OFFICIALS REWARDED WITH MEDALS

Today Prime Minister Serzh Sargsyan rewarded several
officials with medals by the decree of the President.
According to the information and public relations
department of the government the following officials
were rewarded for their effective service during the
year: Hayk Darbinyan, the deputy minister of
Healthcare Ministry, Ara Petrosyan, the deputy
minister of Trade and Economic Development Ministry,
Atom Djandjughazyan, the deputy minister and chief
cashier of Finance and Economy Ministry, Kamo Areyan,
deputy mayor of Yerevan, and Gagik Khachatryan deputy
of State Customs Committee.

Samad Seyidov: I initiated proposal on establishing PACE subcommittee
on `frozen conflicts’

I initiated proposal on establishing Parliamentary Assembly of
Council of Europe (PACE) subcommittee on `frozen conflicts’. I
proposed it during hearings on `frozen conflicts’ in the framework of
the meeting of PACE Monitoring Committee held in Berlin, the capital
of Germany on November 6, 2007, head of Azerbaijani parliamentary
delegation to PACE Samad Seyidov told the APA.

Mr. Seyidov stated that solution to Nagorno Karabakh conflict is
carried out in the framework of format of Minsk Group.
`The opposite side wants exclusion of the conflicts, as well as
Nagorno Karabakh problem from agenda. The main duty of the other
organizations, as well as CE on the conflicts is that they should not
allow exclusion of these problems from agenda, they should contribute
to it. I can not agree to the statements that PACE Subcommittee on
Nagorno Karabakh does not do anything and even does not visit the
region. The existence of the committee shows that the problem is on
the agenda,’ he said.
The parliamentarian considers that establishment of the new committee
on conflicts shows that the problem has not been solved yet. He said
the solution of the conflict is not PACE’s business.
`We should inform the world community about the conflicts. It would
be better to discuss similar conflicts together. It will have greater
effect, when proposals on conflicts are put forth in the UN. GUAM is
also working hard in this direction. Why can’t the Council of Europe
express its position, while there are conflicts of Nagorno Karabakh,
Abkhazia, Ossetia and Transdnestria? Why should Nagorno Karabakh
conflict be regarded as an exceptional case? All conflicts are in
violation of international law, contradict international norms. I am
glad that Andres Herkel also shares this proposal,’ he said. /APA/

ARMENAN-BELGIAN ECONOMIC RELATIONS WITH STABLE PROSPECTS

YEREVAN, December 19. /ARKA/. Armenian-Belgian trade and economic
relations have long-term and stable prospects on the basis of
traditions and experience, Director of the Armenian Development Agency
(ADA) Tigran Davtyan stated at a meeting with members of the Belgian
economic mission.

"We hope that the Armenian-Belgian trade and economic cooperation
will not only be expanded, but also acquire new formats, including
invest ones, which will contribute to the establishment of diversified
economic relations between our countries," he said.

According to Davtyan, this visit is logical development
of Armenian-Belgian economic cooperation, particularly the
Armenian-Belgian Summit held in Brussels late in 2007 as part of RA
President Robert Kocharyan’s official visit to Belgium.

"After the Brussels meeting we managed to co-organize a mission of
Belgian businessmen and representatives of private Belgian companies in
Armenia, which allowed them to get acquainted with Armenia’s economic
and business potential," Davtyan said.

In this context, the ADA Director reported that actual results were
reached during the visit.

"Belgian businessmen reached arrangements with Armenian enterprises
about specific programs," Davtyan said. He added that Armenian
businessmen gained quite positive impressions as well.

Belgian Ambassador to Armenia Charles Ghislain pointed out that this
visit is an attempt to find the golden mean in the economic relations
between Armenian and Belgian businessmen in the context of their
economic activities.

The two countries have no common geographic border and have restricted
information on each other, which is the principal reason for the
Belgian businessmen’s visit to Armenia, he said. Ambassador Chislain
added that Armenian businessmen are expected to pay a return visit
to Belgium in the near future.

The Belgian delegation which was on a visit to Armenia on December
18-19 included representatives of over 12 organizations and companies
producing pipes, stone-working equipment, chocolate, concentrates
for poultry, as well as companies rendering Internet and satellite
communication services, etc..

The Belgian delegation was informed of Armenia’s macroeconomic
indicators, investment and business potential, as well as of the
situation on Armenia’s financial market.

In January-October 2007, Armenian-Belgian trade decreased by 6.7%
down to $179.8mln. Armenia’s exports to Belgium totalled $82.8mln –
an 11.9% decrease compared to the corresponding period last year.

Armenia’s imports of Belgian products totalled $96.9mln – a 1.8%
decrease. Armenia’s imports from Belgium totalled $134.3mln – a 4.8%
increase.

Speaker of Armenia’s National Assembly Tigran Torosyan has sent
letters to four international organizations on Tuesday, inviting them
to monitor the presidential election due on February 19, 2008.

The invitations were sent to the Parliamentary Assembly of the
Council of Europe, the Parliamentary Assembly of the Organization
for Security and Cooperation in Europe, the European Parliament and
the CIS Inter-parliamentary assembly.

The presidential election in Armenia is scheduled for February
19, 2008. The Armenian Central Election Commission (CEC) will be
registering presidential candidates between December 31, 2007 and
January 20, 2008.

The official election campaign will be held from January 21 to February
17. Observer missions will be registered by the CEC until February 9.

Nine Armenian politicians have already launched their presidential
bids.

YEREVAN, DECEMBER 14, NOYAN TAPAN. The Independent Interdepartmental
Commission of issues on conditional preterm release when serving the
sentence and substituting the non-served part of the sentence by a
milder measure of punishment examined and dismissed the application on
conditional preterm release of Arman Babajanian, the editor-in-chief of
the Zhamanak Yerevan newpaper, on December 14. It should be mentioned
that this is the second application concerning Arman Babajanian, which
has been dismissed by the Commission. It should also be mentioned
that by the verdict of the Court of First Instance and the Court of
Appeal Arman Babajanian was found guilty of having avoided military
service and was sentenced to a 3.5-year imprisonment. He has already
served half of the determined punishment.

Youth center is ready to break ground

Armenian Cultural Foundation facility will provide kids with a fun,
educational after-school site.

GLENDALE – After waiting for more than three years as the Armenian
Cultural Foundation’s planned Community Youth Center worked through
the city planning process, a fleet of community organizations and
residents backing the project will herald the center’s construction
at a ceremonial groundbreaking Sunday.

The three-story, 10,379-square-foot structure planned for 211 W.
Chestnut St. – next to St. Mary’s Armenian Apostolic Church – will
cater to Glendale youths by providing after-school recreation and
educational programs, said Neshan Peroomian, chairman of the
foundation’s building committee.

Construction is set to begin in early January and is expected to take
about a year to complete, Peroomian said.

When its doors open, the youth center will fill what some say is a
void for kids in all of Glendale said Elen Asatryan, executive
director of the Armenian National Committee, Glendale chapter, one of
four community organizations slated to occupy office space in the
center.

`We’ve been a very big supporter of the Glendale youth center
considering the fact that it’s not only going to benefit the Armenian
community but benefit the public in general and be a great place for
the youth to go, especially with the educational classes and cultural
awareness programs they plan on offering,’ Asatryan said.

The multipurpose facility will consist of a gym, library, recreation
room, conference room, teen room and four classrooms, according to a
city staff report regarding Community Development Block Grant
proposals. And while the foundation plans to maintain a focus on
youth at the center, the facility’s rooms will be used
interchangeably for senior and family social service programs,
according to the report.

Funded by private donations and a federal Community Development Block
Grant of more than $200,000 awarded by the City Council in April, the
whole project is estimated to cost $2.5 million to $3 million,
Peroomian said.

So far, the nonprofit Armenian Cultural Foundation has raised about
$1 million, he said.

`We still have a lot of money to raise,’ he said, adding that as
construction progresses the foundation will continue to solicit
donations and possibly seek a bank loan.

The center will also house several community agencies, including the
Armenian Youth Federation, Armenian Youth Federation Juniors, the
Armenian Relief Society, the Armenian General Athletic Union and
Scouts, Armenian National Committee and the Hamazkaine Cultural Assn.
– all of which will join in providing services at the center,
according to the city report.

The center is also slated to host Sunday religious and cultural
programs put on by St. Mary’s Armenian Apostolic Church, the Rev.
Vazken Atmajian said.

`The whole community is excited about this project because every day
we will have youth activities here,’ Atmajian said. `The main focus
will be especially in the afternoons, because when parents are at
work we don’t want the youth to be out on the streets.’

Glendale Mayor Ara Najarian said the youth center should also provide
a unique social opportunity for youths of different cultural
backgrounds.

`It will be a good opportunity for our youth of different backgrounds
to come together in constructive ways, whether it’s learning a sport
or a new skill, whether it’s art or English language or debating
skills, whatever they have, I think the possibilities are pretty much
unlimited for that center,’ said Najarian, who plans to participate
in the Sunday groundbreaking. `I’ll definitely be there. I’ll have my
shovel in hand.’

Sunday’s event is scheduled for 1:30 p.m. at 211 W. Chestnut St.

of a precedent for conflicts in the CIS refer to realpolitik,
member of the Armenian National Assembly’s committee on European
integration, political scientist Armen Ashotyan said in an interview
with PanARMENIAN.Net.

"The Karabakh issue doesn’t need any precedents; it finds resolution
within international law.

Azerbaijan’s arguments are invented, those of Armenia base on
international law. If Kosovo is granted independence, so Karabakh
deserves it much more. There are plenty of differences between Kosovo
and Karabakh.

The latter is a self-controlled state with developing economy. Unlike
Kosovo, Karabakh is not a destabilizing factor in the region. The only
minus is the demographic factor. There are 2 million of Albanians
in Kosovo while the Armenians population of Karabakh makes 150
thousand. Whatever, Karabakh has never been and will never be a part
of Azerbaijan.

With recognizing independence of Kosovo and not recognizing that
of Karabakh, the international community will provide a glaring and
cynical example of double standards," he said.

The two ministers discussed a number of issues of mutual concern for

Text of an unattributed report by Armenian newspaper Aravot on
11 December headlined "The Gallup also said that the election was
falsified."

The deputy chairman of the [ruling] Republican Party of Armenia, Galust
Sahakyan, has recently said in the National Press Club that the results
of the last opinion poll conducted by the Gallup [organization],
according to which top percentage- 29 per cent of the people surveyed –
were willing to vote for Armenian Prime Minister Serzh Sargsyan, are
natural as their results are predetermined also by the parliamentary
election [in which the party gained the majority of MP seats].

Sahakyan, however, disregards one important fact: that 68 per cent
of the people, surveyed in an opinion poll, conducted by the same
Gallup in July this year, said no to the question "Do you believe that
the parliamentary election in 2007 was free and just’?", and in the
last opinion poll, conducted on 27 October – 3 November, 63 per cent
[of the people surveyed] said those were neither free nor just.
