YEREVAN, October 20. /ARKA/. Armenia must decide on prospective
markets before constructing an oil refinery, said Igor Levitin,
co-chairman of the Armenian-Russian Intergovernmental Commission on
Economic Cooperation.

"Armenia must understand the markets that will buy its products. If the
markets are shaped, the issue on the oil refinery and crude oil will
be considered as well," Levitin told ARKA at today’s press conference
in Yerevan.

Citing experts, he said it would be ineffective for Armenia to build
a refinery with a capacity more than 5mln tons. However, the issue
remains on today’s agenda and will be considered taking into account
exports.

Armenia’s Minister of Energy and Natural Resources Armen Movsisyan
formerly stated the Armenian-Russian-Iranian working group dealing
with the construction of the oil refinery intends to build an oil
terminal and Iran-Armenia oil pipeline.

To construct the oil refinery, Armenia needs some $3bln. The
feasibility analysis of the project is under way and the
Russian-Armenian-Iranian working group is trying to settle the existing
technical problems.

According to rough calculations, the annual output of the refinery
will be 7mln tons. Armenia, Russia and Iran will finance construction
of the refinery.

(Interfax) – Russian-Armenian trade and economic interaction will be
the main topic at talks between Armenian President Serzh Sargsyan and
Russian President Dmitry Medvedev, who will visit Armenia on October
20 – 21 at the invitation of this Armenia counterpart. "The main
provision on the agenda of Medvedev’s visit will be talks in the
tete-a-tete and extended formats with Sargsyan. The presidents will
discuss a large number of issues of multifaceted Russian-Armenian
cooperation," a Kremlin source told Interfax on the eve of the visit.

This will be the fifth meeting between the two presidents so far this
year. They earlier met on March 24 and June 24 in Moscow, June 6 in
St. Petersburg and September 2 in Sochi. "This vividly proves the high
level of political dialog aimed at the further strengthening of
strategic partnership and allied relations between Russia and
Armenia," the source said.

"Trade and economic interaction will be one of the topical subjects at
the meeting of the two presidents," he said.

Bilateral trade grew 13%, to $536.5 million, in eight months of 2008
compared to the same period a year ago. Russia is Armenia’s leading
foreign economic partner, particularly in terms of Russia’s
accumulated investments to Armenia from 1991 to July 1, 2008 topped
$1.6 billion, while Russia invested around $428 million in the first
six months of this year.

The two countries pay serious attention to expanding bilateral energy
trade. They successfully implement joint gas projects. There are
prospects in the nuclear energy sphere, geological surveying and the
industrial development of uranium fields as well, the source said.

Russia’s leading companies Gazprom (RTS: GAZP), Inter RAO UES, VTB
(RTS: VTBR), RusAl, VimpelCom (RTS: VIMP), AFK Sistema (RTS: AFKS),
Russian Railways (RZD) (RTS: RZHD), Alrosa (RTS: ALRS) all work in the
Armenian market.

"Transport problems in friendly Armenia are solved thanks to Russia’s
consistent actions," the source said. A comprehensive modernization of
Armenia’s railroad infrastructure began after RZD took concession
management of Armenian railroads in the beginning of the year.

As of now, 70 Russia’s regions are involved in international contacts
with Armenia, while 16 of them have already signed trade- economic,
scientific-technical and cultural interaction agreements with Armenia,
the source said.

Two more interregional agreements: on trade-economic, scientific and
cultural cooperation between the government of the Sverdlovsk region
and the Armenian government and a trade-economic, scientific-
technical and cultural cooperation between the government of the
Yaroslavl region and Armenia’s Armavir region, are planned for signing
during Medvedev’s visit, he said.

Medvedev will also attend in the opening ceremony of the Square of
Russia in Yerevan as part of his visit.

The Russian president will also take part in the ceremony of launching
a project to create Armenia’s national communication network
Komstar-UTS by Russia’s Komstar-UTS company, a part of AFK Sistema. A
broadband wireless network based on the WiMAX technology will cover
Yerevan and 18 of Armenia’s largest cities and will be one of the
first telecommunication networks of its kind in the world. "The
network is of great national importance from the viewpoint of
providing distant and hard-to-reach districts, given mountainous
landscape, as well as social facilities and emergency and special
services with quality communication," the source said.

Congratulating the Ambassador on the occasion of assuming his post, S.
Sargsyan said that Armenia is interested in development of relations
with African countries and in that context also attaches importance to

President considered primary the issue of familiarizing the two
countries and peoples with each other and said that common verges of
cooperation will be found without fail in that case.

Until quite recently, the press supporting the Armenian Pan-National
Movement was silent about our recent publications concerning
the intercepted phone conversations of ex-Foreign Minister Alik
Arzoumanyan.

And that is quite comprehensible. Such interceptions throw light
upon the "revolutionary programs" of the pro-Levon activists, at
the same time unmasking their true image and the nuances of their
"elitist" vocabulary and interrelations. But, here they are. Just a
few days before the trial of the some of the organizers of the March
1 incidents, the activists of the Armenian Pan-National Movement
launched a counter-attack.

In particular, "Aravot" daily launched a campaign of
"contra-interceptions". Acting in support of the pro-Levon activists,
the newspaper reports that Alik’s phone conversations are just episodes
containing no essential information and poses the following question,
"Is this how the activists were preparing for a revolution?" This is
followed by some quotations from the public speeches of the orators,
and then, here you are – the conclusion is ready, "The pro-opposition
activists had no plan or intention of staging a revolution or coup d’
état, seizing power, mounting a rebellion or organizing disorders."

0D And in general, "It becomes clear from the intercepted conversations
that the opposition had no program aimed at staging a coup, and
the lawsuit filed against its leaders is a pre-arranged affair and,
as a matter of fact, has no prospects."

As regards the arguments that the top pro-opposition figures "are
not even ready to apply to the Constitutional Court", "Aravot"
makes no hint about this, pretending to be a fool. First, it has been
mentioned several times that LTP relies on the "colored" post-electoral
developments rather than the elections or the court appeals aimed at
arguing their results.

Besides, even if the opposition really wanted to apply to the
Constitutional Court, it couldn’t have done so for a very simple
reason: it didn’t have the package of the convincing and irrefutable
arguments that could definitely prove that the elections were
"thoroughly falsified".

"And the fact that on the night of March 2, L. Ter-Petrosyan exhorted
the demonstrators to disperse was quite logical because it was clear
the spontaneous demonstration was being led rather than conducted by
the opposition," "Aravot" reports, without asking L. Ter-Petrosyan
why he hadn’t made the exhortations much earlier when the disorders
were just beginning to develop. Moreover, he ordered those people
to remain in their places and not to quit the scene20of action under
any circumstances.

And reason is quite clear: LTP needed blood, and he got what he
wanted: the minimum program aimed at organizing a bloodshed in the
centre of Yerevan, just in front of the French Embassy, was brought
to life. And in the estimation of LTP, (who was quite "optimistic")
this was to become the "swan-song" of the authorities. Based upon the
awkwardness and incapability of the organizers, "Aravot" expresses its
authoritative opinion: judging by the interceptions, "the opposition
either had objectives which were unknown to us," or it was guided
"by impulsive solutions" and "unserious approaches".

Whereas the objective of LTP and his closest people who coordinated
the activities of the demonstrators was more than transparent.

Armenian Has Not Yet Agreed With Iran On Terms Of Supply Of Iranian

ArmInfo. Armenia has not yet agreed with Iran on the terms of supply of
the Iranian gas from the last Sunday, spokeswoman of Armenia’s Ministry
of Energy and Natural Resources Lusine Harutyunyan told ArmInfo.

She said the Iranian party intended to start gas supplies to Armenia
last Sunday, however, it did not happen. "At present, Armenia does
not need the Iranian gas, it receives gas from Russia in a sufficient
volume", the spokeswoman said. She added that Armenia will receive gas
from Iran in case of need, however, she indicated no specific terms of
supplies. Moreover, she said, the building work at the second section
of Iran- Armenia gas pipeline (from Kajaran to Yerevan) is underway
and this section has not been yet commissioned. The information about
start of gas supplies from Iran to Armenia last Sunday was given by
Director of the National Iranian Gas Company (NIGC) Rasul Salmani.

Earlier, Armenia’s Minister of Energy and Natural Resources Armen
Movsisyan told journalists that Armenia will be technically able
to receive to 2,5 cub m of natural gas from Iran started November,
2008, due to increase of the flow efficiency of the pipeline at
Kajaran-Yerevan section. A. Movsisyan added that the Iranian gas
will be used by Armenia in case of need, which may occur under
force-majeure circumstances because of stoppage or reduction of the
Russian gas supplies to Armenia for any reasons. The minister also
said the Iran-Armenia gas pipeline was built as an alternative to
the northern main pipeline, by which Armenia presently receives gas
from Russia through Georgia’s territory. He added that the Iranian
gas will be used mainly for commercial purposes and for supply to
the Armenian TPPs to exchange for electric energy.

In compliance with the agreement, Iran will supply 1,1 bln cub m
of gas started 2009, and to 2,3 bln cub m of gas per year started
2019. Armenia will pay for gas by electric energy based on 3 kWh per
1 cub m.

YEREVAN, October 13. /ARKA/. ArmenTel telecommunication company is
not concerned about the coming of the third mobile operator to the
Armenian market, General Director of ArmenTel (Beeline brand) Neycho
Velichkov told journalists.

On October 7 Armenia’s Tender Commission announced Orange company
(main brand of France Telecom operator) winner in the tender on
the third mobile operator in the country. Orange had submitted the
highest bid for a GSM license for a total of 51.5mln euros. As per
the existing procedure, the company is to receive the final license
by December 15 this year.

Velichkov gave a positive opinion about the results of the tender in
terms of the price paid by France Telecom for the license and stressed
the importance of such serious player’s coming to the Armenian market.

ArmenTel will make every effort to implement its plans and ensure
high results next year, Velichkov said.

"Much will depend on aggressiveness of France Telecom’s coming to the
Armenian market, but we plan to maintain the pace we are developing
at now and next year to be if not the main, then a leader for our
subscribers and provide them with the entire range of services,"
Velichkov said. He said that the company does not fear the competitions
and has always been following the fair market rules.

Velich kov said it is difficult to say now how clients will be
distributed between three operators next year.

Currently two companies operate on Armenian mobile communications
market – ArmenTel fully owned by VimpleCom Russian company and
Vivcacell with its control stock belonging to Russian MTS. -0–

guitar in the North Devon and Cornwall County Music Festival in 2004
and 2005.

In 2005 he started studying with the great Armenian guitarist, Gilbert
Biberian. He is currently studing guitar and lute at Southampton
University for his BA (hons) in music.

A world première is next, with the first performance of Enigma,
by Clive Pierce. Orchestra spokesman Nick Kiff said: "It will be a
special privilege to play this piece, as the opportunity to première
a new piece comes quite rarely.

"It is a delightful piece, suggestive of the English pastoral
tradition, yet clearly of the 21st century."

The evening will be rounded off with Schubert’s much loved Third
Symphony.

Till the end of October "Armentel" company will sign a contract with
"Turkish telecom" on receiving internet services from Turkey, said
Neicho Velichkov the General Director of "Armentel" in a meeting with
the journalists, today.

He said that both Armenia and Turkey are authorized in their countries
to start cooperation and currently the conditions of the service are
being negotiated.

"It is important for us to be sure that secure internet connection
will be provided, and Turkey is one of those possibilities," said
the General Director.

"Armentel" company has another project to have mail address
beemail.am. Electronic post is prepared, they just need to get license
and verify their users.
