/PanARMENIAN.Net/ Azerbaijan urged the OSCE Secretariat to dismiss
the Minsk Group, Armenia’s Foreign Minister Vartan Oskanian told the
parliament today.

"The information is not made public yet but Armenia is aware of
Azerbaijan’s plans," he said. "Azerbaijan has been for a long time
trying to crack the OSCE MG format and transfer the Karabakh issue
to the UN."

"During two years, this country did not dare to put the resolution
on vote. But the fear that Kosovo’s independence can set a precedent
forced Azerbaijan to agree to defeatist result with 39 ‘in favor’,
7 ‘against’ and 150 abstentions," the Minister said, IA Regnum reports

YEREVAN, March 19. /ARKA/. The average market price for one square
meter of housing in multi-apartment blocks in Yerevan was 257,100
Drams in January-December 2007 against 196,700 Drams in 2006, says
the annual report of Armenia’s National Statistical Service.

According to the statistical information, the highest prices for
apartments were recorded in the center of Yerevan, in Kentron community
– 448,300 Drams per sq. m, and the lowest prices were recorded in
the suburbs, in Nubarashen community – 125,900 Drams.

Price for 1 sq. m of housing in apartment blocks was 360,300 Drams
in Arabkir community, 266,600 Drams in Kanaker-Zeytun, 229,300 Drams
in Nor Nork, 220,500 Drams in Avan, 227,300 in Erebuni, 241,700 Drams
in Shengavit, 250,100 Drams in Davidashen, 234,600 Drams in Ajapniak
and 223,400 Drams in Malatia-Sebastia. ($1=309.15Drams).

agreement among the RPA, Prosperous Armenia Party and Orinats Yerkir
party, in which all the next issues connected with Orinats Yerkir
party will be reflected, a member of the OY party faction Hovanes
Markaryan told ArmInfo correspondent.

He also added that the coalition agreement supposes not only
responsibility but also gaining of ministerial portfolios.

For his part, a member of the ARF Dashnaktiutyun party faction Vahan
Hovanesyan told ArmInfo correspondent that ‘it is still early to speak
about the cooperation format as the talks with the coalition parties
are still underway, but they have not yet arranged on cooperation

USA – APA. Last developments in Iravan shadow Armenian democracy,
said Matthew Bryza, US Deputy Secretary of State in his interview
with Voice of America. He called violence in Iravan tragic.

`There was bloodshed there, people have been killed. It is hard blow
on the democracy. Presidential elections have dropped out of normal
process and no matter how to call it’. As regards of US role in the
South Caucasus, including Armenia, Bryza said: ‘Armenia keeps close
ties with Russia and Russian companies made huge investments in
Armenia, but it is not important. It is important that Armenia and
USA are loyal to the common strategic values and interests. Armenia
has been involved in Millennium Challenge Program
for its democratic achievements. However last developments in Iravan
shadow the strengthening of Armenian democracy. We call on Armenian
government to lift state of emergency, to restore freedoms of speech
and press and to launch wide dialogue with the community’.

Azeri official dismisses Armenian attacks on UN resolution

An aide to Azerbaijan’s president has dismissed Armenian attacks on
an Azeri-introduced UN General Assembly resolution of March 14, that
demands immediate withdrawal of Armenian forces from Azeri
territories surrounding Nagorno-Karabakh.

"The statements of the Armenian officials are no more than propaganda
efforts to play down this resolution and divert the attention of the
Armenian public from the domestic political crisis. Any of the
attempts at comparative quantitative analysis cannot stand up to any
criticism, not even from the point of view of Armenian propaganda
itself. It would be enough to mention the recent widely advertised
celebrations of the 20th anniversary of the recognition by the
European Parliament of the so-called anti-Armenian genocide of 1915,"
Fuad Akhundov, head of a section in the presidential executive
service, told Interfax on Saturday.

Akhundov was referring to massacres of Armenians in the Ottoman
Empire in 1915.

"I have in mind not the essence of the matter but the comparative
analysis of numerical indicators that Armenia is making in an attempt
to play down the resolution of the UN General Assembly," Akhundov
said.

The European Parliament’s 1987 document declaring the 1915 massacres
an act of anti-Armenian genocide received the support of only 60 of
the legislature’s 500 members. Those who voted in favor represented
France and Greece alone.

The other 10 countries that took part in the poll voted against the
document, and that meant just 10 fewer votes, Akhundov said.

The majority of European Parliament members abstained.

Friday’s UN resolution was backed by 37 votes, with only seven states
voting against, Akhundov pointed out.

"It is also worth noting that in the European Parliament the genocide
motion received the support of deputies who did not have to express
the official position of their countries, whereas voting in the
General Assembly reflects the point of view not of deputies but of
states. So, if from the point of view of Armenian propaganda the
recognition of the genocide of Armenians by the European Parliament
is an important event on the European scale, yesterday’s vote of the
General Assembly is much more important on the global scale. So it is
not worth trying to delude the public in their own country once
again," Akhundov said.

NA PRESIDENT: `FOREIGN ANNOUNCEMENTS DO NOT CORRESPOND…’

The other day the president of the National Assembly
Tigran Torosyan received Thomas Hammarberg the
chairman of Council of Europe on human rights.
According to the NA official website, Boiana Urumova,
the special representative of the CE chief secretary
was also present at the meeting. Torosyan said that
the visit of the human rights chairman is an ideal
variant to check and verify the reality as many
agencies present quite different things.

The president of the NA mentioned that the measures
were taken in line with the Constitution and Human
Rights European convention. He added that the
principles of the state of emergency are softened.

As for the announcements made in those recent days,
Torosyan called them as not appropriate or not
correspondent, particularly when it is said that the
arrested should be set free and the dialogue should be
started with Levon Ter-Petrosyan.

Thomas Hammaberg mentioned that he has already
prepared and the Government was introduced to the
report on the human rights. He agreed with the
president of the NA that the international
organization should be very attentive with giving
evaluation not to strain the situation. He was content
that the president of the RA softened the principles
of the state of emergency concerning the media limits.

NSS REVEALS PARLIAMENT MEMBER’S ARMS CACHE

YEREVAN, MARCH 14, ARMENPRESS: Armenia’s National Security Service
(NSS) said it has discovered an arms cache of a parliament member
Sasoon Mikaelian, who was arrested on March 12 on suspicions of
instigating public unrest in Yerevan on March 1-2 and calling for
violent overthrow of the current administration.

The National Security Service said Sasoon Mikaelian, who was earlier
lifted of his immunity by fellow lawmakers, had told the guard of
his restaurant Vanatour in the town of Hrazdan in central Armenia,
to hide the weapons.

The National Security Service said the weapons and ammunition,
including anti-tank grenades and psychoactive drugs, were found in
a fishing lake close to the restaurant.

It said similar grenades were found on Freedom Square in Yerevan on
March 1.

YEREVAN, MARCH 14, NOYAN TAPAN. The following items: 20 grenades
of F-1, RGD-5 and RGL42 types and 15 antitank grenades, 8 antitank
grenade explosives, 11 boxes of cartridges for rifles and machine-guns,
a full charger, 15 explosives for F-1 grenade, 2 signal rockets,
15 syringe needles, 2 ampules of promethazine drug, a large number
of cartridges of various calibres, and a self-made rifle were found
and seized on March 13 in a fish-breeding pond loacted in the area
of "Vanatur" Restaurant Complex (Hrazdan) owned by the RA National
Assembly deputy Sasun Mikaelian.

According to a press release of the press center of the RA National
Security Service (NSS), S. Mikaelian had instructed the restaurant
watchman Edik Khachatrian to hide the stored ammunition.

It is said in the press release that grenades of such type were found
in Opera Square on March 1.

To recap, charges under the RA Criminal Code’s Article 225 Part 3 and
Article 300 Part 1 were brought against S. Mikaelian who was arrested
on March 12.

TRIP PARTICIPANTS SPONSOR STUDENTS AT FAR’S GYUMRI TRAINING CENTER

Nelli Poghosyan was born in Gyumri a few years before the earthquake.
Though she graduated from the Armenian State Engineering University
with an undergraduate degree in industrial engineering, there was
little hope she could stay in her hometown and earn a living.

Then, she heard about the Gyumri Information Technology Center (GITC),
a program created in partnership with the Fund for Armenian Relief
(FAR), which is providing advanced computer training to the young
people of Gyumri. "GITC gave me hope for being independent and
competitive," Nelli said.

FAR offers GITC training free of charge to the students, as long as
they promise to remain in Gyumri for two years after graduation, with
the goal of building up the area’s economy. When it looked like
budget cuts would force the GITC to charge tuition, FAR reached out to
the past participants of its Young Professionals (YP) Trip to Armenia.
Thanks to their generosity, FAR is able to provide training and hope
to more students like Nelli.

"We toured the GITC and were able to view the facilities, meet the
students and see first-hand the school’s resources," said one of the
sponsors, Chris Mensoian of Boston, MA who went on the YP trip last
year. "We were able to ask questions and gain a better understanding
of GITC’s mission. There are many intelligent, hard-working
individuals with expertise that are currently unemployed. The GITC is
re-training these individuals to become professionals in the
fast-growing IT sector in which there are domestic employment
opportunities."

HOPE FOR THE FUTURE

Established in 2005, the GITC is a two-year, post-graduate program
with a market-driven curriculum. Its students get in-depth training
in computer hardware and software design, focused on skills that are
in demand by Armenia’s growing computer industry.

Already, with just one graduating class, the GITC is changing the
future of Gyumri. By creating a pool of talented new employees, the
GITC has lured several computer and software firms to Gyumri, where
they’ve opened branch offices providing well-paying jobs to the GITC
graduates. This keeps the graduates at home and helps the economy of
Gyumri along its slow recovery from the 1988 earthquake.

When it asked its YP alumni to sponsor students, FAR wasn’t sure what
type of response it would get. Happily, participants from six of the
last YP trips joined the effort to provide sponsorship for the GITC
students. In total, they have raised funds to support 11 students.

For most of the YP alums, there was no question of their support,
since the project strongly reflected FAR’s efforts to provide a
helping hand rather than a hand out.

"Giving people the tools to better their lives is a far more powerful
and meaningful act then simply donating money," said Ara Bohchalian, a
New York City resident who first went on FAR’s YP trip in 2000 and
again in 2001. "Everyone in Armenia should have a fair chance of
competing against others their age globally. We have the minds, all
we need is the education and the funds to take us to the next level."

SEEING FAR IN ACTION

The time they spent in Armenia helped encourage the YP alumni to
answer the GITC appeal. During the YP trip, they said, they saw
first-hand how their small donations are magnified by FAR’s ability to
tailor projects to the needs of Armenia’s people.

"I learned a lot of FAR during the trip," said one of the GITC
sponsors, Sosi Ermarkaryan of New York City, who went on the YP trip
in 2006. "Prior to the trip, I was a little uncomfortable with the
idea of visiting FAR project sites and not particularly interested in
that part of the itinerary. I thought it was going to be a propaganda
mission. Frankly, I was pleasantly surprised that the visits were
highlights of the trip for me. It was an opportunity to mix and
mingle with real folks trying to work towards a future in a place with
almost no opportunities.

"There was a spirit in these folks, a twinkle in their eyes despite
their current hardships that I will never forget. It made me realize
what strong stock I came from, even if my family was not from the
specific area that are now within the borders of modern day Armenia,"
Sosi added. "I was part of a people that should have died off long
ago, like the Babylonians, but didn’t because of that spark within
them. We did visit the GITC and I was impressed with the concept.
They were truly being taught how to fish for themselves in a barren
land still stuck from a devastating earthquake 18 years ago."

For some sponsors, this was the first time they’ve directly sponsored
FAR projects. But it was a chance for them to make a difference by
providing the training that the Armenian people need to build their
own future.

"This was the first FAR project that I have supported," Chris Mensoian
said. "It’s important to support FAR’s work in Armenia for two very
simple reasons. First, the organization is incredibly well run,
organized and connected within Armenia. Second, FAR projects are
making a real and tangible difference in Armenia by helping its
citizens live better lives through improved living conditions, job
skill training and increased employment opportunities."

TOTAL SUPPORT

While most of the money was raised by alumni from the YP trips,
support for the GITC students also came in from friends of the YP
alums who heard of the need from their friends and could hear the
sincerity in the alumni’s appeal. Friends of FAR have also extended
their assistance, like Antranig Berberian who is already sponsoring
three students, or like Shant Madjarian, or like the Kurkjian family
>From the Boston area. Others who have visited FAR’s GITC site
independently of the YP trip have also jumped up to support the effort
to provide hope and opportunity to the young people of Gyumri.

"This is an extremely important project for Armenia. Not only does it
offer young students an opportunity to advance their technical
education, it enhances the high tech infrastructure in Armenia’s
second-largest city, and contributes to it’s economic recovery," said
Joe Dagdigian, who recently toured the site and worked to raise funds
to sponsor students. "Most important, these two factors contribute to
Armenia’s ability to retain young, bright, computer engineers and IT
professionals by providing both advanced training and fostering job
growth via the economic revival of Gyumri. I firmly believe retention
of Armenia’s intellectual talent should be one of the major goals of
all Armenians."

Most of those supporting this effort said they did so because they
trusted FAR to get the job done. FAR was recently honored by Charity
Navigator, America’s premier charity evaluator, which provides donors
with essential information needed to give them greater confidence in
the charitable choices they make.

FAR earned its second consecutive four-star rating for its ability to
efficiently manage and grow its finances. Only 15% of the charities
rated by Charity Navigator have received at least two consecutive
four-star evaluations, indicating that FAR outperforms most charities
in America when it comes to operating in a fiscally responsible way.
This "exceptional" designation from Charity Navigator differentiates
FAR from its peers and demonstrates to the public it is worthy of
their trust.

JOIN THE YOUNG PROFESSIONALS

FAR’s Young Professionals Trip is open to people between the ages of
23 and 40. The unique trip gives them a chance to do more than just
see the country’s historic sites. Participants also tour FAR
projects, to see how the future is being built by the Armenian people
with the support of the Diaspora. They also learn about Armenia’s
place in the world and engage government and religious leaders in
dialogue.

The 2008 trip, the 12th year FAR has led the group, is scheduled for
