1945.com By Michael Rubin Feb. 25, 2022 Azerbaijan has long enjoyed a reputation in some American policy sectors as a secular outpost willing to stand up both to Iran and Russia. For almost a decade, if not longer, this reputation has been wholly undeserved. In recent months, Azerbaijan has doubled down on its business with the Islamic Republic of Iran, giving Iran’s hardline leadership a financial lifeline. Azerbaijani President Ilham Aliyev has also steadily oriented Azerbaijan closer to Russia whereas a decade ago, his aides used allegations of Kremlin ties to delegitimize his opposition in conversations with Americans. As the United States, European nations and others discuss the imposition of sanctions on Russia in response to its invasion of Ukraine, the Kremlin, and its affiliated companies appear to be preparing to use Azerbaijan to evade those sanctions. Less than a week ago, Russia’s Lukoil bought a 9.99% stake in Azerbaijan’s Shah Deniz natural gas project from Malaysian oil and gas company Petronas, a deal worth $1.45 billion. This makes Lukoil a partner of the Azerbaijani state-owned oil firm SOCAR. Azerbaijan and Turkey have long described the Baku–Tbilisi–Ceyhan (BTC) pipeline to Western diplomats as a means to bypass the stranglehold that Russia otherwise has over gas deliveries to the West. As Europe (and the Biden administration) again backtracks from the Nord Stream-2 Pipeline and European countries confront the extent of their energy dependence on Russia, the BTC pipeline assumes greater importance. With Russia now expanding its stake to Azerbaijan’s gas fields, it is crucial that the United States, European Union, and individual countries not symbolically sanction Russia while allowing it to benefit from its Azerbaijan investment. In essence, Russian President Vladimir Putin seeks a win-win outcome: He gets Ukraine and simply exports gas (at prices inflated by the crisis he created) via other routes. If the West is serious about pressuring Putin, it is essential they close the Azerbaijan loophole. It is time to sanction SOCAR until the state-owned Azerbaijani company completely divests itself from Russian oil interests.

Zelensky calls for “anti-war coalition”

YEREVAN, FEBRUARY 25, ARMENPRESS. Ukrainian President Volodymyr Zelensky is calling for an “anti-war coalition.”
“We defend our freedom, our land. We need effective international assistance. Discussed this with [President of Poland] Andrzej Duda. Appealed to the Bucharest Nine for defense aid, sanctions, pressure on the aggressor. Together we have to put Russia at the negotiating table. We need anti-war coalition,” the Ukrainian president tweeted.
Russia launched a military operation in Ukraine following a request from the authorities of the Donetsk and Lugansk republics for assistance in repelling Kiev’s military aggression, Russian President Vladimir Putin said in urgent address on Thursday, as quoted by TASS.
He said that Moscow would seek the “demilitarization and denazification” of Ukraine, called upon the Ukrainian army to lay down weapons and warned there would follow a prompt response to attempts at foreign intervention from outside.

Putin, Armenian PM discuss implementation of agreements on Karabakh, bilateral issues
MOSCOW, February 26. /TASS/. Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan held a phone conversation, the Kremlin website reported on Saturday.
“An exchange of opinions continued on the practical aspects of the implementation of agreements enshrined in trilateral statements by the leaders of Armenia, Azerbaijan and Russia on Nagorno-Karabakh of November 9, 2020, January 11 and November 26, 2021, including the issues of ensuring stability and security on the Armenian-Azerbaijani border,” the statement said.
Additionally, the conversation of the two leaders “touched upon some pertinent issues of the bilateral agenda.”.
Yerevan negotiates with Cafesjian foundation over completion of construction of iconic Cascade

The City Hall said Mayor Hrachya Sargsyan tasked officials to re-start negotiations with the Cafesjian Museum Foundation.
City Hall said it proposed to the foundation to jointly develop and implement a new investment program with the purpose of “modernizing the territory of the complex which is of high-significance for the city.”
“In this context the Yerevan City Hall is open to provide full assistance and invest respective toolbox,” the Yerevan City Hall’s Deputy Director of the Development and Investment Programs Department Meri Harutyunyan said.
Honored Architect Narek Sargsyan stressed that “if the board of trustees of the foundation is not ready to continue fulfilling their obligations, then undoubtedly a queue of investors will appear.”
“The problems of contractors are always taken into account, but they must take into account not obstructing the city’s development. If they’re not continuing the project for some reason, then they must either attract new investors or transfer it to the city,” he said.
Honored Architect Aslan Mkhitaryan said he has projects and ideas and is ready to cooperate. He noted that a hotel and auditoriums could be built there.

Kocharyan says “respected clergyman” from Armenian Apostolic Church would be best candidate for presidency

YEREVAN, FEBRUARY 17, ARMENPRESS. Second President of Armenia Robert Kocharyan says he believes that now a respected clergyman from the Armenian Apostolic Church would be the best candidate for President of Armenia.
Speaking at a press conference, Kocharyan said the ruling party’s candidate for president doesn’t meet the qualities defined in the Constitution.
“Could we have nominated someone just to use the tribune, yes. But I am convinced that we shouldn’t have done so because it would be a staged performance, and I don’t think we should be the decoration in that performance. It would’ve meant entering a process where success isn’t visible, is impossible,” Kocharyan said, referring to his alliance’s refusal to nominate a candidate for president.
However, he voiced a proposal. “If we truly want to have a president who will be guided impartially with national interests, when our nation is polarized and we need someone to be able to find bridges and try to unite, to protect our national, endangered identity, the best option now would be a respected clergyman from the Armenian Apostolic Church. At this critical moment a candidate like that would be the best in my conviction,” Kocharyan said.
“Consider this a proposal, and yes, an agreement can be reached around this proposal.”
The ruling Civil Contract Party nominated the High-Tech Industry Minister Vahagn Khachaturyan for the presidency.
Armenia ex-president: Artsakh will always be ours
The second President of Armenia, Robert Kocharyan, sent a congratulatory message on the occasion of Artsakh’s Revival Day.
” 34 years ago on this day, a difficult for Artsakh and the whole Armenian nation, but promising future, events were launched. A process that led to the rebirth of Artsakh.

Baku’s prosecution of Karabakh President "seeks to intimidate civilians"
PanARMENIAN.Net – Azerbaijan’s prosecution of Artsakh (Nagorno-Karabakh) President Arayik Harutyunyan is aimed at concealing Baku’s own war crimes, misleading the international community and intimidating the peaceful population of Artsakh, the Human Rights Defenders of Armenia and Karabakh, Armen Tatoyan and Gegham Stepanyan, said in a statement on Thursday, February 17.
“The Azerbaijani authorities have always pursued a policy of isolating Artsakh from the outside world, concealing human rights violations and war crimes against peace by falsifying facts. In doing so, they continue to grossly violate the absolute international requirements of human rights and humanitarian law. The practice of targeting Armenia’s, Artsakh’s, as well as international public figures, experts and journalists; blackmailing and persecuting them with so-called blacklists is the best proof that the calls and statements of the Azerbaijani authorities about peace are false, are veiled to the outside world with the purpose of concealing their real intentions,” the two said in a statement.
“In reality, for years a policy of sponsoring hatred and hostility towards Armenians has been carried out with ethnic and religious pillars as two main grounds, with deep intolerance.
“In fact, a genocidal policy has been carried out, which is still going on. Even in the education system there is a policy of hatred and enmity towards Armenians, ensuring similar reproduction in the future, the spread of hatred in the society (based on facts).”
According to Tatoyan and Stepanyan, such a policy is the source that nurtured and encouraged the atrocities and torture by the Azerbaijani armed forces against the civilian population of Armenia and Artsakh; the ethnic cleansing of the civilian population during the 44-day Artsakh war, with various armed attacks and criminal acts before and after that war.
“These are the Azerbaijani authorities that are directly responsible for war crimes against humanity, including destruction of almost all civilian communities in Artsakh, using terrorists and mercenaries to deliberately target, kill 80 and injure 165 civilians, torture Armenian captives; for mutilation of the killed servicemen’s bodies; for depriving the 40,000 civilian population of Artsakh of their homeland and houses, for forcibly displacing them, for desecrating the Armenian historical and cultural monuments in Artsakh, for vandalizing them,” the statement said.
“The Azerbaijani authorities are responsible for the internationally unacceptable armed attacks during the Covid-19 pandemic, which paralyzed healthcare systems of Armenia and Artsakh and resulted in sharp increase in deaths.
“In the same way, by initiating criminal cases against various public figures, human rights defenders and journalists (including international ones), they tried to cover up the atrocities committed and future atrocities against the peaceful Armenian population of Artsakh.”
AZERBAIJANI press: FM: Armenia withheld information about mass graves in Azerbaijani lands

Baku has said that Armenia withheld information about mass graves on the Azerbaijani territories it previously occupied until their liberation in the 2020 second Karabakh war.
Azerbaijani Foreign Minister Jeyhun Bayramov made the remarks at a conference on the Non-Alignment Movement (NAM) model simulation held at ADA University in Baku.
He said that the mass graves were discovered in the liberated lands.
“Azerbaijan discovered mass burials on the liberated territories, so the assertions of the Armenian side that it has no information about these burials are unacceptable. The statements of the Armenian side on this issue are unfounded, and we are sure that the international community will not accept them,” the minister said.
UNESCO mission visit to Karabakh
During the conference, Bayramov stated that Armenia had for decades refused to allow UNESCO representatives to visit Azerbaijan’s Karabakh region.
He emphasized that following the second Karabakh war, Azerbaijan and UNESCO began to work together on the issue of conducting research in Karabakh.
“We invited the UNESCO mission back in June and are expecting it to visit. We do not set any restrictions for it,” added the minister.
He added that UNESCO can explore both Muslim and Christian monuments.
Bayramov said that Azerbaijan appealed to UNESCO in June, regarding the sending of a mission to the country.
Earlier, Azerbaijan’s Culture Ministry expressed hope that the UNESCO mission’s work would be significant in terms of detailed study, monitoring, and documentation of the Azerbaijani people’s heritage on Armenian territory.
On February 4, Azerbaijani President Ilham Aliyev, French President Emmanuel Macron, European Council President Charles Michel, and Armenian Prime Minister Nikol Pashinyan held a videoconference meeting. During the meeting, an agreement was reached to send a UNESCO mission to Azerbaijan and Armenia.
NAM Youth Network
Speaking of the Non-Aligned Movement (NAM) initiatives, Bayramov emphasized Azerbaijan’s special attention to them and noted the initiatives proposed by the country were adopted in accordance with the principles of this organization.
The foreign minister also mentioned that the NAM Youth Network, which has been involved in the organization’s activities since its inception, plans to hold several events in 2022.
“During the celebration of NAM’s 60th anniversary in Belgrade, the Youth Network of NAM put forward a number of proposals,” the Azerbaijani minister added.
Youth Federation President Farid Jafarov and ADA University Vice-Rector Fariz Ismayilzade delivered speeches at the conference’s opening ceremony.
Azerbaijan became a member of the NAM in 2011. Azerbaijan was unanimously elected as the NAM’s chair for the period 2019-2022 by the NAM leaders in 2016.
In 2021, NAM member countries voted unanimously to extend Azerbaijan’s chairmanship for another year, until late 2023.
The NAM was formed in 1961 to defend the interests of developing countries during Cold War During the first three decades after its establishment, NAM was instrumental in promoting decolonization, the formation of new independent countries, and the democratization of international relations.
