About The Deaths Of Servicemen And Morale In The Army Of Azerbaijan;

Speaking with the journalists, Minister of Defense of Azerbaijan
General-Colonel Safar Abiev called the information in the report,
which was read out during the spring session of Parliamentary Assembly
of Council of Europe (PACE) concerning the existence in the army of
Azerbaijan hazing and duck-out, to be preconceived and malevolent. He
supports his words with the statistics concerning these matters.

Speaking with the journalists, Minister of Defense of Azerbaijan
General-Colonel Safar Abiev called the information in the report,
which was read out during the spring session of Parliamentary
Assembly of Council of Europe (PACE) concerning the existence in
the army of Azerbaijan hazing and duck-out, to be preconceived
and malevolent. The head of the military department confirmed the
mass-media that the answer to this report will be given “on the high
level”. General-Colonel also remarked that the regime of cease-fire
is more often violated now, and the Armenian side “is carrying out
an intensive gunfire of all the positions of the Armed forces of
Azerbaijan in all directions of frontlines. Recently another service
man of ours has been killed”. That’s why, as it is stated by the
General-Colonel, the number of losses is constantly growing.

Answering the question concerning the retaliatory steps of
Azerbaijan, Safar Abiev one more time repeated, “The situation
has become aggravated. The way of further development of processes
and retaliatory steps, which will be taken by Azerbaijan, will be
determined by the Supreme Commander-in-Chief”. The death of a soldier
on the “opposition line” is not a single case. According to the data
of the Center of military research of journalists “Doctrine”, during
the first three months of 2006 the Armed forces of Azerbaijan lost
minimum 20 fighting men, which were killed or injured.

The study of the publications of print and electronic mass media,
which was made by “Doctrine”, showed that as a result of accidents
(car accidents, fires and carelessness) 8 servicemen died, 2 men
committed suicide. 8 servicemen, as it was declared, “died because
of Armenian bullets”. The majority of the men died (12 people) are
soldiers. As a rule, they served in the units of the ministry of
Defense. In the first quarter of the current year due to these or
those reasons 10 servicemen of the Ministry of Defense of Azerbaijan
were injured. Two of them suffered from fire, 4-from “Armenian
bullets”. Another 4 servicemen were injured because of explosions
of shells and bombs. It is worthwhile mentioning that in comparison
with the corresponding period of the previous year, the number of
losses has increased (in the period of January to March of 2005 16
servicemen died, 34 were injured). The experts of “Doctrine” inform,
that taking into account the data of the current year, on the whole,
the losses of the Azerbaijan Armed Forces since the beginning of 2003
has reached 169 men. Among them 84 men are battle losses (Armenian
bullets and explosions), non-battle losses are 85 servicemen. The
number of the fighting men injured in the period of three years and
three months exceeded the number of one hundred. The statistics
shows that the overwhelming majority of injures is the result of
“shots from the enemy positions” (monitoring was based also on the
single reports of the press-service of the Ministry of Defense). (…)

The changes of the reasons of losses during the last years
haven’t escaped the experts. If year after year the number of
non-constitutional relations is constantly decreasing, the dynamics
of suicides is on the same level. And the number of accidents has
a tendency to grow. Some experts think that the real statistics of
losses in the army is much higher. Though, the Ministry of Defense
doesn’t give this information. The press-center of MD declares that
the defense department keeps count of all losses of personnel, but
due to some reasons that can’t be subject to speak about. That’s why,
as it is considered in the defense department, otherwise the fighting
spirit of servicemen would be undermined.

According to the data of Judge Advocate General of the country
General-Lieutenant Khanlara Veliev, in 2005 in the army there was
a decrease of the number of crimes, connected with suicides and
attempts of suicide (almost 30%), murder( 27.3%), and rowdyism as
well (50%). But in 2006 there were registered 12.4% more crimes than
during the same period of the previous year. The entire statistics
of the military crimes was represented by the Judge Advocate General
in percents, which can be explained by a military secret. The Judge
Advocate General remarked that in 2006 the number of crimes connected
with corrupt practices and neglect of official duty doubled. There
was a considerable decrease in the number of military absentees. In
comparison with the beginning of the nineties this number 6-7 times
decreased. In 2005 only three cases of duck-out was registered, and
during the period of three months of the current year-only one case.

In the previous year crime detection reached 99.8%. As a disciplinary
measure 12 members of the military prosecutor’ office were punished
because of the “duty mistakes”, and four members were fired from the
military prosecutor’s office. (…)

Answering the questions of the journalists, the Judge Advocate
General declared that in the army of Azerbaijan there is no “hazing”
in its classical notion. Still he didn’t object to the existence of
non-constitutional relations, which are accompanied by injures. (…)

THE PARENTS OF THE DEAD INDIAN STUDENT ADDRESSED THE AUTHORITIES TO FIND OUT THE CIRCUMSTANCES OF THE LETHAL ACCIDENT

Yerevan, April 24. ArmInfo. The parents of Prashant Anchalia, Indian
student who died falling out of the window of a dormitory in Yerevan,
addressed the President, Speaker and Prime Minister of India to find
out the circumstances of the lethal accident.

Through the Indian Embassy in Armenia the parents also intend to
address the Yerevan Medical University with a similar request.

‘Telegraph’ newspaper, India, reports that the parents of young
Anchalia, as well as his university-fellows, do not trust the version
of suicide. The body was delivered to India on April 23.

The death of Prashant Anchalia roused the protest of numerous
Indian students in Armenia who were irritated by the indifference
of the police, University administration and the ineffective work
of the ambulance. Most of all the Indian students were offended of
the actions of Gohar Kialian, rector of the Medical University who
vulgarly expressed disrespect for all the Indian nation.

A criminal case has been roused on this fact. The General Prosecutor’s
office has published the evidence of eyewitness Prabhat Kumar,
neighbor of Anchalia. Kumar confessed he had a quarrel with Anchalia
on the day of his death. Anchalia was accusing Kumar for stealing $120.

(UAR) will hold pickets in front of the Turkish
Embassy and EU Mission in Moscow due to the 91st
anniversary of the Armenian Genocide. As reported by
the UAR Press Service, both events are authorized by
the Moscow Government. Wreaths will be laid to a
Khachkar at Vagankovskoe cemetery April 24 morning on
behalf of the Armenian Embassy in Russia, New
Nakhichevan Diocese of the Armenian Apostolic Church
and NGOs. A memorial liturgy of the victims of the
Armenian Genocide will be served at the Armenian
church. The same day an exhibition on the Armenian
Genocide will open and Four Years under Crescent book
by Turkish army officer Rafael Nogales will be presented.

Yerevan, April 21. ArmInfo. The guard and the driver of the “New
Times” opposition party leader Aram Karapetyan taken today to the
National Security Service of Armenia have been just
released. A. Karapetyan told ArmInfo.

As Aram Karapetyan told ArmInfo, today at 12:55 PM, 12 people,
including 8 with masks, by three cars of “VAZ-2106” mark blocked the
path of the “New Times” party’s two cars of “GAZ-3110” mark near the
Erebuni Community’s Police department. According to Karapetyan, the
people in masks aimed their submachine guns at him and his assistants,
then with shouts “we shall shoot, go out of cars”, they roughly pulled
the driver and the Head of Karapetyan’s personal guard out of car,
beat them on heads and laid them on the asphalt facedown.

The driver harmed his leg. Then they took off their gas guns, “put
them into handcuffs”, made them change their cars and drove away in an
unknown direction. Several officers drove away by both “GAZ-3110” cars
of the “New Times” party. The people in masks recorded the detention
with 4 cameras. According to Karapetyan, he reached his office by
taxi. He told that he had immediately contacted the deputy Head of the
RA Police, lieutenant-general Hovhannes Varyan, who allowed
Karapetyan’s officers to hold gas guns, but he informed that the
Police bears no relation to today’s action. Later, Karapetyan
clarified that his driver and the guards were taken to Armenia’s
National Security Service.

The Head of the Armenian NSS’s press-office Artsvin Baghramyan
confirmed in the talk with ArmInfo’s correspondent that the detainees
were in the NSS. According to him, the officers of the NSS acted
according to the law, thus, responding the incoming alarms that “the
“NT” party members walk about the city with guns”. “We shall clarify
where the arms are from. If their documents are OK, the detainees will
be surely set free”, Baghramyan said.

A. Karapetyan says 4 of the 6 bodyguards, who have been released, are
undergoing medical examination for the bodily harms received while
detained. The “gas guns” are still at the NSS. However, NSS apologized
to A. Karapetyan and his guard, the leader says. Besides, both the
cars were returned, one “fully ruined”. A. Karapetyan says he has been
shadowed for the last 10 months. The names of 14 members of the party,
who are agents of NSS and Police and “joined the party with a special
purpose”, will be made public shortly.

Abiyev receiving his Iranian counterpart Mostafa Muhammad Najjar
on Wednesday called on Iran to assist in the fair settlement of the
Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh.

Abiyev emphasized that Armenia’s policy is the main obstacle for
security in the region.

Muhammad Najjar, in turn, said his country is ready to provide
such assistance, adding that Iran has always supported Azerbaijan’s
territorial integrity.

The ministers also discussed issues of defense and security cooperation
between the two countries and the Caspian legal status.*

In Response To The Question Of Possibility Of A Peacemaking

“Anyone Is seriously engaged in the preparation of a peacemaking
operation”. As Sarkissyan noted, agreement of parties or, at least,
reference points of the agreement are necessary for this. We can
talk about it only when the parties will come to an agreement and
of course, peacemakers will be necessary after that. Unfortunately,
there is no agreement between Azerbaijan and us so far. Therefore, it
is also early to talk about peacemakers, Sarkissyan stressed. Talking
about the situation around Nagorny Karabakh, the DM noted that the
Karabakh question is being constantly raised in Azerbaijan, thus,
trying to solve other domestic issues. “You probably know that both
the President of Azerbaijan and the Defense Minister talked time and
again, that if we do not agree with their conditions, Baku will have
to solve the issue in a military way. Moreover, we have doubled the
military budget and Azerbaijan has recently stated that it will reduce
it to $1 bln. But I think, there is a blackmail. We are not afraid
of war but we don’t want it either. In 1994, through the mediation
of Russia, an agreement was reached about operations cessation. Today
our forces are in a favorable defensive position and we equipped well
our positions within 12 years. Billion of dollars will not help us
in this case. If fighting efficiency and readiness could be defined
by great military budgets, all the oil states, I think, would have
the most efficient armies. But it is not so.”, Sarkissyan said.

A senior U.S. diplomat said Wednesday that the United States would
press for discussion of political developments in Belarus as well
as conflicts in Georgia, Moldova and Nagorno-Karabakh to be on the
agenda of this year’s Group of Eight summit, to be held in St.

Petersburg in July.

Undersecretary of State Nicholas Burns said it would be the first
time that the G8 had discussed “these … conflicts very close to
Russia’s borders” — underlining the stark political differences
between Russia and the other G8 members.

He said that most G8 members agreed that Belarus’ recent election,
which returned President Alexander Lukashenko to a third term, was
“anti-democratic,” and that the G8 should help the governments of
Georgia and Moldova resolve conflicts with their separatist provinces
— all of which enjoy support from Russia.

Russia and the United States are working together under the aegis
of the Organization for Security and Cooperation in Europe to find a
resolution to the 18-year-old conflict in Nagorno-Karabakh, an ethnic
Armenian-inhabited enclave in Azerbaijan. They have both expressed
optimism that progress could be made this year.

meeting of the European Union-Armenia Parliamentary Cooperation
Commission started in Yerevan on April 18. The commission co-chairman,
Chairman of the RA National Assembly Standing Committee of Foreign
Relations Armen Rustamian expressed a hope that this meeting will
also proceed in “an atmosphere of serious and hot discussions and
debates”.”One can say confidently that since the last meeting in
Strasbourg, quite remarkable developments have taken place during
a year both in terms of deepening the Eurointegration processes
and taking yet another step in our relations with the EU,” he
noted. According to A. Rustamin, the interest that the Armenians take
in developing relations with the EU and in European developments is
increasing. “Democracy does not belong to us by right of succession,
and we have to struggle for these values, struggle together with our
friends so that these values will most completely and consistently
strike roots in Armenia,” Speaker of the RA National Assembly Artur
Baghdasarian stated in his welcoming speech. Considering the year
2006 important in terms of settling the Nagorno Karabakh conflict,
he said that “Armenia is making quite constructive efforts on this
path” and is pursuing the declared policy of solving the problem by
means of compromises. The commission co-chairwoman, French deputy
of the European parliament Marie Anne Isler Beguin noted that even
if public opinion of Europe as a whole does not yet perceive fully
the idea of cooperation under the European Neighborhood Policy,
“all members of our delegation are absolutely convinced that you
have European roots, and without indicating any date, I say that one
day we all become members of one European family.” In her words,
the commission members are well familiar with the problems facing
Armenia and are willing to assist with their solution. She pointed
out the Karabakh problem as the most important one, so the EU and the
European parliament are closely following the regional developments
and will pursue the goal of peaceful settlement of the Karabakh
conflict. “We don’t think that the Ramboillet meeting failed, just it
was not a summarizing, complete meeting,” Ms.Beguin underlined. At
the same time, she expressed a hope that an outline solution of
the conflict will be ready by the next meeting of the Armenian and
Azerbaijani Presidents, and it will be signed by the heads of both
states. According to her, EU representatives, especially ambassadors,
may play a great role in this issue.

YEREVAN, APRIL 19, NOYAN TAPAN. A meeting of the tripartite working
group on issues of Russian, Georgian and Armenian railways with the
participation of the Abkhazian side will be held in Moscow on May
2-6. The meeting will take place as part of the process of forming an
international consortium for the purpose of relaunching the Abkhazian
railway. According to the RA Ministry of Transport and Communication,
such issues as specifying the activities, scope of competence and
forms of legal organization of the consortium, as well as development
of its business plan are on the agenda of the meeting. Besides, issues
of creating a railway network in Transcaucasia will be discussed. It
was noted that Director of Armenian Railway CJSC Ararat Khrimian is
included in the working group as representative of the Armenian side.

“Nach Europa oder zuruck?”

Arthur Baghdasarjan ist Fuhrer der Partei Orinats Yerguir (“Land des
Rechts”), welche die zweitstarkste Kraft im armenischen Parlament
und nach eigenen Angaben mit etwa 60 000 Mitgliedern die weitaus
großte Partei in Armenien ist. Der 1968 geborene Politiker ist seit
2003 Parlamentsprasident und gilt als einer der aussichtsreichsten
Anwarter auf die Nachfolge von Prasident Robert Kotscharjan, der nach
zwei Amtszeiten zur Prasidentenwahl 2008 nicht mehr antreten darf.

Mit Arthur Baghdasarjan sprach in Eriwan Reinhard Veser.

Um die Demokratie steht es in Armenien nicht besonders gut. Sie gehoren
zur Regierungskoalition, doch mit Ihrer Forderung nach fairen Wahlen,
nach Rechtsstaatlichkeit und Demokratie horen Sie sich an wie ein
Oppositionspolitiker. Wie ist das zu erklaren?

In der Regierung zu sein heißt nicht, daß man nicht fur die Reformen
kampfen darf. Wir konnen nicht unsere Augen schließen und sagen, daß
wir nicht sehen, was im Land schlecht ist. In der Regierung zu sein,
heißt fur uns in erster Linie Verantwortung zu ubernehmen. Das ist
eine Verpflichtung und keine Lust fur uns. Die Demokratie in Armenien
ist noch sehr jung und sehr schwach. Wir mussen sie starken, denn
sie bedeutet Freiheit und Frieden fur die Region.

Sie werden mit der Äußerung zitiert, in Armenien finde ein Kampf
zwischen alten und neuen Kraften statt. Wer sind die alten, wer die
neuen Krafte?

Es ist ein Kampf zwischen Gestern und Heute. Die alten Krafte sind
diejenigen, die in ihren Kopfen noch die siebzig Jahre der sowjetischen
Ideologie haben. Sie sind bis zu dem Punkt fur Veranderungen, an dem
sie davon betroffen sind. Und sie sind eine starke Kraft in Armenien.

Sind diese Krafte in der Regierung?

Naturlich gibt es sie auch in der Regierung. Unsere Koalition ist so
eine Ehe, in der es mehr Streit als Liebe gibt.

In Georgien war Micheil Saakaschwili und in der Ukraine Viktor
Juschtschenko schon einmal fruher in der Regierung. Als sie gesehen
haben, daß mit den herrschenden Kraften Reformen nicht zu machen
sind, sind sie ausgeschieden und zu Fuhrern bunter Revolutionen
geworden. Werden Sie der Fuhrer einer bunten Revolution 2008 bei der
Prasidentenwahl in Armenien?

(lacht) Ich bin fur Reformen. Alle diejenigen, die gegen friedliche
Reformen sind, tragen dazu bei, daß es Revolutionen gibt. Aber eine
Revolution ist im 21. Jahrhundert nicht der richtige Weg. Wir kampfen
dafur, daß es mit den Reformen weitergeht, und dazu brauchen wir freie
Wahlen in Armenien. Die Parlamentswahl 2007 und die Prasidentenwahl
2008 sind sehr wichtig fur unser Land, sie mussen zeigen, wohin
wir gehen: nach Europa oder zuruck? Die Leute, die noch denken,
daß sie Wahlen falschen konnen, mussen sich daruber klarwerden,
daß diese Zeiten in Armenien voruber sind. Wenn es nochmals solche
Falschungen wie bei den fruheren Wahlen gibt, wird das zu sehr großen
Veranderungen fuhren. Im Lande und außerhalb des Landes kann man solche
Wahlen nicht noch einmal akzeptieren. Was in der Zukunft sein wird,
wird das Leben zeigen.

Sie haben gesagt, Demokratie bringe der Region Frieden. Zu welchen
Kompromissen waren Sie im Konflikt mit Aserbaidschan uber Nagornyj
Karabach bereit?

Die Verhandlungen uber Nagornyj Karabach sind in einer sehr aktiven
Phase. Sie werden vom armenischen Staatsprasidenten gefuhrt,
und Armenien verhalt sich sehr konstruktiv. Unser Prasident Robert
Kotscharian war fruher Prasident von Nagornyj Karabach und kennt das
Problem sehr gut. Nach meiner Meinung mussen beide, die armenische
und die aserbaidschanische Seite, etwas geben, damit der Konflikt
gelost werden kann. Es muß einen Konsens geben.

Glauben Sie, daß die armenische Gesellschaft zu einem Kompromiß bereit
ist, oder wird es dann zu großen Protesten kommen?

Wir Politiker mussen dafur Verantwortung tragen. Unser Volk will
Frieden haben. Naturlich werden sehr viele dagegen sein, etwas
aufzugeben, aber das ist der Weg zur Zukunft. 2006 offnet sich
ein Fenster fur den Frieden, weil es weder in Armenien noch in
Aserbaidschan Wahlen gibt, und 2007 offnet sich mit den Wahlen
ein Fenster fur die Demokratie. Wir mussen das nutzen. Armenien
verhalt sich sehr konstruktiv. Wenn Sie daruber mit jemandem in
Aserbaidschan sprechen, wird er uber die Armenier klagen und sagen:
Die machen es nicht, die wollen es nicht. Ich will so etwas uber die
aserbaidschanische Seite nicht sagen. Wenn ich so rede, werden viele
in Armenien mich nicht verteidigen, aber das ist die Wahrheit.

Ebenso schwierig wie die Beziehungen zu Aserbaidschan sind die
Beziehungen zur Turkei.

Wir konnen nicht den Volkermord an 1,5 Millionen Armeniern vergessen,
aber wir durfen unsere Zukunft nicht durch unsere Vergangenheit
verbauen. Fur mich personlich ist die reale Hoffnung auf einen
Fortschritt viel wichtiger als die traurige Erinnerung an die
Vergangenheit. Das heißt, wir mussen offen und frei mit der Turkei
reden, und diesen Dialog braucht auch die Turkei. Wir mussen an einem
Tisch sitzen und unsere Probleme losen. Diese Meinung wird naturlich
nicht von allen in Armenien geteilt.

Bisher gibt es eine sehr enge Partnerschaft Armeniens mit Rußland.

Ändert sich das, auch unter dem Eindruck des jetzigen Streits uber
den Gaspreis?

Die armenisch-russischen Beziehungen mussen auf ein anderes Niveau
kommen. Wir haben sehr freundliche Beziehungen zu Rußland, aber uber
die Inhalte dieser Beziehungen muß weiter gesprochen werden. Ist diese
Freundschaft nur außerlich, oder hat sie auch einen Inhalt? Es gibt
viele Fragen, die gelost werden mussen. Fur meine Partei kann ich
sagen, daß wir fur eine Diversifizierung der Energiequellen sind.

Energieressourcen durfen keine politischen Waffen werden. Ich bin
einmal gefragt worden, warum Armenien kein Geld fur die russischen
Militarstutzpunkte in Armenien verlangt. Ich sagte, daß diese Frage
sehr schwer zu beantworten ist. Ich bin auch einmal gefragt worden,
warum Rußland Algerien einfach so vier Milliarden Dollar Schulden
erlassen habe, wahrend es von Armenien, das nur hundert Millionen
Schulden hatte, zu deren Begleichung viele Industriebetriebe an sich
genommen hat – und diese Firmen funktionieren jetzt nicht.

Heißt das, daß Sie mit dem derzeitigen Zustand der armenisch-russischen
Beziehungen nicht zufrieden sind?

In vielerlei Hinsicht sind unsere Beziehungen sehr gut. Aber
die Zukunft Armeniens liegt nicht in der Union von Rußland und
Weißrußland. Die Zukunft Armeniens sind die Europaische Union und die
Nato. Auf dem Weg dorthin konnen wir Freunde mit Rußland bleiben,
nicht so wie Georgien, dessen Beziehungen zu Rußland sehr gespannt
sind. Aber Rußland darf unseren Weg nach Europa nicht verstellen.

Haben Sie Hoffnung, daß die EU irgendwann bereit sein wird, Armenien
aufzunehmen?

Ich bin davon uberzeugt, dazu gibt es keine Alternative. Nicht nur
Armenien, sondern auch Georgien – und warum nicht auch Aserbaidschan.

Wir sind kleine Lander, fur uns wird das die beste Struktur fur die
Zusammenarbeit und den Frieden sein. Europa braucht einen sicheren,
konfliktfreien Kaukasus und demokratische Nachbarn.
