GERMAN FAMOUS SOCIOLOGIST TILLMAN ALERT ARRIVES IN ARMENIA

Famous German sociologist Doctor Tillman Alert, as Panorama.am sources
report, is going to visit Armenia on 31 May. Panorama.am did not
manage to find out the mission of Doctor’s visit but one thing is
obvious – Doctor’s mission varies from its previous ones. Once the
German sociologist visited Armenia to have some lectures but this
time Mr. Alert is looking for some materials for his current surveys.

Tillman Alert is a sociologist and professor from J.W. Goethe
University. He is the author of various surveys and scientific works.

Doctor Alert is also famous for his great interest towards Armenian
oriented topics, such as Armenia as a partner of Europe, Armenian
culture, Armenian art, Armenians. The German professor has also
discussed Armenian Genocide in his works.

Today, the deputy president of the Armenian Republican party Razmik
Zohrabyan stated that in accordance with the amendments to the Articles
225 and 300 of the Armenian Crime Code, some of the detainees charged
in "the case of seven" may be released. He said that he spoke to the
speaker of the National Assemble Hovik Abrahamyan in this regard who
assured that discussions in this connection will be launched with
the parliamentary factions.

Razmik Zohrabyan, who was considered a political prisoner in the Soviet
times, stated that some of the detainees of the "7 case" will fall
under Article 301, which supposes fairs, or a three-year arrest, or
deprivation of freedom for three years. The former political prisoner
stated that no one of the detainees in this case will be amnestied,
because "amnesty is granted to those who realized their mistakes"

Remind, that on these days, the PACE monitoring group will discuss
the process of accomplishment of the PACE resolutions by Armenia.

/PanARMENIAN.Net/ Bulgaria’s initiative to organize a summit on Natural
Gas for Europe Security and Partnership resulted from the intensified
dialogue between the Bulgarian President Georgi Parvanov, and heads
of state from the Caspian region and Central Asia for the past two
years, the press office of the Bulgarian Embassy told PanARMENIAN.Net.

Those discussions demonstrated that partnership between key producers,
transit countries, and consumers should be encouraged by meaningful
dialogue on the highest level involving all stakeholders.

Invitations to the Sofia Summit were extended to 28 countries from
South East Europe, the Black Sea region and the Caspian region,
Central Asia, European Union Member States that are directly involved
in the development of the Southern Gas Corridor, the USA, Russia,
the EU Presidency, and the European Commission.

The Sofia Summit to be held from April 24 and 25 will practically
follow up on the Second Strategic Energy Review debate with the
benefit of involving major present and future energy suppliers.

The goal of this Summit will be to engage EU’s major energy partners
in a dialogue on the EU energy security approach. Accordingly, EU
Member States will become aware of the political will of producers
and transit countries to satisfy their interests in line with the
proposed new EU Energy Security and Solidarity Action Plan.

Bulgaria would propose a discussion on the economic and political
context of EU’s growing natural gas needs. One topical task in this
context would be the development of what the EC refers to as the new
generation of energy interdependence provisions with the partners of
the European Union.

The business part of the Summit is planned to discuss trends,
principles, and policies to enhance Europe’s energy security, and
some natural gas projects that are key to the area of South Europe.

tariff increase will come into effect on Apr.1, 2009. `Gas tariff
increase can’t but affect the pricing for other products and
services. Still, the amount of gas used will be proportional to
possible price rise.’ RA Transport Minister Gurgen Sargsyan told a
news conference on Saturday.

`A right to effect public transportations is granted at tenders, where
the winner should maintain obligatory transportation price, as
stipulated in tender agreement. If market situation changes, companies
should file new applications for revision of stipulated conditions.

”Yet, so far, no application was submitted,” Sargsyan informed.

YEREVAN, MARCH 24, NOYAN TAPAN. The Democratic Party of Armenia
(DPA) under the formed situation does not consider it expedient
to run for the May 31 Yerevan Council of Elders elections. Party
Chairman Aram G. Sargsian stated at the March 24 press conference. He
said that they are not satisfied with the law on the electoral
system. A. Sargsian is convinced that nothing has been essentially
changed in the electoral system and no honest struggle will be carried
out this time, either. "The administrative force will be again used,
big sums will be spent. However, we should understand that not money,
force, and power levers, but the program, ideology, and personality
are important in competition," the DPA Chairman mentioned.

A. Sargsian did not exclude, either that they will not go to ballot
at all.

"Everything depends on the fact what programs the political forces
running for the elections will present," he said. And the capital city,
according to him, today has serious problems, including landscape,
ecological, which further deepen day by day.

According to A. Sargsian’s prediction, L. Ter-Petrosian’s victory
in Yerevan Mayor’s elections is not so probable. "L. Ter-Petrosian
stated that he will accept only results bringing him a victory. And
it means that if suddenly they are not elected, they declare that the
results are false, and the process that started on March 1, 2008 will
be launched on June 1," A. Sargsian said. He gave assurance that the
people no longer believes L.

Ter-Petrosian and will not follow him.

Minas Avetisyan’s Jubilee Exhibition In Yerevan

Famous Armenian painter Minas Avetisyan’s jubilee exhibition will be
launched in National Gallery of Armenia on 17 April, Sona Harutyunyan,
the adviser of the Minister of Culture told Panorama.am.

The exhibition is devoted to the 80th anniversary of the
painter. Though the painter’s 80th anniversary was celebrated last
year, much time was needed to have the catalogue published and
to have organized the exhibition, said the representative from the
ministry. Painter’s best 80 creations will be presented; some of them
have never been shown.

According to the source, Minas Avetisyan’s catalogue presentation
will take place during the first day of the exhibition. She said that
Professor Wilhelm Shling from Albert Ludwigs University of Freiburg
has a story published in the catalogue. The professor got impressed
by the painter’s art when he visited Armenia in 1995.

The catalogue is published supported by "foundation of developing
Armenian culture".

/PanARMENIAN.Net/ The U.S. State Department has confirmed that a
top American diplomat will be attending a meeting of the Shanghai
Cooperation Organization being convened specifically to discuss
the Taliban insurgency in Afghanistan. A State Department spokesman
did not rule out that the US diplomat would hold talks with Iranian
officials on the sidelines of the meeting.

The SCO gathering is scheduled to take place on March 27 in
Moscow. State Department spokesman Robert Wood said U.S. Assistant
Secretary for South and Central Asian Affairs Patrick Moon would be
attending. The United States has no formal affiliation with the SCO,
but a US representative was invited to attend the special meeting
on Afghanistan.

"The reason why we think it’s important to go to this conference
is that it’s about Afghanistan and how the international community
can try to better the situation on the ground, better coordinate our
activities, see what types of things we can do together to help make
things better for the people of Afghanistan," acting State Department
spokesman Robert Wood said at a briefing on March 19. Wood added that
no meeting with Iranian diplomats had been "planned." But he pointed
out that it would not be "unusual for US and Iranian officials to
cross paths during a multilateral meeting, so I’m not going to rule
anything in or rule anything out."

Iran holds observer status in the SCO and has been invited to attend a
US-proposed summit on Afghanistan at The Hague on March 31, EurasiaNet
reported.

There’s A New Daily In Town, And It’s Called The Trib

THERE’S A NEW DAILY IN TOWN, AND IT’S CALLED THE TRIB

Have you noticed how The Tribune is looking more and more like The
Daily these days? On February 17, the front page of The Tribune had
a queer flag adorning its cover and its main news feature, "Follow
the Queer Railroad to Canada," dealt with queer people fleeing the
oppressive Iranian regime for a safer haven in Canada. Similarly,
a March 4 opinion piece assessed the video game "The Sims" as a
"poignant cultural critique of modern gender constructions." Why is
The Tribune emulating The Daily? And what can The Daily do to preserve
and even capture more of the market for readers and writers?

Let’s start by looking at what makes The Daily. Clearly, its Statement
of Principles (SoP) guides the content of the paper – "thou shalt
cover alternative issues." People who want to write for The Daily
are those who seek social justice; those who feel their voices and
opinions are stifled or marginalized in other media outlets; geeks who
love to write about quirky novels, plays or music shows in interesting
and creative ways. That’s why the Culture and Features sections can
be fascinating to read.

The Daily publishes every letter it receives (provided that it is
free of racism, sexism, etc.) and its Commentary section allows many
readers to write in and express their opinions through Hyde Parks. The
same rules apply at The Trib, but it seems fewer students add their
voices to its pages. That the recent exchanges in The Daily’s Letters
section about Israel-Palestine have been thoroughly lacking in depth
does not detract from the commendable fact that The Daily offers a
space for discussion – something no other publication on campus does
to the same extent.

The Tribune is emulating The Daily because it wants to appeal to more
readers. These are interesting to students and, if covered properly,
don’t exclude anyone. While The Tribune has traditionally remained
in the areas of campus life and more mainstream topics, it clearly
realizes that these issues simply aren’t the alternative hot topics
they used to be.

But the real issue isn’t so much the readers as it is the writers. Over
this past year for instance, The Trib has covered many more campus
events than The Daily. For the most recent and striking example,
consider that The Tribune covered the talk given by the Turkish
university professor and Armenian genocide denier, Turkkaya Ataöv
(March 4), while The Daily did not. This dearth most likely reflects
the fact that The Tribune has more writers interested in campus events
than does The Daily. While readers are not necessarily committed to
just one paper, The Tribune and The Daily ultimately compete for the
interesting and interested writers on campus.

More writers mean more readers. For The Daily this is especially
true as it is too often preaching to the choir. The Daily needs to
broaden its coverage of student life. I know that the SoP calls for The
Daily to address issues affecting McGill and "related communities,"
but students are its principal readership base and so students’
interests it should serve. Covering student and campus life is just
as much a part of The Daily’s mandate as is covering alternative
issues elsewhere in the city or the world. So the issue becomes one
of getting students to write about the activities they care about,
be it on- or off-campus. In order to achieve that, The Daily needs to
reach out to those who do not read the paper, most especially those
who have stopped reading it.

Armenia Expects To Receive $50 Million Loan From World Bank

In April 2009, Armenia expects to receive a $50 million loan from
the World Bank for financing small and medium-sized business, Prime
Minister Tigran Sarkisian said at a governmental meeting on Thursday.

He said that the loan agreement with the World Bank has already
been approved in Armenia following its ratification in parliament
on Wednesday.

"According to our estimates, within two weeks Armenia will receive
$50 million from the World Bank," Sarkisian said.

He added that the funds would be entirely passed to the Central Bank
to be later placed in commercial banks in order to provide loans.

It was earlier reported that the World Bank’s board of director’s
approved giving Armenia $85 million in four loans.

The funds to develop small and medium-sized businesses will first be
provided to Armenian under the auspices of the International Bank for
Reconstruction and Development (IBRD). The loan has a payment period
of 26 and half years and a grace term of five years. The interest
rate has been set at around 4%.

Since 1992, the World Bank has provided Armenia over $1.1 billion
in loans.

ArmInfo. Ameriabank offers legal entities new terms for time deposits,
reports a source from Ameriabank.

The interest rate on AMD deposit is 11%, on USD and EUR deposits –
6%. For deposits exceeding 500mln AMD, 500,000 USD or 500,000 EUR
the rates will be individual.

In Feb 2009 the amount of time deposits by legal entities grew by
7.2 times as compared with Feb 2008, in Jan-Feb 2009 the index grew
by 47.8%.

In 2008 the index grew by 3 times, in the fourth quarter alone it
more than redoubled. Jan 1 2009 the amount of time deposits totalled
11.4bln AMD (9th place) – 83% or 9.5bln AMD were deposits by legal
entities (4th place).
