Boulettes d’agneau Keuftés. Recette issue du livre “Cuisine d’Arménie” aux éditions Solar

On est tous un cuisinier de quelque part. Un bout de mémoire accroché à une recette, à un ingrédient qui revient comme le ressac du temps quand on se met aux fourneaux, qu’on flâne sur le marché du samedi matin ou que l’on maraude dans un verger en friches. Des voix, des visages, des lieux nous parviennent alors quand le beurre murmure dans la poêle appelant la hampe de bœuf ; quand l’ail se déploie dans l’huile d’olive ; quand la pâte à brioche se lève comme une paire de seins tièdes et lourds.

On ne dira jamais assez que le boire et le manger sont des racines vivaces comme le chiendent, des graines fécondes et voyageuses comme celle de la mauve courant parmi les villes et les campagnes. La bouffe mondialisée dit tout cela comme une voie lactée de goûts où chacun retrouve les siens tout en découvrant d’autres. A tous les fâcheux qui pensent racines = terroirs = replis sur soi, on oppose justement le grand festin d’échanges, d’ouverture et de tolérance que sont nos histoires culinaires, tout à la fois intimes, collectives et culturelles. Cuisiner, manger, boire sont l’humus et les fruits de la transmission.

Pour toutes ces raisons, on a ressenti une grosse bouffée de tendresse quand on a reçu Cuisine d’Arménie, de Corinne et Richard Zarzavatdjian (1). Elle est comédienne, il est journaliste et, surtout, ils sont frères et sœurs. «Zarzavatdjian… Un nom dérivé d’un terme évoquant “ce qui provient de la terre”, rappelant la profession de nos ancêtres, cultivateurs, primeurs, légumiers, comme on disait au pays», écrivent-ils à l’orée de ce livre qu’ils ont concocté en se replongeant dans les carnets de recettes de leur mère et en se remémorant les repas de fêtes de leur enfance. «Chacun d’entre nous avait son plat de prédilection qui venait souvent récompenser de bonnes notes à l’école ou un comportement exemplaire à la maison. Et lorsque l’on remplissait les deux qualités, on avait droit “au roi des mangés”, comme disait notre grand-père Garabed, ancien mineur à Gardanne à son arrivée en France, devenu chef d’entreprise dans le Sentier parisien. Pour notre grand frère Raffi, c’était le gatnabour, un dessert de riz au lait qu’il affectionne aujourd’hui encore.»

Toutes les histoires de migration embarquent des recettes, des plats mémoriels plus ou moins reproduits, adaptés à leur nouvel horizon avec souvent des ingrédients incontournables que l’on cultive même au jardin ou dans le verger. Ainsi, l’aubergine, l’agneau, les fruits (coing, grenade, raisin…) et les épices font partie du bréviaire culinaire arménien que l’on retrouve à Marseille, à Décines mais aussi aux Etats-Unis, en Australie, en Argentine… Corinne et Richard Zarzavatdjian racontent le sumac que leur tante récoltait dans son potager à Luynes (Indre-et-Loire). Cette épice provenant d’un arbuste méditerranéen «apporte une saveur acidulée et fruitée aux farces, aux salades, aux viandes et poissons et remplace aisément le citron, parfois le vinaigre, en ajoutant une note originale».

C’est tout le formidable pouvoir de suggestion de la cuisine qui revient dans ce livre pour dire qu’un peuple, une identité, une culture – en l’occurrence arméniens – peuvent survivre à toutes les barbaries, les pogroms, les nettoyages ethniques, en fricassant et en mangeant.

On a choisi la recette des boulettes d’agneau (keuftés) pour évoquer la cuisine d’Arménie. Il vous faut 500 g de viande de mouton ou d’agneau hachée ; 1 œuf ; 1 gousse d’ail (facultatif) ; une biscotte trempée dans l’eau ; un oignon émincé ; du beurre ou de l’huile d’arachide ; un demi-bouquet de persil haché ; de la farine pour rouler les boulettes. Préparez les boulettes. Mélangez bien tous les ingrédients. Puis formez des boulettes de la taille d’une mandarine et aplatissez-les légèrement. Farinez de tous les côtés. Mettez-les à rissoler dans une poêle avec un peu de beurre ou d’huile, selon votre choix, d’abord à feu vif pendant cinq minutes, puis réduisez le feu et laissez cuire encore cinq bonnes minutes. Servez aussitôt, avec du riz nature ou une salade verte.

Vous pouvez servir ces keuftés accompagnés de sauce tomate. Pour cela, il vous faut deux, trois tomates bien mûres ; une cuillère à café de concentré de tomates ; du sel et du poivre. Lavez, pelez, épépinez, puis coupez les tomates en morceaux. Placez-les dans la même poêle que vous avez utilisée pour le keuftés avec un peu de beurre et le concentré de tomates dilué dans un peu d’eau. Laissez mijoter cinq à dix minutes. Salez et poivrez. Déposez les keuftés dans cette sauce et faites-les réchauffer. Servez aussitôt avec, par exemple, des pâtes fraîches.

Armenia Has New Strategy to Help Terminally Ill

YEREVAN (Human Rights Watch) – About 8,000 people die from cancer in Armenia every year, many spending their last days in excruciating pain.

But Armenia has recently taken two important steps toward ending their suffering. In February, the government adopted a national strategy to introduce palliative care services, which focuses on pain relief and improving the quality of life, and in March, it registered two forms of liquid oral morphine, paving the way for their use in the public healthcare system.

The World Health Organization considers oral morphine, which is swallowed, the cornerstone of cancer pain treatment. Currently, only injectable morphine is available in Armenia.

The national strategy focuses on treating pain and other physical symptoms, and provides psychosocial support for people with life-threatening illnesses. It specifies reforms in policy, education, and medicines’ availability, and designates state institutions that will be responsible for carrying out these reforms.

In July 2015, Human Rights Watch published a report and video showing the impact of untreated pain and lack of support services on the lives of cancer patients and their families in Armenia. I interviewed many people who were dying – in horrible pain.

Lyudmila, a 61-year-old kindergarten teacher, told me, “The pain attacks start unexpectedly, and I start screaming and become a different person…. I can’t speak. I have pain attacks every night…. It’s … unbearable pain for a human being….”

Her experience was not an exception.

When treatment to cure cancer is no longer effective, patients with advanced cancer in Armenia are sent home, essentially abandoned by the health care system at arguably the most vulnerable time of their lives. They face pain, fear, and anguish without professional support. Some of the support they need is palliative care.

Morphine, the mainstay medication for treating severe pain, is inexpensive and easy to administer, but fewer than 3 percent of those who need morphine in Armenia get it. That’s because of the nearly insurmountable bureaucratic barriers around the prescribing and dispensing of morphine, which the new strategy should change.

The Armenian government has long recognized the need for palliative care, yet took more than three years to develop and adopt the strategy and action plan and ensure that oral morphine is registered. The strategy recognizes the need to amend regulations restricting access to pain relief medications, and the government plans to review them in 2018. Armenia’s thousands of cancer patients have waited long enough.

Criminal case initiated on hindering journalist’s activities

On October 7 P. KAPAN, OCTOBER 7, ARMENPRESS. Italian chef Nikola Di Mauro arrived to
Armenia from Rome to establish a semi-finished/frozen pizza production
in Syunik province.
According to him, he is here to not only ensure high quality food but
also to create quality conditions for the employees.
“I’ve worked on a new project in Syunik for the past 1 and a half
year. The pizzas will be exported to the Eurasian market. The
semi-finished pizza will be prepared in an Italian style, however with
exclusively local products. We will try to buy the products from
adjacent areas of Syunik, which will contribute to the company’s
financial savings”, the chef told a press conference.
He said they plan to produce nearly 250,000 pizzas monthly. The
minimal number of employees for 1-line production unit will be 50,
while the maximum number for 3 lines is 150.
“We tried to maximally minimize the automation of our production in
order to create more jobs. Qualified personnel will work in the
factory. The factory was been constructed with the highest
international standard equipment. The equipment is entirely Italian,
and will provide the highest result. Food processing will also be high
level”, Di Mauro said.
“I decided to realize this program in Syunik by taking into account
the willingness of the local authorities and their attention for the
locals. The leadership of the province is trying to solve all issues,
which is a very important factor for foreign business”, he said.

Unidentified man attempts to use device to disable alarm, cross Armenian-Turkish border

Russian border guards of Artashat’s checkpoint arrested an unidentified man who illegally crossed the Armenian-Turkish border in the Yeraskh section.

The border guard service of Russia’s FSB told ARMENPRESS the man attempted to use a special device to disable the alarm system. The trespasser didn’t have any ID on him upon arrest.

According to the trespasser, he is a 32-year-old Iranian citizen. The National Security Service of Armenia is currently clarifying the identity of the trespasser. This is the second border crossing attempt in a week.

BAKU: Beijing-Yerevan military co-op jeopardizes Russia’s interests in South Caucasus

We have written many times that China is intent upon entering the South Caucasus region through its back door, that is, through Armenia.

As a realization of this intention, China has recently held a foundation laying ceremony for its embassy in Yerevan, which will be the second biggest embassy in the Eurasian region after Russia’s embassy complex.

It is obvious that the size of the Chinese embassy is proportional to Beijing’s interests in the region as the size means a bigger number of employees.

Surprisingly, this interest of China has been recently confirmed in military cooperation, which promises many problems for Russia.

The matter here rests in an agreement signed in Beijing during the Armenian Defense Minister Vigen Sargsyan’s visit to China where he met with his Chinese counterpart Chang Wanquan. According to the agreement, China will provide Armenia with 10 million yuan, or about $1.5 million.

During their meeting, Sargsyan and Wanquan stressed the importance of bilateral cooperation in training of military personnel. Sargsyan said the Armenian servicemen who graduate from Chinese military colleges become good officers and commanders, while Armenia is ready to expand a training program for Chinese military specialists.

What Sargsyan didn’t mention is that the Armenian military can only teach how to occupy other countries’ lands.

But why doesn’t Beijing question the dubious pleasure of helping an aggressor country and agrees to train its soldiers?

However, if we look at the issue from another side, it becomes obvious that the trained Armenian officers can perform certain functions for Beijing, taking into account China’s interests in the region, in general, in the zone of Russia’s influence in the South Caucasus and in particular, in Armenia.

China’s interest in Armenia became evident in 2015 when Chinese enterprises were ready to submit proposals on making investments in the Iran-Armenia railway. Nothing happened that time, but China voiced some plans and promises to the Armenian side.

China has recently become more active, when the China Machinery Engineering Corporation stated that it plans to make large-scale investments in Armenia’s construction and energy sectors.

At present, China is penetrating Armenia’s military not only by allocating funds, but also by participating in personnel training, which should make Moscow think about consequences.

Armenian armed forces have recently been more connected with the Russian military. For instance, Russia’s Federation Council ratified an agreement on the United Group of Russian and Armenian Troops in July. The United Group of Troops of Armenia and Russia will have to protect the land borders and airspace of the two countries. The countries also agreed to create a joint air defense system.

It means that the Armenian officers, having access to the Armenian military projects, will be able to tell a lot of interesting things about the Russian part of the projects.

And, of course, it is doubtful that Moscow will sit idly while China is strengthening its positions in Armenia. Yerevan will be forbidden to develop relations with China, just like it was diverted from cooperation with NATO.

The attitude towards Armenia’s obvious drift towards NATO in the Armenian society and among the Armenian elite is different.

Pro-Western Armenians do not hide their enthusiasm with this fact and are waiting for the moment when Armenia finally “throws away” Russia and runs under the wing of a new “ally” – the US, in order to start a new stage of aggression against its neighbors. However, such prodigies are not shared by the pro-Armenian forces that settled in Moscow.

Obviously, if Armenia betrays Russia and finally surrenders to the US and NATO, the fate of the powerful Armenian lobby in Russia will be unenviable and their positions will shaken. Including the positions of “near-Armenian” figures, such as the editor-in-chief of Regnum news agency Modest Kolerov.

After all, Kolerov and others like him managed to create the image of “the great patriots of Russia” among the Russian public, and the illusion that Armenia is the ‘surest ally of Russia’. But if Armenia betrays Russia, Kolerov won’t be able to play the same game anymore.

It will also become clear that for many years Modest Kolerov, as well as all kinds of Baghdasaryans, Margaritas Simonyans and others like them, fooled the Russian society, made them support the regime, which eventually ended up betraying Russia and becoming the enemy of their country. In this case the representatives of Moscow Armenian lobby will also be suspected of betrayal, and, as a result, “the money flows” of Russian Armenians will be excommunicated. And their lives become more complicated – since no matter how naive the Russians are, they will hardly finance Armenian structures after Armenia joins the ranks of Russia’s enemies.

Therefore, it was not accidental that the material of Sargis Artsruni entitled “Moscow incites Azerbaijan to a new war” recently published on the website of Armenia’s pro-Western First Information expresses an extremely negative reaction on the attitude of the same Modest Kolerov to the rapprochement between Armenia and NATO which goes contrary to the aspirations of the pro-Western “First Information”  .

Sargis Artsruni writes: “In Moscow they can not accept the fact that Armenia took part in NATO military exercises held in Georgia. Even if this participation of Yerevan was agreed with Moscow, the situation changed drastically after the new US sanctions against Russia and against the backdrop of US Vice President Mike Pence’s visit to Georgia. Several Russian publications openly question the loyalty of the Armenian authorities.

In an interview with the First Information, the editor-in-chief of the Regnum news agency, political analyst Modest Kolerov, who is known for his connections with the Kremlin, spoke rather harshly. “Armenia itself said that it has solidarity with NATO. And this solidarity takes place with the joint participation with Turkey and Azerbaijan. That’s all. And if Armenia participates in such projects jointly with Turkey and Azerbaijan, it does not mean that it does not need a united military group with Russia. So, let Armenia call on NATO to reconcile it with Turkey and Azerbaijan, ” Kolerov said.

In this case, Sargis Artsruni accuses Modest Kolerov of lies and fraudulent facts. In particular, he writes:

“Russian officials and experts have tactics to bring their message or even threat to the appropriate audience at all means – even resorting to obvious falsifications. For example, Kolerov obviously deceives readers, giving the impression that Azerbaijan participated in military exercises in Georgia. Or the political scientist creates a completely false picture that Moscow is allegedly occupied with the Armenian-Azerbaijani or Armenian-Turkish reconciliation processes, and this is when Moscow arms the parties to the Karabakh conflict, and the Russian military base deployed in Armenia is one of the obstacles to the probable Armenian-Turkish rapprochement. However, all these manipulations are trifles in comparison with tthe threat clearly voiced by Kolerov. “So, let Armenia call on NATO to reconcile it with Turkey and Azerbaijan,” Kolerov said, diplomatically making it clear that Armenia will pay a high price for participation in NATO exercises.

The conclusion of the First Information is purely speculative. Sargis Artsruni believes that Moscow has found a “legitimate” basis for issuing carte blanche to Azerbaijan for a new war – it is supposedly the Armenian authorities’ review of their foreign policy. In his opinion, Moscow makes it clear that if Armenia continues to cooperate with NATO, or even signs a new agreement with NATO, they will provoke Azerbaijan to a new war against Armenia – laying the blame on our “pro-Western” authorities.

But the fact is that the sale of arms to Azerbaijan and Russian-Azerbaijani defense cooperation which is absolutely legitimate and mutually beneficial and consistent with Russia’s interests is just being presented by the supporters of betrayal of Russia by Armenia as a “proof” of the fact that ‘Russia is not Armenia’s friend’. And these theses are repeated again and again.

Thus, a split has emerged in the formerly monolithic international Armenian lobby. Russian Armenians began to realize that the betrayal of Russia by Armenia could touch them personally. And they frantically try to “slow down” the process in the present stage, when Armenia seems to continue to remain Russia’s ally, while flirting with the West.

But such an”intermediate” state can not be preserved forever. Either here or there. And, judging by the latest trends, it is rather “there”. Armenia’s insidiousness as an ally and treacherous essence of the Yerevan regime will soon become apparent even to the most naive Russian patriots.
