Alaverdyan.

Hovik Abrahamyan said in his speech he is going to take all possible
efforts for effective work of the parliament. He is also going
to make active actions for resolving of the challenges against
the country. He assured he will do everything possible to ensure
transparent work of the parliament and to raise its role. The relations
"parliament-government" should be the partner ones, Abrahamyan said
and added if he is elected, the parliament will fulfill all the
recommendations of the Venice Commission of the Council of Europe.

Cooperation Agreement Signed Between Ministries Of Culture Of Armeni

COOPERATION AGREEMENT SIGNED BETWEEN MINISTRIES OF CULTURE OF ARMENIA AND SLOVAKIA

YEREVAN, SEPTEMBER 26, NOYAN TAPAN. Armenia’s and Slovakia’s
Ministers of Culture Hasmik Poghosian and Marek Madaric signed a
Cultural Cooperation Agreement on September 26. According to Hasmik
Poghosian, this was a long-awaited agreement for both countries,
as cooperation between Armenia and Slovakia developed very slowly:
cultural contacts existed at the level of individual organizations,
and now they will start developing at the state level. The sides have
already discussed a number of issues, the implementation of which
will make cultural cooperation more active.

The Minister said that already next year it is planned to organize
Days of Armenian Cinema, to organize an exhibition of S. Parajanov’s
collages in Bratislava. Tours of A. Spendiarian Academic Theater
of Opera and Ballet and of Armenian State Philharmony to Bratislava
are also planned next year. An agreement on holding Days of Armenian
Culture in Slovakia will be reached soon.

Marek Madaric, the Minister of Culture of Slovakia, said that cultural
cooperation should be the logical continuation of friendly relations
formed between the two countries. According to the Minister, the
sides will not start cooperation with large projects, but will work
stage by stage.

Tigran Torosyan’s Resignation Accepted

for the second time sent in his resignation today, the RA NA press
office reported.

According to the parliamentary rules, the resignation has been
accepted.

Vice speaker Hrayr Karapetyan will assume the office till new speaker
is elected.

The election is expected during a regular session that will open
on Sept. 29. The Council of the ruling RPA nominated head of the
presidential administration Hovik Abrahamyan for the post.

after his speech at the 63d session of the UN General Assembly, which
was his first one in this establishment, visited the American Diocese
of the Armenian Church, St. Vardan Church in New York. Together with
the representatives of the American Armenian community Serzh Sargsyan
participated in the dinner organized by the primate of the Eastern
Diocese, Archbishop Khajak Barsamian in the honor of the Armenian
president.

On the second half of the day Serzh Sargsyan visited Armenian
permanent representation in UN, met with the diplomatic staff. The
president also conducted meetings with the representatives of the
Armenian Assembly of America. He highly underscored the role of the
American-Armenian lobbying organizations in the further development
of Armenian-U.S. relations as well as their activity in supporting
Armenia.

During the meeting the president presented Armenia’s approaches towards
Karabakh conflict regulation issue, prospects of Armenian-Turkish
relations, recent developments in the region, Armenia-Diaspora
cooperation.

On September 26 Armenian president will meet with the UN Secretary
General Ban Ki-Moon and President of Cyprus Republic Dmitris
Khristofias.

On the same day the delegation headed by the president will arrive
back to Armenia.

Immigrants are becoming citizens in huge numbers this year, part
of their assimilation into US culture. This photo is from a recent

California’s immigrants are more assimilated, with more of them
reporting last year that they became U.S. citizens and most Spanish
speakers now saying they speak English very well, a sharp rise from
2000, according to U.S. census data released today.

Data from the bureau’s 2007 American Community Survey showed that
California continued to diversify, with whites declining to 42.5
percent and Latinos, Asians and blacks increasing to 54.4 percent of the state’s
population, the Los Angeles Times reported.

The foreign-born population inched upward and now make up more than
one- fourth of residents in the state and one-third in Los Angeles
County, according to the figures cited by The Times.

But, contrary to perceptions that high immigration levels are
jeopardizing national cohesion, the data showed that today’s
immigrants, like those before them, are embracing an American identity,
the newspaper reported.

In Los Angeles County, for instance, the proportion of native Spanish
speakers fluent in English increased to 51.4 percent in 2007 from
44.6 percent in 2000, The Times reported.

The Survey findings seem to corroborate a report by The Coalition
for the Humane Immigrant Rights of Los Angeles (CHIRLA) released in
may that showed that children of Children of immigrants grow up in a
linguistically diverse environment- 83% of these children in the county
speak a language other than English at home. However, the majority-77%
of these children are able to speak both languages well. Seventy
percent of parents in immigrant families in the county speak English,
whereas 30% are "linguistically isolated" and do not speak English.

That report, titled "A Closer Look, Portraits of Immigrants in Los
Angeles County," indicated the diversity of languages children speak
in Los Angeles immigrant households is reflective of the diversity
of Los Angeles as a whole-67% speak Spanish, 3% Chinese, 2% Korean,
2% Armenian, and 2% Tagalog.

And contrary to public perception, the CHIRLA report shows that
Immigrants in Los Angeles County made up a disproportionately small
portion of the population using general public assistance programs
in 2004.

Citizens in the county make up 93.9% of CalWorks caseloads, 88.1%
of General Relief caseloads, 61% of Medical Assistance caseloads,
and 90.3% of Food Stamps caseloads. Unsurprisingly, legal immigrants
make up 99.8% of refugee caseloads and 99.6% of CAPI (Cash Assistance
Program for Immigrants) caseloads. Undocumented immigrants notably
utilize almost no public assistance programs in the county. The single
major program where undocumented immigrants register as a percentage
of caseloads is for Medical Assistance-where they make up 4.1% of
caseloads. 82% of food insecure immigrant families in Los Angeles
County (families with foreign-born members, including naturalized
citizens and families with citizen children) did not receive food
stamp benefits in 2000.

"We hope that this report counters the negative stereotyping prevalent
in today’s immigration discourse. And we hope that these facts will
help to enlighten the debate by serving as a reference point in the
future," said CHIRLA Executive Director Angelica Salas when the report
was released.

The Survey cited by the Times also found that the share of naturalized
citizens among the foreign- born grew to 43.3 percent from 38 percent
over that time. The increase in immigrants becoming citizens is plainly
seen at the recent naturalization ceremonies held at the Convention
Center in downtown Los Angeles. Just last month, 18,000 immigrants
became citizens in one single day in Los Angeles, the third time
this was taking place this year. The U.S. Citizenship and Immigration
Services (USCIS) estimates during the 2008 fiscal year, some 150,000
people in the Los Angeles District would have become citizens, almost
doubling the 2007 numbers when 78,454 immigrants became citizens.

Jane Arellano, district director for USCIS in Los Angeles said
recently at the end of one of these ceremonies that several things
are responsible for this upswing in citizenship applications: a lack
of immigration reform that makes people fearful of what’s to come,
a new citizenship test that will take effect next month, an increase
in immigration fees and the fact that this is an election year.

The majority of new citizens in Los Angeles comes from Mexico,
followed by El Salvador, Guatemala, the Phillipines and South Corea.

Among them was Trinidad Hernandez, a Mexican who after 18 years living
in the country was pledging allegiance to the U.S.

"I’m thankful for all the opportunities we can have in this country,"
said Hernandez.

"Every major study shows that immigrants from whatever country are
integrating into our society at the same level and degree as prior
immigrants," said Antonia Hernandez, president of the Los Angeles-based
California Community Foundation, a nonprofit organization that recently
launched an initiative to help immigrants adapt here, told The Times.

The survey cited by The Times found other changes in the statewide
population between 2000 and 2007: Latinos increased to 36.2 percent
from 32.4 percent; Asians increased to 12.2 percent from 10.8 percent;
whites declined to 42.5 percent from 46.6 percent; and blacks declined
to 6 percent from 6.3 percent.

President Serzh Sargsyan had a meeting with the President of Serbia
Boris Tadic. The Presidents attached importance to the further
development of political, economic and cultural cooperation between
Armenia and Serbia and noted that there is a great potential for
development.

Serzh Sargsyan and Boris Tadic noted that despite geographical
distance, the Armenian and Serb people have many historical-cultural
similarities and have a warm attitude towards each other.

At the request of the President of Serbia, Serzh Sargsyan
presented Armenia’s position on the Karabakh conflict resolution,
the Armenian-Turkish relations and the recent developments in the
region. Serzh Sargsyan and Boris Tadic agreed that the solution of
the existing problems via negotiations, the establishment of peace
and stability in the region are important preconditions for progress,
development and realization of regional initiatives.

The President of Serbia stressed the special role the Armenian
community of Serbia can have in the further development of
Armenian-Serbian relations.

Boris Tadic invited Serzh Sargsyan to pay an official visit to Serbia.
