NATO And EU Interested In Participation In Karabakh Process

NATO AND EU INTERESTED IN PARTICIPATION IN KARABAKH PROCESS
PanARMENIAN.Net
21.03.2006 23:11 GMT+04:00
/PanARMENIAN.Net/ The first serious request of the European community
for increase of its role in the region was made last January in David
Atkinson’s report at the PACE, Director of Civil Society and Regional
Development Institute, political scientist Aghavni Karakhanyan stated
in a conversation with a PanARMENIAN.Net reporter. In her words, the
report’s point lied exactly in enhancing Europe’s role in the South
Caucasus. “Quite a logical step is the European Neighborhood Policy
(ENP), which includes conflict settlement, in particular that of
the Nagorno Karabakh. The NATO IPAP does not imply anything about
conflict settlement. This is mere verbiage. Though NATO official
mission in the South Caucasus did not consider conflict settlement
a priority. Of course, the NATO is interested in participation,” she
remarked. Karakhanyan emphasized that EU activation in the region is
quite explainable. “The US and OSCE try to solve the Nagorno Karabakh
conflict and requests for EU involvement in the region blends with
activation of US policy,” she said.

Georgian MP Says Official Status For Armenian Language “Unrealistic”

GEORGIAN MP SAYS OFFICIAL STATUS FOR ARMENIAN LANGUAGE “UNREALISTIC”
Kavkas-Press
16 Mar 06
Tbilisi, 16 March: [Pro-government ethnic Armenian] MP Van Baiburt
says that calls by some Armenians in Akhalkalaki for Armenian to be
given the status of an official language are unrealistic. Baiburt
told Kavkas-Press that he categorically rules out the possibility
that this demand could increase tension in Akhalkalaki and believes
this would only be in the interests of those organizations trying to
provoke protests with this demand.
Baiburt said that this should not be seen as the united opinion of the
Armenian diaspora in Georgia. “We feel that the Georgian authorities
are not imposing any restrictions. The Georgian government is taking
into account the situation of Akhalkalaki Armenians and because no-one
has taught them Georgian, the government has agreed to allow official
business to be conducted in Armenian in the area,” Baiburt said.
The MP called on his brethren to follow the example of ethnic
minorities in other countries and acquire an elementary knowledge of
the official language.
Baiburt said that it is not the Armenians’ fault that they do not
know Georgian. “It is the fault of time,” he said. “So that Armenians
can live comfortably, have jobs and teachers, the local council and
administration head should look for investors and grants to deal with
this problem,” Baiburt told Kavkas-Press.

For First Time, Anti-Migrant Group Investigated For Inciting EthnicH

FOR FIRST TIME, ANTI-MIGRANT GROUP INVESTIGATED FOR INCITING ETHNIC HATRED
Union of Councils for Jews in the Former Soviet Union, DC
March 7 2006
For the first time, a member of the Movement Against Illegal
Immigration has been detained on charges of inciting ethnic hatred.
According to a March 7, 2006 report by the Regnum news agency,
Aleksey Safin, the head of that organization’s Kaliningrad branch,
has been arrested on incitement charges after police searched his
computer and found allegedly illegal materials on his computer which
Mr. Safin used to maintain the regional branch’s web site. The local
branch is not officially registered, making its prosecution easier.
Although not mentioned in the report, the Movement Against Illegal
Immigration first came upon the scene when it was linked in the
media with anti-Armenian violence in the Moscow region city of
Krasnoarmeysk a few years ago. Since then, under the leadership of a
former Pamyat activist, it has grown into one of the leading far-right
organizations in Russia. Last November, it played a major part in
a far-right march in Moscow which featured extremist nationalist
rhetoric against migrants and Jews. No incitement charges were filed
against participants in that march.

Tbilisi, 11 March 2006 (sources: Ombudsman Press Office, Civil
Georgia) – On March 10 representative of the Ombudsman of Georgia
will visit Tsalka and meet Tsalka Gamgebeli (Head of Local
Administration), Chief of the local Police and local population.
Yesterday, on March 9, a clash which resulted into death of one and
injury of at least one local resident in multiethnic town of Tsalka
in Kvemo Kartli region, triggered protest of local ethnic Armenians.
Police said that five suspects have already been arrested. But
protesters in Tsalka demanded lynching of suspects on March 10.
`The Interior Ministry will never allow actions of this kind,’ the
Georgian Interior Ministry stated on March 10.
The Interior Ministry said that only one local was injured, but
according to the ethnic minority advocacy group Multinational Georgia
four ethnic Armenians were wounded as a result of an attack.
According to this non-governmental organization about 500 residents
of Tsalka were demanding at the rally outside the local police
station on March 10 an immediate investigation and prosecution of
those who are guilty of this crime. The protest rally was `brutally
dispersed’ by the police, according to the Multinational Georgia.
Clashes between the locals erupt sporadically in recent years in
Tsalka district with population of 20 000. Ethnic Armenians comprise
57% of population, according to the Georgian department of
statistics. 4,500 ethnic Greeks, 2,500 ethnic Georgians and up to
2,000 Azerbaijanis also live there.
Representative of the Ombudsman of Georgia will study the details of
the case on-site and find out, whether the clash happened on the
ground of ethnic discrimination.
