The EU considers RA Prime Minister Nikol Pashinyan’s statement about the judicial system as a firm commitment to reforms. Head of the European Union Delegation to Armenia, Ambassador Pyotr Svitalsky announced this in a conversation with journalists.


He noted that they did not have the opportunity to discuss the issue in detail with the Armenian government, the Minister of Justice or other people, but what the Prime Minister mentioned is very clear for the EU.


“It is a very clear and very strong commitment to justice reform. The Minister of Justice spoke about vetting, presenting the Albanian model. The European Union worked closely with the Albanian government to develop the so-called Albanian model, and today that vetting model is supported by the European Union. This is an opportunity for the Armenian side to take into account,” Svitalsky noted.


According to him, if the Armenian government wants to go this way, the EU is ready to support it. But it hasn’t been discussed yet.


“The EU believes that reforms in the field of justice in Armenia are of vital importance from the point of view of the future. I can say that deep and comprehensive justice reforms are essential for your future for a number of reasons, but the first reason is that the Armenian people do not trust the courts. In the past years, the European Union financially supported the conduct of independent studies, which documented that too many Armenians do not trust the courts.


And we published the partnership report today, you can find there chapters that refer to other structures, in which it is also mentioned that Armenia has a problem. too many people don’t trust the courts. Therefore, you need reforms to restore public confidence. We believe that the reforms should be carried out respecting the Constitution, Armenia’s international commitments, including from the point of view of membership in the Council of Europe, respecting our joint commitments, in particular, regarding reforms in the field of justice,” the ambassador noted.


Pyotr Svitalsky added: “We are ready to support Armenia for deep and comprehensive reforms in the field of justice, with technical or advisory support, and fairly extensive financial support. We strongly support the commitments undertaken by the Prime Minister to implement reforms in the justice sector. This is an extremely serious commitment. We never impose anything, but the Armenian government should know that it can count on our support during the implementation of these reforms, based on these very principles. The EU encourages the RA government to develop reforms on the basis of an inclusive dialogue with all interested parties.”

The Yerevan metro will operate today from 07:00 until 01:00, May 19.

“The Yerevan subway has always operated and operates in accordance with its slogan – fast, safe and uninterrupted”, the statement says.

YEREVAN, MAY 18, ARMENPRESS. A Yerevan court today approved the personal guarantees from Artsakh’s President Bako Sahakyan and ex-President Arkady Ghukasyan to free former Armenian President Robert Kocharyan from pre-trial detention.

Judge David Grigoryan delivered the verdict today, on May 18th.

Supporters of Kocharyan in the courtroom began cheering.

Rival demonstrations are taking place outside the courthouse. 

On May 16, Artsakh’s President Bako Sahakyan and former President Arkady Ghukasyan personally arrived at the Yerevan court to vouch for the release of Kocharyan, who also served as President of Artsakh in the early 90s. The court adjourned to examine the personal guarantees. Sahakyan and Ghukasyan vouched that Kocharyan will not obstruct justice.

Kocharyan, along with several other former officials, is charged with “overthrowing Constitutional Order” during the 2008 March protests in Yerevan when 8 protesters and 2 security officers died. The former President is accused of unlawfully ordering the military to intervene. He vehemently denies wrongdoing.

2nd President of Armenia Robert Kocharyan, who ruled the country from 1998 to 2008, spent two weeks in jail in summer of 2018, but was eventually freed. But on December 7, a higher court overruled the release and ordered him to be remanded into custody pending trial again.

At the time the court announced the verdict, Kocharyan turned himself in to authorities.

President of Armenia Armen Sarkissian hosted the delegation of the leading French company Dassault Systèmes, led by first Vice President Christian Nardin and Senior Director, Global Academia Programs, Xavier Fouge, who arrived in Armenia at the President’s invitation, the Presidential Office told Armenpress.

The President said during the previous meetings with the company executives they have discussed the cooperation opportunities and possible directions. “We should reveal what we can do together”, Armen Sarkissian said, adding: “First of all, to reveal the country’s education sector because we need to have a right educational system in order to operate in the field of high technologies. I am convinced that we have talented people surrounding us. We have inherited a very good education system from the Soviet Union, in particular, in the sphere of natural sciences”.

Mr. Sarkissian said Armenia is a small country, but a global nation,  Armenians are everywhere, and this as well is an important mission.

Christian Nardin thanked the President for the invitation and stated: “It’s a great honor to be here. During the visit we would like to understand the areas where we can work. People are the key of the future, everything starts from the people, therefore, we are so interested in discovering Armenia’s education system and see how we can contribute to the education of the new generation, which is, eventually, a great investment aimed at having better future. Future is an opportunity, not a threat. Technologies can be wonderful tools in the future if they are used correctly”.

President Sarkissian expressed confidence that the time to be spent in Armenia will enable the company representatives to reveal the country’s opportunities, educational and scientific potential. “All this will give you an overall vision and opportunity to plan what you can do here”, the Armenian President said.

Dassault Systèmes is a subsidiary of the Dassault Group created in 1981. It develops and markets PLM software and services that support industrial processes by providing a 3D vision of the entire lifecycle of products from conception to maintenance.

Moscow Marks Karabakh Truce Anniversary

Armenia and Azerbaijan are committed to peacefully resolving the 
Nagorno-Karabakh conflict, Russia’s Foreign Ministry said on Friday in a 
statement on the 25th anniversary of a Russian-brokered ceasefire agreement 
that stopped the Armenian-Azerbaijani war.
The agreement took effect on May 12, 1994 after being signed by the Armenian 
and Azerbaijani defense ministers and the commander of Karabakh’s 
Armenian-backed army. Hundreds of soldiers from both sides have been killed 
since then in ceasefire violations that have intensified in the last several 
years. But these periodic skirmishes along the “line of contact” around 
Karabakh and the Armenian-Azerbaijani border have not escalated into another 
all-out war so far.
“The May 12 agreement remains the basis for maintaining the ceasefire regime,” 
read the Russian Foreign Ministry statement.

The statement said that more “time is required” for the conflicting parties to 
reach a mutually acceptable peace deal. “We see the readiness of the parties to 
continue joint efforts at achieving a lasting peace,” it added, pointing to a 
recent series of high-level Armenian-Azerbaijani negotiations.
The ministry said Moscow will carry on with its “active assistance” to the 
negotiating process within the framework of the OSCE Minsk Group co-chaired by 
Russia, the United States and France.
Truce violations in the conflict zone have decreased significantly since 
Armenian Prime Minister Nikol Pashinian and Azerbaijani President Ilham Aliyev 
met for the first time in September. Pashinian and Aliyev held more 
face-to-face talks in the following months, most recently in Vienna on March 29.

The foreign ministers of Armenia, Azerbaijan as well as Russia met in Moscow on 
April 15. Azerbaijan’s Elmar Mammadyarov said afterwards that they discussed, 
among other things, a 2016 Russian plant to resolve the Karabakh conflict. 
Russia’s Sergey Lavrov effectively confirmed this.
The Armenian Foreign Ministry insisted, however, that “no negotiations on any 
plan are underway at present.”
The Russian peace plan has still not been made public. Lavrov said only that it 
is in tune with the basic principles of a Karabakh settlement which have 
repeatedly been laid out by the U.S., Russian and French mediators in recent 
years.
In a March 9 statement, the mediators reiterated that “any fair and lasting 
settlement” must involve “return of the territories surrounding 
Nagorno-Karabakh to Azerbaijani control; an interim status for Nagorno-Karabakh 
providing guarantees for security and self-governance; a corridor linking 
Armenia to Nagorno-Karabakh; future determination of the final legal status of 
Nagorno-Karabakh through a legally binding expression of will.”
EU ‘Considering’ Large-Scale Aid To Armenia

The European Union is prepared in principle to finance “very costly” 
infrastructure projects proposed by the Armenian government, the head of the EU 
Delegation in Yerevan, Piotr Switalski, said on Friday.
Switalski confirmed that Prime Minister Nikol Pashinian requested EU funding 
for the construction of highways, hydroelectric plants and other infrastructure 
in Armenia when he visited Brussels in early March.
“Some of these priority projects are very important for Armenia but very costly 
and very complicated, including the continuation of the North-South corridor, 
building a highway to the Iranian border, which, as you can imagine, amounts to 
hundreds of millions of euros,” he told RFE/RL’s Armenian service. “But we are 
very seriously considering how best to implement these projects.”
Speaking on March 7, two days after returning from Brussels, Pashinian said the 
EU is ready to allocate funding for his “mega projects” provided that they are 
co-financed by the Armenian government. To that end, he said, the government 
needs to significantly improve tax collection and/or obtain more foreign loans.
Pashinian added that he will discuss the matter with relevant government bodies 
and the Central Bank of Armenia (CBA) in the coming weeks to see whether the 
country could manage a higher public debt. The Armenian debt passed the $7 
billion mark last year.
“As your prime minister said after his conversations in Brussels, it is 
impossible to expect the EU providing such big grants to cover all the costs,” 
said Switalski. “We have to find a possibility of cheap loans to be matched 
with grants and to find the best financing formula. But we are in a very 
constructive mood.”
The diplomat stressed that his staff is already “devoting a lot of time and 
energy to talks with Armenian counterparts” on the issue.
BELGIUM -- Armenian Prime Minister Nikol Pashinian (L) and the President of the

European Council President Donald Tusk praised the Pashinian government’s 
ambitious reform agenda when he spoke to reporters after his March 5 talks with 
the Armenian premier. Tusk said the EU is ready to support it with “enhanced 
technical and financial assistance.”
Switalski was also full of praise for the current authorities in Yerevan that 
came to power in last year’s “velvet revolution. “I believe that during these 
12 months Armenia has changed,” he said. “There are undeniable gains and 
successes.”
In particular, the EU envoy pointed to the authorities’ efforts to root out 
corruption and strengthen the rule of law. “Armenians have become equal facing 
the law,” he said. “There is no impunity. There are no groups, no individuals 
who could feel that they are in a special status, protected from the workings 
of the legal mechanism.”
Parliamentary Opposition Sees No Cooperation With Kocharian

The two opposition parties represented in Armenia’s parliament said on Friday 
that they have no plans to join forces with former President Robert Kocharian 
in challenging the current government.
Kocharian, who was arrested in December on coup charges, predicted the 
emergence of a new and “powerful” opposition force in the country in written 
comments to the Reuters news agency published on Wednesday. He said he will be 
personally involved in the emerging opposition but did not elaborate. Nor did 
the ex-president clarify who else could join it.
Gevorg Gorgisian, a leader of the opposition Bright Armenia Party (LHK), ruled 
out the possibility of any cooperation with Kocharian. “I also exclude that he 
will manage to form an opposition front that could become a serious factor in 
the Armenian political scene,” Gorgisian told RFE/RL’s Armenian service.
“Kocharian no doubt has financial and other resources accumulated over time by 
various means, which in theory could have an impact,” he said. “But our society 
doesn’t have a short memory and shouldn’t be underestimated. Everyone remembers 
the country’s losses suffered during the Republican Party’s rule and the 
criminal-oligarchic system which we had to deal with on a daily basis.”
A senior representative of the other parliamentary opposition force, the 
Prosperous Armenia Party (BHK), said it has received no cooperation proposals 
from Kocharian and has different priorities. Mikael Melkumian also stressed 
that the BHK supported last year’s “velvet revolution” which toppled Republican 
Party (HHK) leader Serzh Sarkisian’s government.
“It doesn’t mean that we agree with everything that’s happening now,” Melkumian 
said, citing government policies opposed by the BHK.
The BHK’s founding leader, businessman Gagik Tsarukian, became one of Armenia’s 
richest men and developed close ties with Kocharian during the latter’s 
1998-2008 rule. At least until 2015, Tsarukian’s party was regarded by some 
observers as a Kocharian’s support base.
Melkumian made clear that unlike Kocharian, the BHK sees no political motives 
behind the criminal charges brought against the ex-president.
Kocharian’s arrest and prosecution has been condemned by two other opposition 
parties not represented in the current parliament: the former ruling HHK and 
the Armenian Revolutionary Federation (Dashnaktsutyun). The HHK spokesman, 
Eduard Sharmazanov, renewed on Friday his party’s calls for Kocharian’s 
immediate release from jail.
Sharmazanov did not exclude the HHK’s cooperation with Kocharian. “The 
Republican Party is prepared to cooperate with all those political forces whose 
political agenda will match our agenda,” he said.
A Dashnaktsutyun leader, Ishkhan Saghatelian, sounded more ambiguous on this 
score. “We haven’t had discussions with anyone,” he said. “It makes no sense to 
talk now about what could happen later on.”

“Aravot” disapproves of deputy parliament speaker Alen Simonian’s remark that 
Robert Kocharian and Serzh Sarkisian should not be referred to as former 
presidents because “they had never been elected president.” The paper says that 
if one is to believe Simonian “Armenia did not have a president for 20 years 
and the individuals who signed international treaties, ratified laws and signed 
decrees were in fact not presidents.” “The history of the state is a continuous 
process,” it says. “There cannot be ‘white spots’ here.”
“Hraparak” comments on Thursday’s celebrations in Nagorno-Karabakh of the 27th 
anniversary of the capture of Shushi, saying that they amounted to a “show of 
national unity” as they were attended by current and former government leaders, 
party members and non-partisan individuals. “One thing is clear,” writes the 
paper. “The ideas of homeland and victory unite people and make them forget 
their disagreements and differences. There is a good reason why in times of 
adversity the nation closes the ranks and defends its land and right to live 
there. The Armenian people have repeatedly proved that.”
Lragir.am reports that the European Union and its partner states involved in 
the Eastern Partnership program will hold a summit in Brussels on May 24. Prime 
Minister Nikol Pashinian and Azerbaijan’s President Ilham Aliyev will also 
attend it. “Nikol Pashinian said yesterday that an official meeting [with 
Aliyev] is not planned but that he won’t mind talking and discussing the 
situation if there is an opportunity,” writes the publication. “One of the 
topics [of such a conversation] is renewed tensions on the borders, even though 
Pashinian does not consider that a destabilization.” It also hopes that 
Pashinian will continue to press the EU to avoid any pro-Azerbaijani references 
in the text of an upcoming agreement with Azerbaijan.

On World Press Freedom Day we celebrate the essential role of a free press not only as a conveyer of reliable and accurate news, but as a pillar of democracy. The quality of democratic processes is linked to the state of freedom of _expression_ as well as media freedom and pluralism. There is no democracy without a truly free press.

While bearing the great responsibility to guarantee checked and correct news to the public, free, diverse and independent media are at the very same basis of a pluralistic and open society. Investigative journalism fulfils a necessary watchdog role that assists the public in holding governments and institutions, at all level, accountable for their actions and obligations. However, we see more and more attempts to curb the space for free media, also by systematically undermining their credibility, and too many journalists have lost their lives or have put their lives at risk for having exposed inconvenient truths.

This year’s 26th worldwide commemoration addresses the current challenges faced by the media in elections in times of disinformation, as well as the media’s potential to support democracy, peace and reconciliation. Disinformation has a high potential to negatively influence democratic processes and public debates all over the world, and the European Union makes no exception.

This is why we have launched the ‘EU Action Plan against Disinformation'(*), that steps up the European response to strengthen the resilience of our societies against disinformation. The Plan focuses on improving detection of disinformation, coordinating and joining up actions by the Union and Member States, mobilising the private sector to deliver on its commitments, raising public awareness and empowering citizens. Healthy democracy relies on open, free and fair public debate and it is our duty to protect this space and not allow anybody to spread disinformation that fuels hatred, division, and mistrust in democracy.

The EU is promoting free and fair media not only at home but also globally in our relations with third countries, including by providing funding for targeted projects that enhance quality journalism, press freedom and access to public information.  With free journalism under increasing pressure, the EU reaffirms its determination to defend press and media freedom within its borders and worldwide.

The passage of the week with commentary
April 24 is the day of remembrance of the victims of the Armenian Genocide. Many thousands of people from Armenia, Nagorno Karabakh, Diaspora, foreign guests visited the Tsitsernakaberd memorial in Yerevan that day, paid tribute to the memory of more than one and a half million Armenians who were victims of the Genocide at the beginning of the 20th century. On the occasion of the 104th anniversary of the genocide against the Armenians in Ottoman Turkey, commemorative events were also held abroad at the initiative of Armenian diplomatic missions, Diaspora structures, with the participation of local state, political and public figures.
…On April 24th, all Armenians, along with the progressive humanity of the world, commemorate the victims of the Armenian Genocide on all continents. It is a date written in black letters in our history, which not only marks a day of greatest sorrow and pain, remembrance and incense, but also a lost era, the tragedy of depatriation, the irrevocable loss of national identity, cultural and historical heritage. The Armenian Genocide carried out by the Ottoman government is now an undeniable fact, which is substantiated, recognized and confirmed by the testimonies of countless witnesses, decrees, resolutions and the decisions of many countries, states, and international organizations. 1915 is huge. The complete set of documents characterizing the mass massacres of the Armenian population in the Ottoman Empire as a pre-planned and fully executed genocidal act.
“The impunity of the Armenian Genocide opened the door to further grave crimes and genocides against humanity. Let’s remember the Holocaust, Cambodia, Rwanda and other tragedies. It should be a lesson in vigilance for all. The international recognition and condemnation of this terrible crime against humanity should become an important step in order to exclude its repetition anywhere in the world,” RA President Armen Sarkissian wrote in his address, expressing gratitude to all those states, international structures and organizations, spiritual heads and political leaders, representatives of academic circles, which recognize and condemn the Armenian Genocide.
About three dozen countries of the world, including Uruguay, France, Russia, Switzerland, Canada, Argentina, as well as the European Parliament, 49 of the 50 American states (except Mississippi), regional and city authorities of various countries, international authoritative organizations and structures have officially recognized the Armenian Genocide. During a briefing with journalists at the Tsitsernakaberd memorial complex, US Ambassador to Armenia Lynn Tracy stated that what happened in 1915 is “one of the worst atrocities” of the 20th century, which, according to the ambassador, the United States does not deny.
Since the 60s of the last century, the Armenian community in America has been fighting for the official Washington to recognize the massacre of one and a half million Armenians in 1915 as genocide and to condemn the crime. However, the leaders of the White House mostly avoided using the term “Genocide” and offered their support in the reconciliation of Armenians and Turks. The 44th and 45th presidents of the USA, Barack Obama and Donald Trump, used the Armenian phrase “Mets Yeghern” in their messages on April 24. The day is not far when the world will recognize the Armenian Genocide and condemn the atrocities of the Turkish genocide of the last century.
Mihran Poghosyan, a wanted ex-deputy and ex-head of the Judicial Acts Enforcement Service, was found in the Republic of Karelia on April 21 and arrested by Russian law enforcement officers. The spokesperson of the Special Investigation Service (SSI) conveyed the information to the press, adding that the extradition of the former high-ranking official to Armenia is underway. Mihran Poghosyan’s office announced earlier that he had informed Armenian law enforcement officers of his address in Moscow. According to the SIS, Poghosyan used his official position to embezzle large amounts of property and misused his official powers, which caused serious consequences.
At the end of March of this year, Mihran Poghosyan was invited for questioning, but he did not appear, citing that he was abroad. Already on April 15, the CSI had informed that Poghosyan was involved as an accused. The court of general jurisdiction of Yerevan satisfied the petition of the SIS and made a decision regarding Poghosyan’s arrest.
…Serzh Sargsyan’s teammate, Major General Mihran Poghosyan, was involved as an accused not only in the case of stealing large amounts of property and abusing official powers, but also in the well-known offshore scandal, which was at the center of the Republican government. The CSI charged him with Article 179, Part 3, Clause 1 and Article 308, Part 2 of the Criminal Code for committing publicly dangerous acts. According to that, Poghosyan, occupying the position of the Chief Enforcer of Judicial Acts from June 11, 2008, appointed the person ensuring his security as the enforcer of the central body of the State Security Service. to the position of the first-class consultant of the operative department, and the personal driver to the position of the leading consultant of the same department. They, as employees of the said department, did not actually attend work and did not perform duties arising from their respective positions, but fulfilled Mihran Poghosyan’s personal assignments. Nevertheless, the “consultants” mentioned by the latter’s instruction received a salary and payments equal to it, in the total amount of 44,199,463 drams. Thus, using his official position, Poghosyan stole a particularly large amount of money entrusted to him from the state budget.
There is information about another, larger amount of embezzlement in the message issued by the SIS the other day. “Mihran Poghosyan, using his official position, contrary to the interests of the service, with selfish motivations, in violation of the requirements stipulated by the law and government decisions, signed contracts for the purchase of goods and the provision of services with the organizations that are managed by him and carry out business activities through trusted persons,” the message said in particular. It is about 2011-2016. It is about a transaction made between DAHAP and “Catherine Group” LLC, actually owned by Poghosyan. Poghosyan purchased 32 “Bid” cars worth 211,158,000 drams from “Catherine Group” LLC, which, as mentioned, is his private entity, with the state funds entrusted to him, 20 of them at a price about 20,000,000 drams higher than the sale price, as a result of which the legitimate interests of the state were transferred. is particularly large property damage.
There are other similar episodes in the accusations. Episodes typical of the previous regime. Permissiveness, legal arbitrariness, looting and abuse of officials knew no bounds. The main targets of the looting of almost all so-called “oily” positions were the state budget, soil, land, in short, the national property. Poghosyan was a child of his time and environment and tried not to lag behind anyone. He was convinced of his own impunity, he knew very well that the “environment” would never hand over his child. It is no coincidence that the offshore criminal case was dismissed very quickly in 2017 based on lack of criminal record. Now the Special Investigation Service has resumed the proceedings of that criminal case as well, and we hope it will bring it to a logical end. After all, the criminal must go to prison, otherwise we will not become a state.
Later it became known that Mihran Poghosyan requested political asylum from Moscow. As they say, toast gets sweeter. This seems to be the prelude to remarkable developments.

The Armenian Apostolic Church celebrated the Holy Resurrection of Jesus Christ (Great Easter) on April 21. Holy Week precedes Easter. On Saturday evening, a liturgy of the Resurrection of Christ was held, which ends the seven-week Great Lent period preceding Easter. On Sunday morning, on the occasion of the Holy Resurrection, a Patriarchal liturgy was held in the Mother Church of St. Gregory the Illuminator in Yerevan, during which Catholicos of All Armenians Karegi II sent his message to the entire Armenian people. In its meaning and scope, the sacrament of the Holy Resurrection is more than a church holiday. On April 22, a meeting was held near Prime Minister Nikol Pashinyan, which was attended by Deputy Prime Minister Tigran Avinyan, Minister of Territorial Administration and Development Suren Papikyan and RA governors. The criminal case against retired RA President Robert Kocharyan, Chief of the General Staff of the Armed Forces Seyran Ohanyan, Deputy Minister of Defense Yuri Khachaturov and Chief of Staff of the President Armen Gevorgyan was sent with an indictment to the supervising prosecutor with a petition to send it to court. Kocharyan is accused of subverting the Constitutional order and receiving particularly large bribes, Ohanyan and Khachaturov – the Constitutional order. in overthrowing, Gevorgyan in assisting in the overthrow of the Constitutional order, receiving bribes in particularly large amounts and legalizing the property obtained through criminal means.

Volodymyr Zelensky won the presidential elections of Ukraine 
BBC reports that Ukrainian comedian Volodymyr Zelensky won the country’s presidential elections. After the ballots were counted, Zelensky had received more than 73% of the votes, while incumbent President Petro Poroshenko received 24%.
The Financial Times reports that during an event broadcast on Facebook, Zelensky thanked his supporters, telling them: “I promise that I will never betray you.” In his comments, which were apparently aimed at neighboring Russia, he added: “Countries of the former Soviet Union, look at us… anything is possible.”
France24 writes that 41-year-old Zelensky will be Ukraine’s youngest president when he officially takes office in early June. The star of the “Servant of the People” television project, now in its third season, has promised to continue Poroshenko’s pro-European policies. He also said that he wants to improve relations with unfriendly Russia.
According to The New York Times, Zelensky’s victory makes him the first Jewish leader in Ukraine to defeat Poroshenko, a representative of the political and business establishment, a billionaire tycoon who campaigned on a nationalist slogan. “Army, language, faith”. Poroshenko accepted the defeat and wrote on his Twitter page. “We were able to ensure free, fair, democratic and competitive elections. There is no doubt that Ukraine set a high bar for a democratic election campaign. I accept the will of the Ukrainian people.”

A.G. – It’s Still HOT!

In recent years, it has become somewhat fashionable to pooh-pooh, demean, argue against, or perceive conspiracies in efforts to obtain recognition of the Genocide by the United States.

I, too, may have contributed to this mindset to some extent by advocating and promoting greater focus on the need to seek reparations and return of our lands.

People have different reasons for contending that we are “wasting” our energy on recognition efforts. Some argue that passage of resolutions in 1975 and 1984 by the House of Representatives, President Ronald Reagan’s 1981 proclamation, and the 1951 Genocide reference by the U.S. government in a filing with the World Court constitute recognition. Others want more attention and effort directed at supporting the two Armenian republics. Fringe folks concoct, and assert the existence of, improbable conspiracies wherein our advocacy groups “abuse” the Genocide to “make” money, using this ludicrous argument to further their own destructive agenda or vendetta. A few are simply “tired of” all the effort we have put in to achieving recognition.

But at a recent panel discussion held in UCLA’s law school, one of the speakers, Armen Hovannisian, an attorney active in the Armenian Bar Association and ARF made a very illuminating point. When lawsuits involving potential reparations for Genocide era losses have been brought by Armenians to the U.S. courts, in all but a few, early, cases, they have lost. The underlying cause of this is the very fact that we do not have explicit, unambiguous, recognition by the U.S. government.

And, even if the above examples might have been considered that kind of recognition, they have been eclipsed by the fact that subsequent congresses and presidents have not taken a position when presented with the opportunity, thus creating doubt. The courts are latching on to this and avoiding the issue.

The way the courts are doing this is through the use of “preemption” – a legal concept in the U.S. Constitution. Preemption says that foreign policy is the domain of the federal government. Therefore, if the federal government has not said there was an Armenian Genocide, then the courts are not in a position to act as if there was one. That also means that the states may not act as if there was one. That’s why the California law allowing descendants of those who had bought life insurance from various western companies to sue for the payouts was found unconstitutional.

Ergo, if we want to even begin to receive restitution through the courts, the Genocide recognition must remain on our agenda until it is formally received. This does not mean that other issues of concern and importance should not be pursued, especially reparations and lands. Much work needs to be done to prepare the hearts and minds of not only non-Armenian supporters of our issues, but even among ourselves. This does not mean that we should not work on the critically important issues confronting the two Armenian republics, or our Diasporan communities’ needs, or even the massive life-difficulties faced by Armenians still living under Turkish oppression.

It simply means the U.S. Genocide recognition is more timely and necessary than ever; that it is not a passé issue; that it must be a significant part of any agenda of items pursued by our lobbying groups.

I am now profoundly convinced of the importance of securing unambiguous, explicit, recognition by the U.S. government, both executive and legislative branches.

I ask you to consider this matter seriously and at great length. I ask you to unreservedly join hands to achieve this long-delayed goal.

Two people were arrested in the case of hooliganism in the village of Zartonk

As a result of the necessary investigative and other judicial actions undertaken in the Armavir Regional Investigation Department of the RA Investigative Committee, a number of circumstances of the incident of hooliganism in the village of Zartonk in the Armavir region were revealed, and two residents of the same village were arrested.


According to preliminary data, in 2019 on April 13, at around 08:30, an argument broke out on the street between three residents of Zartonk village, Armavir region, in connection with the incident of causing physical injury to the brother of one of the participants the day before. Hearing the voices of the dispute, a group of fellow villagers demanding the resignation of the head of Zartonk community, as well as his supporters, also gathered, and a dispute arose between them. During the dispute, the parties hit each other with metal rods, stones, and hands, shouted curses, and the grandson of the community leader, born in 1990, shot three times with a “Walter M-13” 12 mm caliber shotgun at fellow villagers advancing towards their house. As a result of the incident, a number of people were injured, cars were damaged, public order was violated.


Regarding the incident, a criminal case has been initiated in the Armavir regional investigation department of the RA Criminal Investigation Department under the features of Article 258, Part 4 of the RA Criminal Code.


As a result of the necessary investigative actions, it was found that in 2019 on April 12, at around 2:10 p.m., during an inspection by the employees of the education department of the Armavir Marzpetaran at the secondary school of Zartonk community, a group of fellow villagers demanding the resignation of the community leader gathered near the school, and were prevented from entering the school yard by the school guard. Resisting the prohibition, fellow villagers quarreled with the guard, during which they hit different parts of his brother’s body, causing bodily injury.


Regarding the incident, a criminal case has been initiated in the Armavir regional investigation department of the RA Criminal Investigation Department under the features of Article 258, Part 3, Clause 1 of the RA Criminal Code.


A decision was made to combine the mentioned criminal cases and continue the preliminary investigation in one proceeding. The scene of the incident was examined, many people were questioned, face-to-face interrogations were conducted, and forensic medical examinations were appointed.


Two people were arrested on suspicion of hooliganism: the grandson of the community leader, born in 1990, and another resident of the same village, born in 1993.


The investigation is ongoing.

As the National Olympic Committee reported, Gevorgyan won small silver in the clean and jerk and became a European vice-champion with a total of 377kg.
