VANADZOR, JUNE 21, NOYAN TAPAN. The "Armenian PR Association" joint
with the UN High Commissioner for Refugees organized journalists’
visit to the marz of Lori on June 19. It was dedicated to the World
Refugees Day.

This was the third visit being implemented by the NGO within the
framework of the "Public Awareness Program" dedicated to social issues
of the country.

Visits were organized before that to the marzes of Kotayk, Ararat
and to Yerevan.

Lori Regional Governor Henrik Kochinian informed that refugees living
in villages of the marz of Tashir and the region of Tumanian have
no flat problem: they either directly exchanged flats or settled
in flats remained free of Azeris. There is flat problem in Spitak,
Vanadzor and neighboring territories suffered from the 1988 earthquake.

According to the Regional Governor, more than 230 families suffered
from the earthquake got flats by the UN resources and with the direct
assistance of the Norwegian Refugee Council, other 34 families were
given certificates for buying flats on the account of the state
budget. According to H.Kochinian, flats like cottages with 400 square
km personal plot were built in Stepanavan for 52 families. The Regional
Governor mentioned that about 200 families as well have flat problem
in the marz, mainly in the city of Vanadzor.

According to H.Kochinian’s estimation, in the sense of employment,
refugees are less protected as an individual enterprizing employer
first of all gives job to his relatives and friends. According to
the official data, the number of unemployed people increased in the
marz in 2005 by 3 thousand compared with the previous year and it
made 18.5 thousand people. At the same time the Regional Governor
finds that those people who work without official registration make
a considerable part among the unemployed people.

According to the Governor, there is little or much stable profit
in cattle-breeding. Big companies store up huge quantity of milk,
and it means that "the market problem is gradually being solved for
a villager. … There are families in the villages of the territory
of Tashir, Stepanavan populated with refugees who have 10-30 cows,
it is a serious profit," H.Kochinian said.

Though the Regional Governor is not very satisfied with speeds of
development of small and meddium-sized entrepreneurial activity,
however it started to move at present in Vanadzor, Spitak, Stepanavan,
Alaverdi. According to H.Kochinian’s estimation, in this issue Vanadzor
"is some 3 year behind Yerevan, and villages – even more."

The Regional Governor of Lori finds that it is important for
development of business to differ the agricultural production, thus,
to produce different goods (in the case, when numerous villagers
often sow the same cultured plants, irrespective of the demand). The
Regional Governor also considered important that amalgamation of
lands is implemented for an effective usage of technics.

Participants of the visit were in the villages of Saramej and Ayrum
as well where houses were given to two needy families by the UN High
Commissioner’s Office for Refugee. And in total, the number of families
provided with private houses and cottages by the 2005-2006 financing of
the office will make 31 in the marz of Ararat, and 9 in the Lori marz.

Supreme Hierarch of the Armenian Apostolic Church, Catholicos Garegin
II, left for Istanbul Tuesday night on what is the third ministerial
visit of Turkey by the head of the Armenian Church over a period of
45 years.

He is making the weeklong trip to Turkey at the invitation of Armenian
Patriarch in that country, Meerop Mutaffian, and the Eastern Orthodox
Patriarch of the Universe, Bartholomew I.

Spokesmen for the Chancellery of the Armenian Church in the holy
monastery of Echmiadzin told Itar-Tass Garegin II’s brotherly talks
with His Holiness Bartholomew will be devoted to discussion of church
relations.

Garegin II is expected bless the Armenian believers in Istanbul
numbering about 60,000 people and to meet with intellectuals and
young members of the Armenian community.

June 25, he will serve the divine liturgy in the Armenian Cathedral
of the Virgin Mary in the district of Kumkapi.

Garegin II is also expected to have a meeting with the Governor of
Istanbul – an event acquiring political significance in view of the
fact that even 15 years after proclamation of independence by Armenia
the two neighboring countries still do not have diplomatic relations.

Armenian official quarters voice readiness to establish diplomatic
relations with Turkey without any prior conditions but the Turkish
government says, on its part, it will normalize relations with Yerevan
on the condition that Armenia stop a campaign for international
recognition of genocide against Armenian people in the Ottoman Empire
and drop support of ethnic Armenians in the Azerbaijani region of
Karabakh.

The Patriarchate in Turkey is number four largest see of the Armenian
Church embracing 46 parishes.

Before the tragic events of 1915, the Church had 1,181 parishes and
132 monasteries on Turkish territory.

Catholicate visits to Istanbul are rather rare events. Catholicos
Vazgen I went there in 1961 to attend the funeral of Armenian Patriarch
Garegin Khachaturian and Catholicos Garegin I paid a visit in 1996
at the invitation of the Eastern Orthodox Patriarch of the Universe.

1) EU Says Turkey Faces `Major Accident’ over Membership

(Bloomberg)– The European Union’s top expansion negotiator said Tuesday
Turkey
is heading for a "major accident" in its membership bid unless it opens its
ports to ships from Cyprus.
"If we want to avoid a major problem in the autumn, Turkey needs to stick to
its word without hesitation," Enlargement Commissioner Olli Rehn told the
European Parliament’s foreign affairs committee in Brussels. "Turkey should
open its ports to vessels under the flag of all member states, including the
Republic of Cyprus."
The talks hit a snag last week only four days after getting under way when
Prime Minister Recep Tayyip Erdogan balked at an EU demand that Turkey end its
trade curbs on Cyprus, an EU member since 2004.
Turkey’s bid to become the EU’s first Muslim country is running into
grassroots opposition as well, amid a backlash against lower-paid immigrants
after the EU’s expansion to ex-communist Eastern Europe in 2004.
"I am concerned that the reform process has lost its momentum," Rehn told the
parliamentary panel today. "While there has been legislative progress on the
ground, the implementation of the reforms remains uneven."
Turkey has occupied the northern tier of Cyprus since a 1974 invasion in
response to a Greek-backed coup, and the Mediterranean island’s disputed
status
has been the biggest barrier to the EU bid.
Turkey pledged to end trade restrictions on the southern, Greek Cypriot
Government as part of the EU entry process. Erdogan said last week that Turkey
wouldn’t honor that promise until the EU drops its own curbs on northern
Cyprus.
"When those who broke their word start to keep it, they’ll get an immediate
response from us," Erdogan told lawmakers from his party in Ankara. "But if
promises aren’t kept then nobody should expect our ports or airports."
Turkish officials point out that Cyprus remains divided because the Greek
Cypriots voted against a United Nations-backed reunification plan that was
supported by Turkish Cypriots and by Erdogan’s Government.
Turkey has per-capita economic production equal to 31 percent of the EU
level,
triggering fears that Turkish migrants could price western workers out of
jobs.
EU unemployment is 8.3 percent, compared to 4.7 percent in the US.
Some 63 percent of Europeans fear that further expansion would push up
unemployment and drive down wages, according to an EU-sponsored poll of 25,000
people conducted between February and March.
Referring to the public discontent, European Commission President Jose
Barroso
told the full Parliament earlier today that "we must make sure that the union
does not simply enlarge by default."
EU pressure is also mounting on Turkey to end the discrimination of the
Kurdish minority, give non-Muslims complete religious freedom, improve media
freedoms, crack down on police brutality, and enhance the status of women.
A resolution debated by the Parliament committee Tuesday "regrets the slowing
down of the reform process" and "deplores the fact that only limited progress
has been reported over the least year as regards fundamental rights and
freedoms."
Turkish legislators Monday delayed until late July debate on a law that would
give non-governmental organizations more rights and freedoms, part of the EU’s
catalogue of demands. The government had sought passage of the law by the end
of June.
A progress report to be issued by Rehn’s department in October or November
looms as a key test of Turkey’s commitment to reshaping its society along
western lines and of the EU’s commitment to let Turkey in.

2) Petrossian Says MKR Must Participate in Search for Missing And Hostages

YEREVAN (Yerkir)–Mountainous Karabagh Republic (MKR) Foreign Minister Georgi
Petrossian met with the delegation of the International Working Group (IWG)
for
Search for the Missing, Hostages, and Release of Prisoners of War in the zone
of the Karabagh conflict to discuss the current state and future of the
ongoing
search for the missing and their graves.
During the meeting, Petrossian noted that the MKR has continuously assisted
IWG activities and is always open to cooperation, while Baku constantly
refuses
to contact the respective MKR state commission.
Petrossian said that politicization of the field is unacceptable and that MKR
representatives should directly and actively participate in search for the
missing, hostages, and the release of prisoners of war.
IWG memberswhich include co-chairs Bernhard Klazen (Germany) and Paat
Zakareishvili (Georgia)–said they agreed with Petrossian about the
openness of
the Karabagh party and its assistance to the Group work.
Klazen said he regrets that former prisoners of war are still judged and
persecuted in Azerbaijan. He said that the IWG will do its best to convince
Baku to end that practice.
The meeting participants also noted that they support active cooperation of
all interested parties in solving problems in that field.

3) Head of Armenian Church to Visit Istanbul

(AP/Armenpress)–The head of the Armenian Apostolic Church, His Holiness
Karekin II, is to begin a weeklong visit to the Armenian community of Istanbul
on Tuesday, where he will also meet with Ecumenical Patriarch Bartholomew I.
During his first Pontifical Visit to Turkey, the Catholicos of All Armenians
will visit Armenian churches and holy shrines, extend his pontifical blessings
to the Armenian community of Istanbul, and meet with Armenian intellectuals
and
young men and women.
On Sunday, June 25, His Holiness will celebrate a Pontifical Divine
Liturgy in
the Armenian Patriarchate’s Cathedral of the Holy Mother of God. His Holiness
will have a number of ecumenical meetings in the Armenian Patriarchate as
well.
Also planned is a meeting between the Pontiff and the Governor of Istanbul.
Turkish nationalist protests during his visit are likely.

4) Commission Approves National Security Strategy Project

YEREVAN (Armenpress)The commission in charge of developing Armenia’s national
security doctrine held a meeting chaired by Defense Minister Serge Sargsian
Tuesday to discuss the final version of the project.
The final edited version of the document, which takes into account all
suggestions made during its development, was approved at the session.
Seyran Shahsuvarian, spokesperson for the Armenian Defense Ministry, said
that
the participants of the session were also presented the draft glossary of the
main terms of the National Security Strategy.

5) 56 Mayors Risk Jail in Turkey over Letter to Danish PM

DIYARBAKIR (AFP)–Fifty-six Kurdish Mayors risk up to 10 years in jail for
signing a letter urging Denmark’s Prime Minister to ignore Turkey’s calls to
ban a Kurdish television station with alleged links to terrorism, judicial
sources said Tuesday.
In an indictment filed with a court in Diyarbakir, the central city of the
mainly Kurdish southeast, the prosecution charged that the December 27 letter
to Anders Fogh Rasmussen amounted to "knowingly and willingly supporting" the
outlawed Kurdistan Workers’ Party (PKK).
Turkey says that Denmark-based Roj TV is a mouthpiece of the PKK–considered
to be a terrorist group by Ankara, the European Union, and the United
States–and has long urged Copenhagen to take it off the air.
The charge sheet says that Roj TV often hosts PKK leaders, carries PKK
statements inciting violence, and follows a broadcasting policy "in line with
PKK propaganda."
It was not immediately clear when the trial will start.
Among the 56 accused is Osman Baydemir, one of Turkey’s most popular Kurdish
politicians and mayor of Diyabakir.
The overwhelming majority of the mayors belong to the Democratic Society
Party
(DTP), the main Kurdish political movement in the country.
Kurdish politicians are routinely suspected by Ankara of supporting the PKK
and are often prosecuted for alleged links to the group, which has been
fighting for Kurdish self-rule in the southeast since 1984.
Two of the mayors, who belong to a small center-left party, have disowned
their signatures in the letter, but the prosecution said they should still
stand trial.
The letter states that silencing Roj TV "would mean the loss of an important
vehicle in the struggle for democracy and human rights" in Turkey.
The station has become a thorn in the side of Turkish-Danish relations.
During a visit to Copenhagen last November, Turkish Prime Minister Recep
Tayyip Erdogan boycotted a joint news conference with Rasmussen after the
latter rejected his request that a Roj TV reporter be barred from entry.
Danish authorities said last year that Roj TV’s programming contained no
incitement to hatred of Turkey, and that there was no proof it was linked to
the PKK.

create its Army, Zardusht Alizade, an Azerbaijan political scientist
said, commenting the statement of Azerbaijan’s FM Elmar Mamediarov
about the readiness to give Karabakh the "highest autonomy status" .

Alizade noted in the interview to the "Real Azerbaijan" newspaper
that the authorities continuously change their positions. "The only
thing that remains unchanged is the position that this problem can
be resolved in the framework of territorial integrity. It proceeds
from the fact that Azerbaijan has no possibility to put pressure on
Armenia. Authorities themselves do not strive to this as the most
important for them is to grab more and not to resolve the Karabakh
conflict", Alizade said. He reminded the statement of authorities that
they are building an Army able to assure the country’s territorial;
integrity. "But it is a lie. As Lenin said, where corruption exists,
no development can be there", Alizade concluded.

93 Public School Graduates Will Receive Gold Medals

93 PUBLIC SCHOOL GRADUATES WILL RECEIVE GOLD MEDALS

93 out of about 49 thousand public school graduates will receive gold
medals this year.

Head of Public Education Department of RA Ministry of Education and
Science Narine Hovhannisyan told "Arminfo." 30 of the gold medal
holders are from Yerevan, other 63 are from marzes of Armenia, except
for Armavir.

The number of medal holders is great in Syunik, Tavush, Gegharkunik
and Shirak marzes. Seven, six and five graduates received excellent
grades in Aragatsotn, Kotayk and Lori marzes correspondingly. Two
pupils got high marks in Ararat marz, and one in Vayots Dzor.

To remind, 127 graduates submitted applications to RA Ministry of
Education and Science to take centralized exams for gold medals. 41
of these were Yerevan residents.

Yushchenko Met Armenian Foreign Minister

Victor Yushchenko met with Armenia’s Foreign Minister Vardan Oskanyan,
President’s press office reported.

They discussed bilateral relations between the two countries and
both agreed that it was important to activate Ukrainian-Armenian
cooperation.

Yushchenko said he was pleased with the dynamics of trade with Armenia
and then invited President Robert Kocharyan to visit Ukraine.

In his turn, Mr. Oskanyan said the two nations had always been good
friends.

He added that Ukraine and Armenia had already signed about sixty
bilateral agreements. The minister said the countries both wanted to
join the European Union.

They also discussed ways to ensure stability and security in
the Caucasian region. Victor Yushchenko said Ukraine wanted the
Nagorno-Karabakh conflict to be settled peacefully.

The Head of State said 400, 000 Armenians lived in Ukraine, adding
that it was important to forge closer cultural and humanitarian ties
between the states.

ANEC CELEBRATES YEAR OF THE ARMENIAN SCHOOL
WITH FESTIVAL OF SCHOOLS FOR MID-ATLANTIC REGION

NEW YORK, NY – At the conclusion of the Festival of Armenian Schools
that took place in New Jersey in March, Archbishop Oshagan addressed
the students with this question: "Dear children, do you know where
Armenia is?" The Prelate of the Eastern Prelacy quickly answered his
question by telling the students, "Today, Armenia is here, because for
the past three hours you all spoke, sang, danced, acted and recited
in Armenian. I am very touched and very proud," he told them.

The Festival of Schools was presented by the Armenian National
Education Committee (ANEC), which is co-sponsored by the Eastern
Prelacy and the Armenian Relief Society (Eastern Region), in
celebration of the Year of the Armenian School proclaimed by His
Holiness Aram I, Catholicos of the Great House of Cilicia.

"In celebration of the Year of the Armenian School, we decided it
would be appropriate to have a Armenian School Festival bringing
together students from various Armenian schools," said Mrs. Nayiri
Balanian, chairperson of ANEC. The Festival was dedicated to the
1600th anniversary of the invention of the Armenian alphabet and the
90th anniversary of the Armenian Genocide.

Seven schools and The Yeraz Dance Ensemble participated in the
Mid-Atlantic Festival, which took place at Dwight-Englewood School,
a private school in Englewood, New Jersey. Participating in the
Festival were the Hamasdegh School, Washington DC; Haigazian School,
Philadelphia, PA; Siamanto Academy, New York; Holy Martyrs Elementary
School, Bayside, NY; St.

Sarkis School, Douglaston, NY; the Armenian School of Brooklyn, NY;
and the Nareg School, Ridgefield, NJ.

An impressive parade of students entered the auditorium, following
the bearers of the Stars and Stripes and Tricolor flags. They filled
the large stage and offered inspiring interpretations of the American
and Armenian national anthems, as well as Ov Metrzaskantch Too Lezou,
Yerevan Yerepouni, and Chan Haiastan, under the talented direction
of Maestro Vagharshag Ohanian.

During the main portion of the program each school presented its own
well prepared program of songs, recitations, plays and dances.

Mrs. Hermine Menakian, a Armenian teacher in New Jersey for many
years, was so impressed and proud that she congratulated all of the
students, their teachers and the Festival committee, which included
Knar Apkarian, Silva Kouyoumdjian, Prof. Asbed Vassilian, and Nayiri
Balanian.

Mrs. Zarmine Boghosian, a well-known teacher, principal, writer and
intellectual, attended with her mother and later wrote: "I returned
home from the Festival with a satisfied heart. My mother was so happy,
she forgot her heart problems. Well done!"

Mrs. Balanian expressed her deep thanks to Archbishop Oshagan and to V.

Rev. Fr. Shahe Panossian, pastor of Sts. Vartanantz Church,
Ridgefield, New Jersey, for their support and presence. She also
expressed thanks to the Yeraz Ensemble and their dance instructors,
and to the Festival’s guest conductor, Vagharshag Ohanian.

Mrs. Balanian acknowledged the deep gratitude that must go to the
teachers, 44 of whom participated in the Festival. They were honored by
ANEC with special certificates and 1600th anniversary commemorative
pins which will be presented to them during public ceremonies in
their respective communities.

Mrs. Balanian concluded with this observation: "When I was a
teacher, I would give my 8th grade graduating students an "Armenian
Passport." Each student had the duty of being an Ambassador of
Armenia, so that they would go and present their fatherland to
others with pride. Today, I issue each of you an "Armenian Passport"
and give you the duty to be Ambassadors of Armenian Schools. Go and
tell everyone that Armenian Schools are the backbone of our nation,
and encourage parents to send their children to Armenian day schools
or one-day schools."

For more than 45 years the Armenian National Education Committee
has risen to the challenge of helping transmit the Armenian legacy,
upholding it as a vibrant, evolving gift bestowed on the hearts and
minds of emerging generations. ANEC provides educational leadership and
guidance to Armenian schools under its jurisdiction, ensuring that high
standards are maintained and that changing needs are addressed. Beyond
offering logistical support at the administrative level, ANEC also

Soccer: Local Boys Do Good For Pyunik

After nine rounds of the 2006 Armenian season, FC Pyunik’s new influx
of homegrown talent looks like leading them to a sixth successive
title.

Young recruits
FC Banants and FC MIKA are doing their best to keep up with the
champions, having boosted their squads with plenty of foreign talent,
but for the moment it is Pyunik who are ruling the roost with newcomers
like Hayk Chilingaryan, Norajr Sahakyan and Gevorg Kazaryan showing
plenty of promise.

U21 internationals
That trio of players are the latest crop of graduates from Pyunik’s
academy and are all playing for Armenia’s Under-21 national team.

However, they could not prevent Pyunik from dropping their first
points of the season as they scraped a 2-2 draw against FC Kilikia
on 4 June thanks to Levon Pachajyan’s late goal.

Banants rallying
Pyunik are six points clear of Banants who have made a stirring
recovery after a bad start to the season. With the foreign and local
players starting to gel as a team, they have impressed in recent
rounds, securing a significant 2-1 win against MIKA on 4 June to
secure second place in the table.

MIKA shaky
Armenian Cup holders MIKA are certainly going through a testing time.

That defeat against Banants was followed by a 3-1 defeat against
Pyunik this week. However, they will be hoping that they can restore
some stability before their UEFA Cup campaign starts in the first
qualifying round.

Foreign policy
The signing of Russian attacking midfielder Nikita Fursin on loan
from FC Salyut Belgorod has brought the total number of foreigners in
the Ashtarak side’s squad to seven, and although he found the target
in his first match – a 4-0 win against FC Shirak – MIKA’s polyglot
signing policy has yet to be vindicated.

Ulis victory
Eight points separate the remaining five clubs in the Premier
Division. At the foot of the table, a change of coach has helped
FC Ulis Yerevan pick up their first points of the season as Arsen
Chilingaryan led them to a 2-1 win against Kilikia on 31 May.

FC Ararat Yerevan remain in fourth with new coach Abraham Khashmanyan
leading them to a 3-2 win against Kilikia in his second game in
charge. They are level on points with FC Gandzasar Kapan who, like
Shirak and Kilikia, can be a match for any team in the league on
their day.

VIENNA, JUNE 14, NOYAN TAPAN – ARMENIANS TODAY. A solemn event
dedicated to the 25th anniversary of foundation of the Hovhannes Shiraz
Armenian Saturday school was held on June 10 at the hall of the Park
Hotel Schonbrunn of Vienna. About 250 guests took part in the event.

According to RA Foreign Ministy Press and Information Department, RA
Ambassador to Austria Ashot Hovakimian and RA Resident Representative
to international organizations in Vienna Jivan Tabibian made greeting
speeches at the event. They solemnly gave graduation certificates to
the 11 leavers of the school.

The Armenian Ambassadors wished further development and success
to the school mentioning the school’s exclusive role in the issue
of preservation of the Armenian nation and its contribution to the
consolidation of the community.

They especially stressed the contribution of school headmaster Aghavni

Disinformation: Houses Of Azerbaijani Turks Being Destroyed In Nagor

DISINFORMATION: HOUSES OF AZERBAIJANI TURKS BEING DESTROYED IN NAGORNO KARABAKH

On June 11, the website of Turkish Public TV posted this information
that was followed by the broadcast of Turkish radio stations in the
morning of June 12.

According to Turkish TV, Armenia has begun demonstrating a new
pattern of barbaric actions in occupied Nagorno Karabakh belonging
to Azerbaijan.

The source reports that villages of Aghdam region bordering
Azerbaijan are being destroyed and being replaced by Armenian
settlements. Allegedly during the last 10 days villages of Yusufjanli,
Novruzli, Baghbanli, Sayibali and Sarijali completely destroyed.

Local media raised alarm that destruction of Shighbabali, Marzili,
Khendili and Goytepe villages is under way; eyewitnesses say that in
the places of Azeri villages Armenian settlements are springing up.

Yet, the Turkish TV does not name the local media.

Meanwhile the Turkish Public TV continually airs about growing tension
in EU-Turkey relations. As the EU demands that Turkey improves
relations with Armenia, this kind of disinformation on Armenian
barbarism can well be considered a unique response to this tension.
