October 19.

As stockholder of Grant Thornton Amyot LLC Gurgen Hakobyan told
PanARMENIAN.Net, the company developed the bill by order of Eurasia
Partnership Foundation.

"It aims at creation of legislative base for non-governmental
organizations to form and use targeted capital," he said. "The law will
help Armenian NGOs be more self-sufficient. An important provision in
this bill is that the income the NGOs will get from the capital will
be tax-free. The cash assets will work through investment companies
(pension fund, banks) and the NGOs will get dividends."

For her part, Eurasia Partnership Foundation Programs Manager Marina
Mkhitaryan said that the experience of Czech Republic and Germany in
introduction of corporate social management was used for development
of the bill, which will help efficient spending of funds.

Jeers fail to tarnish Armenian president’s Turkey trip

Jeering football fans failed to dim the elation of the leaders of Turkey and
Armenia after their landmark meeting at a soccer match between the countries
seeking to end a century of antagonism.

Armenia’s President Serzh Sarkisian and his Turkish counterpart Abdullah
Gulmet before the World Cup qualifying match between their countries late
Wednesday.

Sarkisian watched in the stadium as Turkish fans loudly booed Armenia’s
national anthem and then his side lost 2-0. But before leaving he told
reporters that the two countries "accomplished a great job today."

And the noisy Turkish press also hailed the event on Thursday.

"Peace Has Won" said the front page headline in the Milliyet newspaper.

"Do we need to write the score? The Turkey-Armenia match in Bursa has gone
down in history as a major step on the path to peace," it added.

Sarkisian flew to the Turkish city of Bursa just four days after the
neighbours signed historic deals aiming to end their hostility, establish
formal ties and open their border.

The two nations have been estranged since World War I. Armenians say the
death of 1.5 million of their kin under the old Ottoman empire was genocide.
Turkey fiercely rejects the "genocide" tag.

The protocols still need parliamentary ratification to take effect and the
process is expected to take time amid nationalist ire in both countries.

A Turkish diplomat warned that "both sides conceded the process will be
difficult."

Gul and Sarkisian watched the football match with UEFA President Michel
Platini, as well as the foreign ministers of the two countries and of
Switzerland, which has acted as mediator in their talks.

Sarkisian put on a brave smile when Turkey scored, while Gul applauded,
after which the two were seen chatting. The final result was of no
significance as neither side can qualify for the 2010 World Cup finals.

Wary that nationalist fans could spoil the bridge-building event, Turkish
authorities imposed stringent security measures for spectators.

Despite appeals for respect and hospitality, intensive jeering erupted when
Armenia’s national anthem was played. Earlier, a bus carrying Armenian
journalists was pelted with stones by dozens of shouting fans, but no one
was injured.

Some 3,000 police were on duty for the game, in addition to plain clothes
officers assigned to sit among spectators to prevent offensive chants.

Ticket sales were restricted, with most reportedly distributed to military
academy students, police and their families, prompting protests outside the
stadium.

Police used tear gas to disperse a group of fans without tickets after brief
scuffles, Anatolia news agency reported.

Commentator Ahmet Altan wrote in the Taraf newspaper that the match was a
sign that Turkey is "normalising".

"It is making peace with its own people, with history and its neighbours. We
are living in a historic period. We are getting rid of our irrational
fears."

Armenia’s opposition had condemned his trip to Turkey, accusing Sarkisian of
betraying his country’s interests.

And for many Turks, the peace effort amounts to selling out Azerbaijan, one
of Ankara’s closest allies, whose conflict with Armenia over the disputed
Nagorny Karabakh region had led Turkey in 1993 to seal its border with
Armenia.

Turkish Prime Minister Recep Tayyip Erdogan stressed Tuesday that progress
on Nagorny Karabakh would determine the Turkish parliament’s ratification of
the deals with Armenia.

Yerevan says ties should be established without pre-conditions and
categorically rejects any link to its conflict with Azerbaijan.

Sarkisian’s trip to Turkey was a return of an earlier gesture by Gul, who
became the first Turkish head of state to visit Armenia when he attended the
first-leg World Cup match in Yerevan in September 2008.

If the Armenian-Turkish border is opened the number of the tourists
to Armenia will greatly increase, Turkish Deputy Minister of Culture
and Tourism Ismet Yilmaz stated during his meeting with Armenian
journalists in Ankara.

According to him, Turkey is among the leading countries in terms
of tourism development. Last year alone saw 28 million tourists in
Turkey and the number, according to the deputy minister, can increase.

"If the border opens, tourists visiting Turkey will also wish to
see neighbouring Armenia and will come to your country from ours,"
Yilmaz said.

Yilmaz found it difficult to answer how many Armenian tourists
visit Turkey annually, stating that their number comprises a small
percentage of the overall volume. More tourists come from Russia,
Germany, Holland, and England than any other country. As for Armenia,
according to information provided to Yilmaz, 50,000 Armenian citizens
enter Turkey, but mostly for business purposes.

Referring to the issue of preservation of Armenian monuments in Turkey,
the Turkish minister said that monuments of all the minorities are
either renovated or will be renovated.

"Preservation of all the monuments within Turkish territory falls
under our responsibility. All of them will be renovated. And for that,
time, funds and will are necessary."

According to the deputy minister, there is will: Turkey’s government
allocates a certain portion of the budget for that purpose. As for
time, renovation lasts a long time.

Touching upon the Genocide issue, the deputy minister, naturally,
said nothing new, but only repeated his Turkish colleagues’ customary
opinion: the issue must be examined, and "the two sides’ opinions
must be heard."

The region map drawn by CBI and U.S. Department of Energy was enclosed
to the October 7, 2009 article on Turkish energy corridors in the
French "Le Figaro" daily. Armenian and Turkish borders are presented
under the Treaty of Sevres.

Sevres Treaty signed August 10 1920 in Sevres city of France by the
Entente member states and the associated states (UK, France, Italy,
Japan, Belgium, Greece, Poland, Portugal, Romania, Kingdom of Serbs,
Croats and Slovenes, Hejaz, Czechoslovakia and Armenia) on one hand
and Turkey on the other. By the date of treaty signing, the main part
of Turkey was occupied by the Great Powers. Under the Treaty of Sevres,
Turkey lost control over a number of territories and recognized Armenia
"as a free and independent state". Turkey and Armenia agreed to obey
to the U.S. President Woodrow Wilson who fixed the borders within
Van, Bitlis, Erzurum and Trapezund vilayets, as well as accept his
conditions on Armenia’s access to the Black Sea (through Batumi).

/PanARMENIAN.Net/ A presentation of a new book "Nagorno-Karabakh in
international law and world politics: comments on the documents",
authored by Yuri Barsegov, Doctor of Law and Professor was held today.

The book provides a detailed analysis of all existing documents
related to the Karabakh conflict.

"Unfortunately the book was published after the death Barsegov,"
the director of the National Library of Armenia David Sarkisyan said.

According to him, the last 10 years of his life Yuri Barsegov devoted
to studies of the basic problems of Armenia: the Armenian Genocide
and the Karabakh issue. David Sargsyan also expressed gratitude to the
head of the Union of Armenians of Russia Ara Abrahamyan for financial
assistance, which made the publication of the book possible.

Political scientist Levon Shirinyan praising the work of Yuri Barsegov,
particularly said: "It is marvelous that a single person managed
to do such a great amount of work". Levon Shirinyan also stressed,
such analysis are required for Nakhichevan and Javakheti.

Turkey shocked by decision that Azerbaijan’s Government had made. As
Sonsayfa e-agency reports, Turkey’s flags were carried away from
Mausoleum in Memory of Turkish soldiers who dead here in Baku in
early last century.

This action prompted an outcry from Azerbaijan’s opposition. In
particular, Musavat Party issued a statement reading: "This step is
against not only Ankara’s authorities, but against entire Turkey. Even
the existing tension in bilateral relations shouldn’t cause such
serious political mistakes."

Sonsayfa reports that ANC TV has already broadcasted episodes of that
Mausoleum, which is close to Azerbaijan’s Parliament, without flags.

It worth mentioning that Azerbaijan’s Government hasn’t yet made
any statement.

The 32.Gun program on Kanal D on Thursday night was in the true sense
an international politics summit. Six ministers who have shaped
Turkey’s international politics for 30 years gathered and gave a
grade regarding the AKP administration.

I’d like to draw your attention to the fact that among the six
ministers were İlter Turkmen, who showed the hardest reaction
in respect to Israel and during his term degraded the level of the
Turkish embassy in Israel to a rank of under secretariat, Mumtaz Soysal
and Å~^ukru Sina Gurel, who with their general attitude criticized
Israel the most and together with Mesut Yılmaz and YaÅ~_ar YakıÅ~_
attacked Erdogan’s Israel politics.

I might summarize their common words as follows:

"… Turkey’s strongest side is its consistency and continuity in
international politics. Our relations with Israel are very vital. To
continue these relations in a healthy way is in the long run for
the benefit of Turkey … What’s being done at the moment is making
eyes at domestic politics and assuming an attitude that contradicts
Turkey’s benefits … There are no such rules as applying international
politics the way the society wants …"

Only YaÅ~_ar YakıÅ~_ of the AKP said that what’s been experienced
today cannot be interpreted as a dislocation of basic politics and
that this is only fine-tuning. Other participants stated that this is
"not fine tuning but coarse tuning."

I agree. I too believe that Turkey’s relations with Israel are not
to be underestimated but very vital and should not be a tool for
playing domestic games. As the former ministers for foreign affairs
said Turkey won’t get anywhere with opposing Israel and that long-term
benefits are a result of good relations with Israel and the Arabs. I
believe we need to protect the balance as we used to do.

Will miss Olli Rehn very much

Olli Rehn, commissioner of the European Union Commission responsible
for enlargement probably came to Turkey for the last time. He will
join today’s Bosphorus Conference and say farewell to Turks he used
to work with night and day. He will for sure in the future come back
to Turkey with a different assignment but his visits won’t create
much excitement anymore.

Olli Rehn is one of the top people in relations with Turkey and in the
frame of the European Commission, which I have monitored for almost
30 years now. He is a EU bureaucrat who has comprehended Ankara’s
real value the best and who has openly presented this as well.

He neither has praised Turkey in an exaggerated way nor has he patted
us on the back the way we like nor has he criticized us unnecessarily.

With his calmness specific to his county but with an extremely fine
humor Rehn always told Ankara the truth. He didn’t fool anybody and
didn’t give unnecessary hopes. On the contrary, he always knew how
to create an environment of deep trust in Ankara’s bureaucracy.

Despite receiving harsh criticism from some parts of society, he has
not been upset, has not showed reaction but continued on his path.

He has also followed the sensitivity of the Turkish public and did
some fine tuning when necessary, openly supported AKP’s democratic
approach but also reported attitudes that crossed the limit.

We will miss Olli Rehn and his approach very much.

We will miss his healthy analysis, warnings and criticism if need be.

These qualities are hard to find in bureaucrats who work for
international organizations. And Olli Rehn was one of these rare
people.

We need to thank him for his efforts, time and contribution to Turkey.

Sarkisyan and Gul’s race for courtesy

Everybody was happy about the closing of the Armenian national
football game without any disturbances. We could have encountered
inappropriate events. Check it out, we read in Taha Akyol’s article,
that a young group of ultra nationalists went on the field trying
to open an Azerbaijani flag but were hindered at the last minute. To
tell the truth, these types of protests are quite normal.

For some time now we see that the Turkish-Armenian initiative carries
many personal risks.

In fact, the greatest risk is for Armenian President Sarkisian. He
is very polite. You might have noticed during the game, he was so
polite as to shake Gul’s hand when the Turkish team scored a goal. He
was smiling all the time and never showed the heavy pressure on
his shoulders.

And Abdullah Gul too has taken great risk for the sake of this
initiative. With risk and fine humor he won the hearts of people. But
the best part was when he invited Hrant Dink’s widow and family to
the game in Bursa. Even if Mrs. Dink couldn’t make it, her daughter
and son were there.

These two people really behave in a way that deserves the Nobel
peace prize.

[HH Honeymoon with Barzani continues

Turkey’s relation with northern Iraq is full of very interesting ups
and downs. Once we used to fight the PKK together. Then we became
estranged from each other and openly hostile. Now relations again
are not only put in order but also are deepening.

I could not believe my eyes when reading about Hasan Cemal and Cengiz
Candar’s program on CNN Turk every Thursday. Barzani with open arms
stresses that he counts the days left for this visit to Ankara and
repeats that the PKK should put down its weapons.

Barzani’s general attitude has always been based on establishing
good relations with Turkey. From time to time he reacted to a brisk
statement from Ankara and even if he appears to be protecting the
PKK, his basic politics are always based on leaning his back against
Turkey. He believes that in the long run northern Iraq could only reach
stability and richness if it establishes good relations with Turkey.

And that’s the right thing. Turkey and northern Iraqi Kurds know that
the closer they are to each other the more they can relax. Being closer
means Turkey’s hand in the struggle with the PKK will strengthen and
the Southeast will enrich with trade between the two countries. And
alike, northern Iraqi Kurds will open up to the West and obtain many
basic necessities.

What’s important is to solve our mutual issues without upsetting each
other. And I think important steps are being taken in this respect.

Abrahamyan received today governor of the Ukrainian province of
Kharkov Arsen Avakov.

NA public relations department told Armenpress that greeting the guest
the chairman of the parliament said that the direct ties between the
Armenian and Ukrainian provinces and cooperation in educational,
trade-economic, cultural, educational and other spheres are prior
directions of the mutually beneficial partnership between the two
countries.

He reconfirmed the interest of the Armenian side in expanding these

"Armenia-Turkey Protocols’ signing totally changed the geopolitical
configuration in Caucasus. While the West was not that influential in
the region before, it is now the main actor with increasing impact,"
Russian expert of St. Petersburg Center for Middle East Studies
Alexander Sotnichenko stated. According to him, presently these
agreements were disadvantageous for Russia, Azerbaijan and Georgia. "I
do not know what steps these countries will make, however Azerbaijan
should intensify its diplomacy with the West. Turkey-Azerbaijan
relations are likely to frost," Sotnichenko noted.

Referring to Russia, the expert outlined that this step was a hard blow
to Moscow’s influence in the Caucasus. "Actually, the reconciliation
was reached without Moscow’s participation due to U.S. mediation and
Turkish leadership’s readiness. The Protocols significantly lessen
position of Russia in the Caucasus and the peace-support mission
under the Minsk Group auspices," Sotnichenko concluded.

an angel, save one life" charity rock festival, organized by Armenian
Bone Marrow Donor Registry NGO.

Blood donation point was operating during the concert, details on
tissue donating and further transplantation procedures were provided.

"The action, which was also conducted in US and Iran, aimed at
spreading awareness of bone marrow transplantation issues," Armenian
Bone Marrow Donor Registry Executive Director Sevak Avagyan told a
news conference on October 15.

"I’m glad to inform that over 1000 donors were attracted during
the event: 300 from US, 265 from Iran and 185 from Armenia. 15 000
donors were registered all through the period of ABMDR activity,"
ABMDR President Frieda Jordan stated, adding that a number of events
are planned on January 8, in celebration of ABMDR 10th anniversary.

The ABMDR was founded in 1999 as an independent, non-governmental,
not-for-profit organization, whose mission is to ensure that every
ethnic Armenian struck with a life threatening blood-related illness
is able to find hope for long-term survival through the identification
of a genetically suitable bone marrow match.

The ABMDR is a member of the World Marrow Donor Association (WMDA)
and Bone Marrow Donor Worldwide (BMDW) sharing its database information
with other registries around the world. In January 2008, ABMDR became
a member of National Marrow Donor Program – NMDP.
