European envoy tells Azeri officials he is not “stupid” – TV

[Presenter] The co-rapporteurs of the Monitoring Committee of the PACE
on Azerbaijan, Andreas Gross and Andres Herkel, held a press
conference on the results of today’s meeting of the committee. They
focused mainly on the pre-election situation.

[Correspondent over video of the press conference] I have never said
that the opposition should be given 25 seats in parliament, Gross
said. He said he would like to see the opposition in the parliament,
but it would be wrong to say something like this ahead of the
elections.

[Gross shown speaking to reporters in English with Azeri voice-over] I
have said the opposition should take at least 25 per cent of seats in
the parliament. A parliament where the opposition has less than 25 per
cent of seats is not a good one. Both the government and opposition
should be represented in parliament. But I have never said they [the
opposition] should be given 25 seats. I do not know why my words were
misinterpreted. I am not a stupid man, do not show me as such.

[Correspondent] Gross said he was not happy with the amendments to the
Electoral Code. He said he had told parliamentary officials about this
during a closed meeting.

Gross again expressed his dissatisfaction with the way electoral
commissions are formed. He expressed the hope that the elections would
be free and fair.

Andres Herkel spoke about their planned visit to five districts
tomorrow to see whether the peoples’ right to free assembly is being
exercised.

[Herkel, in English with Azeri voice-over] Azerbaijan does not consist
only of Baku. So we want to visit the districts and see whether people
there are free. I thing that although the peoples’ right to free
assembly has recently been secured in the capital, I regret that this
is not the case in the districts.

WASHINGTON’S AID TO ARMENIA WILL BE TWICE AS MUCH THE AID TO AZERBAIJAN

Members of the American parliament support the idea of showing special
attitude towards Armenia.

The US Senate assignments committee has started considering the bill on 2006
foreign assignments for the support to developing countries. According to
the bill approved by the profile subcommittee the financial aid to Armenia
will not be reduced. Meanwhile it should be mentioned that the
administration suggested to provide Armenia with nearly one third less of
the funds allotted in 2005.

/PanARMENIAN.Net/ So far it is not possible to give a definite answer about
the sizes of the U.S. aid to Armenia. The thing is that the bill approval
process is rather long. The document has still passed only three fourth of
the necessary procedures. Before the document can acquire force of the law
it has to be `polished up’ on 7-8 levels. Up to now the bill has been
approved in profile subcommittees, the House committee and the plenary
session of the lower chamber. After making some corrections in the document
the Senate subcommittee passed it to the profile committee. After the
approval on this stage the document will be considered in the Senate after
which it will be considered by the conciliatory committee consisting of
representatives from both chambers. After achieving some compromise variant
the project will again be sent back to the Senate and the House for
approval. If there are no disagreements the approved document will be
submitted to the President. Only in that case we shall be able to talk about
the sum of money allotted to Armenia.

However, it should be mentioned that currently the bill proceeds in a way
that is very favorable for us because nearly on all the stages the figures
referring to Armenia were reviewed only for increasing. Thus, considering
the opinion of the subcommittee the House committee decided to increase the
financial support to Armenia up to 67,5 million US dollars. It is worth
reminding that the administration suggested to allot 55 million. (393
congressmen out of 425 supported the document). During the Wednesday session
of the subcommittee on Senate foreign assignments the sum was increased to
75 million. There are grounds to suppose that the committee will approve the
sum and will submit that to the approval of the Senate, which will most
likely support the initiative.

Disagreements between the administration and lawmakers concerning the sizes
of the financial aid to Armenia have a long history. It is already the fifth
year the White House suggests to reduce the aid to Armenia but the lawmakers
have always managed to increase the figures thanks to the successful
lobbying activities of the local Armenian community. For the past 10 years
the aid to Armenia from the United States has been reduced by only 15
million US dollars. (In early 90s it was 90 million. It should be taken into
account that today the economic condition of Armenia is incomparably better
than it was during the years of blockade and energetic crisis). In the White
House they of course realize that the congressmen will try to protect the
interests of Armenians, but nevertheless every time they suggest to reduce
the sizes of the aid to Armenia. Armenian lobbyists argue their initiative
by the continued blockade, the fact that official Washington makes less
efforts than necessary to remove the blockade and the administration’s
promise to cancel the amendment 907 to the Freedom Support Act that supposed
sanctions against Azerbaijan. At that time the White House promised to
guarantee stable aid to Armenia in change for the agreement of congressmen
to give aid to Azerbaijan.

It is worth mentioning that the congressmen accepted the figures in the bill
reflecting the aid to be given next year to Azerbaijan. Baku will receive
from Washington only 38 million US dollars, that is two times as less than
the sum lawmakers suggest to give to Yerevan. At the same time
Nagorno-Karabakh will also receive aid from the United States. Like in the
previous years Stepanakert will receive 5 million dollars. The sum will be
sent directly to Stepanakert which is regarded in Baku as an indirect
recognition of NKR sovereignty.

All the mentioned figures refer to economic support. The sizes of military
support are settled in the bill separately. In this question the
administration and lawmakers do not have any disagreements. Both Armenia and
Azerbaijan will receive 5 million 750 thousand US dollars, 750.000 out which
will be used for foreign military trainings.

Parity in the sizes of the military support should be considered an
achievement since the active participation of Azerbaijan in the
antiterrorist coalition created by Americans enabled official Baku to
receive funds for military needs. In that case the military support to
Azerbaijan was half as much again the support to Armenia. Now Yerevan and
Baku are equal military partners for Washington and this fact approves the
bill on foreign assignments.

and Azerbaijan will be held August 26 during the unofficial Summit of
CIS Leaders in Kazan, Armenian President Robert Kocharian stated in
Moscow in the course of a meeting with Armenian students, who study at
Moscow higher education institutions. At that he added he was not too
much optimistic over the final outcome of the meeting. «Our positions
differ considerably. We consider that there is no way back to the
previous status of Nagorno Karabakh,» R. Kocharian noted. Speaking
of the Armenian-Turkish relations, R. Kocharian reaffirmed Armenia’s
readiness to establish relations without preconditions. At that he
called the conditions put by Turkey over renunciation of Nagorno
Karabakh and international recognition of the Armenian Genocide
unacceptable.

13th Anniversary of Police Troops Celebrated in Armenia

13TH ANNIVERSARY OF POLICE TROOPS CELEBRATED IN ARMENIA

YEREVAN, JUNE 21. ARMINFO. The 13th anniversary of the Police Troops
of Armenia is marcked in Armenia today. In this connection, a number
of solemn events took place in Yerevan.

They started with a ceremony of swearing in of conscripts of the
Police troops, then awards and prizes were presented, which was
completed with a parade. Armenian Prime Minister Andranik Margaryan,
Head of the Armenian Police Lt. General Hayk Haroutiunyan, Head of
the General Staff of the Armenian Armed Forces Colonel General Michael
Haroutiunyan, Yerevan Mayor Yervand Zakharyan, Head of the National
Security Service Gorik Hakobyan, and ministers attended the event.

Head of the Police Hayk Haroutiunyan congratulated the police, the
personal staff and veterans on the anniversary. He pointed out the
role of this date in the modern history of Armenia as well as the role
of the structure created in 1992 (then Internal Troops and than Police
Troops) in the country’s strengthening, its readiness to fulfill the
tasks set. He says that troops were formed in the period difficult for
the country, making their contribution to the liberation war in
Nagorny Karabakh, and the second front – crime combating was not
forgotten. 70 servicemen of the troops were killed in the Karabakh
war, many of them were given awards, including 63 posthumously. The
Police Troops regard the fulfillment of the set tasks with the highest
principles and responsibility, suppressing any attempts of legal order
violations. But, he also mentioned some omissions requiring correction
as soon as possible. For conclusion, Haroutiunyan thanked the
President and the Government for care and contribution, especially the
Armenian Defense Ministry in the person of Serge Sargsyan for
replenishment of the Police Troops, revewal of the material and
technical base etc..

The same day, in conformity with the orders of Prime Minister, Defense
Minister, Police and NSS Heads and a number of other servicemen of the
law enforcement bodies were given certificates, breastplate, medals
and precious gifts. In particular, in connection with the 13th
anniversary of the Police Troops and for honest service, Deputy head
of the Police Grigoriy Grigoryan was awarded a certificate of
gratitude and Andranik Ozanyan Medal. Deputy Prosecutor General of
Arenia, Military Prosecutor Gagik Jhangiryan was awarded a breastplate
of first degree of Armenian Police for brilliant service, Head of the
Armenian APP Guard Lt.Colonel Stepanyan was awarded nominal weapons,
four servicemen of the Police Troops (one posthumously) were awarded
Medals For Combat Service.

made an official statement, which says that the `elections held by Armenians
in occupied Nagorno Karabakh are illegal’. The elections in Nagorno Karabakh
conflict with the norms of jus gentium as well as the UN, OSCE and CE
principles’, the statement says. Namig Tan noted that Turkey is for the
settlement of the Karabakh conflict via dialogue within the frames of
Azerbaijan’s territorial integrity and in accord with the principles of jus

Kocharian will leave for Moscow to take part in the EurAsEC Interstate
Council at the level of state leaders. Belarus, Kazakhstan, Kyrgyzstan,
Russia and Tajikistan are EurAsEC members. Armenia, Moldova and Ukraine have
observer status. As reported by EurAsEC Press Service, in the course of the
session the course of the forming of EurAsEC common customs tariff, as well
as a number of projects, including the concept of currency cooperation of
EurAsEC countries, agreement on cooperation in integrated currency market,
agreement on interaction of frontier departments in case of crisis at
external borders, the order of adjustment of main macroeconomic indices of
development of the economies of the EurAsEC states will be discussed. June
23 in Moscow Robert Kocharian will participate in the session of the
Collective Security Council (CSC) of the CSTO countries – Armenia, Belarus,
Kazakhstan, Kyrgyzstan Russia, and Tajikistan. A day before, June 22,
sessions of the CSTO Council of FMs, Council of Defense Ministers and
Committee of Security Council Secretaries. The CSC will focus on further
strengthening of allied relations of the Organization member states,
promotion of military integration and that in other fields. The detailed
analysis of the military and political situation in the CSTO responsibility
zone and adjacent regions will be carried out. The Armenian delegation will

BAKU, June 20 (Reuters) – U.S. oil major Exxon Mobil will pay
Azerbaijan around $30 million in compensation after giving up on
exploring the Nakhichevan oil field in the Caspian Sea, the head of
the Azeri state oil firm said on Monday. “We have concluded our
discussions with Exxon Mobil on Nakhichevan,” Natik Aliyev, president
of Azeri state oil firm SOCAR, told reporters. “The amount of
compensation will be around $30 million.”

An exploration well drilled in 2002 did not find commercial quantities
of oil and earlier this year Exxon pulled out of drilling at a second
site on Nakhichevan.

SOCAR will now discuss with Exxon its claim for compensation for
pulling out of another Caspian field, Zafar Mashal, where it spent
$150 million fruitlessly in 2004.

Exxon is still involved in three Azeri projects, although two have
been frozen by a territorial dispute between Azerbaijan and Iran.

Berlin, 19 June: Nearly 10,000 Turkish people held a demonstration in
German capital Berlin on Sunday [19 June] to protest approval of a
resolution recognizing so-called Armenian genocide by the German
parliament last week.

Demonstrators carrying Turkish flags and banners, chanted slogans
during the demonstration organized by the Initiative of Turkish
Associations.

A statement was distributed at the end of the demonstration reading,
“both German parliament and media failed to give place to theses of
Turkish and the other historians about Armenian allegations.

They ignored killing of tens of Turkish diplomats by Armenian
terrorist organization of ASALA, occupation of a part of Azerbaijani
territories by Armenia, and massacre of thousands of Azerbaijani
people during the occupation. We regret that German lawmakers
distorted the historical facts for their own political purposes. In
fact, countless German, Austrian, Russian, American, Turkish and
Armenian sources revealed that the Ottoman Empire had adopted the
Relocation Law to suppress Armenian uprisings in those days. They
clearly put forward that an Armenian genocide had never taken place in
the history of the Ottoman Empire.”

“The Armenian Diaspora has been trying to keep its baseless
allegations high on agenda of the world by using national governments
and parliaments. Their real target is to force Turkey to pay
compensation after recognition of so-called Armenian genocide. Armenia
does not accept its borders with Turkey. Similarly, Armenia did not
recognize its borders with Azerbaijan, and occupied a part of
Azerbaijani territories,” the statement added. Demonstrators called on
German lawmakers to take into consideration sensitivity of 2.8 million
Turkish people living in Germany, and act with common-sense against
such provocations.

reassure Azerbaijani President Ilham Aliyev about the withdrawal of the
Russian military base from Georgia. `We will convey the part of the military
equipment not to Armenia but to the Russian military base dislocated in
Gyumri. Thus the balance of forced will remain unchanged’, S. Lavrov noted.
In his turn I. Aliyev said that Baku understands that the weapons are not
conveyed to Armenia noting that Azerbaijan’s military expenses will increase
with $70 million by the end of the year. He also did not rule out that
Azerbaijan will purchase military equipment in Russia, Interfax reported.

Congressman Is Gaining a Name in Foreign Affairs
By Johanna Neuman, Times Staff Writer

WASHINGTON – According to conventional wisdom, there’s no surer way
for a young congressman to destroy his career than delving into
foreign policy. Voters don’t care about it, the old hands say, and
time spent on what’s happening overseas is time squandered.

Democrat Adam Schiff may be the exception that proves the rule. Now
in his third term, the Burbank congressman seems to spend more time
on foreign affairs every year. Yet in each of his two reelection
campaigns, he’s held on to more than 60% of the vote.

Indeed, focusing on a foreign policy issue helped Schiff win his seat
in 2000, defeating Republican incumbent James Rogan in what is still
the most expensive House race ever. Since then, he has maintained and
extended his interest, without apparent political cost.

To be sure, the foreign policy issue that Schiff rode to his first
victory is one with exceptional appeal in his particular district –
the charge that, between 1915 and 1923, rulers of the Ottoman Empire
carried out a campaign of extermination that claimed about 1.6
million Armenian lives. California’s 29th Congressional District is
home to more Armenian American voters than any other in the state,
and they have pressed to have the episode officially branded as
genocide.

The present-day Turkish government denies genocide occurred, saying
Armenian fatalities stemmed from attempts to quell civil unrest.

Using parliamentary maneuvers he honed in Los Angeles as a prosecutor
and in Sacramento as a state senator, Schiff has rescued the issue
from defeat at the hands of a Republican majority.

On June 8, he won a major concession from House leaders, who agreed
for the first time in five years to vote on a bill in committee
recognizing the genocide. Schiff won that pledge by attempting to
amend the State Department authorization bill in two ways – one
seeking a historic study of how genocide could be prevented and
another seeking diplomacy to get Turkey to stop blockading another
Council of Europe country, Armenia.

That prompted frantic efforts by Turkey’s lobbyists – who include
former House Speaker Bob Livingston (R-La.) – to cut a deal that
would avoid embarrassing the Turkish prime minister, who was visiting
Washington that day and paid a call on President Bush on June 10.

The play to an Armenian audience was one of the focal points of the
2000 congressional campaign in California’s 29th District. Rogan took
to punctuating his stump speeches with cries of Getzeh Hayeruh –
“Long Live Armenia.”

Schiff raised the ante by delivering a whole speech in Armenian, one
syllable at a time.

Between them, the two candidates spent an estimated $15 million on
the campaign. Schiff won with 53% of the vote. Ever since, he has
taken the lead in the fight for recognition of the Armenian genocide
and made himself a prominent Democratic voice on foreign affairs.

For years the Armenian issue has languished in Congress, stymied by
vehement Turkish opposition and by the reluctance of American
presidents to antagonize an important ally.

That hasn’t stopped Schiff.

Last year, he spent hours in the parliamentarian’s office crafting an
amendment to the foreign aid bill that would pass parliamentary
muster. The gambit worked – up to a point. The House voted to bar
Turkey from using foreign aid funds to lobby against recognition of
the genocide, which Armenian advocates took to be tacit recognition
of their claim.

But then, under administration pressure not to upset Turkey, Speaker
J. Dennis Hastert (R-Ill.) made sure the provision was removed early
in the process. This year, Schiff capitalized on current strains
between Washington and Turkey, which did not allow U.S. troops to
cross its territory to invade Iraq.

More recently, American officials have chafed at Turkey’s reluctance
to let American military operations expand at Incirlik Air Base.

Schiff saw hopeful signs in February, when the U.S. ambassador to
Armenia, John Evans, openly used the term genocide in a speech at UC
Berkeley, and added “I think we, the U.S. government, owe fellow
citizens a more frank and honest way of discussing this problem.”

Schiff, born in Framingham, Mass., is the son of a Jewish clothing
salesman who moved to California when Schiff was 9. His father is a
Democrat and his mother is a Republican. “Maybe that’s why I’m a
moderate,” he says.

Schiff ran for the Assembly in 1994 against Rogan and lost. But two
years later he won a state Senate seat. He rose to chairman of the
Senate Judiciary Committee and developed a reputation for thoughtful
tenacity.

Though not a flamboyant personality – staffers joke about his lack of
charisma – Schiff has continued to build a reputation as a skillful
tactician, even as a Democrat in a Republican world.

Since House Republican leaders take an uncompromising attitude toward
the Democratic minority, Schiff often can do little more than seek
modifications to Republican bills. And he can sometimes needle GOP
colleagues into what he sees as more balanced action.

In one Judiciary subcommittee, the chairman called five hearings on
gay marriage. Schiff, outraged that the subcommittee did not hold a
single hearing on the Abu Ghraib prison scandal, said, “Mr. Chairman,
I don’t think we should stop at five hearings. I know there are
issues we could discuss like Abu Ghraib, but honestly I think we need
more hearings on gay marriage.”

The chairman called no further hearings on gay marriage.

Potentially more important than such skirmishing, Schiff is trying to
help Democrats develop a longer-term vision on foreign affairs. He
frequently appears on television defending Democratic positions
against conservatives.

“When Fox News asks me how much credit Bush should get, I say that
the spread of democracy has been a core Democratic value since
Woodrow Wilson,” Schiff said.

Schiff is carving out a position as a leader of a centrist Democratic
national security bloc, a group he calls – in a deliberate parody of
right-wing neo-conservatives – the neo-progressives.

He has organized a national security caucus and led efforts to
prevent scientists from the former Soviet Union from spreading
nuclear and biological secrets. “He’s really emerging as one of the
key leaders in the House on national security,” said Will Marshall,
who heads the moderate Democratic Leadership Forum.

“For a long time, particularly in the House, it has been a little
lonely to be a Democrat who specializes in security. Members too
often regarded it as the other party’s issue. Adam sincerely believes
the Democratic Party has to reassert its leadership on national
security.”

Emerging leader

Adam Schiff’s wife’s name is Eve. She apparently is not as amused by
the coincidence as he is and resisted various Garden of Eden
suggestions for their children’s names, Alexa and Elijah.

– At Stanford, Schiff majored in political science and pre-med.
Accepted by medical and law schools, he chose Harvard Law,
calculating that it would be a better launching pad to public
service.

– He clerked for a federal judge and spent six years in the U.S.
attorney’s office in Los Angeles.

– At a park in Glendale, longtime Armenian backgammon players were
shocked when Schiff challenged them to a game and won. It’s a game he
first played in junior high school.

– As a California state senator, Schiff, a consistent supporter of
the state’s Armenian genocide resolution, won state funds for a
documentary film on the subject. In Congress, when he arranged for a
screening, one of the speakers told the crowd he wished “genocide
deniers” had seen the film. From deep in the audience a voice rang
out, “Oh, we’re here, congressman, we’re here.”
