Artsakh rules out the release of Asgarov and Quliyev

Having released Elnur Huseynzada, [Azerbaijan's breakaway] Nagorno-Karabakh ruled out the release or exchange of other Azerbaijani citizens Sahbaz Quliyev and Dilqam Asgarov [detained in 2014 and sentenced to 22 years in prison and life imprisonment respectively], who were convicted for extremely grievous crimes. At the same time, the foreign ministry of the unrecognised republic noted that Azerbaijan should address directly the government of Nagorno-Karabakh regarding such issues. Both the ruling party and the opposition described as absurd the idea of exchanging Quliyev and Asgarov for Armenian prisoners kept in Azerbaijan.

Kavkazsky Uzel wrote that Azerbaijani prisoner of war Elnur Huseynzada served his two-year sentence in Nagorno-Karabakh and was released. According to the prosecutor's office of Artsakh, he asked to transfer him not to Azerbaijan, but to a third country. Azerbaijan has put him on the wanted list on charges of high treason.

The Azerbaijani Foreign Ministry expects that Armenia will release Dilqam Asgarov and Sahbaz Quliyev like it released Elnur Huseynzada.

"We would like Armenia to release Dilqam Asgarov and Sahbaz Quliyev," Azerbaijani Foreign Ministry Press Secretary Leyla Abdullayeva told the Interfax-Azerbaijan agency on 5 February.

Artak Nersisyan, the head of the department for information and ties with the public of the Artsakh foreign ministry, commented on the statement of the Azerbaijani Foreign Ministry, which says that Azerbaijan expects Armenia to release two more Azerbaijani citizens – Sahbaz Quliyev and Dilqam Asgarov.

Nersisyan believes that "Azerbaijan's appeal to Armenia is baseless".

"As regards the Azerbaijani criminals convicted in Artsakh, Baku should definitely directly address Stepanakert, which expressed readiness back in December of the past year to consider as a gesture of free will within the frames of law the possibility of the early release of citizen Elnur Huseynzada, who has not committed a grievous or extremely grievous crime on the territory of Artsakh," Nersisyan told Tert.am.

Nersisyan noted that "issues related to persons, who committed grievous crimes, are considered at another level".

He reminded that Asgarov and Quliyev "were found guilty of kidnapping and killing a minor because of ethnic hatred and a number of other crimes".

"At the same time, the Artsakh republic foreign ministry urged Baku to take a step from the opposite direction and free Armenian hostages kept in Azerbaijan, first and foremost those, who have obvious health problems," he noted, adding that "the Azerbaijani side rejected the proposal".

Artsakh justice minister Ararat Daniyelyan also said previously that it was impossible to exchange Asgarov and Quliyev.

Helsinki Initiative-92 Committee Head Karen Ohanjanyan told Kavkazsky Uzel that representatives of the committee periodically visited the Azerbaijani citizens in the penitentiary facility and that they were kept in conditions corresponding to international standards.

A representative of the opposition National Revival party of Artsakh, Tigran Grigoryan, described Azerbaijan's statement as "ridiculous".

"Any proposal to exchange or release the criminals is simply absurd," the political analyst told Kavkazsky Uzel on 11 February.

He noted that "I agree with the foreign ministry that Azerbaijan should apply" to the Artsakh government.

"However, I do not think that the foreign ministry or the government of Artsakh intend to seriously discuss the exchange of Azerbaijani saboteurs for anyone, but I agree with this as a principle, particularly as Armenian Prime Minister [Nikol Pashinyan] said that Artsakh must represent its own interests," Grigoryan noted.

"Azerbaijan has the right to make statements it wants to make, but it is another thing that they are absurd," said PhD in history Arevik Petrosyan, the chair of Vita, a civic organisation for assisting wounded fighters of the Artsakh army.

"Azerbaijani citizens Asgarov and Quliyev committed crimes against the people of Artsakh and they are punished for that," she told Kavkazsky Uzel.

As regards the comments of the Artsakh foreign ministry, Petrosyan noted that "it does not matter, who Azerbaijan addresses".

"I cannot see any difference here. I think that the statement by Azerbaijan was addressed to Armenians in general and Asgarov and Quliyev committed crimes against the Armenian people," she said.

"It is incorrect to compare crimes committed by Elnur Huseynzada with the crimes committed by saboteurs Asgarov and Quliyev," said Artur Tovmasyan, the head of the Homeland faction in the Artsakh national assembly.

"Huseynzada crossed the state border, but admitted his guilt, while Asgarov and Quliyev penetrated for sabotage purposes, committed a number of other crimes, and are guilty of the deaths of people, including a minor. Therefore, they were convicted in strict conformity with the law. So it is extremely immoral … [ellipsis as published] to speak about the possibility of their release or exchange," he told Kavkazsky Uzel.

The politician also thinks that on this problem, Azerbaijan should address the Artsakh government, not Armenia.

More than 70 years after leaving his birthplace, Lebanon and settling in Armenia, world famous Armenian composer Tigran Mansurian is back to the country these days to be hosted by the Lebanese Armenian community upon the invitation of His Holiness Aram I, Catholicos of the Great House of Cilicia.

On Wednesday, 13 February, Mansurian held a meeting with Lebanese Armenian art lovers at Levon Shant Cultural Center, Aztag Daily reports.

The renowned musician, who most recently celebrated his 80th birthday, expressed great joy to be back in his birth country, sharing memories from the past 70 years of his life.

“I have never betrayed any episode, chapter of my past,” Mansurian said.

He told the attendees how he grew up in the Armenian town of Artik, where people are strict but have sensitive souls, which has greatly influenced his life. The composer said the collapse of the Soviet Union opened up a whole new world for him, where he also succeeded.

“Although I have followed international avant-garde music, I have never forgotten that I have a home the host of which is Komitas,” the maestro said.

YEREVAN, FEBRUARY 14, ARMENPRESS. Prime Minister Nikol Pashinyan considers the ongoing debates of the government’s Action Plan in the Parliament quite successful, says there has been a clash of two opinions, reports Armenpress.

“I consider the debates of the past three days quite successful. A very serious ideological debate has taken place. There was a clash of two opinions here, a clash between two groups of people. One side was presenting the information they got from the books they red, and the other side was stating that they are going to write a new book”, the PM said in the Parliament.

Pashinyan said he considers this a parliament of new quality. He reminded that this has been one of the issues which seemed had no solution. “And we can state that this issue is solved. Knowing many of the debate participants I can state that only the small part of the possible intellectual potential has been expressed here. And I am convinced that this potential will have new demonstrations”, he added.

The Armenian Parliament continues debating the government’s Action Plan.

The debate launched on February 12 during which Prime Minister Nikol Pashinyan introduced the Action Plan which was followed by a Q&A session.

According to the Constitution of Armenia, the Parliament approves the government’s Action Plan within seven days by the majority of votes of the total number of MPs.

The current situation around the issue of the Secretary General of the CSTO is painful for the organisation, however it doesn’t affect the efficiency and combat readiness of the organisation, Russia’s Deputy Foreign Minister Alexander Pankin told Ria Novosti agency.

The CSTO Collective Security Council relieved Armenia’s Yuri Khachaturov of his duties as the organization’s secretary general in November at the initiative of official Yerevan, following charges brought by Armenian Special Investigative Service against Khachaturov with overthrowing the constitutional order in 2008. Armenia earlier insisted on keeping the top CSTO post until 2020, however, the CSTO stated that due to the political situation in the country, it would be inappropriate to give up the post again to Armenia.

Belarus President Alexander Lukashenko signed on December 21 a draft resolution of the CSTO on appointing Stanislav Zas as the secretary general of the organization. Zas candidacy us yet to be approved by the organisation’s member states.

European Court Reports Further Drop In Appeals From Armenia


FRANCE -- The building of the European Court of Human Rights in Strasbourg, 
November 15, 2018

The number of appeals filed by Armenians in the European Court of Human Rights 
(ECHR) continued to fall rapidly last year, the Strasbourg-based tribunal said 
on Thursday.

“For Armenia, the number of new applications allocated to a judicial formation 
was 167, more than a two-fold decrease as compared to 356 in 2017,” the ECHR 
said in an annual report presented by its president, Guido Raimondi, at a news 
conference.

The ECHR recorded 753 lawsuits from Armenia in 2016.

Armenia fell under the European court’s jurisdiction when it joined the Council 
of Europe in 2001. Its government lost the first case in Strasbourg in 2007.

The ECHR has ruled against various Armenian government, judicial and 
law-enforcement bodies on 94 occasions since then, costing them more than $1.2 
million in damages. “The highest number of violations related to the right to a 
fair trial, and right to liberty and security,” says its report.

The ECHR handed down 15 rulings against the Armenian state in 2018, up from 11 
such judgments in 2017.

“By January 1, 2019, there were 1,901 cases pending for Armenia, a small 
increase as compared to 1,819 in 2017. Armenia has remained in the top-ten 
states by the number of pending applications,” says the report.

The large number of lawsuits reflects a lack of judicial independence and 
corruption among law-enforcement officers and judges in Armenia.

The current Armenian authorities have repeatedly pledged to address the problem 
since they came to power in a democratic revolution in May. Their critics 
claim, however, that just like their predecessors, they pressure courts to side 
with prosecutors in high-profile criminal cases. Government officials -- and 
Prime Minister Nikol Pashinian in particular -- strongly deny this.



Pashinian Praises Eurasian Union

Prime Minister Nikol Pashinian praised the Eurasian Economic Union (EEU) and 
reaffirmed Armenia’s continued membership in the Russian-led trade bloc as he 
visited its headquarters in Moscow on Friday.

Pashinian met with the Armenian head of the EEU’s executive body, Tigran 
Sarkisian, and its key members three weeks after his country assumed the EEU’s 
rotating presidency.

“In the past years the Eurasian Economic Union has proved its viability,” he 
said at the meeting. “A positive dynamic has been registered in the main 
economic indicators and important decisions have been made regarding many 
directions of Eurasian integration.”

In a separate appeal to the leaders of Russia and the EEU’s three other member 
states read out at the meeting, Pashinian said: “Armenia will make every effort 
to maintain the positive dynamic of integration and to accomplish tasks that 
could give an additional impetus to economic growth in our countries.”

In particular, Pashinian went on, the Armenian government will strive for a 
harmonization of their economic regulations which he said are currently 
hampering greater trade among the member states. He also voiced support for the 
EEU’s free-trade deals planned or already signed with other nations, including 
China and India.

According to Armenian government data, in January-November 2018 Russia and 
other ex-Soviet states making up the bloc accounted for 27 percent of Armenia’s 
foreign trade, compared with the European Union’s 25 percent share in the total.

Pashinian criticized Armenia’s accession to the EEU and even called for its 
withdrawal from the bloc as recently as in November 2017. However, immediately 
after he swept to power in May 2018 he made clear that he will not pull his 
country out of the EEU or the Russian-led Collective Security Treaty 
Organization (CSTO).

Pashinian was asked about his past position on the issue at a news conference 
held at the EEU headquarters. “You know that when I was a member of the [former 
Armenian] parliament I voted against that decision [to join the EEU,]” he 
replied. “Since then I have repeatedly said that just because we had thought 
that it’s a wrong decision doesn’t mean we need to take diametrically opposite 
actions in order to correct that mistake.”

“U.S. President Barack Obama thought that President [George W.] Bush was wrong 
to invade Iraq and so he decided to … withdraw U.S. troops from Iraq. And what 
did we get? We got the Islamic State,” he said.

“The fact is that Armenia is a member of the EEU and I don’t think that U-turns 
are good in international affairs. And as you can see, our efforts now are 
aimed at making the EEU more effective,” added Pashinian.

In that regard, the Armenian premier made a case for setting up a common EEU 
market for natural gas and other fuel. He was understood to imply that Russian 
gas should be as cheap in Russia as it is in Armenia and other EEU members 
importing it.

Russia’s Gazprom giant raised its wholesale gas price for Armenia on January 1. 
Pashinian’s government is now negotiating with Armenia’s Gazprom-owned gas 
distribution network in hopes of keeping its internal retail tariffs unchanged.

Pashinian expressed confidence on Friday that the existing gas prices set for 
Armenian households and corporate consumers will not go up this year. He again 
insisted that his government will not be subsidizing it.

The gas issue was high on the agenda of Pashinian’s most recent meeting with 
Russian President Vladimir Putin held in Moscow on December 27. The two men 
held further discussions on it by phone in the following days.

Pashinian was not scheduled to meet with Putin during his latest trip to the 
Russian capital. He was due to hold talks instead with Russian Prime Minister 
Dmitry Medvedev later in the day.



Indicted Tycoon Allowed To Leave Armenia

An Armenian law-enforcement agency has allowed a prominent businessman 
prosecuted on corruption charges to receive medical treatment in Germany one 
week after the European Court of Human Rights (ECHR) ruled in his favor.

The businessman, Samvel Mayrapetian, was arrested in October on charges of 
“assisting” in payment of a bribe worth more than $4 million. Mayrapetian, who 
denies the accusation, was freed on bail on health grounds late last month. He 
is reportedly suffering from a serious form of pancreatitis.

Immediately after his release, Mayrapetian asked the Special Investigative 
Service (SIS) for permission to leave for Germany. The SIS rejected the 
request, leading the tycoon to appeal to the ECHR.

The Strasbourg-based court ruled on January 17 that the Armenian authorities 
must allow Mayrapetian to undergo adequate treatment recommended by his 
doctors. According to his lawyer Karen Batikian, the SIS gave such permission 
late on Thursday.

An SIS spokeswoman, Marina Ohanjanian, said on Friday the decision was 
recommended by a team of doctors chosen by the Armenian Ministry of Health. She 
said they confirmed that the suspect needs the kind of surgery which is not 
performed in Armenian hospitals.

Ohanjanian also told RFE/RL’s Armenian service that Mayrapetian was allowed to 
leave the country after two prominent individuals guaranteed in writing that he 
will come back after he recuperates from the life-threatening disease. Each of 
them posted bail worth 15 million drams ($31,000), said the official.

In Batikian’s words, those individuals are Ruben Fanarjian, a senior professor 
at the Armenian State Medical University, and Rev. Vahram Melikian, the chief 
spokesman for the Armenian Apostolic Church. The lawyer insisted that his 
client will return to Armenia once his treatment in a German clinic is complete.

Investigators have still not publicized details of the accusations leveled 
against the tycoon who had greatly benefited from close ties with Armenia’s 
former governments.

Mayrapetian, 59, one of the country’s leading real estate developers who also 
owns a national TV channel and a car dealership. Some media outlets for years 
linked former President Robert Kocharian’s elder son Sedrak to the Toyota 
dealership.

Kocharian is currently held in pretrial detention, having been charged in 
connection with the deadly breakup of post-election opposition protests in 
March 2008. He denies the accusations as politically motivated.



EU, World Bank Pledge More Funds For Armenian Road Upgrades

The European Union and the World Bank have allocated over 730 million euros 
($832 million) for investments in Armenia’s transport infrastructure that will 
be made by 2030, a senior EU official confirmed on Friday.

The loans and grants are part of the Trans-European Transport Network (TEN-T) 
Investment Action Plan announced by them last week. It is designed to “boost 
connectivity and economic growth” in six former Soviet republics included in 
the EU’s Eastern Partnership program.

“Together, the projects will require an estimated investment of almost €13 
billion and foresee a total of 4,800 kilometers of road and rail, 6 ports, and 
11 logistics centers,” the World Bank and the EU said in a joint statement.

“Those projects will make possible the construction and rehabilitation of new 
and existing roads, rail, ports, airports as well as logistical centers and 
border crossing points,” they said.

Armenia will be eligible for 732 million euros worth of such funding, added the 
statement.

“This huge program of connectivity will bring Armenia and the European Union 
closer together,” Piotr Switalski, the head of the EU Delegation in Yerevan, 
told RFE/RL’s Armenian service.

“Some of the projects are already being implemented in Armenia,” he said.

Switalski pointed to the ongoing reconstruction of two Armenian highways 
running from Yerevan to the Georgian border. The EU has contributed over 90 
million euros in loans and 15 million euros in grants to the effort, he said.

The diplomat also mentioned the 54 million-euro modernization of Armenia’s 
three border checkpoints with Georgia which was carried out from 2013-2017.The 
EU provided the bulk of the sum in the form of a grant and a loan.

According to the joint statement by the World Bank and the EU, road projects 
launched in Armenia as part of TEN-T are worth more than 200 million euros.

The bank and the 28-nation bloc have allocated much greater sums for similar 
projects in Georgia and Azerbaijan: 3.4 billion euros and 2.8 billion euros 
respectively.

“What we have as a result, this initial outline, is the reflection of the 
expectations of the Armenian side,” Switalski said when asked to explain the 
difference.

Lragir.am reports that the Armenian Revolutionary Federation (Dashnaktsutyun) 
mentioned the Nagorno-Karabakh conflict in a declaration adopted at its 
congress held in Stepanakert. The publication says that the wording of the 
reference is vague and it is not clear whether the party now supports or 
continues to oppose the so-called Madrid Principles of a Karabakh settlement 
which were first drawn up by the U.S., Russian and French mediators in 2007.

But as “Zhoghovurd” says, “One can presume that with this statement 
Dashnaktsutyun spoke out against any compromise in the Karabakh conflict. That 
is to say that it is against any resolution of the Karabakh conflict.” The 
paper says that Dashnaktsutyun’s position is disingenuous because the party 
never warned former President Serzh Sarkisian against making major concessions 
to Azerbaijan when it was part of his government. It argues that both Sarkisian 
and his predecessor Robert Kocharian considered making territorial concessions 
to Baku. “But now Dashnaktsutyun is creating some myths about the Karabakh 
settlement, trying to juxtapose them against the reality and fighting against 
its on myths,” it concludes.

“Zhamanak” comments on Prime Minister Nikol Pashinian’s phone conversation with 
U.S. National Security Adviser, John Bolton. “The fact that Bolton make a phone 
call to Davos the day after [Pashinian’s] meeting with [Ilham] Aliyev suggests 
that there is a certain connection between the call and the Pashinian-Aliyev 
meeting,” writes the paper. “But that does not necessarily mean that there was 
an agreement. It may have just been a question-and-answer session. Washington 
may have tried to find out what happened in Davos … But that raises the 
question of what regional developments, not mentioned by Bolton but cited by 
Pashinian, were discussed [during the phone conversation.] The question of Iran 
comes to the fore here.” The paper notes that the Iranian ambassador in Yerevan 
met with parliament speaker Ararat Mirzoyan earlier this week.

European budget carriers ready to enter Armenian market: official

PanARMENIAN.Net – European low-cost airlines are ready to enter the Armenian market, head of the country's Tourism Committee Hripsime Grigoryan told reporters on Wednesday, December 26.

According to her, a set of negotiations have already been held with a number of European budget carriers.

She said the airlines will most probably fly to Armenia’s second-largest town, Gyumri, which is home to Shirak airport.

Grigoryan said government support is a key condition for a low-cost airline to enter the Armenian market, citing assistance in promoting the companies' marketing policies as an example.

Only one budget airline – Russia's Pobeda – is offering relatively cheap flights to from Moscow to Gyumri.

Decline in exports is also determined by decline in the volumes of production and exports of wine and brandy. According to the Statistical Committee, in November of this year exports decreased by 12.4% compared with October 2018 and 5% compared with November 2019. On the whole, the volumes of imports this year exceeded exports. In January-November, compared with the same period last year, imports increased by 24.2% and exports 9.8%.

The chair of the National Wine Center Avag Harutyunyan told Lragir.am fake production is ousted from the wine and brandy industry which explains the decline that will continue next year. According to him, this situation will last for 1-2 years in wine and 2-4 years in brandy industries. Decline will be followed by a steep growth.

“The Armenian wine and brandy industry is being cleared of fake products. Production and exports have declined by 5-10%, next year this will continue. There will be a steep rise already starting from 2020,” Avag Harutyunyan says.

According to him, the tendency to produce fake products in this industry was mainly encouraged by the Russian side.

“The Russian side says give me cheap product and we cannot produce cheap quality products because we are not competitive with our neighbors in terms of infrastructures and carbohydrates. We were forced to fake 5-10%. Now the internal oversight is stronger. The reason of this is that formerly the wine industry was highly politicized. The wine money was spent to push people into parliament, presidents were made with wine and brandy money. Now this is no longer so, there are less political orders, and political order always supposed a percentage, they would never get you because you were performing a political order. Now there is no political order, hence the sector is not politicized. And this means two things: first, producing fake goods is meaningless, second, producing fake goods is dangerous,” Harutyunyan said.

According to him, in this situation the companies of the industry suffer losses but it is their fault.

“They could choose to enter into those games or not,” he says.

As to markets, Avag Harutyunyan says the share of the Russian market has decreased over the past 10 years. In 2007-2008 91% of the volume of production of this industry was exported to Russia while today already 71% goes to Russia. At the same time, the share of other markets is growing with small steps. “We do not have major orders yet but the market has been diversified, the United States is the second, Europe is the third,” he said.

CNF to allocate at least 700,000 euros to finance environmental projects in Armenia

YEREVAN, December 24 /ARKA/. The Caucasus Nature Fund (CNF) will allocate at least  700 thousand euros in 2019 to finance environmental projects in Armenia, CNF  national coordinator in Armenia Arman Vermishyan said at a press conference on Monday.

He said the budget for the next year is still under discussion, however, part  the direct financing is determined, while the amount of indirect funding is still unclear, but at least 700 thousand euros will be provided.

The coordinator also said that since 2009 a total of 1.761 billion drams (approximately $360,000) have been spent on CNF events in Armenia.

According to him, more than 40% of the funding is spent on extra cash payments to employees, whose average salary is about 170 thousand drams now. 

Vermishyan also said  that a significant part of the funding – about 400 million drams- is spent on acquisition and servicing transportation means. He said a total of 26 vehicles were provided to the protected areas, including 8 vehicles to the Khosrov Reserve.

According to the coordinator, photovoltaic panels were installed in the Khosrov Forest and Arpi Lich National Park and greenhouses were built in both places.  ($ 1 – 484.31 drams). –0–
