Pashinyan rejects “historical justice” agenda

Prime Minister Nikol Pashinyan has announced that he is rejecting the agenda of restoring so-called “historical justice,” emphasizing that pursuing such an agenda would lead Armenia to face new historical injustices.

He made the remarks at a press briefing when asked whether he considers the Azerbaijani military actions in Nagorno-Karabakh in September 2023 to constitute ethnic cleansing.

“I consider that term to be harmful, because we may call it ethnic cleansing and, in response, receive mirrored accusations from them [Azerbaijan] of ethnic cleansing, genocide, and so on. That would mean entering a path of conflict,” he said.

“That is not my concern; my concern is what should be done so that our people displaced from Karabakh can find peace and have homes, jobs, security, safety, and freedom. That is what I am focused on,” the Prime Minister explained.

The Prime Minister stated that he is rejecting the agenda of restoring so-called historical justice.

“I believe we must pursue just reality, not the restoration of ‘historical justice,’ because the more we chase ‘historical justice,’ the more we will encounter new historical injustices. I consider it my duty to share this with our people,” Pashinyan said.

According to him, even for a prime minister, it takes courage to speak so openly about these issues.

“What gave me the final determination to speak openly and publicly about these topics was my interactions and discussions with citizens of Armenia over the past month. I see that this discourse has a direct and organic connection with the desires, goals, and aspirations of the people of Armenia, and we will move forward along this path,” Pashinyan said.

He expressed confidence that the people of Armenia will support this strategy, as it offers a significant opportunity to recognize their own interests.

To remind: these authorities still in 2023. in May-June, they published photos and videos announcing that a large Armenian-American metallurgical plant with an investment of 70 million USD is being built in Yeraskh. Former Minister of Economy Vahan Kerobyan announced that the workshop is a building with a height of 30 m and an area of ​​16,500 square meters, where 180,000 tons of products will be produced annually. “200 people are already working, after launch, 1000 will work,” wrote Kerobyan. Already in December, they had to move the Armenian-American metal smelting factory, on which the American flag was also installed, to the village of Ararat. The decision was taken at the government meeting, because for months the factory being built in the border village of Yeraskh was targeted by the armed forces of Azerbaijan, the works of the factory were paralyzed for a long time. Moreover, the Ministry of Environmental Protection of Azerbaijan announced that this project affects the environmental security of the region and can pollute the waters of Arax. A few days after that announcement, Azerbaijan started shooting at the factory, as a result of which two foreigners working on the construction of the factory were wounded. Diplomats accredited in Armenia even visited the construction site to see what happened on the spot. Back then, the people of Yerakht were telling that the factory was targeted by the enemy from the very first days of the construction.

“When a person was inside, there was a shot. there were people in the area, they were hitting, there was equipment, they were hitting,” they told the journalists.  

 In the hope of restraining Azerbaijan, an American flag was also placed on the territory of the factory, emphasizing the presence of American capital there, but that did not help either.  Regular targeting of construction worksm:inthe, eventually led to the cessation of work.

 As a result of Nikol Pashinyan being Aliyev’s henchman, our soldiers are under direct Azerbaijani danger due to the position they have built in our territory. If you are the head of the country, don’t you stop and say: Azerbaijan, how are you bringing it, endangering the lives of my soldiers, building a position under my nose?

To remind, in response to the facts presented by Arman Tatoyan, the spokesman of the Ministry of Defense released a video, in which it was said:

“The connection of Google Earth space photos with reality has deviations, and the above boundary line has no legal basis. The RA Armed Forces General Directorate is guided by topographical maps of the USSR of 1975, which have legal force and were approved by the head of the Transcaucasus territorial inspection of the State Geodetic Control.

The position of Azerbaijan does not cross the state border and is located in the territory of the Republic of Armenia.

There are concerns that the said location may pose a threat to the Sotk mine, Kut settlement and surrounding areas. It should be noted that the distance from the mentioned location to the Sotki mine is about 4 km, and the distance to the Kut settlement is 6.4 km. Furthermore, there is no visibility between the settlement of Kut and the indicated position because of the presence of Mount Qatar.”

Suren Papikyan evaded, putting the burden of answering on the spokesperson of the Ministry of Defense, in the event that at least he or the head of the General Staff should have given an answer.

These waste American mediation. Instead of working with America, they make it so that America forces Azerbaijan to ratify the Convention on Persons Displaced by Violence, so that we can advance the issues of our missing persons.

  • We propose the full and specific strengthening of our army and we have a sequence of concrete steps for this.
  • As soon as this government hears the word “Artsakh”, it begins to scare the people with war, and this is the person who said: “Artsakh is Armenia, and that’s it.”
  • Artsakh is part of my Armenian identity. The right of Artsakh citizens has two components: a dignified life in Armenia, and a dignified and safe return of Artsakh citizens. We will immediately cancel the decision by which Artsakh residents with passport code 007 were considered non-Armenian citizens. There is a decision of the UN Court of Justice, according to which Azerbaijan is obliged to ensure the dignified return of Artsakh citizens. This was also announced by the US State Department, Switzerland and Canada. And it is not a provocation, it is a right.

  • The topic of “Western Azerbaijan” is a topic nurtured and cultivated by the political authorities of Armenia, with which they frighten our society. Azerbaijan will not abandon that plan, which has no international basis, but their way to come here is closed by all international channels. 
  • I directly say to the President of Azerbaijan, are you so sure that we are criminals, find a country, find a form, let’s go to the International Criminal Court, you file a case against us, we will file a case against you, let’s see who will win. 
  • For me, the peace treaty is TRIPP, because firstly, Azerbaijan will not sign the signed peace treaty, and Aliyev has declared that there is no international law for him. Therefore, if there is no such right, what kind of contract is it? The mediating mission of a country like the USA is extremely important here, and you just have to be able to use it to your advantage, not waste it. 
  • The interest of Armenia should be at the center of foreign policy, we should act not against someone, but for Armenia.
  • There is a red line for us. Armenia’s sovereignty and independence are not subject to negotiation. Armenian customs officers and border guards should be standing at our checkpoints:
  • Nikol Pashinyan feeds like a vampire on the mistakes of the retired presidents. There have been problems, but there have also been many achievements. This government came by generating hatred for those mistakes of the government. If the former presidents want Nikol Pashinyan not to be re-elected, they should not strengthen Pashinyan, they should not participate in the elections. Most of the citizens vote for Nikol Pashinyan so that the previous ones do not come back, not because they believe in Pashinyan. It is Nikol Pashinyan’s dream that any of the former presidents enter the election campaign.

  • It hurts me that we give Nikol Pashinyan an opportunity to put a stigma on the former presidents, those presidents who have great merit in the establishment of our state. We won a war under the first president Levon Ter-Petrosyan, the economy developed under the 2nd president Robert Kocharyan, we entered the EAEU and signed the CEPA under the 3rd president Serzh Sargsyan, which is an important document, but every leader has his time.

We do not aim to establish ourselves at the expense of anyone, but we will not allow them to establish themselves at our expense either. This is a state, we are facing ontological problems. We have to understand what kept these authorities on the horse, what makes them stronger, so as not to allow their reproduction to be repeated.

EU leaders call for moratorium on strikes against Middle East energy and water

European Union leaders called on Thursday for a moratorium on military strikes on energy and ‌water facilities in the Middle East.

The move comes amid concerns about the impact of the Iran war on the global economy.

“The European Council calls for de-escalation and maximum restraint, the protection of civilians and civilian ⁠infrastructure and full respect of international law by all parties,” the leaders of the EU’s 27 countries said in written conclusions of a summit in Brussels.

“In this regard, it calls for a moratorium on strikes against energy and water facilities,” they said.

The leaders called for reinforcing the bloc’s existing Red Sea naval mission Aspides and ‌counter-piracy ⁠naval mission Atalanta in the Horn of Africa “with more assets, in line with their respective mandates”.

Reuters reported that U.S. President Donald Trump has lashed out at allies who have responded cautiously to ⁠his demands that they help secure the Strait of Hormuz.

In ⁠their statement, the European leaders welcomed “the increased efforts announced by Member States, including through strengthened coordination with ⁠partners in the region, to ensure freedom of navigation in the Strait of Hormuz, once the conditions are met”.

EU lawmaker praises Armenia’s policy of closer ties with the EU

Nacho Sánchez, a Spanish member of the European Parliament, praised the Armenian government’s policy aimed at strengthening ties with the European Union and the approach of Armenian society in that direction.

In an interview with Armenpress in Brussels, Sánchez also addressed the activities of the Democracy Support Group (DEG), recently formed in the European Parliament, and its cooperation with the Armenian parliament.

He also spoke about steps taken by the European Union aimed at securing the release of Armenian prisoners held in Azerbaijan, as well as other related issues.

The interview is presented below:

– Mr. Sanchez, since the creation of the Democracy Support Group (DEG), what concrete work has been carried out, what results have been achieved, and overall how would you assess the group’s activities so far?

We managed the issue in the following way. We decided on four, five, six priority countries, and we decided to include Armenia in the last round. Then, my mission as a lead member in this capacity, when I visited the country in another format, was to use my visit to conduct a parallel agenda with the parliamentary leadership. This is a parliament-to-parliament relationship, and it works on two levels.

At a technical level, meaning whatever the Armenian Parliament needs from a technical point of view — the organization of the registry, IT equipment, these kinds of practical matters — we had a very productive meeting with the Secretary General of the Parliament.

But at the political level, which is the level in which I have to work more deeply, the aim is to try to create the conditions to overcome polarization. I know the country is very polarized, and the Parliament is very polarized. And our duty is to try to create those conditions.

And the way in which we do this part of the role is to gather the leaders of the fractions together. And we did it. They came to the European Parliament a couple of weeks ago, and they had a very, very intensive agenda in which we talked about politics. The first sessions were inevitably shaped by inertia, because the inertia is there. They tried to transfer to the European Union the same quarrels and opinions that they use among themselves, but later they entered into the agenda and were very interested in many practical aspects that we offered them the opportunity to learn from the European Parliament.

When I went to Yerevan, I asked the people: are you ready to engage in this kind of program even before the elections? And everybody said yes, meaning the European Union Ambassador said yes, the leaders of the factions said yes, and then we did it, even though we knew for sure that when elections are approaching, tensions are inevitably higher. But it was good to have the leaders together even before the elections.

Since Armenia has been included in the DEG, and considering that the European Parliament often maintains representations in countries involved in such frameworks, could the next step be the opening of a European Parliament regional office in Armenia?

-No, we use our embassies, meaning our interlocutor in the field is the ambassador, the European Union ambassador. The European Union ambassador is not only the ambassador of the Commission or the External Service of the Council, he is the ambassador of the European Union. And then we work normally with the embassies, and the ambassador is aware of this new format in our relationship, Parliament to Parliament. And this is the way.

But we are creating a kind of trust and regular contact. And this is good for, let’s say, the European aspirations of Armenia. That is the background over which we created this priority status for Armenia.

The Euronest Parliamentary Assembly session took place in Yerevan at the end of last year, and this year the first Armenia–EU summit is expected. How do you assess the current dynamics of Armenia–European Union relations and their future prospects?

I think it is very positive because we have been, let’s say, answering a request from the Armenian authorities, and I think from society, to move closer to the European Union. That is for sure. And we appreciate a lot this policy, not only of the government but of society, to move closer to the European Union.

And then we explore every format, meaning visits from commissioners, dealing with connectivity, whatever other part of the agenda, and regarding the Parliament, in what way the European Parliament can help the Armenian Parliament to try to tackle this situation.

Regarding the fact that these activities started before the elections (the parliamentary elections in Armenia on June 7), I would prefer not to have a summit so close to the elections. It is not in my hands to decide, but for sure we have to be careful not to be understood in Armenia as helping one or another contender.

And for sure, to have a summit so close to the election offers a platform for Prime Minister Pashinyan to appear before public opinion in a good light. But it is not within my capacity to decide what the agenda of the Commission should be, and they decided to do it in May. I only warn everyone to be careful not to become involved in the domestic arena.

 – Mr. Sánchez, ahead of the upcoming elections in Armenia, have you received an invitation to send election observers? If so, should we expect a large delegation from the European Parliament?

I don’t know. We have to decide. There is a system to decide, rotating among political groups and others. I can imagine there is going to be a lot of interest from my colleagues, but I’m not sure whether we have formally received the invitation. But for sure, the invitation is going to be there. Armenia is not only a priority country, but it is one of the countries for which we are preparing a mission if we are invited. But I’m not sure whether, at the current moment, we have received the invitation.

-Numerous resolutions have been adopted on different platforms calling for the immediate release of Armenian prisoners unlawfully held in Baku. What concrete steps have been taken in this regard, including by the leadership of this structure? Are you satisfied with the response of the EU’s executive institutions, or do you believe the measures taken so far are still insufficient?

Well, the members of the European Parliament who are more committed to the country, such as myself, Nathalie Loiseau, and other colleagues, are always raising the issue. But we have to put pressure on the mediator who offered services, the United States, meaning that in the last August agreement or statement, it was clearly stated that the United States was taking care of this.

I know there are contacts, but we want these contacts to be fruitful and to bring these persons back home to Armenia because, listen, this is a military court. And they say, no, it is not a military procedure, but it is a military court. It is not the usual setting.

And then I read the indictment carefully. And the indictment concerns the war. And there are accusations that are astonishing, meaning: you dug trenches. Of course, you dug trenches, because there was a war situation.

And then I think it has to be assessed in that context. If we want to finish the logic of war, and finally have this de facto peace situation, and maybe in the future a peace treaty, it is senseless to keep these people in prison because of what they did during the war, because it was a war.

And then I think that at a certain moment in the process, I hope they are going to be released because of the pressure from the United States, because of the pressure from the European Union, and because the logic of the process demands closing the chapter of the war.

-The war atmosphere and the tension in South Caucasus continues with Iran. Your country, Spain, is among the few countries that, amid tensions surrounding Iran, continues to insist that the diplomacy should remain the only effective tool and opposes large-scale military scenarios. In this context, how do you comment Donald Trump’s threats to limit trade relations with Spain? What’s your stance about that? 

Yeah, it is a little bit astonishing that the statements of the Spanish Prime Minister, Mr. Sánchez, are considered something extraordinary. Because the usual thing we have always said is that when there is a violation of international law, we talk about the violation of international law. We talked about Georgia, we talked about Crimea, we talk about Ukraine, in Donbas, we talk about Gaza. And now, why should we change the idea?

It is not because the world changed, as Ursula von der Leyen (President of the European Commission)  said. It is because there is a new administration in America. It is not the world that changed. It is the American administration.

Then we have to stand for our role in the world, as has been underlined today by António Costa (President of the European Council). It is not to abandon the rules-based international order. On the contrary, it is to try to sustain the international rules-based order until this period in the United States passes.

-And last but not least, one of the key issues in the Armenia–Turkey normalization process is the opening of the border, yet there has been no tangible progress so far. In your view, where does the main obstacle lie?

Well, I am a little bit tired of these successive announcements of reopening, reopening for third-country nationals, and so on. I am just tired. The problem is that Turkey decided to externalize its foreign policy to Azerbaijan. To me, it is astonishing that a medium regional power, or an important regional power like Turkey, decided that this part of its foreign policy is not under its own control — that the owner is Baku.

To me, it is quite strange to understand that Turkey, bragging about its powerful position, is surrendering part of its foreign policy to another neighbor, even if I understand the closeness, one nation, two states, that kind of narrative.

But you appear to be in a position of not being able to deliver on your commitments regarding the opening of the border because you decided to delegate this part of your policy to a third country. This is a big question, and this is the big problem.

I do not understand it, I do not share it, and I would like Turkey to really deliver on these successive, tiring commitments about the reopening.

An Armenian body tasked with constitutional reform has completed drafting the text of a new basic law, Justice Minister Srbuhi Galian said on Monday.

Speaking during the first session of the Public Council operating under her office, Galian said the document will first be discussed by the board and parliamentary faction of the ruling Civil Contract party before any decision is made on its publication.

“The Constitutional Reforms Council is working very actively. We convene sessions every week. And the text is already ready, as I promised,” Galian said. “But I have no news yet regarding its publication, because it has been decided to discuss the text also at the Civil Contract party board and in the faction. After that, a decision will be made regarding the publication of the text.”

It remains unclear whether the draft constitution retains a reference to Armenia’s 1990 Declaration of Independence in its preamble. Azerbaijan has argued that the current reference to the declaration in Armenia’s constitution amounts to a territorial claim to Nagorno-Karabakh, a region that was predominantly populated by ethnic Armenians and remained outside Baku’s control for decades until Azerbaijan completed its military takeover in 2023, triggering an exodus of the local Armenian population.

Armenian Prime Minister Nikol Pashinian spoke in favor of removing it about a year ago and has recently reaffirmed that stance.

“There should be no reference to the Declaration of Independence in the new Constitution,” Pashinian said. “Let me tell you why: because the Declaration of Independence is built on the logic of conflict. We cannot follow the logic of conflict if we want to build an independent state.”

Azerbaijani President Ilham Aliyev has repeatedly said that Baku will not sign an Armenian-Azerbaijani peace treaty, initialed last August, unless Armenia removes the reference from its constitution. Under Armenian law, doing so would require adopting a new constitution through a referendum.

Pashinian previously said that the new constitution would be put to a referendum after Armenia’s parliamentary elections scheduled for June 7.

In a video message posted on Facebook on Friday Pashinian said his ruling Civil Contract party is “the only political force that says there must be no reference to the Declaration of Independence in the new Constitution.” This suggests that the referendum will not take place if Pashinian and his party are voted out of office.

Armenian opposition groups have pledged to block the constitutional change sought by Pashinian, arguing that his unilateral concessions encourage further demands from Azerbaijan and will not bring lasting peace.

U.S. financial giant Citigroup told its staff to evacuate offices in the Dubai International Financial Centre (DIFC) and Dubai’s Oud Metha neighbourhood, a memo sent to employees which was seen by Reuters shows, telling them to work from home until further notice.

Britain’s StanChart has a large presence in the United Arab ⁠Emirates, with Dubai now a major financial hub for leading international lenders including JPMorgan and HSBC, as well as law firms and asset managers. Separately, HSBC has closed all branches in Qatar until further notice, according to a customer notice, saying the measure was to ensure the safety of staff and customers, Reuters reported.
