Russia official: 1988 Armenia earthquake’s tragic experience gave impetus to creation of effective warning system

The tragic experience of the Spitak earthquake in Armenia in 1988 gave impetus to the creation of an effective system for the prevention and elimination of the consequences of natural disasters. Russian Deputy Minister of Civil Defence, Emergencies and Disaster Relief  Nikolay Grechushkin said this during Monday’s scientific-practical conference, entitled “Historical experience of Spitak earthquake, modern technologies of seismic protection,” in Yerevan.

He, in particular, recalled that the abovementioned natural disaster that took place 33 years ago on December 7 had covered an area with a population of more than one million.

“More than 40% of the [Armenian] republic’s industrial potential was destroyed overnight. Earthquake remains one of the most devastating natural disasters [in history]. At the same time, this is the most difficult phenomenon in terms of predicting. But today we have accumulated considerable experience in the field of seismic safety monitoring,” said the Russian deputy minister of emergencies.

Grechushkin added that he considers the aforementioned conference in Yerevan an important event, especially in terms of dialogue with the professional community as well as regarding the methodology of exchanging and evaluating respective experience.

Armenian FM meets with OSCE Representative on Freedom of Media

YEREVAN, DECEMBER 4, ARMENPRESS. Minister of Foreign Affairs of Armenia Ararat Mirzoyan met on December 3 with OSCE Representative on Freedom of the Media Teresa Ribeiro on the sidelines of the 28th OSCE Ministerial Council, the Armenian MFA reports.

FM Mirzoyan highlighted uniting international efforts for protection of human rights, freedom of speech and media. He reaffirmed Armenia’s support to the programs and activity of the OSCE Media Freedom Representative across the OSCE space.

The meeting touched upon the current situation caused by the Azerbaijani war against Artsakh. The Armenian FM presented the human rights violations carried out by the Azerbaijani armed forces after the ceasefire.

Armenian, Greek FMs exchange views on peaceful settlement of NK conflict

YEREVAN, DECEMBER 3, ARMENPRESS. On December 2, within the framework of the OSCE Ministerial Council, Foreign Minister of Armenia Ararat Mirzoyan held a meeting with Foreign Minister of Greece Nikos Dendias in Stockholm, the Armenian foreign ministry reports.

The Foreign Ministers commended the dynamics of political dialogue between the two countries, highlighting in this regard also the importance of promoting contacts at the parliamentary level.

Minister Mirzoyan expressed his gratitude to the Greek Government for its support during the difficult period for Armenia, as well as for providing humanitarian aid to Artsakh aimed at overcoming the crisis resulting from the Azerbaijani aggression against the people.

The Foreign Ministers of Armenia and Greece also exchanged views on regional and international issues of mutual interest. Ararat Mirzoyan presented to Nikos Dendias the situation resulting from the recent aggression unleashed by the Azerbaijani armed forces against the sovereign territory of the Republic of Armenia and the following developments.

They also exchanged views on the peaceful settlement of the Nagorno Karabakh conflict. Minister Mirzoyan emphasized the position of the EU and EU member states on the comprehensive settlement of the NK conflict under the mandate of the OSCE Minsk Group Co-Chairmanship.

The need for the immediate repatriation of prisoners of war and other detainees, as well as for ensuring unimpeded access of international organizations to ensure Artsakh was emphasized.

Armenia heightens testing requirement for the unvaccinated

YEREVAN, DECEMBER 1, ARMENPRESS. The Armenian health authorities are requiring unvaccinated citizens to produce a PCR test result to their employers every 7 days instead of the currently active 14 days or else face potential termination.

Those who have contraindications against vaccination, persons who’ve recovered from COVID-19 and whose last positive test result was no more than 90 days ago, employees below the age of 18 as well as pregnant women and those who’ve had their first dose and are awaiting the second one are exempt from the requirement.

The mandate will come into force from December 1.

ICJ to deliver its order on Armenia’s request to indicate provisional measures against Azerbaijan Dec. 7

YEREVAN, NOVEMBER 30, ARMENPRESS. The International Court of Justice, the principal judicial organ of the United Nations, will deliver its order over Armenia’s request to apply provisional measures against Azerbaijan on December 7, the Court said in a news release.

“A public sitting will take place at 3 p.m. at the Peace Palace in The Hague, during which the President of the Court, Judge Joan E. Donoghue, will read out the Court’s Order. In view of the COVID-19 pandemic, only Members of the Court and representatives of the States Parties to the case will be present in the Great Hall of Justice”, the statement says.

The International Court of Justice held public hearings over Armenia’s request to indicate provisional measures against Azerbaijan on October 14-15.

On September 16, 2021, Armenia instituted proceedings against the Republic of Azerbaijan before the International Court of Justice with regard to alleged violations of the International Convention on the Elimination of All Forms of Racial Discrimination (CERD).

Armenia also requested the Court to indicate certain provisional measures “as a matter of extreme urgency”, including the return of Armenian prisoners of war and civilian captives from Azerbaijan, as well as the closure of the so-called “Military Trophies Park” in Baku.

YEREVAN, NOVEMBER 26, ARMENPRESS. President of Russia Vladimir Putin assesses the fact that there are no large-scale military operations in the region as one of the greatest achievement, Putin said in a trilateral meeting with Armenian PM Nikol Pashinyan and Azerbaijani President Ilham Aliyev.

“During this period really much has been done. Unfortunately, not all issues are resolved yet. I know also about the border incidents, the tragic incidents when people are killed and injured from both sides. We all should pay special attention to all these. In fact, that is the reason we have gathered today to avoid similar incidents in the future. But in general, quite much has been done in a year. First of all, large-scale hostilities are no longer taking place, which is already good. During this period, with our support, joint work has been carried out to return the refugees, 53 thousand refugees have already returned to their places of permanent residence. A good monitoring group has been set up, the peacekeeping unit is working, and as far as I understand, both sides assess that it is working with honor, ensuring safe living conditions for the people. The Russian-Turkish monitoring center is also working. But the most important thing is that conditions are being created for a future peaceful life. This is the important thing”, ARMENPRESS reports Putin as saying.

The Russian President reminded that there is a trilateral working group co-chaired by the Deputy Prime Ministers of Armenia, Azerbaijan and Russia, which deals with the unblocking of economic and transport communications in the region.

“My colleagues reported to me on the process of the work. It is difficult, but, nevertheless, this work is moving forward; there are grounds to presume that in the near future we will be able not only to approve the work of the relevant group for unblocking transport communications, but also to make the necessary decisions. I think that this is the goal of all our efforts, that is, to create conditions for the revival of the region, for that people there can feel safe, be able to engage in the economy, to develop their economy. And all this, of course, should have the most favorable impact on the living standards of citizens”, Putin said.

UN Chief welcomes Armenia-Azerbaijan-Russia meeting over Nagorno-Karabakh

United Nations (New York), Nov 28 (SocialNews.XYZ) UN Secretary General Antonio Guterres has welcomed the trilateral meeting between Armenia, Azerbaijan and Russia over the settlement of the Nagorno-Karabakh conflict.

Guterres took note of the joint statement and noted with appreciation the role of Russia in facilitating continuing contacts and dialogue between Armenia and Azerbaijan, said Farhan Haq, Deputy Spokesman for the Secretary General, in a statement.

Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan agreed to create mechanisms for the demarcation and delimitation of the Armenian-Azerbaijani border by the end of 2021, Putin said on Friday following their trilateral meeting in the Russian city of Sochi, Xinhua news agency reported.

“The Secretary General is encouraged by the resumption of direct engagement at the highest level between Armenia and Azerbaijan and their recommitment to fully implement the trilateral statements of November 9, 2020, and January 11, 2021, and to take concrete steps aimed at increasing stability in the region,” said the statement, referring to the November 2020 ceasefire agreement and the January 2021 agreement to restore transportation in Nagorno-Karabakh.

Guterres reiterated the UN’s principled position that lasting peace can only be achieved through dialogue and urged the parties to resolve outstanding issues to that end through all available formats, including under the auspices of the co-chairs of the OSCE (Organization for Security and Cooperation in Europe) Minsk Group, which consist of representatives from France, Russia and the United States, said Haq in the statement.

The UN stands ready to support all such efforts, including through the provision of humanitarian, recovery and peacebuilding assistance on the ground, the statement added.

Armenia and Azerbaijan have been at loggerheads over the mountainous region of Nagorno-Karabakh since 1988. Peace talks have been held since 1994 when a ceasefire was reached, but there have been sporadic minor clashes. A new round of armed conflict broke out along the contact line on September 27, 2020, before Russia brokered a ceasefire on November 9, 2020.

Turkologist: Aliyev is declaring Armenia’s elimination, while Pashinyan still has doubts about that

President of Azerbaijan Ilham Aliyev has directly declared that Armenia needs to be eliminated. Moreover, after all this, Prime Minister of Armenia Nikol Pashinyan still has some doubts about the Azerbaijanis’ intentions. This is what Dean of the Faculty of Oriental Studies at Yerevan State University, Turkologist Ruben Melkonyan told reporters today.

According to the analyst, these moods are not new in Baku. “This idea lies at the core of the Turkish state. They existed 100 years ago and still exist today, and now they exist in Azerbaijan,” Melkonyan clarified.

As the Oriental studies expert stated, a rather large number of citizens of Armenia don’t consider Turkey and Azerbaijan hostile countries. “We can take as a basis previously conducted studies, based on which nearly 30% of the country’s population isn’t against the claims that “Azerbaijan is not Armenia’s enemy”, “Turkey didn’t perpetrate the Armenian Genocide”, etc. This is the biggest and most serious blow that the incumbent authorities have managed to deal,” the Turkologist emphasized.

Armenia becomes associated with Horizon Europe

The Commission has signed an agreement with Armenia for tighter co-operation in research and innovation. For the period 2021-2027. Armenia has been granted association status to Horizon Europe, Europe’s €95.5 billion research and innovation programme. Researchers, innovators and research entities established in the country can now participate, under the same conditions as entities from the EU member states. Innovation, Research, Culture, Education and Youth Commissioner Mariya Gabriel said: “I welcome Armenia to our Horizon Europe programme. Armenia has continuously increased its participation in the previous Horizon 2020 programme and has supported the acceleration of the reforms of the Armenian national research and innovation system in the past few years. Armenia will build on its past successes in Horizon Europe.”
