Vegas area teens face deportation to unfamiliar country

LAS VEGAS – If immigration officials have their way, two sisters who
have lived in the United States for more than a decade will be
deported to a country so foreign they don’t even speak its language.
The Las Vegas area teenagers were taken into custody Jan. 14 by
federal agents after authorities determined they didn’t have a right
to stay in the country.
Emma Sarkisian, 18, and, sister Mariam, 17, remain at an undisclosed
location in Los Angeles while awaiting a judge’s decision on whether
to deport them to Armenia, where they were born.
U.S. Magistrate Judge Robert J. Johnston in Las Vegas granted the
sisters a temporary stay Wednesday.
Their lawyer, Jeremiah Wolf Stuchiner, said he intends to immediately
file a motion to have the sisters released.
Stuchiner called the circumstances surrounding the deportation
proceedings `absolutely ridiculous’ and said immigration officials
have refused to release the sisters.
The two came to the United States in 1991 on a tourist visa with
their family. The family sought political asylum but was denied.
After their parents divorced, their father married a U.S. citizen and
became a legal resident.
But the second marriage fell apart, and the father never became a
citizen.
In July, Stuchiner said, the father took the sisters to see
immigration officials in Las Vegas to ask about their legal status,
believing they were U.S. residents. But the sisters were not and
learned they would be deported.
When immigration officials called Armenian authorities, they were
told that technically the sisters had been born in the former Soviet
Union before Armenia became it’s own country and should be considered
Soviet citizens.
After the Armenian government indicated the sisters would not be
accepted, U.S. immigration authorities issued an order of
supervision, requiring them to check-in with federal officials each
month.
Meanwhile, Stuchiner had moved forward with trying to get the
sisters’ father U.S. citizenship. Once that happened, he could then
petition for his daughters to become residents.
But earlier this month, Armenian officials said the sisters could be
deported to the country, and U.S officials began preparing to fly
them out of the country before Johnston intervened.
If a hearing in federal court is granted, Stuchiner said he will
argue U.S. officials should allow the father to obtain his
citizenship and petition for the daughters to remain in the country
on humanitarian grounds.

AGBU SAO PAULO CELEBRATES 40th ANNIVERSARY
Sao Paulo, Brazil – Founded in 1964, AGBU Sao Paulo celebrated its
40th anniversary on Sunday, November 28, 2004 with a special luncheon
for over 450 AGBU members, donors, and friends. During the afternoon
program, AGBU Sao Paulo acknowledged all AGBU members who were
instrumental in the establishment, growth, and success of the chapter
over the last four decades.
The 23 founders were honored with eight receiving the venerable AGBU
Veteran Member award and fifteen individuals accepting silver plates
in honor of their now deceased family members.
Silver plates were awarded to the former chairmen: Avedis Clemente
Kherlakian (represented by his widow), Andre Jafferian (represented by
his son Pedro Jafferian), Antonio Miksian, Zaven Der Haroutounian, and
Regina Woskergian Bazarian. As a mark of distinction for their service
to AGBU, the Central Board bestowed upon former chairmen Eduardo
Mekbekian and Jorge Kevork Der Haroutounian the designations of AGBU
Honor Member.
Also honored were the pioneers of the Chapter’s educational program
which began with Armenian language classes in 1975 and expanded in
1985 with the establishment of the Paren and Regina Bazarian primary
school: Anahid Mekhalian, Chake Atchabahian, Hripsime Bedoian, Paulo
Pajanian, Davinia Mekitarian, and the school’s Principal, Nelly
Nalbandian.
Together, the Chapter headquarters and the School comprise the AGBU
Sao Paulo Center, an expansive complex serving the educational,
cultural, and social needs of the Armenian community and the youth in
particular. Since founding their Youth Committee in 1973, AGBU Sao
Paulo has had positive results in the succession of Armenian youth
into local chapter leadership positions.
Taking stock, AGBU Sao Paulo Chairman Carlos Matheus Der Haroutounian
expressed the sentiments of many, “We are one of more than sixty
chapters spread all over the world, the youngest in South America, and
the only one that speaks Portuguese. We are a ‘grain of sand’ among
the thousands of AGBU members in the world, but we are a chapter that,
here in Brazil, has a position of leadership in the Armenian
community, which in only four decades passed from a tiny office to the
large Alex Manoogian Complex, and whose work and success are an
example for our sister chapters.”

US POLICY IN CAUCASUS SMELLS OF AZERI OIL
YEREVAN, JANUARY 20. ARMINFO. The US official policy in the Caucasus
smells of Azeri oil, says academic Stepan Stepanyan commenting on US
assistant state secretary Elizabeth Jones’s statement on the necessity
of liquidation of separatist regimes in Nagorny Karabakh, South
Ossetia, Abkhazia and Transdniestria.
He says that this was the US’s curtsey to its allies especially in the
light of the Feb 24 Bratislava meeting of Putin and Bush who are
planning to discuss the Karabakh issue. “The US has forgotten that 200
years ago it was fighting for self-determination itself. And now the
Armenian people turns out to have no right for self-determination.”
“This also means bad mark for Armenia’s foreign policy and the work of
the Armenian embassies abroad,” says Stepanyan.

YEREVAN, Armenia (AP) – Hundreds of Armenians, most of them refugees
from neighboring Azerbaijan, marched in Yerevan on Wednesday in memory
of the victims of riots in that country that killed at least two dozen
ethnic Armenians 15 years ago.
Marchers placed wreaths and flowers at the foot of the Armenian
capital’s Monument to the Victims of Genocide.
After the January 1990 rioting in Azerbaijan’s capital of Baku, Soviet
President Mikhail Gorbachev sent troops in to crush an uprising by
Azerbaijani nationalists, and more than 100 people were killed.
The outbreak of violence was one of several clashes linked to the
conflict over Nagorno-Karabakh, an enclave in Azerbaijan that is in
ethnic Armenian hands after a 1988-1994 war that killed some 30,000
people and drove 1 million others from their homes.
No settlement has been reached over Nagorno-Karabakh, and the
unresolved conflict damages both nations’ economies and raises the
threat of renewed war.
On Tuesday, the Armenian government’s ombudswoman, Larisa Alaverdian,
a Baku native, called for compensation for refugees and deportees from
Azerbaijan and restitution of the property they left behind.

Mr. Fethullah Gulen is a very interesting and powerful personality in
Turkey. He has about five-six million followers and commands billions
of dollars in Turkey and abroad. His followers’ control major news
media, as well as schools and universities in many countries,
including in the USA. However, in last few years the Turkish military
has become uncomfortable with his growing power especially with his
influence in the police force and police intelligence organizations,
therefore he had to move to the USA in unofficial exile. Mr. Gulen
has been presented as a tolerant, moderate, enlightened religious
leader and involved in interfaith dialog, and a peaceful person.
Nevertheless, his recent speeches are totally contradictory of this
image, and one wonders if Mr. Gulen is showing his true face with his
new remarks: racism, Xenophobia and anti-Semitism? If it is so, it’s
very disappointing, but he is not alone with this type of remarks.
In November 18, 2004 Mr. Gulen warned Turkey that “some foreign
Intelligence organizations are preparing to turn Turkey in to a
bloodbath. ‘From now on mystery killings could occur.'”[1] This so
called “mystery killing in Turkey”, in 1990s about 20,000 citizens of
Turkey, predominantly Kurds and some high ranking Turks and well
known intellectuals, lost their lives and the murderer went free. Mr.
Gulen went on claiming, `In last 300 years some secret organizations
have been controlling this nation.” This is clearly a reference to
“Shabbetai sect.” The followers of Shabbetai Zevi (1625 – 1676) who
were converted to Islam, by force of Sultan, from Judaism in late
1600s. However, some anti-Semitic groups claim this sect still
practices Judaism in secret and never became Turk and Muslim and they
are controlling the Turkish state and they have been the source of
Turkish problem in last 300 years. In last two years Shabbetains
become the target of many political groups in Turkey from old school
Marxist to variety of Islamist, because of their Jewish ancestry.
Mr. Gulen not only warned the nation against foreign conspiracy and
their fifth column in Turkey; he claimed: “If Turkish Intelligent
Service (MIT), Police Force, and JITEM (Turkish Gendarmeries
Intelligence Service) collaborates together they will over come these
plots against Turkey.” (HaberX 11/18/2004). It is very interesting
that he names Gendarmeries Intelligence Service (JITEM) because this
organization had been premier responsible for not so mysterious
“mystery killing” in Turkey and protector and trainer of the Turkish
Hizbullah which had been responsible for major terrorist attacks
against Kurds, bombing Jewish and British targets in Istanbul, and
many more.
I am not the only one who says JITEM has been primarily responsible
for the mystery killings and founder and supporter terrorist Turkish
Hizbullah organization, among many others the well known
Turkish journalist, writer, and politician Ms. Nazli Ilicak[2] has
been writing about that for many years like me. In addition, many
international observers, organizations, and the USA state
department’s human right reports have pointed out these
relationships. It is a well-known fact by observers and researchers
about Turkey.
Mr. Gulen in a later interview with Turkish Daily Milliyet, and
later published in his own web page, made some racist remarks about
Kurdish intellectuals and politicians and demanded Ms. Leyla Zana,
long time jailed Kurdish parliamentarian, apologize to the state for
“making a mistake by signing a declaration for Kurdish human rights”
(1/14/05).[3] In the same interview he claimed, “The trouble makers
are not more than 500 people in South East” (Meaning Kurdistan). A
euphemism for Kurdish patriots and human right activists, but most
observers of Turkey could easily testify that Mr. Gulens’ statements
are baseless. The pro-Kurdish parties, despite all restrictions and
government threats, get more than one million votes and it is the
dominant party in Kurdistan area. One wonders why such knowledgeable
and well informed person is making these kinds of statements? Mr.
Gulen had been a student of a Kurdish thinker and philosopher
Said-eKurdi (Later called Said-e Nursi) for years, but still this
doesn’t hinder him from racism.
Recently Dogu Perincek in his weekly journal “Aydinlik” claimed that
the Worker Party of Kurdistan (PKK)/Kurdish Peoples Congress (Kongra
Gel) will create provocations and terror on behalf of the USA[4].
Interestingly, Mr. Perincek used to closely cooperate with PKK during
the most intense civil war in Turkey in 1991 – 1993. Later he claimed
he was with PKK on behalf of Turkish Armed Forces (TAF) and he is
closely related to TAF, even though he was a Maoist and now a
Kemalist. The head of Nationalist Movement Party (NMP- in Turkish
MHP) and former Vice Prime Minister, Mr. Devlet, Bahceli in 1/15/05
issued a warning to Greek and Armenia Orthodox Christians in
Istanbul, if they continue practice certain religious traditions,
they will be target of the nationalist (Ulkucu). Mr. Bahceli’s party
is infamous for its terrorist past in Turkey, and even by many Turks
it’s considered a fascist party, but this
movement, too, has been related to TAF. At least one Turkish
Journalist Mr. Ismet Berkan in daily newspaper `Radikal’ reacted to
Mr. Bahceli’s treat. Mr. Berkan stated: `Is Bahceli want terror?’ And
he thinks Mr. Bahceli want terror.[5]
What make these peoples statements important? On the surface they are
representing different ideologies, but all three of them, Mr. Gulen,
Mr. Perincek, and Mr. Bahceli, are connected with different branches
of the military and police, and their targets are Kurds, Armenians,
Jews, Greeks, and of course foreign conspirators (America and
Israel). Clearly they are preparing the ground for terror, especially
with Mr. Gulen calling JITEM for duty, this is a call for civil war
and not so mysterious “mystery killings”.
Why do they want to create terror in Turkey if they are related to
the state? Historically, whenever civilian government and civil
society gets strong in Turkey, terrorism and anarchy increases. Guess
what? Then people need liberators to protect them from the terror and
TAF is ready to take over directly or indirectly in order to protect
the “nation”. Therefore, this author has been saying time and again
that everyone who believes and want to transform Turkey into a
pluralistic Federal Western style democracy should strongly and
unconditionally be opposed to every kind of violence and terror in
Turkey.

US Extends Waiver of Section 907
President of the United States George Bush signed a Presidential
Determination to extend the waiver of Section 907 of the Freedom
Support Act with respect to assistance to government of Azerbaijan on
January 13.
Section 907 prohibits U.S. assistance (with the exception of
humanitarian assistance and assistance for nonproliferation and
disarmament programs) to the government of Azerbaijan under the
Freedom for Russia and Emerging Eurasian Democracies and Open Markets
Support Act of 1992 (also known as the Freedom Support Act) `until
the President determines, and so reports to the Congress, that the
Government of Azerbaijan is taking demonstrable steps to cease all
blockades and other offensive uses of force against Armenia and
Nagorno-Karabakh.’ The legislation imposed sanctions on Azerbaijan,
despite Armenia’s continued occupation of Nagorno-Karabagh and seven
additional regions of Azerbaijan.

Japan supports fair settlement of Garabagh conflict

Japan supports a fair settlement of the Upper Garabagh conflict,
Japanese Senior Vice-Minister for Foreign Affairs Ichiro Aisawa said
in a Friday meeting with Parliament Speaker Murtuz Alasgarov.
Alasgarov informed the Japanese official of the Garabagh conflict,
pointing out the fruitless activity of the OSCE Minsk Group. He also
said the Azeri government attaches great importance to collaborating
with Japan.
Aisawa, in turn, said bilateral relations will further strengthen
with the upcoming opening of Azerbaijan’s embassy in Tokyo.*

Kasparov aims for Putin checkmate

Chess legend Garry Kasparov talks to the BBC News website about
Putin, politics and the game of kings.
After 20 years of dominating the chess world, establishing
recognition as perhaps the greatest in the centuries-long history of
the game, Kasparov has a very different opponent in his sights.

Kasparov is widely regarded as history’s greatest chess player
To Kasparov, Russian President Vladimir Putin is a “fascist”,
dismantling Russian democracy with the support of a supine West,
which is interested only in stability in the East.
In London for work on a new book and promotional events, the world
number one said allowing Moscow to host the G8 summit in 2006 would
be the equivalent of Nazi Germany being allowed to host the Olympics
in 1936.
“[It is vital] to make sure there is no G7 meeting in Moscow in 2006.
It will be like the Berlin Olympics in 1936, it will be the
equivalent of Munich 1938, integrating Putin’s Russia.
“The democracies are conceding to a brutal dictator. He has abolished
the nature of democratic institutions. He will go further.”
The West must stop its overt and tacit support for Mr Putin, Kasparov
said.
“What is required from the West is a simple message: ‘Leave us
alone.’
“Don’t support Putin. It is not about giving support to us, but
Putin’s main support comes from Western leaders.

Putin is rapidly destroying democracy, according to Kasparov
“President Bush is not shy about calling this KGB colonel his
friend.”
Kasparov was born in the Azerbaijan capital Baku in 1963 to a Jewish
father and an Armenian mother.
Ever since his victory over Anatoly Karpov in 1985 to become world
champion Kasparov has been portrayed as an outsider who took on the
Soviet establishment.
Kasparov helped set up Committee 2008, a group dedicated to bringing
down Mr Putin and stopping the constitution being changed so that he
can run for a third term, in January last year.
He takes heart from what has happened in Ukraine, and believes Mr
Putin will have to leave office, perhaps even before his second term
comes to an end in 2008.
“There could be popular unrest. The stability [of Russia] exists only
in the mind of Bush and Blair.
“It lives through high oil prices and censorship.”
Liberal opponents in Russia say Mr Putin’s control of the media and
incidents like the recent forced sale of oil firm Yukos’ assets make
democracy impossible.
Putin popularity
Kasparov said the Yukos sale was “the greatest robbery of the 21st
Century”.
But supporters of Mr Putin point to the 71% share of the vote he took
in last year’s presidential election, and his high approval ratings.
The president himself has said he is upholding democracy and fighting
corruption, and that Russia has standards that compare with anywhere
in the West.
But monitors from the Organization for Security and Co-operation in
Europe criticised the presidential election and earlier elections to
the Duma.
Away from the political arena, Kasparov is facing a frustrating time
in chess.
Instead of being in London, getting mobbed at a book signing at the
Chess and Bridge shop on Euston Road, and working on a new book, Mr
Kasparov should have been preparing for a World Championship match
with Uzbek star Rustam Kasimdzhanov.

Kasparov is in London writing and promoting his series My Great
Predecessors
But their match in Dubai, a prelude to a match with world champion
Vladimir Kramnik, was cancelled by the governing body of chess, Fide,
after financial guarantees by the promoters failed to be offered.
Kasparov is not pleased.
“Frustrating is a very soft word. It hurts me not only
psychologically and chess-wise, but it is causing substantial
material damage.
“It shows Fide has no respect for players and the professional
elements of the game.
“It is too hypothetical to discuss anything unless I see the colour
of the money.”
While admitting his match performance must be good, Kasparov seems a
little sceptical about his opponent’s credentials.
“He is 25 in the world by rating and I think he belongs there.”
And he is scathing about former protege Vladimir Kramnik’s reign as
world champion.
“I’m the number one player in the world, Kramnik is number four.
“He has failed to play the number one or the number two. He
contributes to the mess as much as Fide does.”
He admits: “I don’t care. I no longer have the same passion for
playing the world championship.”
Enigmatic genius
For the moment, he prefers to concentrate on his writing, including
his popular history of the world champions.
It is testament to his status in the game that he has been able to
entitle the books My Great Predecessors without risking sounding
arrogant.
The fourth in the series, on the enigmatic American genius Bobby
Fischer, currently facing extradition to the US from Japan on
sanctions-busting charges, is already selling well.
But Kasparov will not offer an opinion on who is the greatest.
“Writing the books I had to walk in the shoes of these great
personalities and look at the events through their eyes.
“I am setting out the information for readers to decide.”

Several buses stuck in Georgia en route from Russia to Armenia

A total of seven passenger buses have gotten stuck on the Georgian
Military Road – the major highway linking Russia and Georgia across
the Caucasian Mountain Range – en route from different Russian cities
to Armenia.
Several days ago, they passed the Upper Lars checkpoint on the
Russian-Georgian border and reached the Georgian border post of
Dariali, where they had to stop.
The reason was the closure of a road section near the village of
Kobi, as pavement icing made the passage of heavy-duty trucks and
buses impossible.
The passengers had to find private cars and taxis to continue their
trips, but bus drivers are still with their buses near the Dariali
post, border officials said.

honorary certificates for sponsorship of first international film
festival `Gold Apricot’. According to Honorary Chairman of the
Festival, RA Foreign Minister Vardan Oskanian, first film festival
was successful enough and created backgrounds for conduction of
similar festivals in the future. He said that Armenian businessmen
provided about $100 thousand for conduction of festival. `Without
their participation the festival would not take place’, he stressed.
He also expressed hope that `Yerevan will be placed on a map of
international festivals’.
UMEA Chairman Arsen Kazarian in his turn expressed satisfaction with
the fact that `businessmen related with understanding to culture
initiative and realized that when business gives hand to culture the
success is guaranteed’. At this he said that in few years demand to

HEAD OF ARMENIAN GOVERNMENT INVITES SITTING OF ARMENIAN NATIONAL
WATER COUNCIL
YEREVAN, December 28. /ARKA/. Armenian PM Andranik Margarian invited
a sitting of the Armenian National Water Council. As Armenian
Government Public and Press Relations Department told ARKA, Armenian
Ecology Minister Vardan Ayvazyan mentioned during the sitting that
the main grounds for forming of legislation basis in water sector was
the Armenian Water Code which was passed in 2002, after which 45
standard-legal acts have been adopted for the sector. He particularly
stressed the importance of adoption of the governmental decree on
setting up procedure for estimation of economic activity on water
resources that defines the sum of losses incurred by the country
water sector. Minister also mentioned that a number of project
`Strategy of payments for use of water resources’, draft law on `Main
provisions of the water policy of Armenia were developed with support
of the USAID. He added that the financial support of the USAID is
also expected for implementation of works targeted at the development
of the national water policy of the Republic.
In his turn Chairman of the Water Committee at the Armenian
Government Andranik Andreasyan added that in 2002-2004 the Committee
presented 34 draft governmental decrees, 2 draft laws and 2 draft
decrees of the Armenian PM. He said that in 2005-2006 the State Water
Committee is intended one governmental decree and draft law on
potable water. He also mentioned that the process of transferring of
irrigation systems and properties to the non-refundable use of
Association of Water Users was completed this year and the body is
going to launch establishing of Union of Water Users which also would
