YEREVAN, JULY 27, NOYAN TAPAN – ARMENIANS TODAY. Solution of the
Nagorno Karabakh conflict on the basis of Madrid principles is
not beneficial for the Armenian side as geopolitical shocks and
remarcation of borders will take place in the South Caucasus in the
coming 3-5 years. Academician Ara Sargsian, a member of presidium
of the Russian Academy of Geopolitical Problems, stated at the
July 27 press conference. In his words, persons standing close to
the President being for Madrid Principles persuade him to continue
the negotiations over Madrid Principles from the considerations that
allegedly Azerbaijan will become stronger and stronger by getting huge
economic and military advantage over Armenia. However, as A. Sargsian
stressed, we should not forget that the Azeri side also had the same
possibilities in the early 1990s and nevertheless lost the war.

The academician mentioned that Armenia and Karabakh should cede
no inch of land to the enemy. In his conviction, the Moslem world
will perceive ceding territories as a sign of weakness. A. Sargsian
stated that instead of making concessions in the issue of Karabakh
the Armenians should demand Western Armenia from Azerbaijan.

Speaking about the probability of resumption of a war, he mentioned
that today there is indeed such a danger. According to A. Sargsian, it
is conditioned by two factors, Russian and British. As he explained it,
resumption of Armenian-Azeri war is in the interests of the Gazprom
Russian company and British Petroleum British company.

A. Sargsian advised the NKR authorities instead of criticizing
Yerevan to organize actions of protest in London, Moscow,
Washington. "Personally knowing Serzh Sargsyan I can say that by
his intellect he is not inferior to either Levon Ter-Petrosian or
Robert Kocharian," he added. According to A. Sargsian, having many
hard problems and receiving the 2008 March 1 cases as a "dowry"
the President tries to push forward country’s national interest.

Arzumanyan , Madrid principles are unacceptable to either Armenia
or NKR. Ex-RA Foreign Minister was most alerted by the withdrawal
of Armenian forces from the so-called "occupied territories" and the
ambiguity as to who they will be replaced by. "By withdrawing forces
we agree to pass territories under Azerbaijan’s control," Arzumanyan
said at today’s news conference in Yerevan.

The second point Arzumanyan is concerned about is NKR status. "For many
years Armenia has been speaking of the importance of self-determination
right, and I’m concerned about the way "self-governance" term was
used. "Despite the importance of this principle, the issue of self
determination was given the lowest status in Madrid document,"
Arzumanyan noted.

He emphasized the necessity of NKR’s involvement in negotiation
process. Arzumanyan noted that it’s not only NKR which does not
participate in negotiation process but also Armenia, which has taken
a passive position on the issue.

Armunayn noted it’s to late to abandon Madrid principles. "You cant’
go back on your own suggestion," he said.

Ex-RA Foreign Minister commented on the statement of MG OSCE CO-Chair
Bernard Fassier, where he expressed a hope for NKR conflict to be
resolved without a war. "It’s bad enough Fassier had said the "war"
word," Arzumanyan emphasized.

YEREVAN, JULY 24, NOYAN TAPAN – ARMENIANS TODAY. The July 23 schedule
of events of the lads and girls who arrived in Armenia within the
framework of the RA Ministry of Diaspora’s Come Home program was
also eventful as those in the previous days: a visit to the Armenian
National Gallery, a meeting with Yerevan State University head Aram
Simonian, as well as a performance within the framework of Shant TV’s
Folk Dances program.

At the very first hall of the Armenian National Gallery the talk
full of Georgian, Russian and Turkish words changed into silence,
the young people began discovering the bright colors of Armenian
Highlands painted by Sarian and the Ayvazovski’s wavering of wild
sea. The silence gradually changed into discussions. The lads and
girls listened to the guides with attention without overlooking any
detail. They, of course, managed to get acquainted only with the
small part of the Armenian and world fine arts’ works which are kept
in the Gallery. The impressions from the canvases were also discussed
in the buses.

According to the hayernaysor.am, Yerevan State University head
Aram Simonian acquainted participants of the Come Home program
with the history of Yerevan State University and presented the
teaching system. The frank atmosphere was pleasant and the children
asked questions to the university head without any inhibition. The
most interesting was the question of entering higher educational
institutions and teaching conditions of Diasporan Armenian students
in Armenia.

The same evening was the time of the most important "trial" of
the Come Home 2009 program’s first stage. It was the time for the
Diasporan Armenian young persons who had arrived in Armenia from
different countries to surprise within the framework of Folk Dances
program with their mastery which they gained during the lessons in a
few days thanks to the dancing-master, Director of Armenian National
Choreography Union, the chief dancing-master of the Berd dance ensemble
Karen Gevorgian.

The emotions and excitement of the children sitting at the hall
grew. And here is announced the debut of the participants of the Come
Home program.

The spectators got animated at once, the young persons performed a
dance named Lulke, at that, they danced so skilfully and fluently
that it seemed that a dance ensemble with many years’ experience was
performing. A storm of applause followed the last sounds of the dance
tune. The eyes of the children standing on the stage continued to shine
but they also expressed regret thet the wonder of joint connection
with the Armenian mighty dance finished. However it was only today. And
tomorrow they will have no less interesting and eventful day.

On July 21st the Caucasus Research Resource Centers, a program of
the Eurasia Partnership Foundation in Armenia, presented the key
findings from the USAID Mobilizing Action Against Corruption (MAAC)
Activity’s 2008 Armenia Corruption Survey of Households. The survey
sample included 1,549 adults from all over the country.

The current economic crisis has had drastic effects on Armenia,
and the South Caucasus in general, but what persists throughout
both the global crisis and periods of prosperity is the presence
of corruption. The Corruption survey provides a unique and valuable
opportunity to examine the general perceptions, personal experience,
and perceptions of the government’s anticorruption activity.

The basic findings of the survey reveal that 86% consider corruption a
very serious problem. The level of corruption is perceived commonly
in the electoral system (66%), police (66%), healthcare (61%)
and education (58%). Inside the public sector, 45% of respondents
see corruption as more severe among high-ranking public officials,
whereas only 9% believe it is most prevalent among low ranking public
officials.

The overall perception of what constitutes corruption was assessed:
95% agreed that paying a judge to achieve favorable treatment was
a form of corruption, while only 37% considered using an office
car by a government employee for private purposes to be a corrupt
act. But there is some hope, though 53% of individuals reported they
would pay a bribe if asked, 72% stated they would not take a bribe if
offered. Surprisingly, punishment is not an effective way to prevent
bribery since only 5% of those who would not pay a bribe, and 11% of
those who would not take one, mentioned a high risk of being punished.

What is most concerning is that more than half of the respondents
believe there is nothing they can do personally to reduce
corruption. The data shows that from the respondents’ perspective the
government is doing very little, with 52% of Yerevan respondents and
about 30% of respondents from other cities and rural areas disagreeing
with the statement that the government has a sincere desire to combat
corruption.

Despite the government and societal inadequacies, the perceived level
of corruption in Armenia slightly diminished: 30% of respondents
of the survey believe it has decreased relative to the year before,
while 17% believe it has increased.

In the long run, this survey provides a unique tool for the Government
and NGOs in Armenia to create solid strategies to fight corruption
taking into account the public opinion and perceptions, as well as
empower citizens of in defending their rights.

The presidents of Armenia and Azerbaijan are meeting in Moscow in the
latest round of talks aimed at resolving the dispute over
Nagorno-Karabakh.

Armenia’s Serge Sarkisian and Azerbaijan’s Ilham Aliyev have met half
a dozen times over the past year. There are rising expectations of a
solution to one of the former Soviet Union’s most troubling "frozen
conflicts."

Nagorno-Karabakh is part of Azerbaijan, but has been under the control
of Armenian soldiers and ethnic Armenian forces since a war ended in
1994.

Aliyev and Sarkisian are to meet with Russian President Dmitry
Medvedev on Saturday to report on their talks. Russia, along with the
United States and France, is leading international efforts to work out
a settlement.

the meeting, but on the other hand, we reached a phase of discussion

Armenian presidents on July 17 in Moscow.

Bryza said for the first time the presidents discussed the complicated
issues and exchanged the opinions so openly. `However I can’t say that
everything is good and they reached a consensus. The process is going
on and is in very serious phase’.

Bryza mentioned the possibility of separatist Nagorno Karabakh
regime’s participation in the negotiation process and said the
mediators were informed about such opinions. `Naturally the Nagorno
Karabakh’s point of view is not out of attention during the
negotiations. We keep the concern of our friends in Karabakh in focus

Artsakh, expressed in the referendum of 1991 and during adoption of
Constitution in 2006. Exclusion of Nagorno Karabakh from negotiations,
ignoring the actual statehood of NKR and expression of a discriminatory
approach in the settlement of the problem failed the efforts to
resolve Azeri-Karabakh conflict".

Several Karabakh political parties issued a joint statement today in
Stepanakert protesting what it called the "discriminatory approach"
adopted by the current negotiations process and the fact that the
NKR was being left out of the talks regarding a settlement to the
conflict. It asserted that such attempts to disregard the will of
the Karabakh people were doomed to failure.

In its statement the signatories declared that:

The right of the people of the NKR to self-determination must be
respected via the full participation of the NKR government in the
on-going peace process.

The security of the people of the NKR must not be threatened and that
the essential guarantor of its security is the independent statehood
of the NKR and its territorial integrity as established in the NKR
constitution.

The statement goes on to say that the non-implementation of these
demands might very well threaten the territorial balance peacefully
preserved to date and that such a violation could lead to undesirable
consequences whose full responsibility will lie with the international
community, specifically with the governments of the OSCE Minsk Group
Co-chairs.

The signatories expressed their full support of the NKR government
and call on the people of Karabakh to show resoluteness, unity and
a sense of heightened alertness

/PanARMENIAN.Net/ President Serzh Sargsyan has expressed his
condolences to the relatives of people who died in today’s plane
crash. "It’s hard to find words to console people who lost their loved
ones. Expressing sincere condolences, I wish them patience and strength
of spirit," RA President’s press service quotes Mr. Sargsyan as saying.

Caspian Airlines Company’s plane carrying out flight in Tehran-Yerevan
direction has crashed today, July 15th. The liner was carrying 154
passengers, including 2 children. According to preliminary data,
40 out of 154 passengers were rA citizens. Among 16 crew members,
there were citizens of both Iran and Armenia. None of them survived.
