GREEK AMERICANS CALL FOR ADOPTION OF ARMENIAN GENOCIDE LEGISLATION

— American Hellenic Institute Urges Committee
Passage of H.Res. 316 and H.Con.Res. 195

WASHINGTON, DC – The American Hellenic Institute (AHI), today,
urged House International Relations Committee Chairman Henry Hyde
(R-IL) to work for committee approval of Armenian Genocide
legislation, set to be considered by the panel on Thursday,
September 15, reported the Armenian National Committee of America
(ANCA).

In a September 13th letter to Chairman Hyde, AHI Executive Director
Nick Larigakis, explained that, “Americans of Hellenic origin, and
I believe most Americans, have long held that the U.S. Congress
should be on record as recognizing the Armenian Genocide,
commemorating this crime against all humanity, and applying its
lessons to help prevent future atrocities and genocides.” He went
on to note that “Sadly, due to the powerful pressure brought to
bear by the Turkish lobby’s threats and intimidation, legislation
along these lines has been blocked from passage.”

“We want to thank Nick Larigakis and all our friends at the
American Hellenic Institute for their steadfast support for U.S.
recognition of the Armenian Genocide,” said ANCA Executive Director
Aram Hamparian. “The assistance of our Greek American allies for
this legislation means a great deal to us – here in Washington, DC,
and in communities around the country.”

The American Hellenic Institute strengthens United States relations
with Greece and Cyprus and within the American Hellenic community.

Congressional support for Armenian Genocide legislation (H.Res.316
and H.Con.Res.195) continued to grow this week, with House
Democratic leader Nancy Pelosi (D-CA) joining Ways and Means
Committee Chairman Bill Thomas (R-CA) in pledging support for
H.Res.316.

YEREVAN, September 12. /ARKA/. The final seminar “Transparency of the
Work of the State Bodies and Accessibility to Information” will take
place in Tsaghkadsor (Armenia) on Sep 17-18, according to the National
Center for Monitoring Processes of Liberalization. According to the
press release, the goal of the seminar is to increase the influence
of the Mass Media on public opinion, contribute to formation of trust
between the state bodies and the Mass Media, as well as to increase
their role in covering and analyzing the problem of corruption in
Armenia. The RA President’s Press Secretary, heads of public relations
services of various ministries and NGOs are expected to participate
in the seminar.

The first stage of the seminar was held in 2004, the second -in June
-July 2005. The seminars were organized by the National Center for
Monitoring Processes of Liberalization with the support of the OSCE

Estonia, Armenia Start Defense Cooperation

ESTONIA, ARMENIA START DEFENSE COOPERATION

Estonian Defense Minister Jaak Joeruut and his Armenian counterpart
Serge Sargsyan signed a memorandum of understanding on defense
cooperation between the two countries in Tallinn on Friday.

The ministers spoke about possibilities for cooperation in defense
and developments regarding the NATO Individual Partnership Action
Plan (IPAP) for Armenia, spokespeople for the Estonian Defense
Ministry said.

Within the framework of the IPAP, Armenia is soon about to carry out
a reform of its defense forces. In this respect the country expects to
secure a development similar to that of Estonia, Latvia and Lithuania
and make its defense forces compatible with the standards of NATO
and the European Union, the Armenian minister said.

Sargsyan said Armenia values its participation in the NATO Partnership
for Peace program and the experience gained by participating in
multinational missions in Kosovo and Iraq.

“Estonia welcomes the completion of Armenia’s first IPAP and is
offering Armenia as a NATO partner its help and reform experience in
the implementation of the IPAP,” the Estonian defense minister said.

As part of his stay in Estonia, the Armenian minister of defense
visited the Baltic Defense College in the southern city of Tartu,
meeting with its chief, Lithuanian Brig. Gen. Algis Vaiceliunas.

“In Baltic Defense College we have an excellent example of very good
regional cooperation,” Sargsyan said.

Sargsyan also met in Estonia with the chairman of the parliamentary
national defense committee, Toivo Tootsen.

Armenia wishes to learn from Estonia’s experience, Sargsyan said,
underscoring that a long-time relationship in the former Soviet Union
helped Estonia and Armenia better understand each other.

The Armenian minister backed the Estonian stance that EU membership
talks with Turkey should start already this year.

NKR Authorities To Be Involved In Settlement Process Within OSCE Min

NKR AUTHORITIES TO BE INVOLVED IN SETTLEMENT PROCESS WITHIN OSCE MINSK GROUP

YEREVAN, September 6. /ARKA/. The authorities of the Nagorno-Karabakh
Republic (NKR) will be involved in the Nagorno-Karabakh settlement
process within the OSCE Minsk Group after the details of negotiations
are specified, RA Foreign Minister Vardan Oskanyan told a press
conference. According to him, the resumption of the OSCE Minsk Group’s
activities and the NKR’s involvement in the process are possible only
after the positions of the Armenian and Azerbaijani Presidents on the
principal issues are close, and the Foreign Ministers achieve results
in discussing the details of the negotiations. “The process will be
easy to reanimate within the OSCE Minsk Group, and the NKR authorities
will mechanically be involved in the process,” Oskanyan said. P.T. -0–

Today the RA Foreign Minister Vardan Oskanyan received the newly
appointed head of the International Committee of Red Cross delegation
Yves Arnoldy.

The Minister underlined that the Armenian side finds the efforts of
the ICRC to find those missing in action after the Karabakh war and
to exchange was prisoners extremely important.

Yves Arnoldy mentioned that the new programs teaching international
humanitarian law and principles started by the office together with the
higher and intermediate educational institutions will be continuous.

Yves Arnoldy was represented by the ex-head of the International
Committee of Red Cross delegation Peter Krakoling.

On September 5, Prime Minister of Azerbaijan Artur Rasizade has met
delegation of OSCE headed by Acting Chairman of this international
organization, Minister of Foreign Affairs of the Republic of Slovenia
Dimitrij Rupel.

The head of the Azerbaijan government has expressed hope that visit
of OSCE delegation to region would bring certain contribution to
settlement of the Armenia-Azerbaijan, Nagorno Karabakh conflict.

Dimitrij Rupel, speaking about the purpose of the visit to Azerbaijan,
has emphasized, that priority questions of negotiations spent in the
Baku meetings are questions of settlement of the Nagorno Karabakh
conflict and acquaintance with the course of preparation for the
forthcoming parliamentary elections.

During exchange of views taken place at the meeting concerning ways
of the settlement of the conflict between Armenia and Azerbaijan, the
Prime Minister has emphasized, that for the decision-making satisfying
both sides, it is necessary to start with the realities existing in
1988 when began the conflict. He also has noted that Azerbaijan is
obliged to strengthen its defense and with this purpose in the state
budget of the next year, the appropriate means would be increase in
2 times.

Speaking about forthcoming elections to Milli Majlis, the head of
the government of Azerbaijan has assured the OSCE Acting Chairman
that they would pass at the highest level and become one more stage
on the way of development of democracy in the country.

At the reception, also was attending the personal envoy of the OSCE
Acting Chairman Andzei Kaspshik.

NORTHERN Ireland’s footballing past has been littered with ifs and
buts and ‘what might have beens.’

While there have been a few shock victories along the way there have
been too many occasions when the results have been shocking.

For every high there has been a series of lows. The delight of
Valencia and the despair of Vaduz. We’ve been brilliant in Bucharest,
but rotten in Reykjavik and while the men in green hammed it up in
Hamburg they were useless in Yerevan.

Over the years there have been many occasions on which Northern
Ireland have fallen flat on their faces when victories have been
expected.

Now when Lawrie Sanchez’s side face Azerbaijan this afternoon the aim
is not to add another to the list.

It may sound straightforward, but according to FIFA the two countries
are ranked level in 116th place and even though the rankings are
regularly criticised they remain the only yardstick for comparing the
abilities of teams.

The expectation level, however, is high. Victory is anticipated and
the one thing we don’t want is a result to match these ones:

1. Northern Ireland 1-1 Faroe Islands (1-5-1991)

The Faroes had sent shockwaves round European football when they beat
Austria in their first ever competitive fixture eight months earlier.

Even though, Billy Bingham’s Northern Ireland side was expected to
come away with a comfortable victory. Colin Clarke struck a
first-half opener, only for the visitors to level the scores and
again fans left Windsor Park disappointed after their team had failed
to put away a lesser side.

2. Northern Ireland 1-2 Latvia (7-6-95)

The June curse struck again as Northern Ireland flopped against a
team playing in their first competitive campaign as an independent
country.

Latvia came back to claim victory after Iain Dowie had put Northern
Ireland ahead early in the game.

A draw would have put Bryan Hamilton’s team into a play-off with
Holland for a place in the finals of Euro 96 and had they won that
place would have been guaranteed.

Instead we were all watching from our armchairs as ‘football came
home.’

3. Albania 1-0 Northern Ireland (10-9-1997)

Quite possibly the worst result ever recorded by a Northern Ireland
team and definitely the match which brought Hamilton’s reign to an
end.

There had been a number of withdrawals through injury, but the team
failed to perform and Northern Ireland suffered their first ever loss
to Albania at senior international level.

4. Iceland 1-0 Northern Ireland (11-10-2000)

Sammy McIlroy’s side had made a decent start to the 2002 World Cup
qualifying campaign with a home win against Malta and a draw with
Denmark.

All that came crashing down around them as in a moment of madness Roy
Carroll raced off his line in an attempt to punch clear from a
free-kick in injury-time.

His punch went straight up into the air and an Icelandic player was
on hand to head it into the net as it came down.

5. Liechtenstein 0-0 Northern Ireland (27-3-2002)

The start of the 12 game run without a goal and the beginning of the
end for Sammy McIlroy.

Steve Lomas’ sending-off early in the second-half didn’t help the
cause, but 0-0 with Liechtenstein wasn’t good enough.

6. Armenia 1-0 Northern Ireland (29-3-2003)

This was meant to be the game in which the year long goal drought
would be well and truly put to bed.

Northern Ireland played reasonably well, but when the much
anticipated goal didn’t come Armenia grabbed their chance and
snatched victory.

7. Northern Ireland 0-1 Armenia (10-9-2003)

Losing away to Armenia was one thing, but it was never going to
happen at Windsor Park, was it?

What had turned from a goal drought into a famine was definitely
going to end in this game, or so we thought.

With Keith Gillespie having limped off the pitch with an injury and
Tommy Doherty struggling to keep mobile the Armenians attacked the
exposed Chris Baird on their left and fired home the only goal of the
game.

8. Northern Ireland 0-1 Canada (9-2-2005)

Northern Ireland were seeking a morale boosting win ahead of the
World Cup qualifiers with England and Poland, but ten-man Canada
threw a huge spanner in the works by scoring and then shutting up
shop to go away with the win.

9. Malta 1-1 Northern Ireland (17-8-2005)

Malta had never even scored against Northern Ireland before let alone
got anything from a game against our team.

In the end Maik Taylor saved a penalty in injury time to save his
side from the highly embarrassing fate of defeat to a team of
part-timers.

Armenian Notary System tending to Europe

The RA Notary system tries to correspond to the European standards. The
system has been examined by experts from France, Switzerland
and Rome. In today’s press conference in the RA Justice Ministry
Jean-Paul Decor, a notary from Marseille said that the RA Law on
“Notary’s office” adopted in 2002 is “a law of high quality”.

He has also met the workers of the 3 offices in Yerevan and came to the
conclusion that “our notaries are conscientious”. And has he seen the
work of the notaries with the citizens? “No”, he said. Then he added,
“One of our workers visited a notary’s office and saw the queue there”.

One of the journalists informed Mr. Decor that very often in order
to solve a problem the RA citizen bribes the notary. “That problem
exists in many countries”, “consoled” the French notary. He also
said that according to the RA Justice Minister David Haroutyunyan,
“notaries are well accepted in Armenia”.

In the same press conference David Haroutyunyan informed that Armenia
is trying to become member of the Latin Notary International Union.

of the National Assembly (NA) of Armenia Artur Baghdassaryan sent a
congratulation message to teachers, students and schoolchildren of the
Republic, reported the Press Service of the Armenian Parliament. The
message specifically notes, “Annually the higher and general education
institutions of the Republic of Armenia hospitably open their doors to
thousands of students and pupils. Owing to the skilled and experienced
pedagogues there is an opportunity to acquire knowledge. The NA as the
legislative body has and is implementing legislative changes called to
make the education system of Armenia in tune with the common European
criteria. Passing and ratification of laws and conventions concerning
education and science are priority in the Parliament. I am convinced
that the competitive education will form study opportunities for
all those, who irrespective of their social status, have elected the
way of science. Confirming the state attention to education issues
and expressing gratitude to all pedagogues, I congratulate on the
occasion fo the Knowledge Day and wish good luck.”

Five Azerbaijani Opposition Activists Launch Hunger Strike

FIVE AZERBAIJANI OPPOSITION ACTIVISTS LAUNCH HUNGER STRIKE

BAKU, Azerbaijan (AP) – Five Azerbaijani opposition activists launched
a hunger strike Wednesday to demand the release of their jailed leader.

“We will conduct this action until the authorities fulfill our
demands,” Said Nuriyev, deputy head of the Yeni Fikir youth party,
told journalists.

Party leader Ruslan Bashirli was detained in early August, after a
fellow party member accused him of taking part in a secret July meeting
with agents from Azerbaijan’s rival, Armenia, aimed at organizing an
uprising by pro-democracy forces in Azerbaijan.

Tensions are high in Azerbaijan ahead of Nov. 6 parliamentary
elections. Opposition parties have rallied almost weekly amid fears
that the government of President Ilham Aliev could try to rig the
voting.

Visiting U.S. Senator Richard Lugar expressed hope for fair elections,
saying: “I sense in Azerbaijan a yearning for building strong
democratic institutions.”

“I believe that the elections can be free and fair, and I was impressed
by the preparations made by the elections commission,” Lugar told
a news conference during a visit. Lugar, an Indiana Republican who
is chairman of the Senate Foreign Relations Committee, was touring
several former Soviet republics with Democratic colleague Barack Obama,
of Illinois.

Azerbaijan’s October 2003 presidential election, in which Aliev
succeeded his ailing father who died after the vote, was widely
alleged to have been fraudulent and the outcome triggered violent
clashes between police and demonstrators.
